6 1. CORPORATE PROFILE: 1.1 Background The establishment of the Land Transport Authority (LTA) is the latest in a series of major reforms of the Public Sector that have been ongoing for several years. Land Transport Authority came into existence as a fully functioning and legally independent entity on 1st July The Land Transport Authority s immediate predecessor organization is the Ministry of Works, Transport and Infrastructure. Two of the latter Ministry s major functions namely road asset management and road use management was transferred under the administration of the new Land Transport Authority. Mandated by the LTA Act 2007, the Land Transport Authority prime objectives are to effectively engineer and maintain a safe and environmentally friendly transportation network through a diversity of functions which include but not limited to:- Construction and maintenance of national roads; Improve standards of public transportation; Effective enforcement of road safety codes, rules and regulations; Set fees and charges to ensure sustainability of autonomy at affordable costs to users (Stakeholders). 1.2 Core Functions: The gathering and management of economic data relevant to road usage and maintenance:- Management and implementation of licensing and other road user charges Management of road infrastructure data and classification of roads Assistance with and implementation of road safety initiatives Enforcement of road usage laws Instigating road maintenance programs Quality assurance to road maintenance standards Assistance with Government s road development program 1.3 Financial Performance: The Authority is funded with direct injections from Government through monthly budget appropriations and internal generated revenue from vehicle registration, driver licensing and others. 1.4 Organizational Structure: The Authority is operated with five (5) core divisions and three (3) supporting divisions. The core divisions are Executive, Road Operations, Programming and Procurement, Road Use Management, and Savaii Operations. The supporting divisions are Corporate Services, Legal, and Information Technology. 2

CHAIRMAN S REPORT: It is with pleasure that I present the Annual Report for the Land Transport Authority for the Financial Year from July 2011 ended June Road Transport has become vital and another focal point of government s goals for the Statement for the Development of Samoa from 2008 to 2012; aiming at maintaining and improving the existing road network through investment and better Asset Management. This is to ensure that traffic management is improved in a situation of growing vehicle use after the Road Switch in This financial year is the 3 rd year for the Authority since its establishment and it s fair to say that the organization is relatively growing hence many challenges and above all, the financial dependability permitting the achieving of organizational goals. During this Financial Year, the Government dispersed Board of Directors before the 2011 General Election and therefore delighted to be at the helm as the Chairman of the Board of Directors for Land Transport Authority before a new Board of Directors was appointed. This Year s Annual Report becomes another crucial document in the history of the Authority highlighting its achievements as well as providing an overview of its key priorities in delivering a practical road network for cost effective and safe transportation for all road users. It is my hope that Land Transport Authority will continue its mission to foresee the future of road transport infrastructure and deliver its prime objectives of effectively engineer and maintain a safe environment friendly network through a diversity of functions. CHIEF EXECUTIVE OFFICER S REPORT: It is my privilege that I provide Land Transport Authority s Annual Report for the Financial Year from July 2011 to June 2012 anticipating growth of responsibilities and achievements in the Authority s 3 rd year of operation. 4.1 Highlights The Government in the course of its reforms approved the closure of Samoa Quarry in late April with assets tendered out and employees to become redundant. The Minister, Management and Staff bid farewell to the Management and Staff of Samoa Quarry, marking the end of another government reform as the commercial operation came to closure. The extension of the Corporate Building within the LTA Compound at Vaitele was carried out. The two story building extension housed the office of the Chief Executive Officer, the Executive Division, and the Board Room at the top floor with the Staff Training Room on the ground floor. The new building was officially opened together with the extension of Convent Street. 4.2 Infrastructural Programs Post Tsunami Seawalls As part of the Post Tsunami Recovery Projects co-funded by the World Bank and the Government of Samoa, seawalls were constructed to mitigate risks of erosion, tidal and wave action posing damages to land transport infrastructure that are adjacent to the sea. The reconstruction of seawalls at the following locations under the Post Tsunami Recovery Project started in August, 2011: Upolu Salua, Manono to Faleseela Satuimalufilufi, Mulifanua to Salua Manono Samea, Mulifanua to Satuimalufilufi, Mulifanua Satitoa to Vailoa, Aleipata Utufaalalafa to Satitoa Savaii Siufaga 6

11 The seawall Reconstruction Program was part of Post Tsunami Recovery Project (PTRP) co-funded by the World Bank and Government of Samoa. The significance of these works provided for better road conditions in terms of appearance, travel comfort, lasting strength and better drainage of runoff water. These works were implemented through the Asphalt Recovery Program Packages 1-4. Amongst the rehabilitated road listed below are the Mulinuu Road from Sogi to the peninsula tip which underwent major pavement widening works and the extension of the Convent St from Mulivai Bridge to Ifiifi St. All of these asphalt road construction works were carried out by Ott Transport and Ulia Construction who were the only suppliers of asphalt in Samoa. 12 4.2.3 Access Roads The LTA included construction of village and plantation access roads as part of the Capital Works Program as a form of assistance to promote agricultural activities by providing access to plantations and farming areas. The following were the access roads that were procured and contracted within FY 2011/2012: Contract Name Contractor 1 Reconstruction of Luatuanu u Road (inclusive Ford Works) King Construction 2 Construction of Falevao Road (inclusive Ford Works) Ott Transport 3 Reconstruction of Malie Road Silva Transport 4 North Central Coast Road at Manase Savaii Aldan Construction Drainages LTA, being the Implementing Agency for storm water drainage related projects, is part of the Flood Mitigation Subsector of the Joint Water Sector and Sanitation Committee (JWSSC). For all drainage projects implemented by LTA, while the construction works are outsourced to local private contractors, the funding is sourced from a grant by the European Union (EU) through the JWSSC. In FY 2011/12; three major drainage projects were carried out at Fugalei, Saleufi and Vaivase as shown in table below. Closing these drainages enhances the aesthetic appearance of these areas, improve safety margin by providing more space on road shoulders for both vehicular and pedestrian traffic and a hygiene environment for all. In addition, runoff water from the road and adjacent properties is effectively drained, and the top of the covered drains allows for a clear and defined footpath for pedestrians. 8

13 4.2.5 Seawalls Seawalls that were constructed as part of LTA s Capital Works Program in addition to the WB funded PTRP included seawalls at Malae, Faga and Asau in Savaii as well as Eva and Salelesi in Upolu. 18 4.3.5 Spot Checks and Road Blocks During this financial period twenty two spot checks and four road blocks were conducted. The next financial year will be targeting to conduct thirty spot checks and ten road blocks to increase visibility of officers on roads Gas Emission Three day training was conducted during the month of April to train Authorise Traffic Officers to use gas emission detectors. These machines can detect the level of gases like Carbon Monoxide, Carbon Dioxide, Hydrocarbons and Nitrous Oxide that can be leaked from both fuel and diesel vehicles. The training is part of the Gas Emission project which coordinates by MNRE who distribute funds to different faces of such project. LTA as a component implements the enforcement role with the new amended legislation that is yet to finalise its final drafting process. 4.4 Financial Performance The Authority s Total Income has decreased from $41,424,058 in 2011 to $33,863,240 in 2012, a drop by 18%. Total Expenditure has decreased from $40,416,846 in 2011 to $38,056,041 in 2012, a drop by 6%. A deficit was recorded at year end of ($4,192,800) in 2012 from a surplus of $1,007,212 in Conclusion: The overall performance of the Authority in its third year of operation recorded a deficit result. The outcome was due to major road upgrades in the town areas and Mulinuu area utilizing the asphalt tar seal in preparation for Samoa s 50th Anniversary. BOX 13 APIA, SAMOA Please address all correspondences to the Controller and Chief Auditor AUDIT OFFICE REPORT OF THE AUDIT OFFICE TO THE BOARD OF DIRECTORS LAND TRANSPORT AUTHORITY We have audited the accompanying financial statements of the Land Transport Authority, which comprises the Balance Sheet as at 30 June 2012, the income statement, the statement of changes in equity and cash flow statement for the year then ended, and a summary of significant accounting policies and other explanatory notes. Responsibility for the Financial Statements The Board of Directors is responsible for the preparation and fair presentation of these financial statements in accordance with International Financial Reporting Standards and also the Public Bodies (Performance and Accountability) Act This responsibility includes: designing, implementing and maintaining internal control relevant to the preparation and fair presentation of financial statements that are free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances. Auditor s Responsibility Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with International Standards on Auditing. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance whether the financial statements are free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor s judgement, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity s preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the Board of Directors, as well as evaluating the overall presentation of the financial statements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.
