Organisatinal Area Ireland East Hspital Grup Cntext/ The refrm actins necessary t enable the Gvernment t deliver whle system health Backgrund refrm, as undertaken within the Prgramme fr Gvernment, are laid ut in Future Health: A Strategic Framewrk fr Refrm f the Health Service The establishment f Hspital Grups is an integral part f this refrm, which will see public hspitals rerganised int mre efficient and accuntable hspital grups that will harness the benefits f increase independence and greater cntrl at lcal level. The Gvernment s decisin regarding the establishment and peratin f the new hspital grups is infrmed by tw reprts The Establishment f Hspital Grups as a Transitin t Independent Hspital Trusts and The Framewrk fr Develpment Securing the Future f Smaller Hspitals. These reprts fulfil imprtant cmmitments in Future Health fr the refrm f the health service. The verarching aim f the wider health system refrm prgramme is t deliver a single-tier health system based n Universal Health Insurance (UHI), underpinned by the principle f scial slidarity, with equitable access based n need and nt n ability t pay. In preparatin fr the intrductin f UHI, a new financing system, (Activity based funding will be intrduced. The alignment f ABF with the natinal clinical prgrammes will prvide Hspital Grups with the tls t prvide effective and efficient services within a clear natinal framewrk. Initially the Hspital Grups will be established n a nn-statutry administrative basis with an Interim Grup Bard appinted by the Minister fr Health verseeing the delivery f high quality, safe patient care. In the first year f peratin each Hspital Grup will develp a strategic plan fr future service cnfiguratin. These plans will describe the prvisin f mre efficient and effective patient services; hw the services will be rerganised t prvide ptimal care t the respective ppulatins; and the plans t achieve maximum integratin and synergy with ther Hspital Grups and all ther health services, particularly primary and cmmunity care services. Each Grup will have a single cnslidated executive management team, with respnsibility fr perfrmance and utcmes, within a clearly-defined budget and emplyment ceiling. The executive management team will have autnmy t recnfigure services acrss the grup, including the deplyment and redeplyment f all staff, subject t an agreed plicy framewrk and apprval prcess. In additin each Hspital Grup will have a primary academic partner which will ensure the capability f the Grup t delivery n healthcare teaching, training and research and innvatin agenda in an integrated manner. The establishment f Hspital Grups and, subsequently, Hspital Trusts, will enable hspitals t prvide care in the right way at the right lcatin. This will be dne in a manner that ensures a safe, high quality service fr all, maximising and capitalising n the strengths f bth larger and smaller hspitals, with better utcme fr patients. Fllwing an agreed perid f time rigrus evaluatin f each grup will be undertaken t ensure it is fit fr purpse t functin as a Hspital Trust. Legislatin will be put in place t enable Independent Hspital Trusts t be established taking accunt f any changes t Grups which may emerge frm the review prcess. 3 Reprting Arrangements Key Wrking Relatinships The Grup Directr f Nursing & Midwifery will reprt directly t the Chief Executive Officer f the Ireland East Hspital Grup In the executin f the rle, the Grup Directr f Nursing & Midwifery will be supprted by the Grup Executive Management Team cmprising f: Grup CEO and Deputy Grup CEO Clinical Directr(s) Grup Chief Financial Officer Grup Directr f Human Resurces Grup Directr f ICT Grup Directr f Quality, Risk and Patient Safety The Grup DON will als wrk with the DONs and ADONs (as apprpriate) in the IEHG hspitals. In additin he/she will have a prfessinal link t Crprate Nursing and Midwifery functin at natinal strategic and plicy level. The prper executin f duties will invlve the develpment f apprpriate cmmunicatin arrangements with key stakehlders bth internal and external. Scpe f the Rle T participate as a member f the Ireland East Hspital Grup Executive Management Team. The Ireland East Hspital Grup includes the fllwing hspitals: Mater Misericrdiae University Hspital St Clumcille s Hspital Our Lady s Hspital, Navan Cappagh Natinal Orthpaedic Hspital St Vincent s University Hspital Ryal Victria Eye and Ear Hspital Midland Reginal Hspital Mullingar St Michael s Hspital, Dun Laghaire Wexfrd General Hspital Natinal Maternity Hspital St Luke s General Hspital, Kilkenny Purpse f the Rle The pst hlder will have respnsibility fr the Nursing, Midwifery and Nursing Supprt Services fr all Hspitals in the Grup. He/she will be accuntable fr the clinical and peratinal gvernance fr all staff under his/her authrity and will be answerable fr quality and safety matters within the service area. Quality and Safety will be t the frefrnt f the pst and the pst-hlder will play a key rle in the develpment and implementatin f Risk Management initiatives fr his/her areas f respnsibility. The Grup Directr f Nursing will cntribute t the Grup Executive Management Team agenda f the Ireland East Hspital Grup by prviding strng strategic, prfessinal and clinical leadership fr all aspects f nursing, midwifery and supprt staff within the Grup. The pst hlder will demnstrate care, cmpassin and respect fr patients receiving care and fr staff delivering care acrss the hspital grup. The fcus f the rle is n imprving the patient experience and quality f care, while delivering t agreed Key Perfrmance Indicatrs and establishing a perfrmance culture. The Grup Directr f Nursing is a member f the Grup s Executive Management Team and will have a key rle in creating an atmsphere and culture where excellence can flurish with strng multidisciplinary cllabratin acrss the Grup. 5 Gvernance, Quality, Patient Safety and Risk Management The Grup Directr f Nursing will: Ensure that the needs f patients and the public are at the cre f the way the healthcare rganisatin delivers its services Develp and implement strategies and structures t receive feedback frm patients receiving care and frm staff delivering care acrss the hspital grup with the emphasis n imprving the patient experience and quality f care Lead n key elements f clinical gvernance, quality and safety Ensure high standards f crprate and clinical gvernance fr all health care services and, in particular, nursing, midwifery and supprt services, including the identificatin and cntrl f risks t achieve effective efficient and psitive utcmes fr patients and staff acrss the Hspital Grup Prvide assurance t the Hspital Grup Bard that nursing/midwifery and supprt staff at each level f the rganisatin carry ut their respnsibilities in accrdance with the defined authrity/individual respnsibility Cntribute t the develpment and implementatin f multi-disciplinary systems f audit and risk management acrss the Hspital Grup Ensure apprpriate systems are in place fr measuring quality f utcmes and the effective use f resurces such as Key Perfrmance Indicatrs /Nursing & Midwifery Metrics and Cmpstat Ensure practice and service develpment is underpinned by the mst up t date evidence and research Management Financial And Resurce The Grup Directr f Nursing will have devlved budgetary respnsibility fr the nursing/midwifery and supprt staff resurce and will: Be respnsible fr planning, rganising and mnitring perfrmance f the nursing, midwifery and supprt staff resurce Manage areas f direct respnsibility within budget and within relevant financial plans Be respnsible and accuntable t the CEO fr the management f nursing/midwifery and supprt staff resurce, including service and financial planning, management and perfrmance Be respnsible and accuntable fr the nursing/midwifery and supprt staff, human resurce functin, including recruitment and retentin f cmpetent and skilled staff Ensure that nursing/midwifery and supprt staff have a jb descriptin setting ut the purpse, respnsibilities, accuntabilities and standards required f their rle Be respnsible and accuntable fr the deplyment f apprpriate skill mix t meet patient and service needs and all assciated emplyment matters KPIs The identificatin and develpment f Key Perfrmance Indicatrs (KPIs) which are cngruent with the Grup s service plan targets The develpment f Actin Plans t address KPI targets Driving and prmting a Perfrmance Management culture In cnjunctin with the Clinical Directrs, the develpment f a Perfrmance Management system fr the prfessin The management and delivery f KPIs as a rutine and cre business bjective Grup Directr f Nursing & Midwifery Page 5 f 10

6 Risk Management, Infectin Cntrl, Hygiene Services and Health & Safety The pst hlder: Must be familiar with the necessary educatin, training and supprt t enable them t manage Risk, Infectin Cntrl, Hygiene Services and Health and Safety in a prgressive, hnest and pen envirnment Has a duty t familiarise themselves with the relevant Organisatinal Plicies, Prcedures & Standards and attend training as apprpriate in the fllwing areas: Cntinuus Quality Imprvement Initiatives Dcument Cntrl Infrmatin Management Systems Risk Management Strategy and Plicies Hygiene Related Plicies, Prcedures and Standards Decntaminatin Cde f Practice Infectin Cntrl Plicies Safety Statement, Health & Safety Plicies and Fire Prcedure Data Prtectin and Cnfidentiality Plicies Is respnsible fr ensuring that they becme familiar with the requirements stated within the Grups Risk Management Strategy and that they cmply with the Hspitals Risk Management Incident/Near Miss Reprting Plicies and Prcedures Is respnsible fr ensuring that they cmply with hygiene services requirements in yur area f respnsibility. Hygiene Services incrprates envirnment and facilities, hand hygiene, catering, cleaning, the management f laundry, waste, sharps and equipment Must fster and supprt a quality imprvement culture thrugh-ut the area f respnsibility in relatin t hygiene services Be aware f and cmply with the HSE Health Care Recrds Management / Integrated Discharge Planning (HCRM / IDP) Cde f Practice The abve is nt intended t be a cmprehensive list f all duties invlved and cnsequently, the pst hlder may be required t perfrm ther duties as apprpriate t the pst which may be assigned t him/her frm time t time and t cntribute t the develpment f the pst while in ffice. Eligibility Criteria Qualificatins and experience The successful candidate will: 1. Prfessinal qualificatins and experience a) (i) Be registered in the General Divisin f the Register f Nurses kept by Nursing and Midwifery Bard f Ireland (NMBI) r be entitled t be s registered And (ii) Hld a pst graduate qualificatin at nt less than level 8 (QQI) in health care management, nursing r a related field relevant t the duties f the rle And (iii) Prvide evidence f nging cntinuus prfessinal develpment b) Have a minimum f 10 years pst registratin nursing experience cnsisting f n less than 4 years clinical experience and 3 years senir nursing management experience in the last 5 at Management/Bard level within an acute healthcare envirnment. And Grup Directr f Nursing & Midwifery Page 6 f 10 And c) The requisite knwledge and ability (including a high standard f suitability and management ability) fr the prper discharge f the duties f the ffice.

7 Nte: Pst hlders must maintain annual registratin with Cnáimhseachais na héireann (Nursing Midwifery Bard Ireland) Health A candidate fr and any persn hlding the ffice must be fully cmpetent and capable f undertaking the duties attached t the ffice and be in a state f health such as wuld indicate a reasnable prspect f ability t render regular and efficient service. In depth knwledge f Nursing and Midwifery practice in the acute setting and the ability t apply knwledge t best practice. Knwledge f the issues and develpments and current thinking in relatin t best practice in Hspital plicy and service delivery. Cmprehensive knwledge f patient safety systems and prcesses including clinical risk, safety and infectin cntrl. An understanding f the envirnment in which the Grup perates its rle in serving the public, its gvernance structure and the healthcare refrm prgramme. A strng cmmitment t delivering a quality user-centred service. Leadership & Directin Experience f successfully leading and managing a diverse team. Experience in prmting team and persnal develpment thrugh a cntinuus imprvement culture. The capacity t take the lead n standards setting and implementatin. The ability t lead and manage change and imprved service delivery. The ability t establish plicy, systems and structures fr the management f service delivery in cnsultatin with key stakehlders. 9 Terms and Cnditins f Emplyment Grup Directr f Nursing & Midwifery, Ireland East Hspital Grup Tenure The appintment is whle-time and fixed term fr a perid f 5 years. The pst is pensinable. Remuneratin The Salary scale fr the pst is: 70,031; 71,978; 73,928; 75,864; 77,758; 79,659; 81,552 This rate takes accunt f the reductin prvided fr by the Financial Emergency Measures in the Public Interest Act Wrking Week The standard wrking week applying t the pst is: 39 hurs net Annual Leave The annual leave assciated with the pst is: 30 days Superannuatin All pensinable staff becme members f the pensin scheme. Prbatin Ethics in Public Office 1995 and 2001 Psitins remunerated at r abve the minimum pint f the Grade VIII salary scale ( 64,812) as at Every appintment f a persn wh is nt already a permanent fficer f the Health Service Executive r f a Lcal Authrity shall be subject t a prbatinary perid f 12 mnths as stipulated in the Department f Health Circular N.10/71. Psitins remunerated at r abve the minimum pint f the Grade VIII salary scale ( 64,812 as at ) are designated psitins under Sectin 18 f the Ethics in Public Office Act Any persn appinted t a designated psitin must cmply with the requirements f the Ethics in Public Office Acts 1995 and 2001 as utlined belw; A) In accrdance with Sectin 18 f the Ethics in Public Office Act 1995, a persn hlding such a pst is required t prepare and furnish an annual statement f any interests which culd materially influence the perfrmance f the fficial functins f the pst. This annual statement f interest shuld be submitted t the Chief Executive Officer nt later than 31 st January in the fllwing year. B) In additin t the annual statement, a persn hlding such a pst is required, whenever they are perfrming a functin as an emplyee f the HSE and have actual knwledge, r a cnnected persn, has a material interest in a matter t which the functin relates, prvide at the time a statement f the facts f that interest. A persn hlding such a pst shuld prvide such statement t the Chief Executive Officer. The functin in questin cannt be perfrmed unless there are cmpelling reasns t d s and, if this is the case, thse cmpelling reasns must be stated in writing and must be prvided t the Chief Executive Officer.
