The annual prayer service was first introduced by Togiola and this is the last time he will be presiding over it, as he is unable to run for governor after serving two consecutive terms. In a proclamation Governor Togiola said since the arrival of Christianity in these islands, the Territory embraced fully and wholeheartedly the Christian practices and principles which form the spiritual basis of our parent democracy the United States of America, as well as provide the foundation for our own Territorial government. Tu ufuli claims that the American Samoa Government does not take seriously the financial plight faced by LBJ Medical Center, which is in need of an immediate cash infusion. LBJ officials have stated that the hospital s immediate need is to restore the close to $3 million in ASG subsidy not received in fiscal year Meanwhile, senators agreed during a special meeting yesterday to reject amendments the House made to a Senate bill (S.B ) that proposes a loan of $3 million from the ASG Workmen s Compensation Account for LBJ. Senators insist this financial support for the only hospital in the territory should not be a loan at all. GALEA I S COMMENTS During yesterday s Senate session, Sen. Malepeai Setu cited the news media report that the hospital is moving forward with its rate hike effective Feb. 6, saying this plan by LBJ should be halted. Malepeai said the Fono is working on a financial solution to the hospital s needs and the Fono leadership should send a clear communication to LBJ about its opposition to the rate hike, adding that the Fono is finalizing a financial aid package for the medical center. Galeai acknowledged the concern and pointed out that it appears from the government s actions that ASG is not making this LBJ issue a priority. He said that from his research, and from others he has spoken with, it seems the government does not believe that LBJ is faced with a financial crisis and therefore is not taking this issue seriously. As for the rate hike, Galeai said he really does not fault the hospital because it needs funding as soon as possible, but ASG is doing nothing about sufficient funds for the hospital. He said the Fono continues to find solutions and the Senate itself is putting in a lot of work to ensure the hospital does get the appropriate financial assistance. Senate Gaoteote Tofau Palaie agreed that the Senate continues to work at finding ways to get sufficient money for the hospital and the Senate will continue to do so. $3 MILLION FUNDING Also at yesterday s session, senators were informed by a House communique that the House approved on Tuesday the S.B which provides $3 million for LBJ and the measure is to be funded with money in the Workmen s Compensation Account. Located in Aua EVERYDAY PRICES by Fili Sagapolutele Samoa News Correspondent FONO APPROVES 6-MONTH SUPPLEMENTAL BUDGET FOR ASPA The Fono has approved the $60.37 million in supplemental funding in the current fiscal year 2012 for the American Samoa Power Authority (ASPA), after the House approved Tuesday the Senate version of the appropriations, which cover the next six months up to July 31st. The measure was sent Tuesday afternoon to Gov. Togiola Tulafono for approval. Funding for the supplemental bill comes from utility rate revenues, fees and charges and fees and federal grants. ASPA returns to the Fono in July to discuss the budget for the last three months of the current fiscal year which ends Sept. 30, The Fono s new budget ceiling set for ASPA is just over $109 million. Meanwhile, ASPA continues to operate using its own budget of $118 million for the current fiscal year approved by its board of directors, who claim that the Fono does not have oversight final approval of the ASPA annual budget. The Fono is preparing a legal challenge to be filed in court over this issue. VALID MARRIAGE AGE BILL APPROVED BY the HOUSE The House approved on Tuesday in final reading the House bill that changes the age of both the male and female in order to get married. The original version of the bill would have increased the female s age from 14 to 17, while still maintaining the male s age at 17. However, there was strong support from Health Department officials and Department of Youth and Women s Affairs director Leiataua Leuga Turner to hike the age of both male and female to 18 or over. After it was amended the House endorsed the final version in which both male and female shall be at least 18 years old. The bill deletes a provision of the current law which states that if the female is less then 18 years old, she must have the consent of one of her parents or guardian. The bill was introduced in the Senate yesterday and assigned to the Senate Judicial Committee for review. SUPPLEMENTAL FUNDING FOR SWAINS TRANSPORTATION The House this week in final reading approved a $35,000 supplemental appropriation to fund ocean transportation needs for Swains Island. This funding was initially included in the fiscal year 2012 budget proposal but when the governor line-item certain changes made by the Fono to the budget, it also deleted the entire amount for Swains Transportation service. Now the House hopes that this funding will be restored. The bill was introduced yesterday in the Senate and assigned to the Senate Budget and Appropriations Committee for review. BILL TO AMEND VEHICLE HEAD LIGHT ILLUMINATION REGULATION The Senate approved yesterday in final reading a bill which seeks to amend the regulations for head lamp illumination and color, as well as amending the definition of license tag to conform with current regulations. The bill will now go to the House for consideration and approval. According to the measure, motor vehicles shall not be modified with any aftermarket colored transparent and translucent substance or materials installed, affixed or applied on or in front of the head lamps, the auxiliary driving lamp, or the auxiliary Malaysia grants license to Aussie rare earth plant KUALA LUMPUR, Malaysia (AP) -- Malaysia on Wednesday granted a license for an Australian mining company to operate the first rare earths plant outside China in years, despite public protests over fears of radioactive contamination. Lynas Corp. says its refinery could meet nearly a third of world demand for rare earths, excluding China. 4 Page 4 samoa news, Thursday, February 2, 2012 WOMEN S AUXILIARY DO NOT SUPPORT 500% INCREASE OF LBJ FEES by Rhonda Annesley Samoa News Editor Concerning the LBJ rates, set to be increased this coming Monday, Feb. 6, 2012, Samoa News received a visit from the Women s Auxiliary Coordinator and Public Relations representative Helga Lefiti yesterday, to express the nonprofit organization s concerns about the 500% raise in LBJ fees. She said, they wanted the public to be aware of their nonsupport of such a huge raise; but do see a gradual increase that would take into account the current state of the economy, which is very poor. The nonprofit entity sees the increases as going against common sense and lacking in compassion for the people. Highly concerned, Mrs. Lefiti said she has gone to see Gov. Togiola Tulafono, as well as attempted to speak with hospital officials on the issue, but to no avail. Sen. Galeai M. Tu ufuli, yesterday during the Senate session said, that from his research, and from others he has spoken with, it seems the government does not believe that LBJ is faced with a financial crisis and therefore is not taking this issue seriously. They were discussing the bill to meet the hospital s immediate need, which is to restore the close to $3 million in ASG subsidy not received in fiscal year The hike in LBJ fees are necessary, according to the hospital s CEO Michael Gerstenberger, because the hospital will not be able to meet its second payroll for the month February, and will continue to have financial constraints as help from the government and the Fono is not immediate. Mrs. Lefiti noted that their organization was formed in 1969, and has always been about helping the hospital to meet its patients needs through supplies and equipment donations to the different departments. It has also in recent years stepped in to help the Department of Health in cases of emergency need, i.e. they recently donated towels; as well as the EMS or ambulance service, when they have had no supplies to stock their emergency vehicles. The Women s Auxiliary raises funds for their efforts through a food concession at the LBJ Medical Center, which is managed and run totally by the group s volunteer worker- members. Messina explained, we want to say how much dirt comes from Faga alu village and lands on Faga alu reef, because the dirt kills the coral, or it could degrade the health of the coral. We are interested in how much dirt comes from where in the watershed and actually how much stays on the reef and how much goes out to sea. Once we know how much comes from which areas, then we can go to those areas and bring in some kind of management practices to clean up those areas and keep that dirt from going into the reefs, he said. But it s not just snow. It s practically the season that s gone AWOL. What winter? asked Mike Halpert, deputy director of the National Weather Service s Climate Prediction Center. For the Lower 48, January was the third-least snowy on record, according to the Global Snow Lab at Rutgers University. Records for the amount of ground covered by snow go back to Last year, more than half the nation was covered in snow as a Groundhog Day blizzard barreled across the country, killing 36 people and causing $1.8 billion in damage. This year, less than a fifth of the country outside of Alaska has snow on the ground. Bismarck, N.D., has had one-fifth its normal snow, Boston a third. Buffalo is three feet below normal for snowfall this year. Midland, Texas, has had more snow this season than Minneapolis or Chicago. Forget snow. For much of the country there s not even a nip in the air. On Tuesday, the last day in January, all but a handful of states had temperatures in the 50s or higher. In the nation s capital, where temperatures flirted with the 70s, some cherry trees are already budding - weeks early. For the Northeast it s one of the warmest and least snowy winters on record, with most of the region s temperatures the last couple months averaging 5 degrees warmer than normal, according to the Northeast Regional Climate Center at Cornell University. The weather is so cold that some areas of the Black Sea have frozen near the Romanian coastline, and rare snowfalls have occurred on islands in the Adriatic Sea in Croatia. Ukraine alone has reported 43 fatalities, many of the victims homeless people found dead on streets. More than 720 other Ukrainians have been hospitalized with hypothermia and frostbite. The reason is changes in Arctic winds that are redirecting snow and cold. Instead of dipping down low, the jet stream winds that normally bring cold and snow south got trapped up north. It s called the Arctic oscillation. Think of it as a cousin to the famous El Nino. When the Arctic oscillation is in a positive phase, the winds spin fast in the Arctic keeping the cold north. But in the past few days, the Arctic oscillation turned negative, though not in its normal way, Halpert said. The cold jet stream dipped in Europe and Asia, but is still bottled up over North America. That s because another weather phenomena, called the North Atlantic oscillation is playing oddball by staying positive and keeping the cold away from the rest of North America. About 90 percent of the time, the North Atlantic and Arctic oscillations are in synch, Halpert said. But not this time, so much of the United States is escaping the winter s worst. What s happening isn t just an inconvenience. Trees and plants budding early may lose their chance to bloom when the inevitable deep freeze returns, said U.S. Geological Survey ecologist Jake Weltzin, who heads a national network that monitors the timing of spring for plants and animals. He said peach trees are budding in Georgia and in Oklahoma forsythia and daffodils have been out for two weeks now, adding it s happening everywhere. If you think about plants and animals being kind of biologic thermometers, they are indicating a very early spring, Weltzin said. That s a problem. This could mean less fruit available this year, Weltzin said. In New York, it could weaken the grapes used to make wine, added Cornell University horticulturalist David W. Wolfe. But it is getting people outside more often. In the heart of the snow belt, Holden Arboretum saw a 32 percent jump in December attendance and a 20 percent jump in January visits. The 8,000-gallon water delivery arrived in Spicewood after it became clear the village s wells could no longer produce enough water to meet the needs of the Lake Travis community s 1,100 residents and elementary school, said Clara Tuma, spokeswoman of the Lower Colorado River Authority. Several towns and villages in Texas have come close to running out of water during the driest year in Lone Star State history, but until now none has had to truck in water. Most found solutions to hold them over, often paying tens of thousands of dollars to avoid hauling water, a scenario that conjures up images from the early 1900s, when indoor plumbing was a novelty. In reality, water still ran Monday through pipes and faucets of the Central Texas town, though the source will soon be different. Instead of being pumped from wells into the community s 129,000-gallon storage tank - a two day s supply of water - the already treated liquid will be hauled in from 17 miles away, treated a second time and put into the town s water system. The hauling of water is just a Band-Aid approach. It s just a short-term approach, said Joe Don Dockery, a Burnet County commissioner that oversees the Spicewood area. LCRA realized last week how dire the situation was, and informed Dockery on Monday. By the next day, the situation was worse - the well had dropped another 1.3 feet overnight. The severest forms of water restrictions were put in place, and LCRA said there would be no new hookups to the town s water supply. Ryan Rowney, manager of water operations for the LCRA, said the agency plans to truck water into Spicewood for several more weeks while exploring alternatives, including drilling a new well or piping water from nearby Lake Travis. But the agency doesn t want to rush into any project, and prefers for now to pay $200 per truckload of water while ensuring the tens of thousands of dollars it will cost to find a permanent solution are well-spent. If we need to haul every day, we will. This will probably go on for several more months, Rowney said. Trucks, including at least one 6,000 gallon tanker, will make about four or five deliveries a day, he said, but the town will still have to remain under the severest water restrictions. Spicewood is a community about 35 miles from Austin, home to many retirees who spend their weekdays in the city and drive to their lakeside homes on the weekends. For more than a year, nearly the entire state of Texas has been in some stage of severe or exceptional drought. Rain has been so scarce lakes across the state turned into pools of mud. One town near Waco, Groesbeck, bought water from a rock quarry and built a seven-mile pipeline through a state park to get water. Some communities on Lake Travis moved their intake pipes into deeper water. And Houston started getting water from an alternative, farther away reservoir when Lake Houston ran too low. Tavita Togia, national park terrestrial ecologist, has worked with Dr. Flint Hughes, Amanda Uowolo and the USDA Forest Service, Pacific Southwest Research Station s Institute of Pacific Islands Forestry in Hilo, Hawaii for several years on this study. The forest plots for this research are located within the national park. Togia and the national park crew are responsible for the removal of the Tamiligi trees and for the field work support required for this research. Dr. Hughes and Togia have collaborated for many years to use science to better manage the native resources of American Samoa. Under the leadership of Togia, the national park crew, made up of Samoan youth from across the territory, is in the forest daily in an effort to protect the unique and fragile rainforest ecosystem. They have successfully eradicated all mature tamaligi trees from within the park boundaries. This work continues through the removal of saplings in the park. Valerie Alirez, the eldest child of John Casias, told The Associated Press from her home in Greeley, Colorado, that one of her brothers found her father and stepmother Tuesday dead in their home in Santiago, Nuevo Leon. The family was originally from Amarillo, Texas, but relatives said John and Wanda Casias moved to Mexico in the late 1970s or early 1980s and made it their home. John Casias was a Baptist preacher and the couple ran the First Fundamentalist Independent Baptist Church in Santiago, Alirez said. Her brother, Shawn Casias, who lives in Monterrey, said he went to his parents home around 4 p.m. Tuesday to pick up a trailer. After he had hooked up the trailer outside he went into the home to say goodbye. He said he found Wanda Casias lying on the floor with an electrical cord around her neck and a gash from a blunt object on her head. Missing from the house were a couple of computers, a plasma television and a safe that had been chiseled out of the wall. The couple s Chevrolet Suburban was also missing, and Casias said he initially thought his father had been kidnapped. But about four or five hours later, he said, a forensic investigator informed him that his father s body had been found in a storage room of a small building on the property. His father also had an electrical cord around his neck. Fighting between the Zetas and Gulf drug cartels has inflicted a surge of violence and other crimes on Monterrey and the surrounding area since In poorer suburbs, entire blocks have been held up by gunmen and young people snatched off the streets. In the past ten years, the national park crew has replanted six acres of forest within the national park with native trees. These areas had been covered with non-native species and, after clearing the disturbed land, native tree saplings, such as ifilele and asi, were planted in their place. When the trees have fully matured, a healthy forest ecosystem will be in place in about six years. You can visit these one acre plots and see the progress of the forest by hiking the Mt Alava Trail starting at Fagasa Pass. Once the loan is paid off, 50% of all future revenues from the wage tax would go to the LBJ off island medical referral program and the other 50% to the ASG general fund. Gaoteote assigned the amendments to the Senate Budget and Appropriations Committee, whose vice chair Alo Dr. Paul Stevenson then scheduled a hearing for the committee of the whole to convene following the session. During the hearing, Gaoteote explained that reports from the government show that the Workmen s Compensation account contains $4 million and about $100,000 a month goes into this account from ASG. He also said that the Senate passed a separate bill implementing the new 2% wage tax with all revenues earmarked for LBJ operations, but not to share the revenues with ASG s coffer. He said the hospital needs cash-flow help now and that comes from the direct payment of $3 million instead of a loan. Sen. Velega Savali Jr. quickly moved to reject the House amendments, saying that he does not like this word loan which is very bad, and the government already has many loans. He said he does not trust any new revenue going into the general fund because it may end up being spent by ASG without the Fono knowing about such spending. Sen. Fonoti T. Aufata suggested giving the House a chance to explain to senators the reason for making these amendments and at the same time, the Senate can explain why it wants to keep the bill in its original form. She said the Fono should have a united stand on its final decision. Sen. Mauga T. Asuega supported the original language of the bill but at the same he also supported Fonoti s suggestion. Sen. Tulifua Tini Lam Yuen told his colleagues that the hospital needs the $3 million as soon as possible for cash infusion and this was the unanimous opinion of the Senate when it approved the measure early last month before sending it to the House for endorsement. Tulifua also said that he has serious concerns over imposing another wage tax which will reduce the take home pay of the local workforce, however the hospital is in direct financial need. At the hearing s conclusion, the committee agreed to report today to the Senate floor to reject the House amendments and the Senate maintains its stand on the original language of the bill, where the $3 million is not a loan. The Australian statement said approximately 50 people have been rescued so far. It said 350 people were believed to be on board, but Papua New Guinea s National Maritime Safety Authority (NMSA) rescue co-ordinator Captain Nurur Rahman said the true figure was likely lower. I cannot confirm or deny the 350 missing number. It is hearsay, Rahman said. I have not seen the manifest as yet, but it is likely around 300.
