Develpment f the curse 3.1 Industry / enterprise / cmmunity needs Standard 1 and 2 fr Accredited Curses Operatins management is the systemised set f activities that creates value in the frm f gds and services by transfrming inputs int utputs. Such activities take place in all rganisatins and industry sectrs. Please see Appendix 2: Curse cntent develped by Steering Cmmittee, fr breadth f industry cntext. It invlves the critical multi-dimensinal balancing f supply and demand with vlume and variety. Operatins management is therefre acknwledged as a generic field within the dmain f business services, embracing systems planning; rganisatinal and persnnel capacity building and resurcing within lng-term, shrt-term and day-t-day parameters. Over the recent decade, Operatins Management has undergne a resurgence that has seen it clearly seated within brad-based business services sectr necessary t all rganisatins. 6 State f Victria 2011

11 Sectin B: Curse Infrmatin Industry representatives and qualificatin cntent experts alike, insist that peratins management must nt remain reduced t business administratin within manufacturing and warehusing nly and is nt t be cnfused with prductin: the creatin f gds and services. They nted that paths t careers in peratins management are mre likely, in cntemprary Australian labur market, t have a snakes and ladders nature rather than a vertical, r sil, ne: peple may jurney thrugh ther qualificatins, related r nt, be they manufacturing, warehusing, lgistics, engineering, banking, children services r hspitality, t arrive at a desire, and/r pprtunity, t fcus attentin n an peratins management rle. Industry requires a suite f peratins management-specific qualificatins that fregrund the critical elements that cnstitute the abve definitin and that, at the same time, are aligned with as brad a range f industry sectrs as pssible. The frmer requirement is addressed the thrugh the prvisin f the three new cre units in each qualificatin. The latter requirement is addressed thrugh a selectin f business units tgether with an pen selectin f further electives, all f which can be tailred t meet individual career plans and paths. The critical elements f a systemised set f activities that creates value in the frm f gds and services by transfrming inputs int utputs, are defined within a Three Tier Apprach t peratins management. 1. Operatins management strategy (three t five year plan) 2. Integratin f strategy (quarterly t annual perfrmance f strategy) 3. Resurcing (day-t-day perfrmance f strategy) The new cre units in the qualificatins have been develped t address this systems thinking critical t mdern appraches t peratins management acrss three levels f vcatinal utcmes. Since 1992, VET sectr curses in Operatins Management have been cnsistently ffered in Victria. The current curses are ffered thrugh Kangan Batman Institute f TAFE, Victria University TAFE Divisin and Chishlm Institute. Hlmesglen Institute f TAFE and Chishlm Institute ffer Graduate Certificate prgrams in Operatins Management, while Melburne University ffers a Master f Applied Cmmerce (Operatins Management). The latter attests t the relevance f the qualificatins and the existence f pathways t higher educatin. All institutins reprt viable enrlments thrughut this perid. Please see Figure 3.1 belw, fr enrlment data 2007 t the present. Mre salient, hwever, is that they all reprt a high interest in the new structure and cntent f three discrete Operatins Management qualificatins that specifically address the emerging need fr peratins management training acrss all industry sectrs. They all reprt a significant hlding ff in enrlments fr 2011 by students awaiting accreditatin f these re-designed qualificatins. State f Victria

Operatins Management was identified in the Business Services Scping prject (BSTA, ANTA, Aug 1999) which led t the develpment f the Business Services Training Package. Operatins Management has nt been develped, then r since, within this Training Package. After further mapping f vcatinal utcmes against natinal Training Packages, it was fund that there are n qualificatins that prvide training in the vcatinal utcmes (Sectin B 2. abve) required fr effective cntributin within the peratins management dmain.
