1 Assessment Plans and Outcmes Student Affairs San Francisc State University Spring 2010 The Divisin f Student Affairs at San Francisc State University launched its inaugural assessment prgram in April Prir t that date, units within Student Affairs had fcused primarily n individual prgram imprvement effrts. In preparatin fr the WASC Capacity and Preparatry Review scheduled fr March 2011, Student Affairs shifted the fcus and began a deliberate effrt t bring student learning utcmes t the frefrnt. The mve frm a student satisfactin/prgram imprvement mdel t a student learning utcme-based mdel resulted in this dcument which describes the assessment plans that were develped and implemented within Student Affairs units during the academic year. T begin this effrt, Student Affairs directrs received a tw-day training prgram cnducted by Lri Varltta, Vice President fr Student Affairs, Califrnia State University Sacrament. The training prgram helped Student Affairs directrs understand the basics f assessment: Aligning the department missin with the missins f the Student Affairs Divisin and the University. In sme cases, the departments needed t craft new missin statements. Identifying the tw t three verarching planning gals t bradly frame their wrk during the upcming years. Articulating at least three significant student learning utcme and/r prgram utcmes t achieve fr students wh participate in their prgrams r utilize their services. Directrs were asked t develp instruments and cllect data t measure the student learning that ccurred. As might be expected in an inaugural effrt at identifying measurable utcmes, sme instruments and assessment appraches prved t be mre valuable than thers. The secnd cycle f develping and measuring utcmes will be greatly imprved based n the experience gained in The fundatin fr evidence-based decisin making and utcme-based assessment will be used t create mre rbust assessment plans fr the next cycle in The fllwing reprt details the assessment plans created by each unit in Student Affairs. Fr specific questins abut the utcmes assciated with a certain prgram area, please cntact the Directr identified as the cntact persn fr that particular department. Assessment plans fr the fllwing Student Affairs departments are included: Athletics Campus Recreatin Career Center Disability Prgrams and Resurce Center Educatinal Opprtunity Prgram (EOP) Financial Aid LEAD (Leadership, Engagement, Actin, Develpment) Registrar s Office Student Health Services Student Outreach Services Testing Center Undergraduate Admissins University Husing

2 Disability Prgrams and Resurce Center (DPRC) Divisin f Student Affairs San Francisc State University Assessment Plan Missin Statement In accrd with the missin f SF State, the Disability Prgrams and Resurce Center (DPRC) cllabrates with SF State's diverse cmmunity t ensure that all aspects f campus life learning, wrking and living are universally accessible. The DPRC prvides the University with resurces, educatin and direct services in rder that peple with disabilities may have a greater pprtunity t achieve scial justice and equity. Ratinale The DPRC missin statement, alng with the University and Divisin missin statements, emphasizes cmmitment t supprting a diverse campus envirnment where learning, wrking and living is accessible t all. Planning Gals Gal 1: Prvide students wh are new t DPRC with a transparent, meaningful, user-friendly intake prcess. [Campus Strategic Planning Gal V Full Participatin in University Life] Gal 2: Increase the retentin rates f students with disabilities. [Campus Strategic Planning Gal I Scial Justice and Equity, and Gal V Full Participatin in University Life] Gal 3: Imprve student emplyees awareness and understanding f issues surrunding peple with disabilities. [Campus Strategic Planning Gal I Scial Justice and Equity, Gal II Writing. and Gal VI Resurce t Cmmunity] Student Learning Outcmes and Prgram Objectives Gal 1: Prvide students wh are new t DPRC with a transparent, meaningful, user-friendly intake prcess. Ratinale: A clear, cmprehensive, user-friendly intake prcess increases the likelihd that students with disabilities will return t and utilize the DPRC in a manner that is practive rather than reactive. It als decreases the likelihd f student grievances based n misunderstandings f their rights and respnsibilities, and enhances disability identity by empwering students t be self-advcates. Student Learning Outcme (SLO) #1 Students new t DPRC registratin prcess in wh are determined eligible fr reasnable accmmdatins will self-reprt a clear understanding f the rights and respnsibilities assciated with the reasnable accmmdatin prcess via a pst fcus grup written assessment tl. Between and , understanding f student rights and respnsibilities will imprve by at least 50%, Student Learning Outcme (SLO) #2 At least 80% f students surveyed via the fcus grup tl in will reprt psitive, helpful, cllabrative and timely interactins with DPRC staff, thrughut and beynd the intake prcess. By , this respnse will be at least 95% psitive.

3 Measures: Student Learning Outcmes (SLOs) #1 and #2 will be measured thrugh a DPRC facilitated fcus grup that explains what t expect in the intake interview, and students rights and respnsibilities as part f the accmmdatin prcess, prir t New Student Orientatin. A pst-test will be distributed t students attending the pilt sessin (t be held during New Student Orientatin, Fall 2009). A cmprehensive survey will be distributed t students at the end f the academic year t include the psttest questins and a DPRC student satisfactin cmpnent. Prgram Objective #1 By December 2009, all intake frms and materials (e.g., intake frms, accmmdatin and prcedural ntices, dcumentatin criteria) will be updated fr cntent and prvided t students in a universally accessible frmat. Prgram Objective #2 Thrughut , DPRC intake staff will utilize, as apprpriate, and as aligned with the ADA Amendments Act, structured interviews during the intake prcess. Use f structured interviews as part f the intake prcess allws the DPRC intake staff t have a mre individualized experience with the disabled student. This, in turn, leads t greater self reprted student satisfactin with the intake prcess as the student reprts that he r she was heard and understd by the DPRC staff member. This apprach will als help the intake staff align with sciplitical mdels f disability, as supprted by ur departmental missin statement. Measures: Prgram Objectives will be reached via additinal in-huse intake staff training regarding student accmmdatin ptins based n disability type, as well as integratin f material frm Prject Shift, a three-year Department f Educatin grant prgram designed t help select universities implement sciplitical mdels f disability and principles f universal design. Results: Significant changes in the DPRC staffing structure, including the resignatin and leave f absence f tw senir student services staff members, ur access services web assessment crdinatr, and the sabbatical f the DPRC Directr during necessitated redistributin f essential jb functins amng the remaining existing student services staff members and the Acting Directr. Given the limited staff resurces, pririty in the department during was placed n prviding ADA-mandated reasnable accmmdatins fr students (and emplyees), and n maintaining legal cmpliance within the University. In additin, time reductins brught n by state furlughs in necessitated that the Acting Directr withdraw SF State frm the three-year Prject Shift sciplitical mdels f disability grant mentined abve, which was meant t assist DPRC in implementing prgram bjectives related t all f ur planning gals fr this year. As such, DPRC staff members were unable t fcus n assessment f the Planning Gals and Learning Outcmes as written. DPRC student services staff members designed a Fall 2009 New Student Orientatin wrkshp fr students new t the DPRC registratin prcess wh were determined eligible fr reasnable accmmdatins vis-à-vis Student Learning Outcme #1 abve. Unfrtunately, n students attended this wrkshp sessin. Hwever, in DPRC student services staff members began wrk n ensuring that all intake frms and materials fr students are universally accessible t all students, and that clear, easy t fllw registratin and intake prcedure infrmatin is available fr the first time n ur departmental website. This wrk will be cmpleted in time fr Fall 2010 New Student Orientatin. In additin, The Acting Directr and the Assistant Directr began training DPRC staff members n the use f structured interviews and applicatin f scial mdels f disability within the intake prcess. This training is in its infancy and is expected t cntinue in Cnclusins: Additinal staff restructuring that will allw the Assistant Directr t fcus slely n student services prvisin is anticipated in This will allw DPRC t re-fcus departmental gals, student

4 learning utcmes and prgram bjectives fr , cntinuing the training mentined abve, and revising these items as apprpriate. Gal 2: Increase retentin f students with disabilities enrlled in curses at San Francisc State University. Student Learning Outcme (SLO) #3 During , students with disabilities will learn hw t use their reasnable accmmdatins and services mre effectively, increase their use f accmmdatins, and be at least 50% mre likely t cmplete a curse fr a grade than thse students with disabilities wh chse nt t use accmmdatins and services. Student Learning Outcme (SLO) #4 During , DPRC students with disabilities eligible fr accessible electrnic media accmmdatins will learn hw t use electrnic and infrmatin technlgy (E&IT) in their curses mre effectively, and will be at least 50% mre likely t cmplete a curse fr a grade than eligible students wh did nt use E&IT in their curses. Prgram Objective #3 During , DPRC will expand utreach effrts that disseminate access statements and accessible event-planning-infrmatin assciated with academic events. Prgram Objective #4 During , DPRC will cntinue t cllabrate with campus allies (e.g., Center fr Teaching and Faculty Develpment. Academic Technlgy) t prvide training t select students and faculty n best practice n the use f E&IT in the classrm. Prgram Objective #5 By , DPRC will wrk t increase retentin especially in clleges where students with disabilities are histrically underrepresented (e.g., Science, Business). Ratinale: Students with disabilities remain ne f the mst underrepresented minrity grups in clleges and universities. Graduatin and retentin rates f cllege students with disabilities are als histrically very lw. Imprving retentin rates f students with disabilities thrugh access t and use f accmmdatins and technlgy imprves the likelihd f student success (and emplyment) after cllege. Measures: Objectives will be measured by using a variety f existing assessment tls (i.e., DPRC facilitated interviews regarding student use f pririty registratin; crrelatins between student accmmdatin use training and class cmpletin rate) and these three initiatives: DPRC will wrk with the Cunseling Department in the Cllege f Educatin t prvide retentin data fr their Accmmdatin Study, which will examine the success and curse cmpletin rates f students with disabilities enrlled in the Cunseling Department wh used accmmdatins verses thse students with disabilities wh did nt use accmmdatins. In September 2009, DPRC will cllabrate with EnAct Grant researchers t prvide fcus student grup members wh will answer questins related t their experience with accessible technlgy. At the end f the academic year, DPRC will cllect retentin crrelatin data regarding students use f accmmdatins and academic success, as a requirement fr Prject Shift, mentined abve. Prgram measures will be met by actively fllwing the prgram measures mentined abve.

5 Results: As mentined in Planning Gal 1 results abve, DPRC staff members were unable t fcus n assessment f the Planning Gals and Learning Outcmes as written. Hwever, DPRC plans t implement accmmdatin use training fr thse students eligible fr electrnic media accmmdatins in Fall In additin, the DPRC Acting Directr cllabrated with the Cunseling Department and EnAct Grant researchers n their studies related t student accmmdatin and electrnic technlgy use in the classrm in , but t date has nt received data fr analysis and implementatin. Althugh the Acting Directr withdrew SF State frm Prject Shift, general disabled student accmmdatin use data (i.e., the number f students using all categries f reasnable accmmdatins ver a perid f years, including electrnic media) are currently being cmpiled and will be prvided as part f the narrative reprt f the WASC Graduatin and Retentin subcmmittee. Finally, Deaf and Hard f Hearing Services succeeded in expanding utreach effrts that disseminate access statements and accessible event-planning infrmatin assciated with academic events. Cnclusins: DPRC anticipates that implementatin f electrnic media student use training will lead t increased and imprved student-use f E&IT in the classrm during the academic year. Anticipated DPRC staff restructuring in will allw fr better fcus n this gal ver the cming year. Subsequently, Planning Gal 2 bjectives and measures will be revised as apprpriate. It is anticipated that targeted wrk will cntinue in the expansin and disseminatin f disability access statements and accessible event-planning infrmatin assciated with academic and public events, as written abve. Gal 3: Imprve student emplyees awareness and understanding f issues surrunding peple with disabilities. Student Learning Outcme #5 During student emplyees learn abut sciplitical, attitudinal, and universal access issues f peple with disabilities and imprve their understanding f these issues by at least 50% Student Learning Outcme #6 During , student emplyees will apply what they ve learned abut disability issues within their 1:1 interactins with persns with disabilities and will btain at least an 75% psitive respnse rating frm student, faculty and staff custmers regarding service delivery and their interactins arund disability issues. By , the psitive respnse percentage will be 80%. Prgram Objective #6 Thrughut , incrprate disability awareness and etiquette training int new student emplyee rientatin sessins. Prgram Objective #7 Prvide regular pprtunities fr student emplyees t receive training, feedback and/r an pprtunity t dialgue with DPRC staff and/r persns with disabilities abut their experience wrking with peple with disabilities. Ratinale: DPRC has ne f the largest student emplyee staff n campus. What they learn utside f the classrm is as much a part f the cllege experience as academics. Students wh begin t understand the disability experience thrugh their wn emplyment will carry this knwledge with them thrugh their next emplyment arena, thus wrking t diminish the impact f discriminatin f persns with disabilities in the wrkplace.

6 Measures: Objectives will be measured thrugh an emplyee rientatin quiz and an essay questin that is cmpleted at the end f the academic year. Custmer service and attitudinal awareness questins will be incrprated int a student satisfactin survey. Faculty and Staff student emplyee satisfactin will als be plled. Results: As mentined in Planning Gal 1 and 2 results abve, DPRC staff members were unable t fcus n assessment f the Planning Gals and Learning Outcmes as written. Hwever, wrk has began n a DPRC Frnt Desk training manual meant t assist student emplyees in relaying mre accurate infrmatin abut DPRC ffice prcedure and practice. This manual will be in place by Fall In additin, the student emplyee applicant interview prcess was revised this year t include 1:1 screening interviews between the student emplyee applicant and DPRC prfessinal staff supervisrs. Cnclusins: Use f the training manual and imprved emplyee applicant screening will lead t imprved DPRC student (and emplyee) satisfactin with student emplyees. It is anticipated that this planning gal and student training will cntinue clsely t as written and will be assessed as written abve during the academic year.
