The fraternity of rulers in the oil-rich region has remained intact with tactics ranging from withering force in Bahrain to arrests of perceived dissenters in the United Arab Emirates. And it s been done without too much serious blowback from their Western allies, which count on the region s reliability as an energy supplier and military partner against Iran. But that now could be put to the test as Gulf states attempt to muzzle voice of opposition by adopt sweeping measures, such as protest bans and clampdowns on social media. The Western governments have taken essentially do what it takes policies with the Gulf regimes, said hristopher Davidson, an expert on Gulf affairs at Britain s Durham University. That requires a certain level of silence and a practice of looking the other way from the West. The Gulf is a delicate dance for the West, said Ali al- Ahmed, director of the Washington-based Institute of Gulf Affairs. The Gulf leaders know they are insulated. There could be rising complaints from Washington or London about various hardline measures, but no one realistically thinks the West will do anything more than complain. That s because the likely price would be too high for anything else. The Gulf states host perhaps the highest concentration of Western military might outside NATO, including about 15,000 U.S. ground forces in uwait and air bases dotting the desert down to Oman. The arrangement works for both sides because of a shared concern: Iran. The West gets firepower right at Iran s doorstep and the Gulf leaders have resident protectors. The West also cannot ignore the rising political ambitions of the Gulf as the wider iddle East is reshaped by the Arab Spring. Qatar, a leading backer of Libyan rebels last year and now a key supporter of the Syrian rebellion, is hosting a critical meeting this week of Syrian opposition officials. The U.S. hopes to use the gathering to overhaul the anti- Damascus forces into a new leadership with fewer Syrian exiles and more rebels commanders. At the same time, Syria s civil war and Iran s nuclear program will be high on the agenda for Gulf stops this week by British Prime inister David ameron and French President Francois Hollande. Those visits will also be opportunities for Gulf leaders to restate their views on the internal threats. If the election were held now, an Associated Press analysis found that Obama would be all but assured of 249 votes, by carrying 20 states that are solidly Democratic or leaning his way Iowa, Nevada and Pennsylvania among them and the District of olumbia. Romney would lay claim to 206, from probable victories in 24 states that are strong Republican turf or tilt toward the GOP, including North arolina. Up for grabs are 83 electoral votes spread across olorado, Florida, Ohio, New Hampshire, Virginia and Wisconsin. Of those, Republicans and Democrats alike say Obama seems in a bit better shape than Romney in Ohio and Wisconsin, while Romney appears to be performing slightly better than Obama or has pulled even in Florida and Virginia. The AP s analysis is not meant to be predictive, but instead to provide a snapshot of a race that has been extraordinarily close from the outset. The analysis is based on interviews with more than a dozen Republican and Democratic strategists in Washington and in the most contested states; public polls; internal campaign surveys; early vote figures; spending on television advertising; candidate travel; and getout-the-vote organizations. Both Republicans and Democrats say Tuesday s election has tightened across the board the homestretch. any factors are adding to the uncertainty, including early vote tallies, Election Day turnout and the impact of Superstorm Sandy in the East. There s no telling the impact of Libertarian Party candidate Gary Johnson, who s on the ballot in 48 states, including all the battlegrounds, or Virgil Goode, an excongressman from Virginia who s running on the onstitution Party ticket. But here s perhaps the biggest issue complicating efforts to get a handle on where the race really stands: different assumptions that each party s pollsters are making about the demographic makeup of the electorate. Republicans are anticipating that the body of voters who end up casting ballots will be more like the 2004 electorate, heavily white and male. Democrats argue that 2012 voters as a whole will look more like the electorate of four years ago when record numbers of minorities and young people turned out. The difference has meant wildly disparate polling coming from Republicans and Democrats, with each side claiming that it s measuring voter attitudes more precisely than the opposition. Said Republican strategist Phil usser: The conviction with which both sides say they are on a trajectory to victory is unique. Tuesday will determine which side is correct. For now, the gulf between the two sides polling has made it difficult to judge which candidate is faring better in the six up-for-grabs states. In the final hours of the campaign, national polls show a neck-and-neck race for the popular vote. But it s the Electoral ollege vote that elects the president. In that stateby-state race, Obama long has had the advantage because he s started with more states and votes in his column, giving him more ways to cobble together the victories he needs to reach 270. Romney has had fewer states and votes, and, thus few paths though victory remained within his reach. Over the past month, Romney s standing in national polls improved following strong performances in the October debates, and he s strengthened his position in several states, including olorado, Florida and Virginia. But all three are too close to call and both Romney and Obama had final weekend campaign appearances in them, underscoring their fluidity. Romney has gained ground in North arolina, which now is tipping his way. Obama s team has all but acknowledged that it s the weakest for the Democrat of the competitive states, and the president himself isn t visiting the state in the final stretch. But the key for both campaigns is the idwest, specifically Ohio. It offers 18 electoral votes and figures prominently in each strategy. That urgency was evident by the multiple visits to the state by each candidate in the final days. Obama has enough of an edge in the electoral race that he could win the White House without carrying Ohio. But it s hard to see how Romney does so. That assessment, and Obama s slight but stubbornly persistent edge in the state, could explain why Romney made a late-game play for Democraticleaning Pennsylvania s 20 electoral votes. He began advertising heavily in the state last week and put a stop in Philadelphia on his Sunday schedule even though the state has voted for a Democratic presidential nominee in every election since Democrats projected confidence about holding Pennsylvania, although Obama responded with his own ads in the state and was sending former President Bill linton to campaign for him there on onday. Not that Romney is writing off Ohio. No Republican has won the White House without winning the state, and, without it, Romney would need a near sweep of the other battleground states. Ohio, you re probably going to decide the next president of the United States, Romney said Friday at a plant near olumbus. Refusing to cede ground in Ohio, Obama s campaign is flooding the state with four visits in as many days to every major media market by the president, first lady ichelle Obama, Vice President Joe Biden and linton. Barack Obama was similarly brimming with will-do s in his first presidential campaign, racking them up by the hundreds, big and small. He s more restrained now. That s typical of an incumbent who s built a record, suffered rope burns from the tug of war with ongress and seeks to be judged on leadership that the country has already seen, instead of a list that may get lost in the wind. The election is about economic revival on both sides, and that means a lot of nuts and bolts along with competing visions of how to achieve it. So there are promises of training programs here, a Department of Business there, tax cuts galore, a powered-up armed forces, energy initiatives at every turn and more, all improbably paired up with pledges from both men to tackle the national debt. Almost everything they promise hinges on the makeup of ongress after the election, their skill at twisting arms in those halls and postelection judgments about whether some things are really worth the fight. Romney s promised repeal of Obamacare can t happen without enough likeminded lawmakers, just as Obama s promised steps on climate change didn t happen and that was with fellow Democrats in control. Obama achieved the big health care law against tough odds, but an immigration overhaul eluded him and those George W. Bushera tax cuts for the wealthy that he swore he d end are still around, for him to go after again. That s why, despite the shortage of new promises from him in this campaign, he s got plenty outstanding. A glimpse at a dozen promises from each candidate, with some handicapping: OBAA: 1. Roll back Bush tax cuts for upper-income people. He compromised with the GOP and went along with renewing the expiring acrossthe-board tax cuts begun by his Republican predecessor, even though he wanted to revert to higher rates for couples making over $250,000 and individuals making over $200,000. Obama is still promising to raise those rates and more and pretty much needs to, because much of his agenda depends on getting more tax revenue from wealthier people. 2. Put government on a path to cutting deficits by $4 trillion over 10 years. A tall order, and his performance on it over the next four years would help shape his legacy for better or worse. He failed in his first-term promise to cut deficits by half, instead running trillion-dollar deficits for four straight years due largely to the recession he inherited, a halting comeback and big spending to spur the recovery. 3. ut imports of foreign oil by half by For generations, presidents have fruitlessly held out the dream of making the U.S. self-sufficient in energy. But the boom in domestic production may at last be nudging the nation toward that goal. 4. End subsidies to the oil industry. A leftover promise that went nowhere in the last four years. 5. Prevent Iran from acquiring nuclear weapons. The U.S. has imposed painful oil and financial penalties on Iran to persuade it to cease uranium enrichment activity, so far without apparent success. Obama has left open the possibility of military action if that s what it takes to stop Iranian nuclear development. 6. Take away tax breaks for companies shipping jobs overseas as part of a plan to invigorate domestic manufacturing. A tougher slog than it might sound. U.S. corporations don t pay U.S. taxes on overseas profits unless they bring that cash back to the United States. Obama says this encourages outsourcing. Republicans say taxing such profits would make U.S. companies move headquarters overseas, not just production. 7. I want to make sure that we get comprehensive immigration reform that gives young people who ve been raised here a chance to live out their own American dream. This failed before. Obama would try again, and counts it as the first thing he would do next year after a deficit-cutting deal. Without needing congressional action, he decided on a temporary measure in June letting up to 1.7 million young illegal immigrants stay and work for up to two years. 8. ake higher education affordable for everyone, in part by halving the growth in college tuition over 10 years. Ensure by the end of the decade that the U.S. has more people with college degrees than any other country, recruit 100,000 math and science teachers in 10 years, help 2 million workers attend community college. From his convention speech, this was a rare reference to climate change from a president who pledged strong action in a first term, then fell mostly silent about it after promised legislation to cap emissions failed. Even so, Obama has come at the issue in other ways, treating carbon dioxide as a pollutant under the law and steering billions of dollars into cleaner energy. 10. Strengthen edicare by reducing the cost of health care. Steps already taken under the health care law improve benefits while cutting payments to hospitals and other providers by more than $700 billion over a decade cuts used to help working-age Americans get insurance. 11. We can help big factories and small businesses double their exports, and if we choose this path, we can create a million new manufacturing jobs in the next four years. ou can make that happen. ou can choose that future. In October, manufacturers added 13,000 jobs after shedding 27,000 the previous two months not the makings of a renaissance. To add 12 million, the workforce would have to grow by an average of 250,000 a month, a reasonable prospect when there is no recession. Since July, the economy has created an average of 173,000 jobs a month. 2. I m not going to raise taxes on anyone, a pledge also rendered as, I will not raise taxes on the middle class. Romney promises not only to keep the Bush tax cuts for all but to bring down rates a further 20 percent. He d also eliminate the capital gains tax for families making below $200,000 and cut the corporate tax to 25 percent from 35 percent. Although the promised cuts are clear enough, just how he would pay for them is a mystery. He s talked about reducing some deductions and exemptions in the tax code but won t say which. 3. Repeal Obama s health care law, his clarion call since the GOP primaries. Rolling back the massive overhaul, now that it has had more than two years to sprout roots, could be a massive undertaking of its own. Some of his promises in this area are showmanship, such as his pledge to issue waivers from the law to all 50 states on the first day of his presidency. any states don t want out of the law, and it can t be dismantled with the mere stroke of his pen anyway. In any event, the law s repeal is one big promise he will be judged on, especially by the tea party activists who were suspicious early on about his conservative credentials. 4. He promises to achieve this overhaul before the twoyear work permits granted by Obama expire, and he would honor those in the meantime. Protect edicare for those in or near retirement, change it for future retirees. Starting in 2022, retirees could choose to buy their own health insurance, with voucher-like payments from the government, or stay with traditional edicare. 17 samoa news, onday, November 5, 2012 Page A17 Tragedy can t break heroic community s spirit in New ork NEW OR (AP) Tragedy has too often visited one Queens community, but residents drew a line in the sand with Superstorm Sandy, rallying with a surfboard and kayaks at the storm s peak to rescue themselves as a fire engulfed 14 homes and flaming embers came at them like a torch. We heard screaming and crying in the dark, 55-year-old Thomas Buell recalled as he explained the midnight march through 4-foot-high flood waters in Belle Harbor by dozens of residents to reach a yacht club on higher ground. It was a nightmare. People here know disaster. On these few blocks of beach community that s home to many emergency responders, the Sept. 11 attacks hit hard, followed weeks later by a plane crash in the area that killed 265 people and now Superstorm Sandy, which took lives and touched off fires that destroyed about two dozen homes. But the rescues are the talk of the community, even as residents continue their cleanup, stacking destroyed belongings up to 20 feet high outside their ruined homes. The heroism included Tommy Woods, who put his 82-yearold mother on a surfboard and ferried her several blocks to his brother s home through the chilly waters. He did a good job, harlie oran said, speaking quietly and reverently of his nephew, as he stood near the charred wood and concrete that was all that remained of the mostly two-story homes. A blackened firefighter statuette stood guard in front of one home s skeletal remains. After rescuing his mother and 15-year-old son with the surfboard, Woods returned to the street where homes were burning to the ground to help a neighbor s mother get out by putting her in a kayak and walking her to safety, said oran, a retired firefighter. Several men in the burning homes went door-to-door to get everyone out. Down the street, unaware of Woods heroics, Buell and his neighbor Troy Bradwisch joined three other men wearing waist-high fisherman s waders to ferry people through the rolling waters to the Belle Harbor acht lub. Dozens of others, including an 86-year-old man, formed a human chain and trudged through the water, clutching neighbors to make sure no one was lost. There was a lot of current, but people were close together, holding on to each other, Buell said. Up the block it was like the apocalypse, he said, explaining why no one protested the move to the yacht club, a social club built high enough to remain dry even after the waters of the ocean met Jamaica Bay. He said the wind-driven storm and subsequent flood at high tide combined with a fire that produced grapefruitsize flaming flakes and clouds of smoke, distorting perceptions and making it impossible to know how near the fire was. Fire trucks couldn t immediately get through. Those who were walked through the swirling waters in two kayaks, one 9 feet long and the other 15 1/2 feet, included Bradwisch s wife and children, a woman and her newborn, a pregnant woman and an elderly couple. The fire just kept spreading because of the wind, he said. It was like being in front of a flame thrower. The most harrowing part of it was hearing the screams in the dark. Bradwisch, a former Navy nurse who now works at a federal prison in Brooklyn, said everyone kept calm during the evacuation because we had kids. Once at the yacht club, 40 to 50 of them waited out the storm until morning by the light of lanterns, not knowing if they would have homes when they returned. Buell said one friend who lost her home in the fire has since asked him if he was O. I find that ironic coming from someone who lost her house, he said. aring for one another comes naturally in a community that s been very hard hit over the last decade, he said. The working-class neighborhood is on a peninsula known as the Rockaways and is home to numerous active and retired members of the city s police and fire departments. In the Sept. 11 attacks, 59 residents of the Rockaways died. Two months after the attacks, American Airlines Flight 587 plunged into a home in Belle Harbor. At the end of the street last onday, the fire demolished the Harbor Light Pub, a 32-year-old restaurant owned by a man whose son died at the World Trade enter. The American flag out front and the blue awning and steps it covered were about all that remained of a building just a block from where Flight 587 crashed. The storm in Belle Harbor still claimed lives. Buell said the neighborhood s longtime postal worker died when he got trapped by water in his basement. And a friend of Buell s was killed when a plate glass window shattered and a shard of glass sliced her, causing her to bleed to death, he said. He said he last saw her Sunday at a school swim meet for their children. She kissed me on the cheek and said: Be safe. It s the last thing she said to me. Already, rising star Republicans and Democrats have started making the circuit of political party dinners in Iowa, Florida, New Hampshire and South arolina as they seek to introduce themselves to the early primary voters trusted to cull the field. (AP) On the outside, Unicor, with its big oaks and magnolia trees, looks like it could be part of a landscaped industrial park. Step a little closer and it s clear the apparel shop lies in the middle of a medium-security federal prison in east Alabama. The factory and those like it that employ convicted felons are at the heart of a simmering debate about whether prisons should be siphoning away jobs at much lower wages that could be filled by those who need them during the nation s toughest period of unemployment in decades. ongressional Republicans, a handful of Democrats and private-industry critics want to clamp down on Unicor, the trade name for Federal Prison Industries. Almost 13,000 inmates working in federal lockups around the country for a few dollars a day make everything from military uniforms to office furniture to electrical parts that are sold exclusively to federal agencies. With annual revenues that reached $900 million last year, Unicor is the federal government s 36th-largest vendor. orrections officials say the program teaches prisoners invaluable job skills and personal discipline that help cut down on their return to prison. Inmates who work in the program are 24 percent less likely to commit more crimes than other prisoners after being released, they say. While it operates as a business, the real output is inmates who are trained in marketable job skills so that they can return to the community as productive members of society, Philip J. Sibal, senior deputy assistant director of Federal Prison Industries, told a congressional committee earlier this year. But isti eeton s eyes welled with tears at the thought of losing her job to a convict. She sews military apparel in the west Alabama town of Fayette at American Power Source. The company is laying off about 50 workers at her plant and another one in olumbus, iss., after losing a contract to make Air Force exercise garb to Unicor. I m terrified, eeton said as she fed camouflage cloth through a machine with one hand and wiped away tears with the other. I ve got two teenagers at home. I don t know what I m supposed to say to them if I lose this job. I don t know what I m supposed to feed them. ritics of the program say Unicor undercuts private companies because of lower operating costs and laws that require federal agencies to use inmateproduced products when able. Inmates in the Talladega prison factory are paid by the pieces of clothing they complete and average around $150 a month, which goes into an account at the prison. At American Power Source, workers make $9.25 an hour average, or about $1,480 a month based on a 40-hour week. Federal prisoners, though, haven t taken huge numbers of jobs away from private industry. Private groups supporting limits on Unicor s operation have documented only 300 or so layoffs directly linked to private companies losing work to federal prisoners, all at four textile plants in Alabama and Tennessee. And, though Unicor doesn t have to pay benefits like many private employers, Talladega plant manager Robert Bynum said the factories face a challenge other businesses don t: aking quality products with convicted felons, many of whom don t know how to work. Every day I get guys who ve never had a job, said Bynum. orrectional officers are stationed all around the prison, but not inside the factory unless needed. The tension between private jobs and rehabilitating prisoners has hounded the prison industry program since it began under President Franklin D. Roosevelt during the Great Depression in 1934, when the national unemployment rate was 22 percent. Back then, the American Federation of Labor opposed creating a prison-based manufacturing network, arguing it would suck jobs away from the private sector at a time when working people needed every job they could get. The arguments today against Unicor are similar as the nation tries to escape lingering high unemployment following the worst recession since before World War II. Federal agencies are now required to purchase items when possible from Unicor. However, Rep. Bill Huizenga, R-ich., is the primary sponsor of legislation to change that. Among other things, the proposal that has drawn bipartisan support would subject prison factories to direct competition with private business by removing a requirement that makes Unicor the mandatory source for some products for government agencies.
