1 San Dieg One-Stp Career Center Netwrk PY 2011/2012 Revised June 2011 ADULT AND DISLOCATED WORKER PERFORMANCE POLICY 1. WIA requires a cmprehensive accuntability system t determine the effectiveness f services prvided thrugh the One-Stp Career Center System. The One-Stp Career Center Cntractr (Cntractr) will wrk clsely with the Wrkfrce Partnership in implementing state and lcal perfrmance and attaining the prescribed standards fr the delivery f One-Stp Career Center (Center) services. 2. Cmpliance Custmer Infrmatin Service Reprting System (CISRS) Cntractr shall cmply with the requirement t use CISRS fr client tracking including all client identifying and demgraphic infrmatin, as well as client activities and cntacts with the One-Stp Career Center. One-Stp Career Center staff must cllect and reprt prgress and exit data n all clients. CalJOBS Cntractr shall cmply with the requirement t use CalJOBS fr jb seeker registratin and electrnic jb rder psting with the One-Stp Career Center. Wrkfrce Partnership Prgram Specialists will cnduct n-ging mnitring t evaluate the Cntractr s use f CISRS. Failure t cmply with the required use f these systems may result in the Cntractr being subject t revcatin f the Cntract by the WIB and/r Plicy Bard. 3. Wrkfrce Investment Area Perfrmance Standards Each year, the State f Califrnia establishes perfrmance standards fr the San Dieg Wrkfrce Partnership. Cntractr will wrk clsely with Wrkfrce Partnership t meet and exceed the applicable perfrmance standards. Additinal infrmatin and guidance n these measures and numerical standards are available frm the State f Califrnia, Wrkfrce Partnership, and U.S. Department f Labr (U.S. DOL). 4. Cntractr Perfrmance Measures a. Using the full array f measures in the perfrmance evaluatin system, Wrkfrce Partnership will mnitr the perfrmance f the Cntractr during mnthly and quarterly perfrmance reviews and n an annual basis. Cntractr shall participate fully in the perfrmance reviews and prvide evidence it has reviewed and analyzed the perfrmance infrmatin in preparatin fr the reviews. Cntractr must demnstrate that mnthly and quarterly reprts are used regularly as a management tl t cmply with Wrkfrce Partnership s Page 1 f /2012 One-Stp RFP

2 cmmitment t cntinuus imprvement. Cntractr must als demnstrate that reprts and perfrmance results are shared apprpriately with all One-Stp Career Center staff. b. Cntractr s individual perfrmance will be evaluated thrugh the lcal measures listed in Chart 1 (Perfrmance Measures and Targets), and is expected t meet r exceed the numerical perfrmance targets listed n a quarterly basis. Perfrmance n the measures will be assessed using data frm the CISRS and CalJOBS as described in Sectin 6 f this plicy. c. Perfrmance will be assessed at the end f each quarter. Perfrmance measures will be measured as rates n a cumulative basis. d. If a perfrmance area is identified as prblematic, a crrective actin plan may be requested. Cntractr s perfrmance trends and Cntractr s full attentin t crrective actin plans will be critical t decisins regarding cntract renewal. Sectin 7 f this dcument prvides mre infrmatin n ptential necessary Crrective Actins. 5. Perfrmance Measures & Targets a. Within the perfrmance management system, there are tw types f perfrmance measures: 1. Accuntability Measures. Cntractr must meet targets t meet cntractual bligatins, r crrective actin may be necessary if Cntractr perfrmance is at r belw the crrective actin threshld; and 2. Tracking measures. Measures that will prvide additinal infrmatin n key areas f perfrmance. The perfrmance measures will be assessed n a quarterly basis. All perfrmance is cumulative thrughut the prgram year. 3 b. Accuntability Perfrmance Measures The fllwing measures will be mnitred n a quarterly basis. Actin may be taken if the Cntractr s perfrmance falls at r belw the identified Crrective Actin level. The fllwing table cntains the perfrmance measures fr which the cntractrs will be held accuntable. The perid f perfrmance n these measures is July 1, 2011 June 30, Nte: These measures are defined in sectin 8 f this plicy. The Enrllments Targets Chart (Chart 2) identifies the annual targets (plan) fr each regin, fr Adult and Dislcated Wrker ppulatins cmbined. The specific targets fr each individual ppulatin (Adult vs. Dislcated Wrker) are still t be determined. The quarterly targets fr an individual regin will be equally divided amng the quarters, but may be adjusted based n requests frm the Cntractr t their prgram specialist, as lng as the annual target remains the same. Client Tracking and Data Management a. CISRS - Cntractr will cmply with all requirements fr client tracking prescribed by the CISRS system, including all client identifying and demgraphic infrmatin, as well as client activities and cntacts with the Center. Cntractr is respnsible fr entering client infrmatin int CISRS n later than three (3) wrking days fllwing the service/activity date. Cntractr will make every effrt t enter client emplyment placement infrmatin int CISRS within three (3) wrking days f a client s placement r within three wrking days after receiving the infrmatin. Cmplete dcumentatin n the Center s attempts t btain the emplyment infrmatin is required. The nly exceptin t this requirement is in the event f unscheduled dwntime f Wrkfrce Partnership s netwrk. Hwever, it is the Cntractr s respnsibility t immediately ntify the Wrkfrce Partnership s Prgram Specialist f any pending data entry during CISRS dwntime. Cntractr shall als ntify Wrkfrce Partnership s Helpdesk each time they are unable t access CISRS. b. CalJOBS Cntractr shall cmply with the requirement t use CalJOBS fr jb seeker registratin and electrnic jb rder psting with the One-Stp Career Center. c. Assessment and service planning. All individuals shwn by Cntractr as enrlled in WIA r ther prgrams will have: i. Results f the assessment prcess dcumented in CISRS when applicable; ii. Cmpleted Individual Emplyment Plans (IEP) maintained in CISRS; and iii. Dcumentatin f referral t training r ther services, and fllw-up cntacts fr these referrals, maintained in CISRS. d. Data cllectin fr Perfrmance Management Very little reprting beynd CISRS and CalJOBS data input will be required f the Centers in rder t assess and mnitr perfrmance. In additin t the infrmatin utlined in Operatins Page 4 f /2012 One-Stp RFP

5 Issuance , Mnthly Reprting Requirements fr Center Cntractrs and Adult Service Prviders, Cntractr may be required t reprt the fllwing infrmatin n a quarterly basis fr perfrmance analysis, cst sharing, and Memrandum f Understanding (MOU) mnitring purpses: i. Number f full time equivalents (FTEs) hused in the Center; ii. Number f FTEs servicing businesses at the Center; iii. Ttal number f staff at the Center; iv. Number f staff that have received prfessinal develpment training; v. Partner dllars expended n clients and Center peratins; vi. Number f Career Center Representatives at the Center (this number must als be reprted n a mnthly basis); and vii. Number f wrkshps ffered at the Center (this must als be reprted n a mnthly basis). This list may be expanded at any time t include additinal infrmatin. 7. Crrective Actins a. Cntractr shall be subject t the Wrkfrce Partnership s rganizatinal Crrective Actin Plicy, per the Operatins Manual and current Operatins Issuances. b. In additin, perfrmance n any f the 8 Accuntability Measures (see Chart 1) falling at r belw that measure s Crrective Actin Level, will be cnsidered Pr Perfrmance and will be subject t a penalty. Each individual measure will be subject t a $1000 fine, fr each quarter f pr perfrmance. c. At the end f each quarter f the prgram year, perfrmance t date n each measure will be assessed. These results will be used t determine whether a crrective actin plan and/r penalty is required fr that quarter. Page 5 f /2012 One-Stp RFP
