Chen, Samoa News Correspondent Deputy Police Commissioner Leseiau Laumoli says they are currently in the process of trying to legally give local law enforcement officers the ability to be armed. Leseiau was responding to Samoa News inquiries which were sparked by questions from local ASCC students wanting to know whether or not there was a law already in place, prohibiting local cops from carrying guns. Yes, there is a law that says we can t arm cops, Leseiau said. When asked about his stance on the issue, Leseiau said that he and other DPS officials support the arming of cops for the safety of the officers, as well as the protection of the general public. He added, The world we live in is changing moving forward and therefore, we need to allow our cops to be armed because they put their lives at risk everyday on the job. Not only that, the people of the territory also need protection. Leseiau said they don t intend on just handing out firearms to all police officers but instead, they anticipate that only the SWAT team will be armed. The issue with arming cops first came to light during the confirmation hearing for DPS Commissioner William Haleck where he told lawmakers that he believed it is time to allow cops to carry firearms, adding that times have changed and things are just not the same. At the time, Haleck told lawmakers that he spoke to an assistant attorney general who showed him a portion of the law pertaining to arming cops which states that the Police Commissioner has the authority to arm the local police force, but approval must be granted by the Governor. The issue with arming cops has been highly debated, with some lawmakers even members of the public expressing concern about the potential dangers such a thing would pose. Title 46, Chapter 2 Section of local law states that (a) A law enforcement officer to whom a firearm has been issued in accordance with the provisions of is required to have the firearm so issued in his possession while on duty. (b) For the purposes of this act law enforcement officer means a member of the police force of the Territory. The goal of the meeting was to find ways to assist the Department of Education, whose director, Vaitinasa Dr. Salu Hunkin-Finau was invited to attend. Also in attendance were village mayors and village leaders. Eastern District Governor Alo Dr. Paul Stevenson told the audience there is only one way to prevent school violence and fights among students, and that is for DOE to work together with the village councils to watch over sporting events. Alo, a former senator, said if the village council comes together as one in their village authority to lead residents, none of these types of incidents would occur. He also said youngsters who disturb the peace and cause trouble should be penalized or cited by the village council along with their parents. According to Alo, the village council includes village leaders, village police and village mayors, who should work together during school sporting events. He added there should always be an open line of communication between the village level and DOE. Also attending the meeting was Secretary of Samoan Affairs Satele Galu Satele Sr., chief of police Tuavao V. Maiava and traditional leaders of Sua county. Vaitinasa and Satele told the gathering the meeting was the first time a coalition in the territory had been called together to meet with DOE to find solutions to protect students. Satele added when parents lack in carrying out their duties, it results in these types of behaviors from children. He believes parents must work closely with the government to prevent fights among students. School sports have been suspended since the stoning incident but they will resume next Monday on the condition that sporting events are held during the daytime and if another incident occurs they will be cancelled for the semester. DOE has called on the community and parent/ teacher associations for support, to ensure the safety of school sports. Lolo Matalasi Moliga has sent an official invitation to Samoa s Head of State, Tui Atua Tupua Tamasese Efi, to be a special keynote speaker on the subject of the revival of the Samoan language during the 2013 American Samoa Education Conference set for Oct at the Governor Rex Lee Auditorium. In his letter of invitation late last month to the Head of State, the governor pointed out that one of the issues to be addressed during the conference is the importance of the Samoan language and culture, to ensure its proper use. Lolo noted that the Head of State is a scholar and author of the Samoan language and culture. He also says Tui Atua s expertise will be of great importance to the discussion of Samoan language and culture. The conference, which has a budget of $300,000 allocated in FY 2014, will provide a forum for all the stakeholders to come together to redefine the territory s education direction and then determine the proper strategy to get there, according to the administration. Education director Vaitinasa Dr. Salu Hunkin-Finau has advocated the use of the Samoan language in the lower classes at the elementary level. CHIEF JUSTICE & ASSOCIATE JUDGE NOT AFFECTED BY DOI FURLOUGHS American Samoa s chief justice and associate justice are among the U.S. Department of Interior s Office of Insular Affairs personnel exempted from the federal shutdown, which is now in its fifth day, according to a DOI contingency plan issued late last month in the event of a federal shutdown. Continued operation [of the American Samoa Judiciary] is required to preserve law and order, it says and noted the two justices are exempted from furlough. Under the local constitution, the chief justice and associate justice are appointed by the U.S. Secretary of Interior to the High Court of American Samoa therefore they are federal employees. The Office of Insular Affairs has 36 employees on board, and that number also includes the two judges of the American Samoa judiciary.

Here s to you all on another Saturday morning in Hooterville. Hawkeye has a positive outlook this morning fans. He had to opt for a positive outlook as the rest of his week has been that of utter Chaos. First it was this, and then it was that. Then by Friday, this s and that s began fighting each other. This has led to Chaos in the rarest of forms. Hawkeye was rather disappointed when he learned of the widespread violence portrayed at and after football games. As Hawkeye recalls, when the High School had a Football game, usually on Saturdays, the food at the Booster Club Stand was the highlight until the fight started after the game! This does not make it right, and nor is it pleasing to anyone including Parents! Let us not lay 100% of the blame on the parents folks. They have done what they deemed right in raising their chillen to the age where they are qualified to play Football. The Chillen must be held responsible for vandalism of School Property such as was the case with the damaged school bus a couple of weeks ago. There is no excuse for this, not to speak of the $7,000 worth of damage that was heaped on the bus, along with the drivers High Blood Pressure. This can and should be stopped folks. There is a good chance that someone will be fatally wounded during one of these forays, and then we will all suffer! Enuff is Enuff Fans. Let s circle our wagons, and come up with a solution! Well, according to Hawkeye s account of the US News of October 01, 2013, Tulsi Gabbard will be short of change on her next Government Payday. She has sworn to relinquish her Congressional Salary to Charity during the Government Shut Down should that extreme occur. {It has} so we shall see. It would be a humane gesture if all Reps & Senators, along with the Complete Staff of the White House including the Presetene relinquish their salaries in order to further the funding for the ridiculous so-called Government Shutdown. Our leaders are acting like a bunch of spoiled Brats in that they can never agree on anything. It is the same old tune coupled with the same old song which is associated with the same old dance that we have witnessed for years and is not likely to change in the near future. Democrats, Republicans, Independents, or plain old radicals should be able to bump heads and come up with a solution viable to all parties and get on with the business of living! One thing that we cannot afford to continue is to keep adding to the already 16 Trillion Dollar Debt by borrowing more Tupe, {Money} to satisfy the debt ceiling! Now is the time for payback fans. Now is the time to quit dithering {Dick Cheney} and begin to pay back the debt. Not increase it more by raising the debt ceiling! This is like a license to steal! And moving right along to the near fistfight in {of all Places,} the Governor s Office? Did Hawkeye hear this one right? Please Guys, get a grip and come back down to earth and admit that Homo-sapiens do make mistakes from time to time. No need to revert to violence. After all we have just finished preaching to the High School students the evils of violence, and now we are confronted with a similar situation in our own House? Over. This is a no. one best seller as are most of his books, and therefore portrays the life and times of Jesus as it must have really been. It covers the wars, the Roman empire, Julius Caesar, the crucifixion of The followers of Spartacus by the Romans, {all 7000 of them} The crosses stretched 240 Miles from Naples to Rome just to let everyone know who was the better of armies of the time. It gets better and better, and naturally, Hawkeye is doing his reading from the smallest room of his Fale. {Hooch} As usual, Hawkeye would highly recommend all reads by Mr. ORiley. The book is well researched with no or little frills. The research is documented throughout the book, as well as artist renditions of battles, beheadings, crucifixions, deflowering of vestal Virgins for the benefit of whoever happened to be the King for that day. In summary; just buy the book and read it! At any rate folks, lets hold on to the seat of our pants and hope that this Government Shut down does not erase the forward economical motion that we seemed to have generated over the past few months. Chen, Samoa News Correspondent A number of energy efficiency strategies for all sectors are recommended in the American Samoa Strategic Energy Plan (ASSEP). Preliminary assessments by the National Renewable Energy Laboratory (NREL) indicate significant energy efficiency opportunities to include: 1. Free energy audits focused on conservation and cost reduction conducted by the Territorial Energy Office; 2. Energy seminars or presentations can be held at places like the Chamber of Commerce and focus on energy efficiency and renewable energy options for commercial businesses; 3. Low to no-cost loans can be administered through a revolving loan fund to be used on energy efficiency upgrades and renewable energy projects; 4. Building inventory and share information; 5. Watch the Kilowatts program; 6. Audit Program: commercial and residential; and 7. Alternative cooling This information is noted in the ASSEP, which will be forwarded to Governor Lolo Moliga for approval before the American Samoa Power Authority (ASPA) and the Territorial Energy office (TEO) carry out implementation. The Strategic Energy Plan for American Samoa takes into account solutions that are needed in the near future; therefore, the Plan will initiate strategy and actions towards achievable goals to be completed by Oct BUILDINGS According to the Plan, energy audits have been funded on island, most recently by the American Samoa TEO (e.g. audits of government facilities and homes through the Weatherization Assistance Program). Although audits have occurred in the governmental sector, these audits should continue and, where possible, the measures that are applicable to similar buildings should be gleaned from audit reports and implemented across the building stock, the ASSEP notes. For example, if two of the island s buildings are being audited, the measures that are most commonly recommended may be applicable to similar building types. These measures may include improving lighting fixtures and controls; installing low-flow faucets, toilets, and shower heads; or installing thermostatic controls to reduce the energy consumption of air conditioning units, says the Plan. A strategy for identifying and implementing the measures that are most commonly recommended could be a next step, but would require disclosure from the entities conducting the energy and water audits. Similarly, the Plan continues, as part of both an outreach and buildings program, developing a Watch the Kilowatt program would focus on understanding how much energy is being used within a household or small commercial business. The objective is to inform consumers how much energy they are using at various intervals, and on what. Through this awareness, consumers can begin to practice conservation, limiting various activities or managing conservation strategies. This exercise can also inform consumers which appliances are high energy users. In many cases, replacing outdated appliances with higher energy efficient appliances will save large amounts of energy and dollars with a high return on investment, the Plan states. Using tools such as the kill-o-watt displays plug loads for appliances both when running and when turned off, informing consumers how electrical devices use energy even when turned off. COOLING The ASSEP notes that cooling is one of the highest end users in American Samoa. Considering and implementing promising alternative cooling technologies will assist with reducing fossil fuel consumption related to conditioning indoor spaces, the report states. There are a number of options available under the umbrella of alternative cooling technologies such as solar air cons, desiccant cooling, or opting for a higher SEER rating. A medium-cost option is to install solar air conditioning units. While relatively new on the market, solar air conditioning units are available from a number of manufacturers and suppliers, and have a variety of different installation applications from split wall window units to larger outdoor units. This technology is an efficient type of air conditioner (upwards from a SEER 20) that operates off of a solar photovoltaic (PV) panel, which reduces the energy demand from the grid during times when cooling and conditioning are needed. Man sets himself on fire on National Mall WASHINGTON (AP) A man set himself on fire on the National Mall in the nation s capital as passers-by rushed over to help put out the flames, officials and witnesses said Friday afternoon. The reason for the self-immolation was not immediately clear and the man s identity was not disclosed. But it occurred in public view, on a central national gathering place, in a city still rattled by a mass shooting last month and a high-speed car chase outside the U.S. Capitol on Thursday that ended with a woman being shot dead by police with a young child in the car. The man on the Mall suffered life-threatening injuries and was airlifted to the hospital, said District of Columbia fire department spokesman Tim Wilson. He was standing by himself in the center portion of the Mall when he emptied the contents of a red gasoline can on himself and set himself on fire moments later, said Katy Scheflen, who witnessed it as she walked across the area. Police say they responded around 4:20 p.m. Friday. Scheflen said the man was clearly alive as the fire spread, and passing joggers took off their shirts in an effort to help put out the flames. It was not clear who actually extinguished the flames. A police department spokesman said the man was conscious and breathing at the scene. MedStar Washington Hospital Center tweeted that the man was taken there and he was in critical condition Friday night. She said he may have said something before he acted but it was nothing intelligible. She said she did not see him holding any signs before he set himself ablaze. The Oakland Tribune reports a female passenger in a black Honda Accord called 911 and told a dispatcher that someone in a white pickup truck fired a single shot into the car. Italy shipwreck: Did boats ignore distress calls? PARIS (AP) A Dutch lawmaker who has reported on migrant deaths on the Mediterranean is urging Italy to investigate claims that fishing boats and other vessels near a deadly shipwreck ignored a doomed boat s calls for help. The Council of Europe s parliamentary assembly said Socialist Tineke Strik acknowledged some provisions of Italian law effectively dissuade boat captains from helping migrants in distress. She insisted no law should impede rescuing people whose lives are in danger. But the threat was removed when Premier Enrico Letta survived a confidence this week provoked by Berlusconi s moves to topple the government. The full Senate now must vote on whether to remove Berlusconi by Oct. 14. It will be a further weakening of the three-time former premier s political potency. He suffered his first defeat within his own party when ministers refused to obey his call to bolt the government. Judge orders release of sick Guantanamo prisoner MIAMI (AP) A federal judge in Washington has ordered the release of a mentally ill Guantanamo Bay prisoner who has been held without charge at the U.S. base in Cuba for more than 11 years. Judge Royce Lamberth issued the brief order Friday after the U.S. government dropped its opposition to his release. Attorneys for Ibrahim Idris argued he is so ill he could not pose a threat to anyone. The Sudanese prisoner suffers from ailments that include diabetes and schizophrenia so severe that he has been catatonic in meetings with lawyers and doctors. He was suspected of once being a fighter and courier for al-qaida but diagnosed as mentally ill shortly after his arrival in Guantanamo in January He is likely to be returned to Sudan. Ohio school, ACLU settle suit over Jesus portrait JACKSON, Ohio (AP) A middle school in Ohio will be forced to permanently remove a portrait of Jesus from its school grounds and pay nearly $100,000 after reaching a settlement Friday with two groups, including the state chapter of the American Civil Liberties Union. The settlement requires the Jackson City School District in southern Ohio to pay the ACLU and Wisconsin-based Freedom From Religion Foundation damages and legal fees totaling $95,000. The two sides had a tentative agreement months ago that bogged down in more legal filings after the two groups said the school district continued to keep the Jesus portrait, and displayed it on the school lawn during a prayer meeting. Court filings show the portrait was also visible to those entering an art-storage area. All of this was unnecessary, said James Hardiman, legal director for ACLU of Ohio. BACKGROUND This is not an easy subject, Haleck told lawmakers during his confirmation hearing. Cops should be careful as this is a dangerous thing and training is definitely necessary. He said he hopes he can succeed in getting the cops armed during his tenure as Commissioner, even if it means starting off with just a small detail. Haleck referred to the shooting death of Lt. Lusila Brown, who was gunned down in broad daylight outside the temporary courthouse in Fagatogo. He said if the gunman had been given time to reload his weapon, more police officers would have been injured or killed that day. In a case such as that one, if a cop was to shoot the gunman, it would be justified, he explained, adding that cops couldn t do anything that day except fear for their lives. The police commissioner said when he left the local police force in 1971, cops were armed. However, he doesn t know what happened to change that. He said there was talk that an accidental shooting involving a cop occurred but added that such an incident could have been resolved through an internal investigation, not necessarily requiring a ban on guns for cops. Fagatogo lawmaker Maugaoali i Leapai Anoa i suggested an extensive study be conducted on the issue, as the decision might create more problems than solutions. The same sentiment was echoed by Rep. Taotasi Archie Soliai, who said he is not opposed to the decision to allow cops to carry firearms but he is extremely concerned as he believes all cops need not only physical training but also psychiatric evaluations before they are allowed to carry guns. He urged Haleck to explore all alternatives when discussing the matter with the Attorney General s Office. Haleck told House members this isn t something that will be quick, but his goal is to get the cops armed as soon as possible. He said it will involve a lot of training and there are many issues involved. You all are concerned about people s lives and in turn, I am concerned for the safety of the police officers, Haleck told the faipule. This is not easy but it s not hard either, if everyone agrees.
