3 Purpse The purpse f this Plicy is t frmalise Cuncil s cmmitment t and implementatin f scial media as a key custmer platfrm. This Plicy is an effective way fr Cuncil t limit its risks in dealing with scial media. It is nt intended t apply t persnal use f scial media where Emplyees and Elected Members publish infrmatin in their persnal capacity and nt n behalf f, r in assciatin with Cuncil and where n reference is made t Cuncil, Elected Members, emplyees, plicies, services, stakehlders r any ther issue related t Cuncil. Legislative framewrk and ther references There is n legislative requirement fr Cuncil t have a plicy relating t this area. The fllwing legislatin applies t this Plicy: Lcal Gvernment Act 1999 Sectin 62(3) f the Act establishes that Elected Members are nt t make imprper use f infrmatin acquired by virtue f their ffice as members f the Cuncil. 4 Definitins Plicy Fr the purpses f this Plicy the fllwing definitins apply: Authrised Emplyee - Fr the purpses f this Plicy, an emplyee wh has been apprved and trained t pst n scial media n behalf f Cuncil as per the Scial Media Framewrk. Emplyee - A persn wh wrks fr Cuncil, includes emplyees, cntractrs, vlunteers, wrk experience placements, students r any ther persn wh has access t Cuncil s electrnic systems and services either in a permanent r temprary rle. Scial Media -Grup term fr a range f nline cmmunicatin platfrms which enable interactin, cntent sharing and cllabratin. These platfrms include but are nt limited t: Scial netwrking sites (e.g. Facebk, MySpace, Ggle+, LinkedIn) Micrblgging sites (e.g. Twitter) Blgs Pdcasts Pht sharing sites (e.g. Flickr, Instagram, Pinterest) Vide pdcasts Frums and discussin bards Sites which facilitate public cmment Wikis Scial Media Accunt - The prfile an rganisatin r individual adpts n a platfrm. Accunts managed by Cuncil are ne f the fllwing: Crprate accunt - centrally managed and used t cmmunicate n crssrganisatinal matters Targeted accunt - decentrally managed and used t cmmunicate select infrmatin t a targeted audience eg: Library, yuth, etc. A crprate accunt fr each platfrm may be develped, frm which targeted accunts will branch, using cntent sharing methdlgy as set ut in the Scial Media Strategic Directins. Targeted accunts will nly be initiated when crprate accunts are nt suitable fr the audience r business purpse. Strategic use f Scial Media Scial Media will be used t develp and maintain psitive and cllabrative relatinships with ur custmers and cmmunity and t enhance pprtunities fr real-time tw way cnversatins. It is intended as a mechanism fr listening t ur cmmunity rather than slely fr the purpses f Cuncil prmtin. Scial Media will be used as a crdinated medium fr strategic external cmmunicatins. Custmers will cntinue t be referred t Cuncil s website and call centre fr detailed infrmatin, ldgement f requests, cmplaints and/r cmpliments. 5 Administratin f Scial Media Scial Media will be administered in accrdance with Cuncil s Scial Media Framewrk and apprval prcedures. Key elements f these include: A Scial Media business case must be submitted fr new Scial Media Accunts Business cases must be endrsed by the relevant Manager and apprved by the Manager Custmer and Cmmunicatins Each accunt shuld include its wn terms and cnditins based n an agreed template All accunts will perate under a unifrm terms and cnditins framewrk which will be utilised fr all Scial Media platfrms. Terms and cnditins will be inclusive f infrmatin arund mnitring hurs and apprpriate cmmunicatins T keep cmmunicatins pen and cnversatinal, the terms and cnditins will clarify that psts cntaining the fllwing will nt be respnded t, and will likely be remved frm the relevant page: Racist, sexist r sexual discriminatin Harassment r bullying Incitement t unlawful cnduct Prfanity; utilised as abuse Persnal, cnfidential, r cpyrighted material Ptential defamatry material Threatening r abusive behaviur Spam, junk r advertising Plitical r electin related lbbying Accunts which d nt meet the needs f the cmmunity r cannt be adequately administered will be clsed n instructin frm the CEO. The perfrmance f Cuncil accunts will be mnitred by a central administratr as well as by Authrised Emplyees Recrds management will cmply with the requirements pursuant t the State Recrds Act 1997 and Cuncil s Recrds Management Plicy. Use f Scial Media Emplyees are t use the fllwing principles in engaging with Scial Media, namely t: Act with hnesty, integrity and transparency Use Cuncil infrmatin and resurces apprpriately Nt represent Cuncil in Scial Media if nt authrised, this includes adding psts where a persn s identity is perceived t be annymus. Use f scial media must nt: Damage Cuncil s reputatin Use Cuncil s intellectual prperty r cpyrighted materials r therwise reprduce material in a manner that gives rise t breach f cpyright Disclse sensitive r cnfidential Cuncil infrmatin Pst ffensive r defamatry cmments particularly abut Cuncil, Emplyees r Elected Members. Representatin f Cuncil in nn-cuncil scial media platfrms must be by Authrised Emplyees, in accrdance with the Scial Media Guidelines. 6 Elected Members will nt engage with crprate scial media except where invited t respnd by Authrised Emplyees. Cuncil Debate When any scial media cnversatins are abut a debate held in the Cuncil Chamber r abut cmments made by Elected Members in their persnal capacity, Authrised Emplyees will avid invlvement and, instead, encurage participants t cntact relevant Elected Members. Reprting All Scial Media activity relevant t Cuncil and Cuncil business will be mnitred and a reprt included in the mnthly media summary sent t Elected Members. Plicy implementatin This Plicy will be implemented by the Chief Executive Officer r relevant prtfli directr and managed in accrdance with Cuncil s scheme f delegatins (refer t Plicy Delegatin N. 78A).
