The hospital s budget which was approved for Fiscal Year 2014 was $52.57 million. During the September hearing for the hospital s FY 2014 budget, the hospital submitted a revised proposal of $57.9 million, but it was not considered official by the Fono since it was not part of the entire ASG budget document signed by Gov. Lolo Matalasi Moliga. Samoa News also interviewed Fleming regarding his view of NCDs and how they affect the hospital s budget, and in response he said there s a big need to have this epic trend reversed because it s so costly for the government. He said the number of dialysis patients is hitting the roof. The LBJ CEO called the rise in dialysis patients very alarming and a wake-up call. From FY 2007-to-2011 NCDs accounted for 37% of the hospital budget, however from it increased to 77% which is the reason for the hospital s need to expand their services. However, he noted that the services are not expanding fast enough there s a waiting list in Apia, Samoa and in Hawai i, said Fleming. He further noted there is a need to have the dialysis program on 24-7 because of its growing demands; and said the hospital s new dialysis care facility should be up and running by (Continued on page 14) Financial projection for ASG missing from 4 th Quarter performance report by Fili Sagapolutele, Samoa News Correspondent A financial projection for the American Samoa Government at the end of fiscal year 2013, which closed on Sept. 30, 2013 was not included in the 4th quarter performance report by the Treasury Department, which has provided in past years, preliminary figures about where the government stands on revenue-versus-expenditures. Such a financial projection would provide important information such as whether the government is expected to be in the red or in the black at the end of the fiscal year. The Fono also uses the 4th quarter report as background financial information if the administration submits new money bills. What many lawmakers wanted to see is the actual status of the ASG finances after an administration bill to reprogram $4.3 million in FY 2013 was tabled last month in the Senate during the special session called by Gov. Lolo Matalasi Moliga, who said the reprogramming legislation was necessary to ensure ASG has a balanced budget at the end of the fiscal year. After tabling the reprogram bill, Senate President Gaoteote Tofau wrote to the governor saying the Senate had serious concerns and reservations about the bill and would need a full financial accounting of ASG s condition before it proceeds on the bill, which should be presented in January as a re-appropriation of surplus funds, if such funds are truly available. (See Oct. 10 Samoa News story for details). Treasury s 3rd quarter performance report also didn t provide data on revenue vs. expenditures and Treasurer Dr. Falema o Phil M. Pili told lawmakers in September this was intentionally left out due to concerns that it didn t provide a clear picture of ASG operations, as there were some issues that needed to be clarified. He said that report would reach others including the media and it would be published with misinformation that would need correction. In Treasury s 4th quarter report dated Oct. 29 and submitted by Deputy Treasurer Ueligitone Tonumaipe a, it states the department had a budget surplus which was reprogrammed to cover other budgetary overruns. According to the budget position report, as of Sept. 30, 2013, Treasury had a balance of $32,052 a surplus. Its FY 2013 budget was $4.20 Million while expenditures were $4.16 Million. Nora Roberts The Tobacco Coalition Community yet to realize consequences of smoking by Joyetter Feagaimaali i-luamanu, Samoa News Reporter The Tobacco Coalition claims their primary concern at this point in time is the enforcement of the set policies and laws regarding smoking in public, and all parties involved are in the process of being trained for implementation. In October 2010 then Governor Togiola Tulafono signed the American Samoa Smoke Free Environment Act into law, which brought smoke-free air to American Samoa s restaurants and bars, as well as many workplaces. During their presentation before the Bilateral Health Summit on the challenge of Non-communicable Diseases, Representative Puleleiite Tufele Li amatua Jr and Father Vaiula Iulio said there should be training for all legislation enforcers such as health inspectors, public safety officers, village mayors and leaders on the smoke-free law implementation. Pulelei ite said all parties involved have been informed in detail about the policies pertaining to the act against smoking in public places and the Department of Health (DOH) since October 2013 has enforced the smoke free workplace policy law no for all DOH health centers. The Department of Education is also aggressively spearheading non-smoking campaigns in classrooms and campuses, he noted. He also pointed out that non-profit organizations like the various religious denominations have been enforcing non-smoking boundaries within church facilities. However, the challenges are that the community just doesn t care and still hasn t realized the critical consequences and fatal impact of what smoking does to one s health. Government leaders, policy makers and enforcers are not prioritizing the seriousness of smoking and its consequences, they noted, adding that the business community only regards the profits from the product instead of the effects of the product on people s lives. The presenters noted they are seriously looking into tax increases for cigarettes in order to encourage and promote more smoke-free indoor workplaces and public places and also to provide more health information/warnings, advertising and promotion of non-smoking outreach programs. Fr. Vaiula said they need to develop better television and radio ads to educate the community on their quit program and the smoke-free legislation. As it stands, they are only getting 8% of referrals for their quit program from TV and radio programs where health specialists advise and counsel on the health impacts of smoking. We need to re-focus and evaluate the outreach content that we re using on TV and radio programs, i.e. with more persuasive commercial slides and radio ads. He said apparently radio and TV ads are not working. Fr. Vaiula did state that based on the 8% of referrals from the radio and TV ads calling for villages and organizations to register with DOH for quit-smoking programs, three of the villages registered have the highest population in the territory and the top three denominations from referrals are those who refuse to disclose their church affiliation, the CCCAS and the Catholics. According to their figures, ethnic groups who registered other than Samoans are Filipinos, Fijians, Hawaiians, Tongans and Europeans. (Continued on page 14)

3 Overall, gasoline prices on downward slide says OPM Territory won t see decrease until December by Fili Sagapolutele, Samoa News Correspondent While the base prices from the refinery in Singapore have begun to decline, the ASG Office of Petroleum Management (OPM) says the territory is not going to see the decrease in prices at the pump until later this month or next month. OPM released last Friday the new maximum allowable price (MAP), or wholesale price, of petroleum products sold in the territory and the new MAP was effective Nov. 16. Except for a slight decrease in Ultra Low Sulfur Diesel (ULSD), which is the fuel used for the eleven generators at the American Samoa Power Authority in Satala and some school buses, the other petroleum products faced a slight increase, with the biggest hike in regular diesel. OPM s petroleum officer Sione Kava said there is not much change at this time for petroleum prices, but the trend seems to be that the Base Prices out of the Singapore refinery from which American Samoa and the South Pacific region get their supply is starting to decrease. Overall, the trend in prices is going down, but we will probably not see the decreased trend for us until the next MAP or so, he said in a phone interview yesterday. Additionally, gasoline prices also decreased as a result of our region s gasoline supply exceeding the demand. Furthermore, the slow demand from the key aviation sector is also causing a small drop in price. Moreover, diesel prices are falling due to weak demand and a decrease in crude oil prices, according to information from the Secretariat of the Pacific Community and the Platt s Oilgram Price Report, said Kava. As of last Friday, the average retail price at local gas stations stood at $4.08 per gallon, which is 47 cents a gallon above the MAP, while the average retail diesel is $4.42 per gallon which is 46 cents a gallon above the MAP, said Kava. (The 46 and 47 cents are the amounts that local gas stations add on to the MAP to cover overhead and other expenses). With the new MAP, gasoline increased by 1.2 cents per gallon to $3.62 a gallon; while jet fuel and kerosene hike by 2 cents to $3.71 per gallon, according to data released last Friday. The biggest increase 5 cents per gallon is with diesel fuel: with the MAP of road diesel at $3.25 a gallon; boilers/generators $3.64 a gallon; commercial fishing vessel diesel $3.49 a gallon and other marine diesel at $3.56 per gallon. According to OPM there is a decrease of onecent per gallon for ULSD for both road and boilers/generators Kava pointed out that Gov. Lolo Matalasi Moliga is doing all possible to make sure that the MAP which is controlled by the government remains low, but the governor cannot control prices at the gas stations. He explained that in the U.S., stations charge about 21 cents per gallon above their MAP. When it comes to the MAP we have the lowest in the Pacific; however, when it comes to what the public sees as the retail prices at the pump, that s controlled by the gas station owner, said Kava. OPM plans to conduct a survey later this week, to find out the average retail price for all petroleum products following release of the new MAP. The next MAP is scheduled for release on Dec. 1. samoa news, Tuesday, November 19, 2013 Page 3 3 airlifted, dozens treated after Utah school CO leak SALT LAKE CITY (AP) A carbon monoxide leak Monday forced the evacuation of a remote Utah elementary school and sent more than 40 students and staff to medical facilities in Utah and Colorado, including two adults who were still hospitalized into the night, officials said. San Juan County spokesman Rick Bailey said three people were flown to Colorado hospitals from the school in Montezuma Creek, a small town on the Navajo Reservation about 15 miles west of the Colorado border. Bailey said one female teacher was being moved from a Cortez, Colo.-hospital to a Salt Lake City-area facility Monday night. It was the closest location with a hyperbaric chamber, which is used to treat carbon monoxide poisoning, he said. Another female staff member who was flown to a Durango, Colo., hospital was still being held there Monday evening, he said. A female third-grade student also was airlifted to the Cortez hospital but later was released. Bailey said another 33 students and staff were taken by ambulance to medical facilities in the Utah cities of Blanding and Monticello. At least eight other people either drove themselves or got rides to treatment centers, he said. Everyone treated at Utah facilities was expected to be released sometime Monday, Bailey said. The leak occurred at about 8 a.m. as people arrived at Montezuma Creek Elementary and before classes started. All of the approximately 280 people in the building at the time were evacuated, the San Juan County Sheriff s Office said in a statement. One emergency medical worker suffered a broken leg during the evacuation after jumping from a wall to get to another part of the school, Bailey said. He had no further details on that incident. The school remained closed Monday, but officials planned to reopen it Tuesday. The leak appears to have been caused by a water heater with a blocked ventilation system, officials said. The school doesn t have carbon monoxide detectors, San Juan School District Superintendent Douglas Wright said. Deputies said emergency calls came from the school near the Four Corners area with reports of students feeling dizzy and sick. About 10 ambulances and multiple police and fire crews responded. It looked like a metropolitan response, Bailey said. About 200 students attend Montezuma Creek Elementary, according to 2012 enrollment data. (AP) Two New Mexico state police officers are under investigation and a mother and her 14-year-old son are facing charges after a routine traffic stop turned to chaos when the teen physically confronted one officer and another officer fired shots at a minivan carrying children. Details of the recent stop emerged when KRQE-TV obtained video from the dashboard camera of the police cruiser that pulled over the family of six for speeding near the northern New Mexico tourist town of Taos. The footage taken Oct. 28 shows driver Oriana Farrell, 39, disobeying the officer s orders, including driving off after being told to take her keys out of the vehicle. The Memphis, Tenn., woman was pulled over again and the situation escalated as she pleaded for lenience while refusing the officer s orders to get out of the van. She eventually exits the vehicle, but tries to get back in as the officer, identified as Tony DeTavis in police records, tries to restrain her. The TV station s edited video shows at least two of her five children get out of the vehicle to confront DeTavis in her defense. Farrell ushered the smaller child back into the van as the 14-year-old struggled with the officer. The teen got back in the vehicle and shut the door after DeTavis appears to pull out his stun gun. At that point, backup arrived as DeTavis bashed out the minivan s front passenger window with his nightstick and another officer, identified in records as Elias Montoya, shot at the vehicle as it drove off. Montoya wrote that he fired his weapon at the left rear tire in an attempt to immobilize the vehicle. The mother and teen were arrested in front of a hotel after a brief chase. She has since been released and faces charges of child abuse, fleeing and misdemeanor possession of drug paraphernalia for a pair of marijuana pipes found in the van. Farrell was released on bond. It s unclear whether the 14-year-old remains in custody. He faces charges of battery of an officer. His name has not been released. DeTavis wrote in the police report that Montoya later bought the entire family McDonald s during the booking process. Farrell s attorney Alan Maestas did not immediately return a phone call to The Associated Press. Maestas, however, suggested to a judge last week that Farrell was acting out of fear for the safety of her children. Eighth Judicial District Attorney Donald Gallegos the situation could have been avoided if Farrell had followed the officer s instructions. She wouldn t do the simple act of just signing a ticket, Gallegos said. In a statement, New Mexico State Police Chief Pete Kassetas said his department will conduct a full and thorough review of the shooting and traffic stop. Kassetas said he has seen the video and has concerns relating to the conduct of the officer who discharged his firearm. He said the department will take swift action if the investigation determines the officer acted improperly. Gallegos said based on what he s seen from the video, the district attorney s office will not pursue criminal charges against the officers. But he said that could change if state police present more evidence. On the video, the initial officer could be heard telling Farrell she had been driving 71 mph in a 55 mph zone. Emergency funds secured to tackle a huge outbreak of poisonous Alamea by Jeff Hayner, Samoa News Reporter Over 5,000 Crown of Thorns starfish, or alamea have been killed recently in American Samoa waters in an effort to halt the damage caused by this marine plague, and destroying this pest is being conducted in a collaborative effort carried out by the National Park Service of American Samoa, the Coral Reef Advisory Group, the National Marine Sanctuary Service and the Department of Marine Wildlife Resources (DMWR). Samoa News spoke with National Parks Services Marine Ecologist Tim Clark who explained their latest effort to get rid of the Crown of Thorns, known locally as alamea. Normally it s OK we have few of them every once in a while come up on the reef. However, when we get a lot of nutrients in the environment from land sources, especially after a big storm when things get stirred up, then we have a lot nutrients in the water that fuel a Phytoplankton bloom. This is when the larva in the Crown of Thorns do really well, and then we get an outbreak of thousands of them all over our reefs. This is when they go through and wipe out the coral, said Clark. Once you lose the corals, you lose everything associated with the coral. It takes about fifty years for a coral reef to come back after a big disturbance like that, he explained. He said that the park service was able to get some emergency funding to bring nine divers to the territory who are Marine Archeologists. These divers travel around the world documenting and preserving ancient shipwrecks, and they have agreed to come and help kill the Crown of Thorns outbreak here in the territory. According to Clark, the divers have been on island for two weeks with a few of them leaving last night and some staying for another week. He said that the divers brought with them Rebreathers, which according to Clark is a different type of dive technology. Rebreathers are a technical dive apparatus that lets them stay underwater for 4-5 hours at a time and also enables them to dive to greater depths. We are able to stay down for long periods of time and cover the entire reef on the bottom all of the way to shoreline and this has allowed us to have a heavy impact on the Crown of Thorns, he said. The divers have killed 5,519 Crown of Thorns around the island just in the last two weeks and they will be working here for another week, he said. Clark says if you see an alamea or Crown of Thorns, please contact Alice Lawrence of DMWR at and he cautioned not to touch them as the Crown of Thorns are also very poisonous. BACKGROUND In the late 1970s, millions of crown-of-thorns starfish ate their way through Tutuila s reefs. According to NOAA, more than 90 percent of all the living corals were destroyed. At the time, Fagatele Bay was not a National Marine Sanctuary, but this disaster propelled the decision for the site s designation. The NOAA website cites scientists, headed up by Dr. Charles Birkeland and Dr. Alison Green, who use this natural disaster as a baseline for their long-term research to monitor the recovery of a coral reef. Because corals grow slowly, the research team chose a multi-year cycle of data collection. Beginning in 1985, and again in 1988, 1995, 1998, 2001, 2004, and 2007, the team amassed information on coral, fishes, invertebrates and marine plants. This database is unique for Samoa and the study is one of the few long-running surveys of its type in the world

The 49-year-old man was implicated in a sexually related case involving a seven-year old girl. The defendant, who lives in Pavaia i, was charged with one count of child molestation and endangering the welfare of a child. In the plea deal the defendant pled guilty to the child molestation charge, which is a class A felony punishable by imprisonment for life, or from ten to thirty years in jail with a mandatory minimum prison term of ten years without probation or parole, while the remaining count, a misdemeanor, was dismissed as part of the deal. During the plea hearing, the defendant admitted he saw the girl at her house and he grabbed her hand and pulled her to a nearby banana plantation where he laid the girl down and attempted to take off her clothes at the same time touching her in her private parts. During sentencing the defendant told the court that he fell into temptation by the devil while he was intoxicated. Fa apito apologized to the court, the government, the attorneys and everyone present for his actions that led him before the court. He also apologized to the minor and her family for what he did. Fa apito said the ten months he spent in jail have taught him a huge lesson and he asked the court for leniency to allow him a second chance to return home and care for his father. Samoa News points out the defendant had been charged and sentenced in a sex case several years ago. Assistant Public Defender Joel Shiver told the court alcohol was a factor in this case and he did not recommend probation. The prosecutor, Assistant Attorney General Camille Philippe asked the court to sentence the defendant to ten years in jail. In less than five minutes, Chief Justice Michael Kruse and the associate judges convened for the sentence, giving Fa apito ten years in jail without the possibility of parole. The incident came to light on Jan. 20, 2013 when the victim s father sought assistance from police. PLEA DEAL OFFERED TO INMATE CAUGHT AT LOCAL NIGHT CLUB An inmate who escaped from the Tafuna Correctional Facility (TCF) and was caught partying with his girlfriend at the Bowling Alley Bar has accepted a plea offer from the government. Joseph Mamona is facing charges of escaping from confinement, Public Peace Disturbance and resisting arrest while his girlfriend, who was also arrested, has been charged with aiding and abetting. The plea hearing is scheduled for today in Mamona s case. According to court filings, police officers were stationed outside of the Bowling Alley, when they were approached by the Bar s security informing the police officers that an inmate was inside the club. After confirming with TCF of Mamona s status, police went inside the club however Mamona had already left and police were told that he was hiding somewhere in the parking lot. Police then searched and found him inside one of the parked vehicles. 9 samoa news, Tuesday, November 19, 2013 Page 9 Repairs run smoothly after ASG shipyard, chain overhaul C Y C Y M K M K by Fili Sagapolutele Samoa News Correspondent Recently completed repairs to the Ronald Reagan Marine Railway shipyard slipway got their first test last week, when a fishing boat went up on dry dock. According to David Robinson, chairman of the ASG Shipyard Service Authority, things went smoothly. The repair work at the government-owned facility started several weeks ago and included replacing an aging hauling chain and improvements to the platform, which Robinson said had been neglected by previous operators over the years. Responding to Samoa News questions, Robinson said that last Tuesday, they completed nearly all of the work, which cost over $400,000 in repairs, overhaul, and installation of the new hauling chain for the dry dock. We have some more work to do in realigning parts of the railway lines but this has not prevented us from hauling up a longliner fishing boat after six weeks of intensive work, he said, adding that the fishing boat went up on the slipway Tuesday afternoon after the repair work was completed. The haul-out ran very smoothly and all other parts of the railway worked perfectly. Robinson acknowledged the invaluable assistance of engineers from Massachusetts-based Crandalls Dry Dock Engineers who have been with the shipyard for the duration of the work program. They have not only supervised the work, they have provided on-the-job-training for our local staff who have benefited greatly from their experience throughout the whole of the work program, he said. He added that Crandalls has begun work on the design of a replacement for the old 800-ton dry dock that was allowed to deteriorate by previous operators, and the new one will be a 1,000-ton unit capable of hauling out two longliners at a time. Additionally, the shipyard is well on the way to completing our cleanup of the general areas of the shipyard with the removal of scrap metal and hazardous materials, Robinson said, and noted that the clean up is very important for the safety of the community. Further, we have orders booked for repairs for vessels taking us through March next year and we are hoping for more work from local longliners and the purse seiner fleet from Tri Marine International as well as the ASG and Samoa government vessels, he said. The increase in work means more workers will be hired, said Robinson. OTHER SHIPYARD DEVELOPMENTS Robinson said rehabilitation of the dock area which was damaged during the 2009 tsunami should start by early next year, and the work will be paid for by the Federal Emergency Management Agency (FEMA). He said funding arrangements are being handled by the Executive Branch and the shipyard s board of directors is eager to get this work done as soon as possible. In addition,shipyard Services has recently arranged to give StarKist Samoa access for trucks with reefer containers to drive through the shipyard to their premises, which are to be used for the expansion of their pouching operations. StarKist will be using part of government land, which was previously part of the old Satala power plant, destroyed by the 2009 tsunami. Lastly, plans are now well underway for the establishment of a Maritime Training Academy with assistance from the Department of Youth and Women s Affairs and the US Coast Guard. This purse seiner vessel was the first one on the slipway after some $400,000 in repairs were completed last week Tuesday morning at the ASG-owned shipyard at Satala. The publisher of the Oxford dictionaries said Tuesday that selfie saw a huge jump in usage in the past year, bursting from the confines of Instagram and Twitter to become mainstream shorthand for any self-taken photograph. Researchers behind the renowned dictionaries pick a prominent word or expression in the English language each year that best reflects the mood of the times. Previous words of the year have included unfriend in 2009, credit crunch in 2008, carbon footprint in 2007 and Sudoku in Judy Pearsall, the editorial director for Oxford Dictionaries, said selfie appeared to have been first used in 2002 on an Australian online forum, and the hashtag #selfie appeared on the photo-sharing website Flickr in But usage wasn t widespread until around 2012, when selfie was being used commonly in mainstream media, she said. Australian English sometimes uses the suffix -ie such as barbie for barbeque and tinnie for a can of beer which helps to explain where selfie may have come from, Pearsall added. Oxford usually assigns a separate word of the year to the U.S. and to the U.K., but it said selfie captured the imagination on both sides of the Atlantic this year. The term beat other buzzwords including twerk, the sexually provocative dance move that got a huge boost in usage thanks to an attention-grabbing performance by pop star Miley Cyrus; showrooming, the practice of visiting a shop to look at a product before buying it online at a lower price; and Bitcoin, the digital currency that gained widespread media attention. Also making the shortlist was binge-watch, a verb that describes watching many episodes of a TV show in rapid succession. The words were chosen by a research program that monitors online content and collects around 150 million words of English in use each month. Selfie was added to the online version of the Oxford dictionary in August and is being considered for future inclusion in the more traditional Oxford English Dictionary.
