The purpse f this prcedure is t establish a prcess fr identifying and implementing Envirnmental, Health and Safety training requirements fr Cmmissin emplyees. The Cmmissin educates staff n the Waste Cmmissin f Sctt Cunty s (Cmmissin) Envirnmental Health & Safety (EMS) plicies, t mtivate and encurage emplyees t practice envirnmental stewardship by raising awareness and sensitivity t envirnmental issues thrugh Cmmissin plicies, regulatins, training, and interactive dialgue. In additin, ensuring emplyees health and safety is a pririty by prviding training, tls, resurces and review f plicies, prcedures and related dcuments. 2 SCOPE This prcedure addresses peratins and activities that can have a significant impact n the envirnment, and the health & safety f Cmmissin emplyees and thers. It applies t Cmmissin emplyees and utside cntractrs engaged in Cmmissin-related wrk activities within the Envirnmental Health & Safety Management System (EMS) fence line. 3 RESPONSIBILITY & AUTHORITY Training, Awareness and Cmpetency Prcedure Page 1 f 8

2 3.1 The Directr is ultimately respnsible fr the health and safety f all emplyees, and fr the EMS system as well as the fllwing: ensuring that resurces are available t establish, implement, maintain, and imprve the EMS; defining rles, respnsibilities, accuntability, and authrities; ensuring all recrds are prperly dcumented and cmmunicated; determining cmpetency based n apprpriate educatin, training, r experience. Cmpetency requirements fr auditrs are utlined in the fllwing table: Auditr Type Internal Auditr(s) Cmpliance/Third Party Auditr(s) External R2-2013/ISO 14001/OSHAS Auditr(s) Requirements Iwa EMS - Training frm utside EMS auditing training curse r bserved at least ne internal audit. R2-2013/ISO 14001/OSHAS Training frm utside EMS audit training curse n ISO 14001, OSHAS and/r R Cmpletin f lead auditr training fr ISO 14001, OSHAS r R Knwledge f hazardus materials (CHMM r equivalent training) and health and safety regulatins (CIH r equivalent training). Registrar must cmply with the requirements as utlined in the R2 Cde f Practices, R2 Certificatin Prcess Requirements, Versin 1.0, Effective Date: July 1, Managers are respnsible fr the fllwing: identifying required training curses by jb title, jb descriptin and by emplyee when applicable. Assure that scheduled training is cmpleted by affected staff; develping and identifying training curses in cnjunctin with Cmmissin facilities; ensuring that emplyees are infrmed f the legal requirements affecting their jbs; demnstrating their cmmitment t cntinual imprvement f the EMS. 3.3 Envirnmental Management Representative (EMR) is respnsible fr the fllwing: ensure that apprpriate emplyees are trained regarding significant EMS aspects that relate t their jbs; cnducting EMS awareness training fr new emplyees. 3.4 Special Waste Crdinatr is respnsible fr the fllwing: ntifying and requiring emplyees t attend envirnmental, health & safety training classes; Training, Awareness and Cmpetency Prcedure Page 2 f 8

3 ensuring that the required curse Training Attendance Sheet (Dc.N ) is traceable retained, cmpleted and recrded int Intelex within 10 days f the training; ensuring that emplyees are infrmed regarding the cnsequences f deviating frm prcedures; assisting in determining training needs and cmpetency requirements by jb titles in cnjunctin with Cre Team and affected Cmmissin facilities; ntifying emplyees f envirnmental, health & safety training pprtunities; maintaining a list f jb titles, emplyee names and required training in the Training Matrix (Dc.N ) 4 PROCEDURES The EMS training prgram is further described belw: 4.1 Training Needs Assessment The Safety Cmmittee will aid in the evaluatin and implementatin f the safety plicies. (See Safety Cmmittee Charter Prcedure, Dc.N ) The Cre Team including the Special Waste Crdinatr will meet thrughut the year t talk abut the status f safety plicies, trainings and the wrk f the Safety Cmmittee. The Cre Team will review aspects and impacts and identify if new training is needed. (Envirnmental, Health and Safety Aspects, Impacts and Significance Criteria Prcedure, Dc.N ) 4.2 Training Schedule and Ntificatin The Safety Cmmittee in cnjunctin with the Special Waste Crdinatr will develp a schedule fr Cmmissin-required training. At all internal and external EMS training curses/classes, the Training Attendance Sheet (Dc.N ) and/r an external certificate will be used t dcument wh attended the curse. The Intelex system is als a means t shw cmpleted training. Training Attendance Sheets shall include the fllwing infrmatin at a minimum: Curse Title Curse Date Training Duratin (hurs/minutes) Trainer s Name Emplyee Name Emplyee s Signature Lcatin f Training Training, Awareness and Cmpetency Prcedure Page 3 f 8

4 Training Attendance Sheets (Dc.N ) will be kept in accrdance with Dcument and Recrd Management Prcedure (Dc.N ). 4.3 Tiered Training Prgram This prcedure utlines the training classificatin f the Cmmissin s EMS tiered training prgram t ensure the apprpriate level f training is prvided t Cmmissin emplyees. These tiers include the fllwing: Regulatry, Envirnmental Stewardship, Health & Safety, and EMS training, which are further described belw. Training prcedures take int accunt differing levels f respnsibility, ability, language skills, literacy and risk. Regulatry Training This training is specifically required by federal, state, and lcal regulatins r is needed t assist in meeting these regulatry requirements. The intent f the training is t ensure thse emplyees wh are invlved in jb activities with regulatry requirements have the apprpriate tls t perfrm their jb. Examples include but are nt limited t: Operatr Certificatin, SPCC, SP3 and Hazwper. Scpe f these types f trainings includes: Review f Cmmissins specific Health and Safety Plicies Cnsequences with specific wrk activity and benefits f imprper perfrmance Rles and respnsibilities Cnsequence f departure frm prcedures. There may be regulatry training requirements which are nt cvered by the Cmmissin classes. These classes may be taught by the apprpriate utside regulatry agency r anther qualified entity. Examples include but are nt limited t: Operatr Certificatin, Appliance Demanufacturing Permit, and Hazwper. These training requirements shall be included n the Training Matrix. 4.4 Envirnmental Stewardship These curses are designed t prmte envirnmental awareness and/r assist emplyees in develping and implementing pllutin preventin practices thrughut Cmmissin facilities. These are pprtunities fr emplyees t learn new envirnmental infrmatin, which may r may nt be directly related t their jb. Examples are green prcurement, energy cnservatin, recycling and cmpsting. 4.5 Envirnmental Health & Safety Management System (EMS) EMS Awareness Training, Awareness and Cmpetency Prcedure Page 4 f 8

5 This training is prvided fr thse emplyees wrking within the EMS fence line. EMS awareness training is prvided by the Cre Team and/ r Safety Cmmittee at quarterly staff meetings, tlbx talks, fr new emplyees, special staff training sessins and at an annual EMS meeting. The scpe f the training can include but is nt limited t: Imprtance f adhering t plicies and prcedures; Review f the Cmmissin s Envirnmental, Health & Safety (EMS) Plicy (Dc.N ) and cmmitments; EMS aspects; Significant envirnmental aspects; EMS bjectives and targets; Rles and respnsibilities; Best Management Practices fr pllutin preventin; Ptential EMS cnsequences due t deviatins frm EMS prcedures and/r wrk instructins; Successes frm prir year; New aspects r impacts emplyees shuld be aware f. EMS Awareness training may be cnducted by the Cre Team, Safety Cmmittee, r the EMR. EMR Training EMR training is cnducted by r thrugh a cntractr f Iwa Department f Natural Resurces (DNR) r thrugh an existing r previusly qualified EMR fr ensuring the Cmmissin s EMR has the necessary tls t perfrm the duties f the EMR. Peridic refreshers are cnducted by the DNR r a cntractr thrugh DNR. The cntents f the curse shall include: review f EMS regulatins and legislatins; detailed descriptin f the Cmmissin s EMS implementatin effrts using the plan, d, check, and act cncept; dcument management/cntrl; EMS auditing and crrective actin prcess; rt cause analysis and nn-cnfrmance handling; specific rles, respnsibility and authrity f the EMR and Cre Team members; envirnmental perfrmance and reprting. Internal Auditr Training Internal auditr training can be cnducted thrugh a cntractr f Iwa Department f Natural Resurces, the facility s R2 registrar, a cnsultant r thrugh an existing r previusly qualified internal auditr. 6 refreshers are cnducted by a cntractr thrugh the Iwa Department f Natural Resurces. The cntents f the internal auditr training may include but are nt limited t: purpse f assessment; what is an EMS; assessment prcess; assessment preparatin; cnducting an audit f EMS elements; assessment reprting and fllw-up; best practices. 4.6 Cmpetency Envirnmental, health and safety cmpetency is based n a persn s knwledge and experience f an peratinal task and it s assciated envirnmental, health r safety impact. Cmpetency is determined by the Directr in cnjunctin with facility managers, supervisrs, EMR, the Administrative Services Crdinatr, Special Waste Crdinatr and/r Cre Team. The fllwing has been implemented by the Cmmissin t address cmpetency: hiring and interview prcess; educatin; past experience; jb descriptins; perfrmance evaluatins; identificatin and tracking f required licenses r registratins fr wrk activities; frmal training prgrams; n-the-jb training; Iwa Department f Natural Resurces-spnsred training prgrams. Fr additinal EMS cmpetency requirements, see Jb Descriptins and Training Matrix (Dc.N ). Als, additinal cmpetency requirements fr auditrs are lcated in the EMS Audit Prcedure (Dc.N ). Facilities may substitute utside training classes t meet the training requirements f the Training Matrix (Dc.N ). Examples f utside classes are nline curses r training classes ffered by rganizatins external t the Cmmissin. The burden will be n the manager and/r facility supervisr t assure that the utside training fulfills all relevant requirements and t retain dcumentatin f curse cntent and attendance. 4.7 Training Recrds Training, Awareness and Cmpetency Prcedure Page 6 f 8

7 Cmmissin emplyee s attendance at all training sessins is dcumented thrugh the use f the Training Attendance Sheet (Dc.N ). The Training Attendance Sheet shall be used fr all Cre Team- taught classes and cmpleted frms will be maintained by the Special Waste Crdinatr. The Special Waste Crdinatr shall enter all training-related dcumentatin int the Cmmissin s EMS Sftware, Intelex.
