Patea le tatau lea ia Viena ona ia totogi le tinoitupe e $500, ona (Faaauau itulau 1) McDonald s American Samoa adds to its local education endeavors It is the new major corporate sponsor for the SN Territorial Spelling Bee by Fili Sagapolutele Samoa News Correspondent McDonald s American Samoa, the local franchise of the McDonald s chain of restaurants, has stepped up to become the new Major Corporate Sponsor for the Samoa News Territorial Spelling Bee competition, and local franchise president and CEO Tautolo Charlie Tautolo says this is another part of the company s community service and in line with its annual scholarship program for students heading to college. This year 2015 Samoa News is happy to welcome CEO Tautolo and McDonald s American Samoa to the Territorial Spelling Bee family with the local competition finals set for February 18. It will be televised live, with a starting time of 8 a.m. scheduled. Currently there are 32 President and CEO of the local McDonald s franchise, Tautolo Charlie Tautolo, at his office last Saturday in Nu uuli, commenting on their new education endeavor they are the major corporate sponsor of the Samoa News Territorial Spelling Bee. Among the major sponsor s responsibilities is to provide airfare and accommodations for the 2015 Spelling Bee winner and their designated chaperone to the national competition, set for May this year in Washington D.C. As the major sponsor, Tautolo says McDonald s takes these responsibilities seriously by, among other things, making sure that when the time comes for the student and chaperone to travel, there are no hiccups in their accommodations or travel arrangements. We don t want any such problems to occur, when the student is already en route or on the mainland, and so far away from home, he told Samoa News during an interview at his Nu uuli office Saturday. Any hiccups, or barriers, might change the student s mind set, affecting their performance and especially any future education endeavors. Tautolo pointed out something he has learned from his experience with his company s annual scholarship program, that when a student all of a sudden faces problems with getting financial assistance, this can become a burden, a step back for a student who is already on the road to success. For example, a student in the midst of competition or education, all of a sudden faces financial issues and then the student, would think I ve made it this far and now this happens, why would something like this happen? Doesn t anyone care? Tautolo said and reiterated that financial support shouldn t become a financial burden for any of our students working on achieving their goals in life. Again, as a sponsor we must make sure these types of issues do not happen. Just like we do for our scholarship program we don t want that student to be thinking what would happen to my education, if the money does not come through. Becoming part of the Spelling Bee is in line with our continued work in helping our young students achieve their goals in life. 2 Page 2 samoa news, Monday, January 5, 2015 by Joyetter Feagaimaali i-luamanu Samoa News Reporter MAN ACCUSED OF CHILD MOLESTATION A $50,000 bail has been established for Albert Liu Fa apu e whose facing charges of child molestation, sodomy, sexual abuse first degree and endangering the welfare of a child. The 29 year old man is accused of performing sexual acts on a nine-year-old girl last week. Fa apue a made his initial appearance in the District Court this week and is scheduled to be arraigned in High Court tomorrow. According to the government s case, the incident came to light when the victim s mother reported the incident to the Tafuna Substation and police officer Iapani Tiumalu was assigned to investigate the case. Court filings say that on December 28, 2014, around 5a.m., the matter was reported to the police. The officers responded and spoke to the victim who was accompanied by her mother. According to the 9-year-old girl, she was sleeping when she felt someone performing sex acts on her. The girl said she recognized the defendant as he lives in the neighborhood. The girls told police that she kicked the defendant on his stomach and scratched him and then he walked away to the sink and took off running. The 9-year-old girl then called out to her mother. Court filings say the woman woke up to someone crying and saw that it was her daughter. The girl told her mother what happened, and the woman then sent her cousins to look for the defendant, however they were unable to find him. That same day the woman contacted the police again to tell them that the defendant could be found sleeping at his house and that s where the police apprehended him. Fa apu e allegedly told police that he was out drinking however when he came home he passed by the victim, who was sleeping in her house and he wanted to have sex with her. It s alleged he said that s when he performed the sexual acts. Last Friday the defendant waived his rights to a preliminary examination hearing in District Court and with his bail set at $50,000 District Court Judge Elvis Patea ordered that upon posting bond the defendant shall remain a law abiding citizen, make all court appearances, remain in close contact with his attorney, have no direct or indirect contact with the victim or prospective witnesses and stay away from the victim s residence. DUKE VIENA ARRESTED AGAIN FOR PPD District Court Judge Elvis Pila Patea recused himself when Duke Viena made his initial appearance in the District Court last Wednesday morning on a single count of Public Peace Disturbance. This is not the first time Viena has appeared before the court. In December his first encounter was when he was a passenger on the Hawaiian Air flight which almost turned back to Hawai i, when Viena of Pago Pago allegedly acted disorderly on the airplane, swearing at the flight attendants enroute to American Samoa. It s alleged he was under the influence of alcohol.in this latest incident he s also facing a PPD charge, and is also alleged to have been under the influence of alcohol. The case that occurred last week in Pago Pago, accuses Viena of yelling out profanities and swearing at his neighbor for a long time, while intoxicated. Police responded to the call and upon arrival heard the defendant swearing from a shack behind his house. Police officers tried to calm the defendant, however they were unsuccessful. The defendant s daughter also arrived at the scene and tried to calm her father but the defendant continued to swear, court filings say. Officers explained to the defendant that he was disturbing the peace, however defendant was still swearing at the officers telling them they had no right to arrest him without an arrest warrant. The defendant is alleged to also have resisted arrest. SECOND DEFENDANT IN ARMED ROB- BERY CASE TO ENTER GUILTY PLEA Chief Justice Michael Kruse will hear this week the plea agreement the government has offered Falefatu Asi who is now the second of four defendants charged in connection with the armed robbery case of the Gold Conda store in Faga alu back in May at gun point. The first defendant to sign a plea deal with the government was Alatuna Simi, however his plea had yet to be read in open court as it was under seal. The court has since unsealed the plea, and it will be read in open court next week. Asi and his co-defendants, Alatuna Simi and Samuelu Wright, are each held on bail of $100,000 and each has been charged with firstdegree robbery and stealing. Asi s change of plea hearing is scheduled on Thursday. According to the government s case, the lead investigator in this high profile case is Detective Sgt. Amituana i Filemoni. Court filings says that Asi was the driver of the vehicle that picked up Simi and Wright following the alleged armed robbery. 4 Page 4 samoa news, Monday, January 5, 2015 Afimutasi Gus Hannemann passes away in Honolulu by Fili Sagapolutele, Samoa News Correspondent Afimutasi Gus Hannemann, director of the American Samoa Government s Hawai i Office, passed away last Friday evening at Straub Clinic in Honolulu, with his wife and children by his side. The cause of death will be released later by the hospital. My husband of many years turned 78-years old on Christmas 2014 and he was taken from home to Straub where he passed away peacefully, said Lydia Hannemann, in a phone interview from Honolulu over the weekend about her husband, who is also the oldest brother to former Honolulu City Major Mufi Hannemann. Asked what she would miss most about her husband, Lydia responded, it s his kindness, and that he would help anyone who asked for Afimutasi Gus Hanneman and Mrs. Cynthia Moliga, who is the governor s wife, both worked to help American Samoa s Special Olympic athletes get to the 2014 Summer Games that are being held in Los Angeles in June. Because of their efforts, Hawaiian Air CEO Mark Dunkerley has generously donated eight round trip tickets to send our special athletes to the Games. He always said that whatever he needs to do to help people, he will do it, Lydia said, adding that outside of Afimutasi s work, her husband spent a lot of time helping others and he enjoyed that very much. He also loved his Samoan heritage. I have been very blessed and very pleased to be part of my husband s life and so many other people, Lydia said late Saturday morning. Gov. Lolo Matalasi Moliga appointed Afimutasi in early 2013 to oversee the ASG office in Hawai i, which has been in existence for many years although several lawmakers have questioned the need for such an office. The Governor s Office defended keeping the office open, which among other things assists ASG when dealing with the state of Hawai i, as well as helping American Samoans living in the U.S. with issues such as birth certificates. The governor s executive assistant Iulogologo Joseph Pereira confirmed Saturday morning that Lolo had been informed around 11p.m. Friday of the sad news about Afimutasi s sudden passing. Reached by phone Saturday afternoon, Lolo described Afimutasi as a go getter who helped out in any way possible, no matter if it was for the Executive Branch, the Fono or anyone who needed assistance on any issue. Afimutasi was a very dedicated person and has done a lot of things for American Samoa; and I know his heart is here in [American] Samoa. And I know that he wouldn t back away on anything that needed to be done, Lolo said. Everything he did, was for others and he is a dear friend that I will miss dearly. As a member of the Samoan community in Hawai i, Afimutasi was sought out many times by Honolulu news organizations for comment when it came to issues pertaining to Samoans in the U.S. or in American Samoa. This was especially true when natural disasters occurred in the Samoan islands. He organized various relief efforts in Hawai i for American Samoa and Samoa, reaching out to his friends and business associates for donations. While heading the ASG office in Honolulu, Hannemann in late 2013 reached out to friend and business associate, who donated 300 new hooded sweaters which became part of the ASG donation to victims of Typhoon Haiyan in the Philippines. Last year, he worked with First Lady Cynthia Moliga to help send American Samoa s Special Olympic athletes to the 2014 Special Olympics Summer Games in Los Angeles. He had also served as chairman of the Samoan Heritage Week in Hawai i during the tenure of former Gov. Togiola Tulafono. Afimutasi also served in the Fono, when he was elected during the 1992 general election as one of the two faipule for Ituau District in the House of Representatives. He served one two-year term but was unsuccessful in his bid for re-election. He even ran for the Congressional delegate seat later but was unsuccessful in that bid. He returned to the Fono in 1997 to serve as House Liaison for government affairs during the four years of House Speaker Aina Saoluaga T. Nua s term. It was while at this post that Afimutasi also started working to recruit students from American Samoa to attend the federal Job Corps program first in Waimanalo, Hawai i and later at other Job Corps Centers in Hawai i and the U.S. mainland. The Job Corps training program was Nua s initiative. He is currently serving as Senator Nua Saoluaga, and was off island over the weekend and could not be reached for reaction to Afimutasi s passing. Both Nua and Afimutasi strongly believed that the Job Corps, which pays for the entire education and training of students, is another avenue for local students to develop skills in any trade and later go on to college if they preferred. When then Senate President Lolo Matalasi Moliga took his leadership post at the Senate in 2005, Afimutasi served as special assistant for governmental and international affairs. He continued his work on local recruitment for the Job Corps program, and he was still involved with that until his passing. Last August, American Samoa students who were attending Job Corps training in Honolulu performed during the Job Corps 50th anniversary. The group collected just over $1,000 from their siva taualuga which they donated to the Hawai i Chapter of the Red Cross to help families in the Puna District of Hawai i impacted by a hurricane last July. Congresswoman-elect Aumua Amata told Samoa News via that she was shocked and saddened to learn of Afimutasi Gus Hannemann s sudden death. I last spoke with him on Dec 6 at Honolulu International Airport where he greeted Senator Galea i with whom I was on the Pago flight en route to DC. Gus appeared fit and healthy as he offered hearty election congratulations. My family and I express our deep sympathy to his wife Lydia, the children and members of his family. Max Hannemann, the younger brother of Afimutasi s dad was married to my father s sister Irene. Gus is remembered for his good deeds for our community, especially when people really needed help following a natural disaster. May he rest in love and peace, she said. Afimutasi is survived by his wife, Lydia, their two children, seven grand children and two great grand children. Funeral services are pending. Samoa News extends our condolences to the Hannemann family for their loss.

5 AS petroleum management seen as best practices model for Pacific region by Fili Sagapolutele, Samoa News Correspondent America Samoa Government s model for fuel prices and the management of its own tank farm operations resulting in lower petroleum prices than the rest of the region were all part of a presentation made last month by Office of Petroleum Management (OPM) official Sione Kava during a regional workshop. As reported by Samoa News last August, the Secretariat of the Pacific Community s (SPC) Pacific Fuel Price Monitor (PFPM) data shows American Samoa with the lowest fuel prices in the Pacific region for the first-three months of calendar year Kava, who is the ASG Petroleum Officer, told Samoa News last August that he was not surprised by the report. He said at the time that SPC was to host a petroleum workshop in December 2014 and that he would represent ASG-OPM as a presenter. Last week Kava reported on his attendance at the SPC workshop, in which all 14 member countries of the regional organization were represented along with representatives from donor organizations such as the World Bank, United Nations Development Business (UNDB) and others. In total there were 40 participants. Kava made his presentation in four phases, with the first talking about the establishment of the OPM and the American Samoa Petroleum Co-op (ASPC). He said he explained to the participants that ASG has a Petroleum Management System in place, fully staffed with full time officers, and fully funded by ASG, answering directly to the Governor. OPM and ASPC got to where we are today over years of development. None of the SPC members have this arrangement in their countries, he said, adding that in the second phase of the presentation, he made participants realize the significance and the importance of these two offices to the Petroleum Management System in the territory. Pricing is important, but not the most important aspect of our responsibilities; security of supply, maintenance, and compliance with all US Federal and ASG rules and regulations pertaining to Oil Spill Management, safety, clean air and water considerations, are among the top priorities, he said. According to the OPM official, the majority of the SPC countries have no plans in place, such as the Spill Response Plan, or Facilities Maintenance Plan. Phase three of the presentation, dealt with price management controls when it comes to the local Price Template, which is commonly referred to as the Maximum Allowable Price (MAP) or wholesale price. Kava said all SPC countries rely on the SPC Petroleum Advisor in Fiji to do the price management for them and as a consequence, most of these countries do not understand their template. All of this is relegated to, or is given to these countries by the suppliers, with no verification system in place, he said. Kava told Samoa News in August that the island countries must have a dedicated office, such as the OPM for American Samoa, to monitor petroleum functions supply, demand and prices. The industry is constantly changing and prices change every day, so there has to be a dedicated office to monitor petroleum functions, he said at the time. For Phase Four of his SPC workshop presentation, Kava spoke of funding, saying that there has been a wrong notion and conclusion by SPC countries that American Samoa has the lowest prices because we are heavily subsidized by the US Government. I made it clear to the participants that this is not true and it is incorrect. The management of the ASG Petroleum Function is fully funded with local funds and no federal funds are involved, he told the workshop participants. On the other hand, I was surprised to find out that for all these years, SPC countries depend wholly on donor s funds for their petroleum management operations, he said. There is no plan for transitioning to local funds at any time in the future. I asked what happens when the project [funding] ends? The common respond was we will look for other donors. SPC and World Bank, in a separate meeting, aired their concern that for so many years of funding, the SPC countries have not forward moved much, he said. With all the money given, each year they come back and ask for more money for the same thing doing their MAP, he said regarding the concerns voiced by SPC and the World Bank. He also said that a presentation was made by the Solomon Islands government with their supplier contact which ended Dec. 31, Last June, the Solomon Islands government contacted its supplier to negotiate for a better deal. When they got the response with a higher cost and a take it or leave it attitude in June, the Solomon Islands contacted the Petroleum Advisor at the SPC. Both SPC Petroleum Advisor and the Island Solomon Government contacted ASG OPM right way, Kava said. Based on the ASG Petroleum Management Model, we put together a Request for Tender and last November, the Solomon Islands got a new Supplier at a $3 million savings to their government, Kava said. In a news release last August, SPC said its Petroleum Advisory Services actively facilitate information sharing and networking among member countries, and is encouraged by a recent expression of interest from Solomon Islands and other countries to engage with officials in American Samoan to share regional best practices. The veteran lawmaker, whose voice broke when thanking his fellow lawmakers, pointed out that he could go on all day thanking everyone for their support. Prior to the ceremony there was a moment of silence for the late Rep. Lemapu Suiaunoa Talo from Masefau, Sua County #2, who passed away last Wednesday afternoon at LBJ hospital. Electing the Speaker is always a hot topic for the House and during Saturday s swearing in ceremony for the new members of the 34th Legislature, it was Puletu Dick Koko who nominated Savali. The nomination was seconded and then Toeina Faufano Autele stood up and officially seconded the motion, noting it was a unanimous decision for Savali. The vote is usually conducted with secret ballot, however Swains Faipule Su a Alexander Eli Jennings motioned to conduct the vote by calling out the lawmaker s names. The sixty one-year old Savali of Fagali i village was first elected to the House in 1981 and has remained undefeated since that time. With these many years serving as lawmaker, Savali thanked his colleagues for their support in re-electing him for another term as House Speaker.. The swearing in ceremony for the House got underway around 12noon and the House gallery was already packed with family members and friends. At the start of the ceremony, Fialupe Lutu, the Chief House Clerk from the 32nd Legislature, was appointed as temporary clerk to carry out the service and the agenda before the Speaker was elected. A letter from the Election Office was also read certifying the outcome of the 2014 general election, noting that all 20 members have met the requirements. All members were presented individual certification letters followed by the oath of office administered by Chief Justice Michael Kruse. Besides Savali, the House members also re-elected Fialupe as Chief House Clerk and Vavao Sualoa a long time House staffer was elected House Sergeant-at-Arms. It was announced near the end of the ceremony that the House leadership will begin orientation for new lawmakers next Monday. The balcony was packed with families, friends and supporters of the newly sworn in lawmakers. Monday, Jan. 12 will be the official opening for the Fono to begin the 34th Legislature, which will have two female lawmakers, Rep. Vui Florence Saulo and Rep. Atalaina Asifoa. It s in the works, with governor on board by Joyetter Feagaimaali i-luamanu Samoa News Reporter The expansion of the Marina to include another wharf for the longliners was among the issues discussed with a group of businessmen who approached the Port Administration in March with an expansion idea, says Port Director Taimalelagi Dr. Claire Tuia Poumele. Responding to Samoa News questions, the director said that last week they had discussions with a group of businessmen who had approached the Port in March with an idea to expand the Marina to include another wharf for the longliners and additional slips for smaller recreational fishing boats. Aside from cabinet members, those who attended were Peter Crispin, Tom Drabble and Joe Weilenman. (Taimalelagi later identified the proposed expansion project as being from Rotarians.) The Port Director pointed out the importance of this discussion is that American Samoa has a beautiful harbor and that we need to maximize the economic development that could happen with our harbor. She said this would attract more yachts, smaller fishing boats and accommodate all fishing vessels that would come to AS to off-load their fish at the canneries and reefers. We all know that the Harbor is the lifeline of our territory. People traveling by boat and all cargo comes to the Port. She said there is a 20-year harbor master plan that has been in existence since 2000 and they are initiating several projects that are in the plan, such as this, including another multipurpose wharf for cruise ships and fishing vessels. In an from the Governor s Legal Counsel, Steve Watson, to the key players of this project last week, he explained that the private sector interests in recreational boating and tourism development have been conceptualizing around a combined use marina development. Watson noted that this builds off existing infrastructure in Malaloa between the DMWR Office and the old DMWR wharf, where derelict fishing vessels and unused barges are now parked. This combines facilities for recreational boaters, cruising yachts, longliners and alia boats, and includes a haul-out yard for yachts up to about 60 feet in length. An experienced contractor estimates it s about a $5 million project, he said. Watson also explained that Governor s Executive Assistant Iulogologo Joseph Pereira has shared this project with Governor Lolo, who is eager to put some effort into seeing what the Administration can make out of this. The Port Director stated that there is an opportunity to apply for a grant to extend or construct a wharf to accommodate the longliners and the due date for this grant is February 15, She noted that Port Engineers are working on two projects: the wharf for the longliners and the project that was submitted by the Rotarians. We realize it has been almost eight months since we met here at the Port with the Rotarians. Rotarians, the project has always been a priority in our planning. She said she s asked Port Engineers to refine the plans and will discuss it with the Army Corps of Engineers when they visit next month.

The Philippines was devastated this month by Typhoon Haiyan, which has so far claimed the lives of more than 4,000 people, said Afimutasi, and ASG s Hawaii office is contributing the 300 sweaters, which were already packed and ready to be shipped out, to assist with relief efforts in Haiyan s aftermath. He added that that they are also working closely with Honolulu-based Philippine Consul General Julius D. Torres, who has been apprised about our efforts as well as the American Samoa Government, American Red Cross American Samoa, at the behest of Gov. Lolo Moliga in their efforts to assist the Filipino community with disaster relief aid. Torres jurisdiction includes Hawai i, American Samoa and French Polynesian. Meanwhile, the Governor s Office is coordinating the ASG relief drive for the territorial government s donation to the Philippines. All directors have been tasked with putting together their own fund raising events. The Thanh Nien (Young People) said the bodies of captain Ronel Acueza Andrin and deputy captain Jerome Maquilang Dincy were brought to southern province of Ba Ria Vung Tau on Sunday. Their ship, the Bulk Jupiter, sank with 19 Philippino crew members on Friday en route from Malaysia to China, and Vietnamese rescuers aided by commercial ships passing through the area continued to search for the others, according to Vietnamese authorities and the Philippine Department of Foreign Affairs. The ship s chief cook, Angelito Capindo Rojas, is the only known survivor. Rojas told officials that he had no idea what happened with the ship. I don t understand why the ship had the accident and sank, he was quoted as saying I just knew that the ship, which was on its way, suddenly tilted. I just had time to put on life vest and jump into the sea. The ship owner, Bergenbased Gearbulk, said the vessel was 155 nautical miles (287 kilometers) off Vietnam with a cargo of bauxite when it sent a distress signal that was picked up by the Japanese coast guard. The Philippine Foreign Affairs said the 190-meter (623-foot) long, 56,000-ton ship sank off the coast of Vung Tau, which is 96 kilometers (59 miles) from the southern commercial hub of Ho Chi Minh City. Vessels from Liberia, Oman, Singapore and China were helping in the search, the Philippine Foreign Affairs office said. CLERK I (2) Duties: Under supervision of the Clerk of the Court, the Court Clerk I services counter, answer telephone an d provides information on court functions and procedures. Prepare court calendar for court to which assigned, maintains file and processes documents for court to which assigned, make entries in the do cket books as required. Set trial dates and pre-trial conferences notes to approval of the judge and proc ess notices to counsels and parties. Prepare courtrooms set up prior to trial or hearings, prepares warr ants, subpoenas, summons and related documents. Performs general office duties, working closely with other members of the clerical staff to collect fees, bails, fines, etc., issue receipt and record same in cash journal. Performs other related duties as required such as interpreting and secretarial work for the court. Qualifications: Through knowledge of legal terminology and court procedures ability to keep accurate court records, ability to set-up files; ability to type 50 words a minute with maximum accuracy. Salary: Salary range from $16,000 per annum and may be adjusted according to experience. COURT REPORTER (1) GeneralP urpose: This is a highly skilled, certified, and experienced class responsible for creating verbatim documen tation of court proceedings in criminal, civil, and other settings as assigned. Record court proceedings and p repares official transcripts of court proceedings as required. Reports to the Chief Justice and immediate su pervisor. Examples of work: Reports court proceedings using court reporting equipment and transcribes proceedings as required Proofreads transcripts, certifies copies and prepares billing as appropriate Clerical and legal recordkeeping practices and procedures Record depositions and produce transcripts when requested Maintain confidential information according to legal standards and/or court regulations Prepare decisions, orders, etc., as dictated or written by Judge, or drafted from notes or oral statements Remain seated on one location and concentrate for indefinite periods of time Complete transcriptions daily and save soft copies to network drives Knowledge and Abilities: Knowledgeo f: Court proceedings Basic legal, medical, and related technical terminology and process Ability to roport court proceecings verbatim at 200 or more words per minute Read back verbatim records in open court as required Maintain good working relationship with members of the legal profession and others Attention to detail, and ability to listen carefully Use of stenograph Diamante, Elan Mira and other models Stenograph s Case CATalyst software Computer literate, use of Microsoft Word 2000 through 2007 Education and Experience: High School Diploma, or equivalent Certified from a Court Reporting School Communcate effectively using the English language, both orally and in writing A successful candidate for the Court Interpreter Position: 1. Must demonstrate verbal and written proficiency in both English and Samoan languages; 2. May be a foreign national whose immigration status in American Samoa is in good standing; 3. Does not have a felony conviction; 4. Has not been convicted of driving under the influence of alcohol for the last ten years; 5. Has never been convicted of criminal offenses provided under chapter 35, 36, 40, and 41 of Title 46 of the American Samoa Code Annotated. (AP) A 3-week-old girl was missing Sunday from a California home where the baby s mother, father and uncle were found shot, police said. Detectives from Long Beach were traveling to San Diego County Sunday evening to help authorities there determine whether the body of an unidentified infant is the same one who has been the focus of an urgent search since Saturday. Long Beach police spokeswoman Marlene Arrona said it was unknown if the two incidents were connected. Long Beach police were also seeking an adult male in the shooting but have not said if the man is related to the missing 10-pound baby girl named Eliza Delacruz. His motive was unknown but detectives do not believe the shooting was a random act, Arrona said. Officers went to the residence Saturday evening after receiving a call about the shooting and found the two brothers and the baby s mother with gunshot wounds, she said. One of the brothers is the father of the child. Two victims remained hospitalized in critical but stable condition. The other was treated and released. Authorities asked anyone who knows of someone bringing home an infant under suspicious circumstances to call the police or take the child to a police station, hospital or fire station.
