Summary As the independent safety and ecnmic regulatr, we prmte safety and value in Britain s railways. Our visin f success fr Britain s railways is:! Zer wrkfrce and industry-caused passenger fatalities, with an ever-decreasing verall safety risk;! Satisfactin levels f passengers and freight custmers equivalent t the best in railways and ther frms f transprt; and! Efficiency equivalent t that achieved by the best cmparable railways in the wrld. Abut the rle We are recruiting a Grade E ecnmist t jin the regulatry ecnmics and finance team, a team made up f 16 ecnmists and financial analysts. Our team wrks n a diverse range f ecnmic issues, cncerned bth with leading develpment f plicy, and prviding specialist advice.

2 Much f ur team s wrk is directed at the regulatin f Netwrk Rail and the wider industry t deliver better utcmes fr custmers and taxpayers thrugh greater efficiency. Example wrk areas include:! a fundamental review f the structure f charges and incentives with the aim f imprving incentives fr efficiency;! develping an evidence base fr ptins fr different frms f price cntrl fr Netwrk Rail and the ptential fr cmparative cmpetitin;! develping rbust and reliable methds f estimating Netwrk Rail s cst efficiency at a whle rganisatin and reginal level thrugh benchmarking and efficiency analysis;! develping an evidence base fr ptins fr imprving the perfrmance f system peratin functins. As ecnmists, we als advise teams acrss ORR by prviding excellent, relevant and timely ecnmic input and advice. Example wrk areas include:! ecnmic advice n track and statin access and licensing applicatins and changes t track access cntracts t the track access team;! ecnmic input t cmpetitin investigatins and cnsumer plicy develpment t the cmpetitin and cnsumer team;! ecnmic input t the strategy and plicy unit s engagement with the Eurpean Cmmissin/Ecnmic regulatin f the Channel Tunnel;! ecnmic input t the strategy and plicy unit led supprt t the delivery f UK Regulatr s Netwrk wrkstreams and t Infrastructure UK s delivery f supplemental infrastructure Green Bk appraisal guidance;! supprt t safety clleagues carrying ut ecnmic impact assessments; and! preparing and leading verseas delegatin presentatins n the UK mdel f independent ecnmic regulatin. Our team sits within the Rail Markets and Ecnmics (RME) directrate. RME wrks with the industry t prvide better utcmes fr custmers and funders. RME leads n:! develping and implementing regulatry ecnmics plicy;! develping and mnitring the financial framewrk;! wrk under UK and EC cmpetitin and cnsumer legislatin; and! develping plicy and prcessing applicatins fr new access and license agreements as well as amending existing agreements. The pst hlder will reprt directly t a line manager within the ecnmics team but we als encurage crss-wrking with ther teams and actively seek ut pprtunities t cllabrate n areas f wrk. Mst f the regulatry ecnmics and finance team is based at ur Lndn ffice. Our preference is that the successful candidate is als able t wrk at ur Lndn ffice, thugh we are willing t cnsider ther arrangements if they will satisfy business need. We wuld als prefer that the jb is undertaken full time, thugh we will cnsider part time arrangements if they will satisfy business need.

3 Key respnsibilities The successful candidate will wrk n a variety f areas, including cntributing twards ur wrk in preparatin fr ur 2018 Peridic Review f Netwrk Rail s utputs and funding. The wrk will include a mix f wrking n prjects that are led by the regulatry ecnmics and finance team and supprting the delivery f prjects led by teams acrss the ORR. The exact nature f the wrk will depend n business need but we anticipate that yur key respnsibilities wuld be t:! cntribute t ne r mre prjects that frm part f the PR18 prgramme. Fr example, we are wrking t imprve ur understanding f the csts which drive Netwrk Rail s charges, and t imprve the train peratr cmpensatin and incentive arrangements in relatin t netwrk perfrmance and engineering pssessins;! supprt the team s wrk t understand the drivers f train peratr csts, including help with the prductin f a large dataset and a reprt t be published n ur website;! wrk n plicy and case wrk relating t ecnmic aspects f the track access cntracts. The successful candidate will als be required t:! wrk with staff, ften in a multidisciplinary team, frm acrss the rganisatin, n a variety f prjects and initiatives;! be an active member f the regulatry ecnmics and finance team, including being invlved in team develpment and representing the team in pan-orr activities. There will be pprtunities t tailr sme aspects f the pst ver time t ensure that wrk is varied and ffers gd pprtunity t develp skills and capabilities. We expect the successful candidate t shape the rle and respnsibilities given their skills and areas f interest.
