1 POSITION DESCRIPTION Date Amended: 6 March 2015 POSITION: Engineer (Graduate) Technical Services POSITION NUMBER: 155 DEPARTMENT: Infrastructure Services UNIT: Technical & Civic Services SALARY: AI1 AN3: $1, $1, (plus superannuation, 3½% Engineer s civil liability allowance & access to Council s novated lease vehicle benefit) OBJECTIVES OF THE DEPARTMENT: To meet the Community Vision of We live in a community that provides opportunity for all, to prosper in an environment that supports well-being, connectedness and access to resources the community wants and needs; and the community values of being healthy, being wealthy, being safe and being sociable. Infrastructure Services provides services in construction and maintenance in the areas of roads, bridges, flood mitigation, design, building services, emergency services, sporting fields, parks and gardens, water and sewer, and is responsible for waste management. The management of the community s assets is a critical Council function. It impacts on our everyday life and enables the community to live, work and play. OBJECTIVES OF THE POSITION: To provide sound civil engineering advice across all areas of local government engineering works by participating in the survey, design, drafting, project documentation and management of Council s infrastructure projects in an efficient and competent manner.

4 DETAILS OF MAJOR RESPONSIBILITIES: Provide professional engineering advice in the design, maintenance and replacement of Councils infrastructure including roads, bridges, drainage, flood mitigation, paths, cycle ways, Council buildings, recreational facilities, aerodrome and open space areas Design of civil infrastructure and building works including the preparation of detailed construction plans Investigate traffic management issues and prepare reports for the Local Traffic Committee Manage various civil design projects through the use of Councils resources or consultancies with due consideration of current standards and guidelines Prepare design briefs and specifications, tender and contract documentation and carry out tender assessment, for outsourced activities Investigating, monitoring and reporting on infrastructure related issues to meet legislative, strategic and operational needs Assist in the development, review and implementation of relevant strategic plans, business plans, marketing plans, budgets and grant applications to meet Council s objectives Contribute to efficient service delivery and service improvement of the Unit and Department Actively participating in a regular performance review consistent with Council s Performance Development System and relevant Staff Policies Assist in achieving outputs, performance measures and objectives of the Unit, Department and Council Ensuring all correspondence and work orders allocated to you are processed in accordance with Council performance targets Provide the Manager Technical & Civic Services and other members of Council with sound, timely and accurate advice of all relevant civil design and construction standards Ensuring compliance with relevant Council Policies Promoting high levels of customer service & community engagement Performing other reasonable duties as directed by the General Manager or their delegate SELECTION CRITERIA In addition to the competencies required, the employee will ideally possess the following: i) Recent tertiary qualification in Civil Engineering from a recognised university and be eligible for graduate status of Engineers Australia ii) iii) iv) Previous student vacation/internship work experience in Civil Engineering (paid or unpaid) Thorough knowledge of all relevant civil design and construction standards Ability in technical writing and design documentation v) Ability to prepare correspondence to engage and respond to consultants, contractors, developers and/or residents vi) Demonstrated strong computing skills encompassing spreadsheet, word processing, database software and engineering software types

It is the responsibility of all staff to ensure privacy of personal information by following Kempsey Shire Council s privacy and security procedures in relation to any personal information accessed during the course of their duties. GOVERNMENT INFORMATION

6 The Government Information (Public Access) Act 2009 provides for release of government information to the public. All staff may proactively release government information to the public provided this is done so in accordance with this Act and Council s policies and procedures. RISK MANAGEMENT OBLIGATIONS Definition of a Risk: the chance of something happening that will have an impact on objectives. It is measured in terms of consequence and likelihood Definition of Risk Management the culture, process and structures that are directed towards the effective management of potential opportunities and adverse affects. The general risk management obligations as an employee of Kempsey Shire Council are: Risk Assessment Process for Managers: Identify, analyse, evaluate and document all risks (eg: OHS, Corporate, Financial, Service Delivery) relevant to your functional area. Implement treatment strategies (controls) where necessary and action plans for all areas of concern. Risk Assessment Process for Employees: Report any risks identified (eg: OHS, Corporate, Financial, Service Delivery) and request a formal risk assessment to ensure the protection of Kempsey Shire Council, its staff, its customers and its resources. Work Health and Safety Responsibilities The successful candidate will be responsible for: Demonstrating commitment to WHS through personal involvement. Following the employer s reasonable instructions concerning health and safety in the workplace. Participating in WHS education and training. Reporting any workplace hazards. Assisting in the WHS Management process, by being actively involved in the identification, assessment and control of hazards and associated risks in the workplace. Not putting themself or others at risk and cooperating with the employer. Assisting management in establishing and monitoring OHS Consultation in the workplace. As a team leader (when supervising other staff or contractors) you have the same responsibilities as staff members and also have the responsibility to: Demonstrate Duty of Care by ensuring the health, safety and welfare of all people in the workplace. Take care of others in the workplace and cooperate with employer. Supervise employees to ensure adherence of safety policies and procedures. Participate in WHS education, instruction and training.

7 Implement and review WHS policies and procedures to ensure workplace health and safety standards are provided and maintained. Consult with employees, via agreed mechanisms, to enable employees to contribute to the making of decisions affecting health, welfare and safety at work. Monitor employee health and safety and the conditions of the workplace. Ensure WHS agenda items are included in regular employee meetings. Assist WHS Committee members in their performance of their duties. Lead in the WHS Management process, eg. identification, assessment and control of hazards and associated risks in the workplace. Demonstrate commitment to WHS through personal involvement. In consultation with employees, actively identify, assess and control (including monitoring the effectiveness of control measures) any foreseeable workplace hazards that have the potential to harm Kempsey Shire Council employees or others in the workplace.
