The Directr and PCSC Recruitment team will wrk with ministries and agencies f the Puntland State f Smalia (PSS) t fill eligible psitins fr the CIM prgramme. The Directr will manage the team respnsible fr the effective and efficient peratin f all stages f the advertising selectin, recruitment and placement prcess fr CIM candidates accrding t PCSC/CIM manuals and prtcls. Duties and Respnsibilities: The HR Department Directr will be respnsible fr: 1. Implement the PCSC merit based prcesses and systems fr advertising, selecting and recruiting candidates fr eligible psitins in key ministries and agencies. 2. Execute recruiting plans; a. Create jb descriptins; b. Draft and pst psitin advertisements n websites and print media;

5 c. Review applicants t evaluate if they meet the psitin requirements accrding t PCSC/CIM prtcls and manuals; d. Assist in the prcess f lng and shrt listing f candidates. e. Crdinate and bserve in selectin interviews; f. Assist in preparing and sending ffer packages, and g. Assist in preparing and sending new emplyee rientatin packages. 3. Assist the n-barding and placement f appintees in ministries and agencies. 4. Assist the selectin panel members in their respnsibilities. 5. Prvide advice and supprt f PCSC human resurce plicies and prgrams t participating ministries and agencies. 6. Liaise with ministries and agencies in the initial and nging placement f the appintee. Qualificatins and experience required: 1. Bachelr qualificatin frm a recgnized university in human resurce management, rganizatinal develpment r public administratin; 2. Minimum 5 years prfessinal experience in the human resurce and/r recruitment functin and staff f an rganizatin; 3. Fluency in Smali and English. Preferred qualificatins and/ r experience: 1. Key Tasks/Duties: In liaisn with the Directr, t determine the shrt, medium and lng term strategy fr financial management f the Ministry alng with the verall management and financial reprting prcedures; Manage the financial accunting and reprting systems, taking int accunt the changing accunting and reprting needs f the Ministry and allied stakehlders, such as the Ministry f Finance; Prepare and maintain yearly budgets and frecasts. Deliverables: Within the first tw weeks f the cntract and in full cnsultatin with the Directr, prepare a clear wrk plan. The wrk plan shall be frmally apprved by the Directr and submitted t the Wrld Bank. Refer t Annex II fr a sample wrk plan. The Gvernment f Puntland is respnsible fr CIM Prgramme implementatin. The Gvernment f Puntland requires an ICT and Database Officer t manage the MDA database and ITC. This is a civil service assignment lcated in Garwe. The ICT and Database Officer will create and manage all ICT and database applicatins required fr the CIM beneficiary Ministries, Agencies and Departments in the Puntland Civil Service. The ICT and Database Manager rle is t plan, rganize, direct, cntrl, crdinate and supprt the ICT strategies, plans and peratins f CIM beneficiary institutins t ensure the ICT infrastructure and sftware supprts the Ministries, Agencies and Departments verall peratins and pririties. Key Tasks/Duties: The jb hlder will be respnsible fr: Identify the ICT needs f the CIM beneficiary Ministries, Agencies and Departments in cnsultatin with ther staff, cmmunicating with users t frmulate and prduce a requirements specificatin t create system and sftware slutins. Develp and manage a database cvering verall business peratins and activities f the assigned institutins. Ensuring that PCSC systems are cmpatible with and ther civil service IT applicatins; Create, maintain and manage technical quality assurance prcesses and prcedures t assess efficiency, validity, value and functinal perfrmance f cmputer systems and envirnments. Ensuring adherence t accredited internal and external industry quality standards and regulatins. Plan, rganize, direct, cntrl and crdinate the acquisitin, develpment, maintenance and use f ICT systems. The Public Prcurement, Cncessins and Dispsal f Assets Act (2015) establishes the prcurement unit in Ministries, Districts and Agencies (Entities). Every Prcuring Entity shall establish a Prcurement Unit. The Accuntable Officer shall determine the cmpsitin f the Prcurement Unit, which shall be staffed with at least ne (1) persn trained and knwledgeable in prcurement. The Prcurement Unit shall perate under the supervisin f the Prcurement Cmmittee.
