The jbhlder will be wrking under the Service Head fr Slutin Design & Develpment in the IT Delivery Department. The Eurpean Medicines Agency is a decentralised bdy f the Eurpean Unin with all its ffices and headquarters in Lndn. Its cre respnsibility is the prtectin and prmtin f public health thrugh the evaluatin and supervisin f medicines. This annuncement is gverned by the General terms and cnditins fr selectin prcedures fr Temprary Agents and Cntract Agents. 9 4.1. Stage 1 Online registratin At the first stage candidates must submit their applicatin electrnically using the applicatin frm available in English n the Agency website. Translatins f the applicatin frm are nly available fr reference purpses in the ther fficial languages. All parts f the frm must be cmpleted in full. Please nte that due t the large numbers f applicatins we receive, when reaching the deadline fr submissin f applicatins, the system may have prblems t prcess the large amunts f data. We therefre advise applicants t send in their applicatin well ahead f the deadline. Applicatins that reach EMA after the deadline will nt be admitted t the selectin prcedure Eligibility check befre submissin f the applicatin frm Candidates shuld assess carefully and check befre submitting their applicatin frm whether they fulfil all the cnditins fr admissin laid dwn in the publicatin ntice, particularly in terms f prfessinal qualificatins and relevant prfessinal experience stated in the selectin prcedure annuncement. Applicatin frms r requests fr changes t applicatin frms submitted after the deadline fr applicatins are nt permitted Stage 2 Submissin f a full applicatin (nly fr candidates invited t interview) At the secnd stage, shuld the candidate be invited fr interview, in rder fr the applicatin t be cnsidered cmplete, candidates must bring with them n the day f the interview phtcpies f all the supprting dcuments (educatinal qualificatins, i.e. diplmas, certificates and written prf f all the prfessinal wrking experience stated in the candidate s applicatin frm, i.e. letters frm the emplyer stating dates and nature f emplyment, full r part time emplyment, paid r unpaid emplyment) needed t prve that they satisfy all cnditins fr admissin. All dcumentary evidence f prfessinal experience must indicate start and end dates fr previus psitins and the start date and cntinuity fr the current psitin held. On the day f the interview the candidate must sign his/her applicatin frm and by signing the frm the candidate certifies n his/her hnur that the infrmatin prvided is cmplete and accurate. 10 by the candidate giving access t the recruitment categry and being relevant t the ntice in the selectin prcedure is cunted fr admissin t the selectin prcedure. In the case f specialist r further training, candidates must specify whether the curse was full-time r part-time, which subjects were cvered and the fficial length f the curse. Only diplmas issued by EU Member State authrities and diplmas recgnised as equivalent by the relevant EU Member State bdies are accepted. If the main studies tk place utside the Eurpean Unin, the candidate s qualificatin must have been recgnised by a bdy delegated fficially fr the purpse by ne f the Eurpean Unin Member States (such as a natinal Ministry f Educatin) and a dcument attesting s must be submitted with the applicatin by the clsing date. This will enable the Selectin Cmmittee t accurately assess the level f the qualificatins. Prfessinal experience Paid prfessinal experience cnnected with the Agency s areas f activities shall be taken int accunt if it is n a paid basis (including study grants r internship grants). Therefre, PhDs may be cunted as prfessinal experience if the candidates received a study grant r salary during the time f the PhD. The maximum duratin cunted fr a PhD is three years prvided that the PhD has been successfully cncluded by the clsing date fr applicatins f the selectin prcedure. Part-time wrk will be calculated n a pr-rata basis, i.e. 6 mnths wrked part time n a 50% basis will be cunted as 3 mnths wrked. Vluntary wrk will nly be taken int cnsideratin if it is paid. Vluntary wrk must be cmparable t full time wrk, bth in terms f number f hurs wrked and duratin. Military service and equivalent civilian service shall be regarded as prfessinal experience. Prfessinal experience is cunted nly frm the time the candidate btained the certificate r diplma required fr admissin t the selectin prcedure. Where additinal perids f training and study are accmpanied by perids f prfessinal activity, nly the latter shall be cnsidered as prfessinal experience. Overlapping perids f wrking experience and training are nly cunted nce. Dcuments t be prvided by the candidate Candidates must prvide supprting dcuments cnfirming the length and nature f their experience. If, fr reasns f cnfidentiality, a candidate is unable t prvide the necessary statement fr their current emplyment, he/she must prvide phtcpies f the cntract, the letter f recruitment and /r the first pay slip and the candidate must in any event prvide a cpy f the latest pay slip. Free-lance r self-emplyed candidates must prvide either a practicing certificate (r equivalent), r a cpy f the entry in the relevant trade register, r any ther fficial dcument (fr example a tax dcument) shwing clearly the length f the relevant prfessinal experience. Linguistic requirements As part f the assessment fr a Temprary Agent cntract, evidence must be prvided f a gd cmmand f English as the main wrking language f the Agency and a satisfactry knwledge f ne f the fficial languages f the Eurpean Unin. The fficial languages are: Bulgarian, Cratian, Czech, Danish, Dutch, English, Estnian, Finnish, French, German, Greek, Hungarian, Irish, Italian, Latvian, Lithuanian, Maltese, Plish, Prtuguese, Rmanian, Slvak, Slvene, Spanish and Swedish. 12 bring all supprting dcuments that state the length and nature f yur educatin and prfessinal experience with yu. 6. Selectin Prcedure 6.1. Selectin Cmmittee general principles A Selectin Cmmittee is set up fr the selectin prcedure. It cnsists f members designated by the Appinting Authrity, i.e. the Executive Directr. The Staff Cmmittee nminates ne member f the selectin panel. The principle f cnfidentiality is enshrined in Article 6 f Annex III t the Staff Regulatins, which states that the prceedings f the Selectin Cmmittee must be secret. It wrks in tw ways: first, it impses bligatins t ensure equal treatment fr candidates; and secnd, it seeks t prtect the Selectin Cmmittee t ensure that its decisins are ttally impartial. The Selectin Cmmittee adheres strictly t the cnditins f admissin laid dwn in the publicatin ntice when deciding whether r nt candidates are t be admitted. Candidates admitted t a previus selectin prcedure will nt autmatically be eligible. Candidates are strictly frbidden t make any cntact with the members f the Selectin Cmmittee, either directly r indirectly. The Selectin Cmmittee may decide t make the test eliminatry and nly the candidates that passed the test r a limited number wh passed r are abve a certain threshld will be invited fr the interview. Fllwing the interviews, which are cnducted by the Selectin Cmmittee, the Selectin Cmmittee decides which candidates will be placed n the list reserve list Selectin f candidates t be invited fr a test/an interview As a first step in the selectin prcess, nly candidates wh fulfil the essential criteria as stated in the vacancy annuncement will be admitted t the selectin prcedure. Secndly, t determine candidates t be invited fr a written test/an interview, a further selectin will be made in line with the elements that will be taken int accunt in determining candidates t be invited fr test/interview as stated in the vacancy annuncement resulting in a shrtlist f candidates. 13 The Selectin Cmmittee decides that the candidates will underg ne r mre written tests depending n the nature and requirements f the psitin. The Selectin Cmmittee may decide t make the test eliminatry and nly the candidates that passed the test r a limited number wh passed r are abve a certain threshld will be invited fr the interview. Shrtlisted candidates will be infrmed if the test is eliminatry Interviews The Selectin Cmmittee may decide t hld the interviews either at the Agency r remtely via Adbe Cnnect. Candidates will receive detailed instructins in advance f the interview Cnfidentiality Selectin prcedures are strictly cnfidential. Candidates persnal data will be treated with strict cnfidentiality. Candidates are nly prvided with infrmatin regarding their applicatin and utcme f their test and interview. Names f ther candidates r the ranking f candidates n the reserve list are nt disclsed Length f the Selectin Prcedure The selectin prcedure can take up t 12 mnths frm the date n which the psitin is first advertised t the reserve list f successful candidates being drawn. 7. Reserve list and recruitment 7.1. Outcme f the selectin prcedure Each candidate will be infrmed by /letter whether r nt he/she has been placed n the reserve list. Candidates shuld nte that inclusin n the reserve list des nt guarantee appintment. The recruitment prcedure is as fllws: as and when a pst will be available and in additin when funds becme available, candidates n the reserve list will be cnsidered and the reserve list will be drawn n t fill vacancies. Candidates n the valid reserve list may als be cnsidered fr a different pst within the same grade if the jb specificatin and the nature f the rle is similar. If a letter f intentin is issued, the candidate must underg a cmpulsry medical examinatin t establish that he/she meets the standard f physical fitness necessary t perfrm the duties invlved and the candidate must prvide riginal r certified cpies f all relevant dcuments Reserve list extensin and expiry Reserve lists generally remain valid until the end f the year fllwing the year in which the list has been drawn up and may be extended. Reserve list extensins are published annually in January n the EMA website under ema.eurpa.eu/careers. Cnflict f interest EMA staff members are nt permitted t hld r seek t acquire during their emplyment at the Agency direct financial interests in a pharmaceutical cmpany r wn a current patent fr a medicinal prduct. All such direct interests must be dispsed f prir t the start f emplyment.
