1 POSITION DESCRIPTON POSITION: Director of Human Resources STATUS: Contract 5 Years, commencing January 2014 TIME: LOCATION: VISION / CONTEXT: Part-time (0.8FTE averaged over the full year). Either full-time predominantly during Term Time, or other pattern of hours mutually agreed. LINE MANAGEMENT: Line Manager for HR team Reports directly to the Principal (who is the CEO of the College). KEY RELATIONSHIPS: Close working relationship with the General Manager Business and Corporate Services Senior Leadership Team (colleagues) HR team (direct reports) All other College Employees SALARY: JOB PURPOSE Negotiated The Director of Human Resources is responsible for providing high quality strategic and operational human resources advice and services to the Principal, Senior Leadership Team and staff within the College, and for leading the Human Resources function. As a member of the College s Senior Leadership Team, the Director of Human Resources is also responsible for contributing to strategic planning and decision-making at a College level and for providing leadership and coaching to all staff who have human resources responsibilities within their roles. Leadership Be accountable for providing strategic and operational Human Resources advice and assistance to the Principal and Senior receive relevant and timely information and advice in relation to Human Resources. Remain abreast of legislative requirements relating to the workplace and implement changes as required. Develop and maintain and understanding of local, national and international issues affecting the education sector in relation to human resources management. Represent the College and participate as a member of internal and external committees and organisations. report satisfaction with the HR advice and assistance received. People management goals are linked to and clearly support the College s strategic vision and priorities. The Director of Human Resources demonstrates a commitment to professional competence by being well informed on current employment related legislation and best HR practice, and by maintaining an individual professional development plan. 3 2. Management of HR Function Be accountable for the overall leadership and management of the College s Human Resources (HR) function. Provide specialist advice, support and coaching to the Principal and Senior Leadership Team in the full range of HR practices, policies and processes within the employment lifecycle, including: o Recruitment and Selection o Staff Induction & Orientation o Employment Agreements o Performance Management o Professional Development o Grievance Management o Remuneration and Benefits o Role Review and Classification o HR Policy & Process Guide managers and staff on the general application of the College s various industrial instruments and where necessary liaise with external experts or entities to obtain advice on specific matters and/or inform staff of potential sources of advice. Develop HR policy and process frameworks in relation to the employment lifecycle and work collaboratively with relevant members of the Senior Leadership team to ensure that processes are followed and appropriately documented and reported. Prepare and update employment contracts for members of the College s Executive and other positions as required by the Principal. HR advice, coaching and services are provided to management and staff in a professional, helpful and sensitive manner as and when required. The Director of Human Resources demonstrates an excellent understanding of the College s strategic and operational goals and priorities in the provision of HR advice and support. HR process frameworks are developed and there is evidence of the Director of Human Resources working collaboratively with members of the Senior Leadership Team to ensure that HR activities are appropriately undertaken and documented/ recorded by line managers, particularly in the areas of performance management, professional development, recruitment and selection, staff induction and grievance management. An effective framework is established, in collaboration with the Director of Teaching & Learning, to record performance management/appraisal and professional development information for all staff. report satisfaction with the HR advice and assistance received from the Director of Human Resources in relation to operational HR matters and more complex, strategic people management projects. HR recommendations are presented in a professional manner and are supported by a thorough analysis and sound rationale. New and existing staff report satisfaction with the support and assistance provided by Human Resources staff. 4 Provide advice, recommendations and coaching in relation to strategic people management projects, including: o Enterprise Bargaining o Performance Management o Change Management o Succession Planning o Recruitment & Retention o Organisational Culture o Organisational Development Provide support, broad direction, and cover where possible in the areas of: o Payroll o Work Health & Safety o WorkCover o Rehabilitation/Return to Work o Employment contract administration. 3. HR Policy Coordinate the development and review of the College s HR policies and procedures, in conjunction with the Senior Leadership Team. Focus on documenting HR policy and procedure, ensuring HR compliance, streamlining HR processes and enhancing the College s HR capability and effectiveness. Establish a schedule of HR policies, and a process and timeframe for regular review. People management problems, complaints and/or grievances are minimised or proactively addressed and resolved. Effective cover is provided, as required, in the absence of members of the HR team. report satisfaction with the contribution of the Director of Human Resources to HR policy development and review. HR Policies, procedures and processes comply with legislative requirements and HR best practice. HR policies and processes are effectively communicated and easily accessible to staff. 4. HR Compliance & Reporting Monitor compliance with the College s HR policies & procedures and with workplace legislation, including: Work Health & Safety, equal opportunities, privacy and WorkCover, and report any breaches to the Principal and the General Manager, Business & Corporate Services. The Principal and the General Manager, Business & Corporate Services are informed of any breach of compliance with the College s HR policies and procedures and/or Workplace legislation in a timely manner. 5 Promote awareness of and commitment to managing HR risks and employing sound people management practices to maximise a safe and healthy work environment. Ensure accurate preparation of statutory and other returns in relation to the College s human resources, including Teacher Registration Board (TRB), Workplace Gender Equality (WGEA) and DEEWR returns, for approval by the Principal or General Manager, Business & Corporate Services as appropriate. Ensure the College s HR records and systems are effectively maintained and reviewed in accordance with statutory obligations. demonstrate awareness of the benefits of HR risk management strategies and become increasingly confident and in managing the full range of people management issues. Statutory and other reporting returns meet specified deadlines and requirements and are prepared to the approval of the Principal or General Manager Business & Corporate Services. The College s HR records meet statutory and organisational requirements. 5. Staff Management Provide line management, and cover as appropriate, for the HR team. Conduct regular meetings with the HR team and provide information, support and coaching as required. Provide regular feedback regarding performance, including at least one formal appraisal meeting per year. Lead with exemplary practice, acting as a mentor. Support the ongoing professional development of the HR Team, identifying suitable opportunities in line with College priorities. Monitor the Human Resources Adviser s supervision of the Payroll function. The HR team is provided with support, broad direction and cover, as required. Members of the HR team report satisfaction with frequency and nature of communication from the Director of Human Resources. Members of the HR team report satisfaction with the support and coaching provided by the Director of Human Resources. Documentation of the annual formal appraisal meeting. Evidence of acting as a positive role model and mentor to the HR team. A professional learning and development plan is documented and is in accordance with the College s strategic plan and priorities. 6 Key Selection Criteria Qualifications, Training & Experience Tertiary or postgraduate qualification relevant to HR Management. Significant experience in a generalist HR advisory, coaching or consulting position. Sound working knowledge and understanding of the Australia Industrial Relations environment, preferably the Federal system under the Fair Work Act. Sound knowledge of contemporary HR best practice and all workplace legislation (Federal and State), including: Work Health & Safety, equal opportunities, privacy and WorkCover. Proven experience in the interpretation and application of legislative, award based enterprise agreements and other employment conditions relevant to the College. Demonstrated ability to use Microsoft Office, including MS Excel. Knowledge and/or experience directly relevant to the education sector would be an advantage. Experience of enterprise bargaining and/or working with employee representatives would be an advantage. Accreditation and/or membership of a relevant professional organisation (e,g, AHRI) will be highly regarded. Recent National Police Check (with results considered satisfactory by the College). Completed training in Child Safe Environments (formerly known as Mandatory Notification) will be highly regarded and if applicant does not have this training then training must be completed within 3 months of commencement and kept current. Attributes and Skills Superior interpersonal skills, including the ability to listen and communicate effectively to achieve successful outcomes. Outstanding verbal and written communication skills Proven ability to influence, persuade and achieve success at a senior level. Proven ability to develop and maintain effective working relationships with colleagues from diverse backgrounds and in diverse roles. Well-developed problem-solving skills. Proven experience in analysing complex situations, formulating recommendations and/or creating solutions to improve service delivery and effectiveness. Previous success in people management and coaching. Ability to work as an effective team member and gain respect and confidence. Superior organisational ability with demonstrated self-motivation and initiative in goal-setting, prioritising work and managing multiple tasks. Demonstrated personal resilience, including the ability to manage multiple conflicting demands effectively. A high degree of professional judgement and confidentiality.
