Specifically: Ownership: advising n strategic business issues including investment, divestment, diversificatin pprtunities and restructuring issues; Perfrmance Mnitring: reprting n Crprate and Business Plans, quarterly, halfyearly and annual reprts and perfrmance against targets; and Gvernance: advising n imprvements t crprate gvernance, including directr appintments, inductins, directr training and gvernance best practice; and interact with the internatinal credit rating agencies. The plicy issues addressed by the Branch are inherently cmplex invlving multiple stakehlders with a range f perspectives. Plicy develpment needs t be theretically sund leading t wrkable and best practice utcmes. Department f Treasury and Finance

2 Psitin bjective The Business Analyst must be able t utilise their skills in a manner that enables them t cntribute t the develpment and implementatin f the framewrk fr the analysis f the perfrmance f the State s GBEs and SOCs, and apprpriate gvernance arrangements fr Gvernment-wned businesses. In the cntext f the selectin criteria, t be successful in the psitin applicants will have: the ability t understand cmplex issues by drawing n a range f factual infrmatin; the ability t cmmunicate effectively t internal and external stakehlders; and demnstrated initiative and the ability t manage wn utput while cntributing t the utput f the team. Primary duties The Business Analyst s primary duties include: analysis f crprate/business plans, quarterly reprts and annual results f businesses; develping a thrugh understanding f the perating envirnment f the businesses, including maintaining effective relatinships with senir fficers f the businesses; undertaking research and investigatin and prviding advice t Sharehlders n financial, ecnmic and legal matters in relatin t the financial perfrmance, accuntability and gvernance f Gvernment businesses; analysing business drivers, expsure t financial risk and develping strategies fr imprving perfrmance f the gvernment businesses; mnitring cmpliance with gvernance framewrks; checking and mnitring payments in relatin t the Cmmunity Service Obligatins; cntributing t the develpment f plicy advice, including maintaining guidelines and ther plicy dcuments, in respect f the Gvernment s rle as sharehlder f Gvernment businesses; preparing briefs, crrespndence, submissins and reprts and liaising with ther fficers, agencies, Gvernment business and the private sectr as required; assisting in the cllectin f infrmatin frm Gvernment businesses n expected financial returns t Gvernment fr input int the State s Budget prcess; assisting in the develpment f advice t the Treasurer n the impact f Gvernment business peratins and prpsed strategies n the achievement f Gvernment plicy bjectives; assisting in the develpment f strategies fr engaging with internatinal credit ratings agencies in relatin t Tasmania s credit rating; undertaking prjects as allcated by the Directr; assisting with the administratin f legislatin cncerning the cmmercial peratin and accuntability/gvernance f Gvernment businesses; and representing the Department in meetings and in ther frums as required. 2

3 Level f respnsibility, directin and supervisin The Business Analyst requires an understanding f peratinal guidelines, systems and prcesses and will receive general directin frm the Assistant Directr t achieve the required utcmes. The Business Analyst c-rdinates and integrates peratinal functins, interpreting the decisin-making framewrk within which the wrk activity ccurs t reslve cmplex peratinal issues. The Business Analyst may als supervise a small team f emplyees, including instructin, guidance and mentring. Supervisrs are respnsible fr mnitring the wrk practices and behaviur within their area t prmte cmpliance with: ethical standards; the State Service Cde f Cnduct and Principles; relevant Wrk Health and Safety Legislatin; the plicies, prcedures and guidelines issued by the Department; and adherence t the principles f equal emplyment pprtunity. Output management Demnstrates capacity t: plan rganise, schedule, priritise and cmplete assigned tasks within wn area f respnsibility; and cntribute t and deliver utcmes with a client fcus. 3. Cnceptual, analytical and judgement Demnstrates capacity t: exercise judgement in applying plicies, rules and regulatins; make timely and accurate decisins and reslve cmplex peratinal challenges; and prvide peratinal advice using well develped expertise. 4. Leadership and peple skills Demnstrates capacity t: guide and instruct staff in relatin t systems and prcedures; wrk effectively in a team and share ideas t imprve practices, systems r prcesses; and behave in alignment with Treasury s Values. 5.
