1 JOB DESCRIPTION SUTHERLAND SHIRE COUNCIL 1. IDENTIFYING DATA Position Title: Business Analyst Specialist Date Prepared: 30 March 2015 Division: Corporate Services Department: Information Management & Technology Group Location: Administration Centre Reports to: Manager, Technology & Customer Solutions 2. PURPOSE OF THE POSITION Analyse and document business processes and procedures to develop business and functional requirements leading to the design of data management and information systems solutions. Manage the operations of the Information Management & Technology Group - Change Advisory Board to ensure changes to the IM&T enterprise architecture comply with the Group s change management process. 3. SELECTION CRITERIA Mandatory Qualifications or Licences: Tertiary qualifications in a related discipline or significant experience in the Information Management & Technology arena. ITIL Foundation knowledge. A current Drivers License. Desirable Qualifications A degree, certification or equivalent in a relevant discipline. ITIL Foundation Certification. PRINCE2. 2 4. COMPETENCIES AND EXPERIENCE Essential Experience or skills: At least 5 years experience in the field of Information Management and Technology. Experience and knowledge in enhancing the customer experience, increasing value-added to customers and maximising accessibility and minimising risk to an organisation s information resources. General Experience and Abilities: Significant experience in working collaboratively with business groups to discover and document current business practices and requirements (BPMN) in the context of recommending business process and information management solutions to improve productivity. Substantial experience in a systems analyst role with demonstrated achievement in implementing, enhancing and integrating enterprise applications. Demonstrated experience in analysing current business processes and requirements to determine productivity improvement opportunities and develop future business and data management process models. Highly developed and interpersonal skills demonstrated by achievement in: Interacting effectively and personably with a diverse range of business stakeholders. Accurately reflecting customer requirements and expectations in documentation and discussions. Influencing stakeholder understanding and acceptance of data management and business process improvement opportunities. Presenting and discussing analysis outcomes and solution proposals with senior management and IT peers. Excellent writing and documentation skills demonstrated by achievement in: Diagramming complex business processes in accordance with the BPMN standard. Documenting conceptual solution designs incorporating information management architectural requirements. Preparing specifications for systems integration and development. Demonstrated understanding and experience working with knowledge management processes in the context of ITIL Service Management. Change Management Business Analyst Job Description Page 2

3 5. KEY RESPONSIBILIES 5.1 Key Functional Responsibility Areas Conduct and facilitate meetings and workshops to determine current and future business requirements. Trusting relationships built with IM&T customers. Document, analyse and re-engineer existing and future business processes and systems to facilitate business and system improvement initiatives. Manage the operations of the Information Management & Technology Group Change Control Board to ensure changes to the enterprise architecture comply with the Group s change management process. Lead the analysis of existing information systems and investigate alternative applications and technologies to design solutions which meet business requirements. Analyse and document business and functional requirements to design and implement Business Intelligence, Enterprise Content Management and Data Management. Lead the development, implementation, maintenance of a knowledge management approach within the IM Group in accordance with ITIL Service Management requirements. Identity Management (IdM) Assist in the determination of policies for who has access rights to information assets in SSC, the issuing of these rights, and the implementation and management of the consequent access controls. Change Management - Assist in the co-ordinated organisation, direction and implementation of a portfolio of projects and activities that together achieve outcomes and realise benefits that are of business importance to SSC. 4 5.2 Work Health and Safety Ensure that Unit safety plans are developed in consultation with employees and procedures are effectively communicated to all employees, contractors and volunteers under your control. Ensure induction training for all employees. Ensure that Safe Work Method Statements, Safety Booklets and other safety information is prepared for your unit. Promote WHS & Rehabilitation by example. All staff are engaged in the WHS framework and involved in procedures. All staff have completed the required WHS training. WHS booklets are available to team members. WHS procedures are followed. 5.3 EEO Principles and Practices Interpret and implement EEO principles and practices. All policies and procedures developed comply with Council s EEO principles and practices. 5.4 Code of Conduct and Associated Policies Awareness of Code of Conduct and Associated Policies. Be accountable, transparent and ethical in your work. Co-operate with Council s policies and procedures including the Code of Conduct, Conflicts of Interest Policy, Secondary Employment Policy and other relevant policies. Knowledge of responsibilities under Sutherland Shire Council s Code of Conduct and associated policies. Adherence to legislation and codes. 5.7 Performance Reporting Regularly report on their project and task performance objectives and achievements. Regular performance reports to Team Leader. Regular feedback to Team Leader in relation to specific key projects, as agreed. Annual performance assessment to take place with Team Leader. 6 5.8 Marketing To assist with the identification, development and implementation of appropriate marketing, promotional, advertising and educational opportunities for the Unit in line with Council s Style Guide, Events Calendar and marketing guidelines. SPECIFIC CONDITIONS OF EMPLOYMENT In accordance with Council s Core Enterprise Agreement covering salaried staff, as this employee will have access to high levels of council information it is necessary that they ensure confidentiality and strictly abide by council s Code of Conduct policy. May be required to work additional hours to ensure availability of Council systems as and when required. 7.
