It s important to note that the Governor has approved the Medicaid office with moving forward to secure these new benefits under the Medicaid program, King-Young said Thursday. Before we can utilize these benefits, we must first finalize procedures with CMS and secure the local matching requirement. When these two issues are met, the Medicaid office will do public outreach to enroll Medicare beneficiaries and new providers, she added. MEDICARE BUY-IN Under this benefit, the local Medicaid program will help pay a certain percentage of Medicare premiums for people age 65 or older, people under age 65 with certain disabilities, and people of all ages with ESRD (End-Stage Renal Disease permanent kidney failure requiring dialysis or a kidney transplant), the news release says. What this percentage will be is yet to be confirmed but will include payment for Medicare Part A and Part B. The key benefit of Medicare coverage is that beneficiaries, especially retirees and the disabled who cannot afford to keep their Medicare coverage will now have financial assistance to keep their coverage, it says. It is very important to the eligible population to sign up for Medicare coverage once they first become eligible when the premiums are lower. Boy arrested in beating of 87-year-old woman HEMET, Calif. (AP) A 14-year-old boy charged with brutally beating an 87-year-old woman at a senior housing facility was arrested following a dayslong search in California, authorities said. The assault occurred during an apparent robbery at the Camelot Independent Living complex in the Riverside County city of Hemet, police said. Both were charged earlier this week with burglary, torture, elder abuse and assault with a deadly weapon, said John Hall, a spokesman for the Riverside County district attorney s office. Officers searching for the 14-year-old released a flier with his name and photograph. A police news release said the department does not usually identify juvenile suspects, but due to the serious nature of this case an exception was made in an effort to protect the public and aid in the capture of the suspect. Evans said the boy had extensive contacts with police in the past involving curfew issues and crimes. Police have contacted family members, but would not say whether they have cooperated. The Associated Press is not naming the boy because of his age.

Of course, that s nothing new for a political commentator, although usually we don t have to admit we were mistaken. I have been among the herd-followers who have argued that Obamacare might do in the Democrats chances in this year s elections for control of the Senate, with Republicans wasting no chance whatsoever to tarnish their opponents with the Affordable Care Act. Now, however, I m beginning to waver (another privilege that goes with this job). There are some indications that the GOP and its mega-rich supporters may be overplaying their one-card hand. No, this vacillation is not prompted by the news that the administration s Affordable Care Act participation projections have been exceeded, with 8 million sign-ups so far, including a respectable chunk of those high-value low-age enrollees. Nor is it influenced at all by President Barack Obama s declaration that, This thing might be working. Thank you for sharing, Mr. President, but your opinion is not affecting mine. Instead, there are some glimmers out there that might shed some new light on appropriate strategies for this year s campaigning. The latest Reuters/Ipsos poll shows that one-third of the online respondents say they favor the Democrats approach to health care, versus 18 percent who prefer the Republicans. That s an increase for the White House and a down figure for the GOP. Of course, 40 percent of those participating had no earthly idea which party had which plan, which is a bummer, but it shows a slight upward trend for the Dems. In February, Obamacare approval was at 25 percent. If that momentum continues, it could mean that people are starting to get weary of the Republicans incessant hammering on the subject. In the House, they ve passed more than 50 bills that would repeal or sabotage health-care reform, and maybe it s time to cool their jets. Couple that with the barrage of TV ads already flooding us from well-financed conservative groups trashing Democrats for having anything to do with Obamacare, and maybe, just maybe, a growing number of voters are wondering whether the GOP will stop long enough to reveal a credible alternative. Don t hold your breath. Added to the mix is the reality that some of the reforms are widely popular. So the president and his people are trying to shore up some enthusiasm for playing offense instead of defense. Their argument is that while the rollout was a well-documented disaster, repairs have been made and the new health system is starting to gain traction. That may be premature, but it s food for thought for candidates in his party who were abandoning what they perceived to be Obama s sinking ship. Instead of saying, Health-care plan? What health-care plan? they suddenly might recall, Oh yeah, that health-care plan. As for the Republicans, there is no shortage of controversies, so they can have plenty of other issues with which to scorch the midterm election earth between now and November. Now I have contended both that health care means the Democrats are in deep trouble and also that perhaps they re not. It s ideal: Whatever the outcome, I ll be correct and can brag about it. Police answering a report of an assault with a deadly weapon went to the hall about 7:30 a.m. A caretaker said a man with a shotgun was inside and was despondent over a relationship, Sgt. Police Col. Panya Karawanun said Muslim separatist insurgents are suspected of detonating a homemade bomb at a beach in Pattani province s Saiburi district. He said the wounded include seven policemen who were providing security at the event. More than 5,000 people have been killed since an Islamist insurgency flared in 2004 in Thailand s three southernmost provinces, which are predominantly Muslim. Thailand has a Buddhist majority, and southern Muslims have long complained of being treated as second-class citizens. A large-scale effort by the army to curb the insurgents, who typically carry out ambushes and drive-by shootings, has met with limited success. While the insurgents target mainly security forces, they also attack teachers, who are perceived as representatives of the government. Muslims are among the victims, killed by insurgents as well as Buddhist vigilantes. Recent fatalities have included a 2-year-old girl and a 6-year-old boy, the son of a suspected insurgent. When they located him around 3:30 p.m., police found the cellphone. University spokeswoman Tammy DeMel says university and police officials took the initial call seriously and responded to keep the campus safe. N.C. teen accused of poisoning grandmother s collard greens FAYETTEVILLE, N.C. (AP) Authorities say a North Carolina teenager tried to kill her grandmother by dumping insecticide and termite killer into a pot of collard greens. Cumberland County District Attorney Billy West said Friday that 17-year-old Tyt ana Lisa- Nicole Johnson of Fayetteville was charged with two counts of attempted first-degree murder. A friend of the grandmother s also ate the greens. Both were treated at a hospital and released. The Fayetteville Observer quoted the grandmother, 51-year-old Gaylon Moody, as saying the teenager was angry because her cellphone was taken away. The paper reported that Johnson poisoned the greens while her grandmother was attending Easter services. Johnson is being held in the county jail on $500,000 bail. Jail records didn t indicate whether she had an attorney. Under North Carolina criminal law, anyone 16 years and older is considered an adult. New Jersey tot wipes out hours of monks work JERSEY CITY, N.J. (AP) A New Jersey tot has made his inadvertent mark on an intricate sand display created by Buddhist monks. The monks have been building a sand mandala in Jersey City s municipal building since Monday. It s a flat, multicolored display that is created and then destroyed in a ceremony meant to symbolize the fleeting nature of life. The Jersey Journa reports the young boy climbed over a rope barrier Friday and got onto the 4-foot-square display. The sides and middle were smudged as a result. Some of the monks spent a few hours repairing the sand in time for its ritual destruction Friday afternoon. They led a group to the Hudson River and threw the sand into the water. Application period opened Apr. 21 and closes May 20 and the grant will be awarded on a competitive basis. The STEP initiative s objectives are to increase the number of small businesses that begin to export and increase the value of exports for small businesses that currently export, according to SBA. Maria Contreras-Sweet, Administrator of the SBA says exporting provides tremendous opportunities for America s small businesses that are looking to expand and grow. (AP) An SUV driven by an elderly motorist plowed into a group of people waiting to enter an Orange County ice cream parlor Friday evening, killing a 73-year-old woman and injuring six others, authorities said. Guam police face internal affairs backlog HAGATNA, Guam (AP) Internal affairs cases are pending against 70 Guam officers accused of breaking local laws over the past three years, but the police chief won t be able to fire, suspend or demote them when the cases are closed, a newspaper reported Friday. Guam law forbids government agencies from taking any adverse action against an employee more than 60 days after management knew or should have known about the alleged infractions, the Pacific Daily News reported. (AP) Three people and a dog were rescued Friday from a life raft in the Atlantic Ocean about 900 miles northeast of Bermuda after their sailboat sank in a storm, according to the U.S. Coast Guard. The 49-foot-sailboat Blue Pearl sank Thursday evening after being badly battered from two days of storms, according to an audio recording with the sailboat s captain posted by the Coast Guard. We were preparing to die, said 55-year-old Leonard Rorke, a United Kingdom citizen who is the sailboat s owner. Also rescued were 29-year-old Henri Worthalter of Belgium, 50-year-old Lisa Rorke of the United Kingdom and Dexter, a Jack Russell Terrier. Coast Guard officials were notified Thursday by the International Rescue Center after a message came in saying people were in a life raft and needed help. Coast Guard watch standers in Portsmouth, Va., issued a call for help about 6:30 p.m. to any commercial ships in the vicinity of the life raft. Three ships answered the call and diverted their course to aid in the search. The sailboat s crew had an electronic position-indicating radio beacon in the life raft that allowed the Coast Guard to direct ships toward their location. Rorke said there was poor visibility, 25-foot waves and winds reaching about 40 miles per hour. He also said the life raft had to be patched up and that they were holding on for dear life. Rorke said the sailboat sank after the bulkhead broke up and the vessel began taking on water. We had lost everything, he said. The ordeal ended about 12:30 a.m. after the Tilda Kosan diverted course from its planned trip to Mexico. The ship found the life raft after making three passes in dark, stormy conditions. It was about 36 miles away from the life raft when it first joined the search. Rorke had high praise for the Coast Guard, which coordinated the rescue. They were fantastic, absolutely fantastic. They didn t play around. They were super quick, he said. Time was of the essence. The radio beacon only lasts for about 48 hours. The Tilda Kosan plans to take the sailboat s crew and its dog to Bermuda. The Oscar-winning director says the original title of The Hobbit finale, There and Back Again, felt misplaced since Baggins arrived at his destination in the second film. He says that title better suited a movie that wrapped up a two-part story instead of a trilogy. So the final film based on the J.R.R. Tolkien fantasy adventure has being renamed The Hobbit: The Battle of the Five Armies. Jackson wrote about the decision on Facebook, saying that making the films was sometimes like the hobbit s journey itself, with hidden paths revealing their secrets to us as we ve gone along. He thought about revising the title when the second film opened last year, but said he and the studio, Warner Bros., kept an open mind until a cut of the film was ready. Maren Sanchez was stabbed in a hallway of Jonathan Law High School in Milford, about an hour s drive from New York City, around 7:15 a.m. Staff members and paramedics performed life-saving measures on the girl, but she was pronounced dead at a hospital, police said. The 16-year-old boy was charged with murder as a juvenile offender. Police said the suspect, whose name was not released, was being held Friday afternoon in police custody at a medical facility and could be charged later as an adult. Imani Langston, who describes herself as one of Sanchez s best friends, said students were gathered in an auditorium when a teacher came and told them Sanchez had been stabbed. She basically just explained to us that Maren Sanchez got stabbed in the throat for saying no about going to prom with the suspect, she said. Langston said she saw the suspect taken out of the school in handcuffs. She said Sanchez and the boy were friends but had never dated. She said Sanchez had helped to organize the junior prom and was looking forward to attending with her boyfriend. The dance was scheduled for Friday night but was postponed because of the stabbing. In class on Thursday, Sanchez told me about her prom dress, she told me how she got asked to prom, Langston said. Students were released from school early, and officials were offering counseling services. We are obviously devastated by the loss of one of our students, Maren Sanchez, Feser said at a news conference. She was a 16-year-old junior vibrant, very, very involved in Jonathan Law High School, an incredible contributor, someone who was loved and respected. A cousin of Sanchez, Edward Kovac, said the family is shocked and devastated. He described her as a bright light full of hopes and dreams as he read from a family statement and said more needs to be done to ensure young people are protected from attacks at school. Sarah Golden, a 14-year-old freshman, said she was sitting in the main lobby with friends when she was startled by several security guards running down the hall. After the collision, the pilot turned the plane around and landed in Seattle without incident around 2:08 p.m. PDT. The bird was still attached to the nose of the aircraft. Ex-Brazilian president absolved in corruption case RIO DE JANEIRO (AP) Brazil s Supreme Court has absolved former President Fernando Collor de Mello in a corruption case that was among scandals that led to his impeachment more than 20 years ago. In a decision posted on its website Friday, the court cited a lack of evidence for the allegation that Collor de Mello, now a senator, was part of a scheme to embezzle public funds using an advertising agency during his presidency. (AP) A sailor from western Maryland who was shot and killed protecting another sailor aboard a Navy destroyer has been laid to rest at Arlington National Cemetery. Petty Officer 2nd Class Mark Mayo of Hagerstown was buried Friday. The 24-year-old sailor was posthumously awarded the Navy Marine Corps Medal. That s the highest noncombatant decoration for heroism by a sailor or Marine. The vice chief of naval operations, Admiral Mark Ferguson, presented the award to Mayo s family before the burial. The citation says Mayor acted with total disregard for his own safety when he dove between another sailor and a civilian truck driver who authorities say had seized her gun aboard the USS Mahan at Naval Station Norfolk, Va., on March 24. DC man gets 28 years for killing taxi cab driver WASHINGTON (AP) A Washington man has been sentenced to 28 years in prison for killing a taxi driver in Ercell Overton was sentenced Friday in the death of driver Solomon Okoroh of Glenarden, Md. The 33-year-old Overton had previously pleaded guilty to second-degree murder in the case. A plea agreement called for him to spend 25 to 28 years in prison. NEW MEDICAID PROVIDERS It also says that the future of our sustainable medical care system is the investment in the primary care model focused on prevention and maintenance of medical conditions before they become critical care needs. A key component to this that can be implemented immediately is the investment in upgrading local FQHCs (federally qualified health centers) and community health centers under Health Department, and encouraging the entrepreneurship of private clinicians and other private health care services - long term care, dental, vision, rehabilitation, etc., it says. Most important is the investment in the human resources with credentials and licenses to help deliver quality medical care to our people, the release says. Opening up the Medicaid program to new Medicaid providers will create a competitive environment to drive improvement in quality services and provides more options for patients. According to the Medicaid Office it is currently working with CMS to define enrollment procedures and reimbursement methods for new providers. U.S. Department of Health and Human Services says FQHCs include all organizations receiving grants under Section 330 of the Public Health Service Act (PHS).
