Work across a Portfolio of complex programmes, in conjunction with other Programme Managers to bring together and implement the overall transformation of the council. Lead a multi-disciplinary team with responsibility for its performance through the management and use of staffing, financial resources and technology involving stakeholders, partners and customer feedback to deliver services. Lead the transfer and redesign of services from traditional departmental structures into the new operating model for the Council, achieving financial savings and service improvements across different departments. Represent the Council across the city and region, promoting the Council s transformation; making links to the corporate priorities to include promoting the city as a place for business and opportunity through the innovation of services within the Council. Decision Making Make recommendations to the Portfolio / Programme Board to improve the performance and delivery of the Council in relation to city priorities and other local authorities. Determine how best to manage and motivate staff within the department to maximise attendance, productivity and speed of change linked to improved performance and outcomes for the service user. Ensure decisions are taken to identify, manage and mitigate corporate risks. Make recommendations for strategic decisions for the improvement of service delivery, efficiency and service design including market management and stimulation. Take decisions for the allocation of resources within the programme to prioritise within corporate objectives and deliver improved and efficient services. Take decisions as delegated by the Programme Board. Accountabilities As part of the Programme Management Team provide effective leadership of the Council to ensure the delivery of the Vision and transformation plan of the council, across different departments and disciplines of work. Lead on one or more complex programmes of work with highly technical programme management skills, multi-disciplinary teams and across service areas. Lead and manage a team to ensure the effective development of strategies that contribute to outcomes for the council, and ensure operational matters are efficient and perform to agreed targets. Promote and develop effective working partnerships including effective use and alignment of resources across the city, regionally and sub-regionally. This includes developing business models to maximise the efficiency of functions across the Council and our partners through shared resource arrangements with partners and effective contract management and delivery. Managing the programme budget and monitor expenditure whilst ensuring the effective delivery of programmes. Will contribute to designing and delivering a new operating model for the Council, across all services that delivers over 40million in savings over the next 3-5 years. Direct responsibility for 2 or three members of the team and matrix management of professional resources from across service departments. Ensure the delivery of corporate priorities, policies and plans. Ensure that the Council s performance management arrangements are

3 robustly implemented and adhered to including appropriate monitoring and planning prioritised improvement. Provide leadership to ensure the council s commitments and duties for ensuring equality for all, access to services and better outcomes for the citizens of Plymouth are delivered and are at the heart of everything we do. Ensure environmental sustainability in the operations of the Council and our contracts. Mentor and coach members of the Council s Programme and Project Community to transfer knowledge and skills in support of organisation and individual development. Be responsible for the safe working and wellbeing of staff and our service users in the Council s operations. Undertake other duties appropriate to the grade of the post Demands This role requires the strategic leadership across the city including: Service areas allocated to the directorate and multiple site delivery Across partnerships within the public, private and voluntary sector Management of a wide range of roles to support for the effective service delivery from multi-disciplinary professional services, customer services, democratic structure and contracted services. Working across service delivery areas within the Council as lead for key projects as allocated by the Corporate Management Team. Working within democratic structures under the constitution of the Council. Working Conditions Working within a democratic environment, as a professional adviser to the chief executive, directors and senior managers and as a strategic leader across the council and city. Working across and developing effective partnerships with a wide range of providers across different sectors and geographical areas. Undertaking duties to represent the Council as reasonably required out of normal office hours within the city, region and nationally. Working within a highly pressured and sensitive environment with frequent contact with difficult situations. Experience, Knowledge and Qualifications Essential for all Transformation Programme Managers: Substantial experience of leading and developing successful programmes of change including matrix management, multiple suppliers and working in a complex operational environment to include public and private sector settings. Substantial experience of delivering wide-scale change, service

4 improvements and transformational programmes of work. Strong record of delivery and improvement of whole system change and development of effective strategies and programme plans. Evidential ability to have identified strategies for collecting and using market and client data to drive performance improvements and efficiency. Strong record of the involvement of service users in the design and determination of services. Experience of working with senior management/officers. Experience of establishing and operating effective governance processes. Managing Successful Programmes Practitioner Desirable: Working within large, complex organisations. Experience of working with politicians. Strong financial and commercial awareness, including delivery of third party contracts / SLAs. Demonstrable achievement of the Council s behavioural framework (competencies) for Strategic Leaders or the ability to meet these expectations. Experience of working and developing community sector organisations to support the transformation of council services. At least one of the following: PRINCE2 or APM Practitioner ISEB Practitioner (or equivalent) TOGAF Practitioner (or equivalent) Portfolio, Programme & Project Management (P30) Management of Risk (MoR) Management of Portfolio (MoP) Essential - ICT Transformation role: Specialist knowledge on the application of enterprise architecture, implementation, master data management (whole organisation) including the migration of multiple systems into a consolidate enterprise suite. Knowledge of ITIL (ICT industry standards) for implementation essential. Essential Integrated Health & Wellbeing transformation role:
