Backgrund and main purpse f the pst The ICT Business Area has the respnsibility fr develping and perating highquality ICT slutins and capabilities supprting the cre missin and supprt prcesses f Eurpl. Sme 120 staff are respnsible fr develping, delivering and maintaining infrmatin management and cmmunicatin technlgy capabilities that ensure enhanced criminal infrmatin exchange between Member States. The successful candidate will be respnsible fr all aspects f the management f prjects related t the design and implementatin f ICT slutins. 3. Tasks and respnsibilities The successful applicant will have t carry ut the fllwing duties: Manage the whle lifecycle f technical implementatin prjects in accrdance with Eurpl prject gvernance standards and prject management methdlgy (adapted frm Prince 2); Scpe and plan new prjects in crdinatin with all stakehlders, and prduce all relevant prject management dcumentatin; Manage the required apprval prcesses with the gvernance bdies f Eurpl, including the security accreditatin prcess when applicable; Interact with all relevant resurce managers t ensure that resurces are available fr the executin f the prject; Handle the cmmunicatin abut the prject t all internal and external stakehlders; Scpe, plan, allcate and mnitr all prject activities; Identify and practively address all dependencies, issues and risks affecting the prject; Regularly reprt abut prject prgress status accrding t the defined prcedures; Drive prcurement prcedures fr equipment and services in the scpe f the prject, in accrdance with the Eurpl prcurement rules, and liaising with all crprate functins cncerned; Manage the budget available t the prject and undertake the necessary financial prcedures, including reprting; Take direct respnsibility fr the prductin f prject deliverables within scpe f technical cmpetence when apprpriate; Perfrm any ther related tasks, as assigned by the line manager. 3 4. Requirements 4.1 Eligibility criteria: a. Candidates must: Be a natinal f ne f the Member States f the Eurpean Unin and enjy full rights as a citizen; Have fulfilled any bligatins impsed by the applicable laws n military service; Prduce apprpriate character references as t his r her suitability fr the perfrmance f the duties; Be physically fit t perfrm the duties pertaining t the psitin; 2 Prduce evidence f a thrugh knwledge f ne f the languages f the Unin and a satisfactry knwledge f anther language f the Unin t the extent necessary fr the perfrmance f the duties. b. Candidates must have: A level f educatin which crrespnds t cmpleted university studies, preferably in the area f Cmputer Science r Infrmatin Technlgy, attested by a diplma when the nrmal perid f university educatin is 4 years r mre; OR A level f educatin which crrespnds t cmpleted university studies, preferably in the area f Cmputer Science r Infrmatin Technlgy attested by a diplma and apprpriate prfessinal experience f at least 1 year when the nrmal perid f university educatin is 3 years. In additin t the abve at least 6 years f relevant prfessinal wrk experience gained in the area f ICT after the award f the diplma. 4.2 Selectin criteria: a. Prfessinal experience: At least 4 years f wrk experience as a technical prject manager f ICT sftware develpment, system integratin, and/r infrastructure transfrmatin prjects; Experience with structured prject management methdlgies; Experience in dealing with multiple surcing mdels including internal sftware develpment, systems integratin, and partially r ttally utsurced develpment; Experience in managing cntractual relatinships with ICT suppliers and service prviders. 2 Prir t appintment the successful candidate will be medically examined by ne f the institutin s medical fficers in rder that the institutin may be satisfied that the candidate fulfils the requirements f Article 12(2)(d) CEOS EDOC#

Selectin prcedure 3 The Cntracting Authrity sets up a Selectin Cmmittee which cnsists f at least three members, ne frm the Human Resurces Unit f Eurpl, ne frm the cncerned Unit r Department and ne designated by the Staff Cmmittee. Fr nn-restricted psts the Cntracting Authrity may designate up t tw additinal members t the Selectin Cmmittee n a prpsal frm the Management Bard, either frm anther service f Eurpl, frm utside Eurpl r frm utside the cmmunity institutins including Member States. The Selectin Cmmittee determines candidates suitability fr the psitin by assessing their skills, experience and qualificatins against the established jb prfile and makes an initial selectin frm the applicatins received. The Selectin Cmmittee will invite the 5 highest scring candidates (shrt-listed). All candidates having a scre equal t the 5 th highest scring candidate will be included t the list f invited candidates. Shrtlisted applicants are invited t participate in a pst-related selectin prcedure, generally cnsisting f written and/r practical tests and cmpetency-based interviews as well as the presentatin f a case. The Cntracting Authrity makes a decisin f appintment n the basis f advice frm the Selectin Cmmittee. He will infrm the Cmmittee f his decisin. All candidates wh attend the selectin prcedure will be infrmed f the utcme. Candidates wh attended a selectin prcedure may request feedback n their perfrmance f the written test and interview within three mnths after the selectin prcedure. Eurpl will nt be in a psitin t respnd t feedback inquiries received utside this time frame. The Selectin Cmmittee s wrk and deliberatins are cnfidential. It is frbidden fr candidates t make direct r indirect cntact with the members f the Selectin Cmmittee r fr anyne t d s n their behalf. Salary Scale: AD7 The basic mnthly salary is EUR (step 1) r EUR (step 2). The step in grade is determined n the basis f prfessinal experience gained after the educatin required fr the psitin and in line with applicable implementing rules. In additin, if applicable, allwances such as expatriatin allwance, husehld allwance, dependent child allwance and educatin may be granted. Eurpl ffers a cmprehensive welfare package cmprising additinal benefits such as medical insurance, unemplyment and invalidity allwance as well as a pensin scheme. 6 7. Terms and cnditins 7.1 Prbatin perid Engagement fr this psitin is subject t the successful cmpletin f a prbatinary perid f 9 mnths. Within this perid the successful candidate will have t underg a pst-related security screening. Eurpl reserves the right t terminate the cntract f emplyment during r at the end f the prbatin perid in accrdance with Article 14 f CEOS. 7.2 Security screening and certificate f gd cnduct All candidates wh have successfully passed a selectin prcedure are required t apply fr a natinal certificate f gd cnduct at the time an ffer f emplyment is made. The certificate f gd cnduct must be prvided t Eurpl prir the signature f the emplyment cntract. In case f unfavurable entries in the Certificate f gd cnduct Eurpl reserves the right nt t award an emplyment cntract. Hwever, the natinal certificate f gd cnduct des nt substitute a valid full Persnal Security Clearance Certificate (PSCC) that must be btained fr all Eurpl staff at the level indicated in the Jb Descriptin. A PSCC is a certificate issued by a cmpetent authrity establishing that an individual is security cleared. It cntains: the level f clearance; the date f issuance and the date f expiry. Failure t btain the requisite security clearance befre the expiratin f the prbatinary perid may be cause fr terminatin f emplyment cntract. The requested level f Security Clearance fr this pst is UE CONFIDENTIEL/EU CONFIDENTIAL. 7.3 Cntract f emplyment The successful candidate will be recruited as Temprary Agent AD7 pursuant t Article 2 (f) f CEOS, fr a perid f 5 years 4 (full-time 40 hurs a week). The cntract may be renewed fr a perid f 4 years. Only in highly exceptinal cases, Eurpl grants third cntracts f an indefinite nature. The place f emplyment will be The Hague, The Netherlands.
