2 PREAMBLE s what and why are they? The s are intended as guidance fr Lcal Authrities and thers invlved in land use planning and develpment in the Greater Dublin Area. The need fr additinal guidance n integrated land use and transprt plicy was identified in A Platfrm fr Change and is being prvided in the Advice Ntes. They set ut the DTO apprach t varius issues within land use and transprtatin planning. The Advice Ntes are nt issued as a fait accmpli, but will be updated and revised based n feedback received, new experience and knwledge. The DTO Advice Ntes are nt Gvernment Guidelines, have n statutry basis and are nt plicy statements. The Advice Ntes set ut what the DTO cnsiders t be current best practice. In its rle as a prescribed bdy, the DTO mnitrs planning applicatins, appeals and develpment plan plicies in the GDA where these are likely t impact significantly upn DTO Strategy. The Advice Ntes set ut in an easily accessible frm DTO attitudes twards varius land use and transprtatin issues which have been expressed by the DTO in varius reprts n planning applicatins, appeals and develpment plans. The Advice Ntes will be available t Lcal Authrities, cnsultants r any ther interested parties, and will help t cnslidate DTO pinin n a tpic-bytpic basis. It is intended that they will be updated and augmented ver time, and build int a vlume r set f ntes helping twards the implementatin f the DTO Strategy. The Advice Ntes are written t encurage debate and frmulatin f new pinins and attitudes t integratin f land use and transprtatin, which will help t further the bjectives f the Strategic Planning Guidelines and Platfrm fr Change. They are issued as a catalyst fr discussin and disseminatin f infrmatin relevant t the sustainable develpment f the GDA. 1

3 What is Mbility Management? Mbility Management can be described as a transprt demand management mechanism, that seeks t prvide fr the transprtatin needs f peple and gds. It can be applied as a strategic demand management tl r as a sitespecific (r area-specific) measure. The aim is t reduce demand fr and use f cars by increasing the attractiveness and practicality f ther mdes f transprt. What is a Mbility Management Plan? A Mbility Management Plan (MMP) is a management tl that brings tgether transprt and ther staff and site management issues in a crdinated manner. A successful plan can help cmpetitiveness by reducing transprt csts fr bth the emplyer and staff and prvide a mre cnducive wrking envirnment. It nrmally brings tgether a package f measures tailred t the needs f an individual wrk site r a cllectin f wrk sites. This package generally includes measures t prmte and imprve the attractiveness f using public transprt, cycling, walking, carsharing, flexible wrking r a cmbinatin f these as alternatives t drive-alne jurneys t wrk. It can cnsider all travel assciated with the wrk-site, including business travel, fleet management, custmer access and deliveries. It shuld be cnsidered as a dynamic prcess where a package f measures and campaigns are identified, pilted and mnitred n an n-ging basis. The impact f these measures shuld be reviewed by the Lcal Authrity and business against a set f agreed targets, principally in relatin t: 1

4 Office, Office-based industrial, Other industrial, Retail (large ne-ff stres and twn/district center develpments), Retail warehusing, Warehusing and distributin, Places f educatin. A reductin in car jurneys t and frm the wrk site An increase in the number f peple wh share their jurneys by car A reductin in the need t travel, especially during the rush-hur perids Enabling staff t use alternative mdes f transprt A mbility management plan may take the frm f a frmally published dcument, which utlines its measures and targets. Alternatively, it may simply evlve ver time as different initiatives are pilted. Depending n the circumstances f the rganisatin, either apprach can be applied. When is a Mbility Management Plan required? Mbility management plans shuld be required fr develpments which the planning authrity cnsider may generate significant trip demand. There may, hwever, be significant variatins t this threshld, subject t the specific lcatin characteristics (twn/city centre, ut f twn), emplyment type and wrk patterns (shift, standard wrking day). Develpment fr which mbility management culd be applied includes the fllwing: In the case f retail develpments, mbility management plans may include measures fr emplyees, custmers and suppliers. Mbility management fr retail develpment may require a different apprach t mbility management fr emplyment generating uses. Fr educatin uses, measures may apply t staff and students/parents and fr emplyment sites such as ffice r industrial, emplyees, visitrs (clients, suppliers) shuld be cnsidered. Mbility management and the planning prcess The DTO cnsiders mbility management t be a suitable mechanism by which new develpments can supprt the bjectives f sustainable develpment and the achievement f reduced car dependency. It is recgnised that the preparatin and submissin f a detailed MMP in terms f measures, timescales and targets may nt be pssible as an integral element f an utline r detailed planning applicatin. The DTO als recgnise that there are prblems with enfrceability f mbility management plans. Further advice n vercming these prblems will be issued by the DTO. At the initial stage f submitting the planning applicatin, certain infrmatin n emplyment, trip demand, distributin and trip patterns 2

Hwever, the likely impact emplyer/develper t f the develpment can be assessed in implement mbility management a traffic impact assessment r an envirnmental impact statement, within may include: which data pertaining t emplyment The need t imprve accessibility levels, access arrangements, prpsed junctin/rad mdificatins, trip patterns, vlume and distributin wuld be prvided. A lcal authrity may permit a staged apprach t the prvisin f MMP infrmatin by the applicant see Appendix fr details. t the wrksite fr emplyees and custmers, which may help in retaining staff and enhancing cmpany image; The desire t prmte a mre flexible wrking envirnment; The need t increase staff numbers withut the need t expand site facilities r car parking prvisin; The desire t reduce csts assciated with ff-site parking, business mileage and ther cst verheads; T facilitate the intensificatin f existing site use (assciated with an expansin f peratins), whilst cmplying with lcal authrity planning cnditins 3

6 Appendix Staged Apprach t preparatin f MMP s First Stage On submissin f the applicatin, the applicant shuld be required t submit the fllwing as part f an utline mbility management plan. Estimate f the numbers f emplyees/ custmers/ clients/ students and their likely travel characteristics (arrival/departure times, wrk related travel), based n cnditins at similar develpments, the scale f the develpment (flr areas) and land use type(s); Prvisin f an utline f public transprt services (existing and prpsed) that serve the lcatin within the timeframe: f the develpment s cmpletin, r phases f its cmpletin within 5 years f the develpment s cmpletin; Infrmatin n future public transprt services t serve the site will be available frm the Integrated Framewrk Plan fr Land Use and Transprtatin. Preparatin f a cnceptual plan indicating existing and prpsed pedestrian and cycle rutes within the site and between the site and public transprt services, lcal facilities such as shps and restaurants, and strategic pedestrian and cycle rutes identified in the develpment plan r already in existence. This plan shuld als identify existing r ptential severance r safety prblems assciated with these links, utlining mitigatin measures bth within and in the vicinity f the site. The plans shuld clearly identify the psitining f the building(s) within the site relative t the site bundary and prpsed access arrangements relating t all mdes. Preparatin f a statement n the nature and extent f facilities (hard measures) and initiatives (sft measures) that will be cnsidered fr prvisin bth within and in the vicinity f the site, that wuld facilitate and encurage the use f nn-car mdes. An utline f the likely mdal split fr the fllwing scenaris: Opening year On cmpletin f each phase 5 years after pening r 5 years fllwing cmpletin f final phase The mdal split targets shuld be cnsistent with thse specified in the Traffic Impact Assessment. Outline f hw MMP measures will be implemented and managed. Secnd Stage As a minimum requirement, the fllwing measures and a cmmitment t their implementatin shuld be secured thrugh planning cnditins and/r an agreement between the lcal authrity and the applicant. Staff Travel and Attitudinal Survey n cmpletin and ccupatin f the develpment r phase f the develpment, a travel survey shuld be undertaken t identify I

7 travel t wrk details, ther travel details (wrk related travel), transprt ptins/attitudes t different mdes f transprt, wrk details, demgraphic details. In a phased develpment, this shuld be undertaken n cmpletin/ccupatin f each subsequent phase. Establishment f MMP c-rdinatr and steering grup within the rganisatin(s) lcated within the develpment, thrugh which all decisins shuld be made in relatin t the identificatin, funding, prmtin and implementatin f hard and sft measures. Implementatin f all hard and sft measures identified and agreed with the lcal authrity in the first stage, including the funding/part funding f infrastructural measures within and beynd the site. Such measures may include the fllwing: The develpment f a car sharing scheme A parking management scheme which restricts parking availability t specific grups such as car sharers (f particular imprtance where restrictive parking standards are applied) Prvisin f car pl fr use by emplyees during business hurs t reduce the need fr car cmmuting Prvisin f a range f cycle facilities including sheltered, secure cycle parking lcated clse t main entry pints t buildings, MMP Review, at intervals (as specified in the relevant planning cnditin) f implementatin, by an appinted cnsultant in relatin t mdal split targets and agreed measures. This wuld include a repeat staff and attitudinal survey. II
