1 GUILFORD COUNTY SCHOOLS JOB DESCRIPTIONS JOB TITLE: EXECUTIVE DIRECTOR, EMERGENCY MANAGEMENT, SAFETY & SECURITY GENERAL STATEMENT OF JOB This psitin prvides strategic directin and leadership fr the verall administratin and crdinatin f the emergency management, safety and security prgram fr the schl district and its schls/facilities. The Executive Directr sets verall strategic directin f the department and develps lng-range gals and bjectives in keeping with the district s visin, missin, values and strategic plan(s). This psitin als prvides leadership during critical incidents and cllabrates and crdinates with lcal, state law and federal law enfrcement agencies and emergency respnders/managers. The Executive Directr practively engages district and department leaders, principals and schl cmmunities in develping safety pririties, defining rles and respnsibilities, building capability and creating systems f accuntability t ensure safe and secure schl climates and wrkplace envirnments. Psitin reprts t the Chief f Staff. ESSENTIAL JOB FUNCTIONS SPECIFIC DUTIES AND RESPONSIBLITIES Sets verall strategic directin f the department, develps lng-range gals and bjectives, and implements safety and security prgram fr the district and its schls. Makes data-driven decisins abut hw t rganize and align department and district resurces t maximize the safety f students, staff and schl/facility cmmunities. Develps, imprves and cmmunicates plicies, prcedures and prtcls t supprt a safe schl and district climate while mitigating safety and security risks. Leads prgram fcused n crisis preventin, mitigatin, management, respnse and evaluatin. Plans, develps, recmmends, implements and evaluates plicies, prcedures, prtcls, and prgrams related t safety and security practices in schls and district facilities. Leads and evaluates all safety and security department activities and initiatives; builds prcesses that use data t evaluate safety/security effectiveness and drives results aligned t schl, departmental, facility and district pririties. Develps and administers the budget fr the department; makes recmmendatins regarding areas f cncern and imprvement t the chief f staff, executive leadership cuncil, cabinet and schl bard. Ensures cmpliance with lcal, state and federal laws and mandates; fulfills mnitring and reprting requirements regarding schl/district safety and security. 1

2 Cllabrates with internal and external persnnel in planning a standardized respnse t critical incidents in accrdance with the state and federal Incident Cmmand System mdel; prvides leadership during critical incidents using ICS. Advises and assists site-based administratrs and departmental/divisin leaders in assessing and mitigating criminal activity and ther safety/security cncerns n GCS prperty. Develps and manages cntracts with utside agencies t prvide schl security and schl resurce fficer services; ensures adherence t GCS values and standards. Wrks cllabratively with infrmatinal technlgy, facilities, maintenance, and ther district departments and staff t prvide leadership regarding capital needs; helps develp plans t equip schls and departments with assets necessary t ensure the safety f schl/district cmmunities. Develps, delivers and crdinates relevant and high quality prfessinal develpment and training fr schl and district persnnel and thers as needed t supprt plicy and enfrcement, and strengthen preventin, mitigatin and respnse capabilities. Cllabrates with principals and variety f schl and district persnnel, as well as with direct reprts, t strengthen and imprve schl/district safety and security. Engages and supprts direct reprts in identifying their prfessinal gals and executing apprpriate prfessinal/career develpment plans. Recruits and selects skilled and capable safety and security persnnel, and effectively evaluates the perfrmance f security and safety persnnel and cntract persnnel. Cnducts planning and research activities relating t all aspects f public safety in a public schl system envirnment. Cnducts educatinal prgrams fr students, staff, parents, and cmmunity members in the interest f crime, accident, and fire preventin. Wrks with ther departments in securing grant funding that supprts schl and district safety initiatives; prepares and delivers regular reprts n schl/district safety and security t teachers, principals, district leaders, and the Bard f Educatin. ADDITIONAL SECURITY/SAFETY FUNCTIONS: Facilitates and crdinates prfessinal develpment fr schl resurce fficers and ther cntracted wrkers wh interact with GCS students and staff; Assists schl principals with safety and security planning thrugh site-visits, prfessinal develpment pprtunities, ne-n-ne cnsulting services, and ther means as needed t ensure schl safety; Mnitrs schl and site cmpliance with required safety and security drills; Cnducts safety awareness surveys and site visits t assist principals f surrunding issues near schls; GCS REV 1/2016 2

3 Reviews infrmatin and stays abreast f guidelines and new develpments issued by the Department f Hmeland Security, FEMA, NC Department f Public Safety, NC General Assembly, NC Center fr Safe Schls, NEA, and ther lcal, state and natinal rganizatins regarding prtcls, prcedures, and best practices Reviews and ensures schl and district awareness, understanding and cmpliance with the Natinal Incident Management System (NIMS) Attends SRO trainings and related prfessinal develpment pprtunities as needed; Serves as a member f the Greensbr Public Safety Cmmittee; serve as a liaisn with emergency respnders, including but nt limited t fire marshals, fire chiefs, chiefs f plice, emergency management persnnel, and thers as apprpriate Supervises and facilitates the SRO/Principal cmmunicatin subcmmittee Serves as Chairman f the District Safety Equipment Cmmittee, which versees AEDs and placement, reviews and versees site plans and flr plans fr CMEP and SharePint; Reviews and cllabrates with tech services in security equipment including fire, security, safety, panic alarms, etc. Serves as a prject team leader and prject team participant as needed/upn request in supprt f the schl district s Strategic Plan, Say Yes t Educatin and ther district-wide initiatives. Serves as Chairman f the Registered Sex Offender (RSO) Cmmittee as the superintendent s designee: Chairs cmmittee and schedule meetings t review cases Discusses intake issues and wrk with principals n the 100s f RSOs in district Cnvenes cmmittee t make determinatins regarding RSO Prvides letters and mems as needed regarding RSOs t principals and law enfrcement Cllabrates with law enfrcement n criminal recrds f individuals ADDITIONAL JOB FUNCTIONS Perfrms ther related duties as required/assigned by the chief f staff and/r the superintendent/superintendent s designee. 5 MINIMUM TRAINING AND EXPERIENCE Bachelr s degree in emergency management/public safety, educatin, public administratin, r related field is required. Relevant certificatins, credentials in emergency management, safety and security plus a master s degree in emergency management, public administratin, educatinal leadership, criminal justice, public safety, law enfrcement, r related field, r equivalent experience is preferred. Prefer 5 r mre years f prgressive prfessinal experience in emergency management. SPECIAL REQUIREMENTS Must hld/must be able t secure within first six mnths f emplyment current certificatin(s) in Emergency Management frm FEMA r similar agency/authrity. Must be ver 18 years f age, a citizen f the U.S. and pssess a valid Nrth Carlina Driver s License. Cntractual psitin requires access and respnsiveness 24 hurs a day, seven days a week, particularly but limited t emergency situatins. MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS Physical Requirements: Must be physically able t perate a variety f equipment including cmputers, cpiers, calculatrs, cellular phnes, etc. Must be able t exert up t 10 punds f frce ccasinally, and/r a negligible amunt f frce cnstantly t lift, carry, push, and pull r therwise mve bjects, including the human bdy. Light Wrk usually requires walking r standing t a significant degree. During crisis situatins, may require Mderate t Significant Physical Wrk and lengthy perids f standing while prviding n-site assistance, ften ut f drs, and in temprary lcatins, such as mbile trailers. Data Cnceptin: Requires the ability t cmpare and/r judge the readily bservable, functinal, structural r cmpsite characteristics (whether similar r divergent frm bvius standards) f data, peple r things. 6 Verbal Aptitude: Requires the ability t recrd and deliver infrmatin, t explain prcedures, t fllw ral and written instructins. Must be able t cmmunicate effectively and efficiently in Standard English. Numerical Aptitude: Requires the ability t utilize mathematical frmulas; t add and subtract; multiply and divide; utilize decimals and percentages; and t apply the principles f algebra, descriptive statistics, statistical inference, and statistical thery. Frm/Spatial Aptitude: Requires the ability t inspect items fr prper length, width, and shape. Mtr Crdinatin: Requires the ability t crdinate hands and eyes rapidly and accurately in using ffice equipment. Manual Dexterity: Requires the ability t handle a variety f items such as ffice equipment and hand tls. Must have minimal levels f eye/hand/ft crdinatin. Clr Discriminatin: Requires the ability t differentiate between clrs and shades f clr. Interpersnal Temperament: Requires the ability t deal with peple beynd giving and receiving instructins. Must be adaptable t perfrming under stress and when cnfrnted with emergency situatins.
