LAST DATE PD REVIEWED: August 2010 POSITION SUMMARY This position is responsible for the effective and efficient coordination of the City s Waste and Fleet Services, with some of the key tasks being to: Provide leadership and direction to Waste Transfer Station staff and Waste Contractors engaged to undertake collection work on behalf of the City; Administer and audit external contracts for Refuse Collection, Recycling, Hard & Green Waste services and the disposal of waste from the City s Operations; Review and / or develop programs aimed at reducing overall the waste going to landfill zero waste as complementary actions to the Cities Sustainability Strategy and implement as appropriate; Oversee the day to day activities of the Mechanical Workshop and its staff;; Develop and implement a fleet management program for all City Fleet maximising efficiency and effectiveness in accordance with quality and industry standards; 2. 2 Page 2 of 5 PRIMARY RESPONSIBILITIES 1. WASTE SERVICES : To provide high quality waste management services in a cost effective and timely manner Provide effective leadership and direction to staff at the Collier Park Waste Transfer Station and Contractors engaged to undertake collection work on behalf of the City; Administer and audit external Waste Management contracts for Refuse Collection, Recycling, Hard & Green Waste services and the disposal of waste from the City s Operations; Participate in the preparation and review of contract documentation for Waste Management services as current agreements for Refuse Collection, Recycling, Hard & Green Waste services and the disposal of waste from the City s Operations expire; Assist in the preparation of the annual budget for Waste Services, monitor expenditure against the adopted budget, and undertake monthly budget forecasting and reporting; Monitor and report monthly on the performance of the Collier Park Waste Transfer Station and the various Waste Contracts against budgets and identify actual or forecast variances and make recommendations on remedial or preventative action; Undertake regular audits of the Collier Park Waste Transfer Station and existing external Waste Collection Contracts to ensure adherence to OH&S legislation and Risk Management plans and compliance to agreed service levels; Meet monthly or as required with external Waste Collection contractors to address issues and review performance, including the preparation of formal meeting minutes and placement on contract files; Proactively resolve service complaints and issues relating to the Collier Park Waste Transfer Station and Waste Management contracts. Respond in a timely manner to residents, waste organisations, and stakeholder correspondence promptly and with a high level of customer service; Participate in the development of new programs including waste minimisation and continuous improvement in accordance with the City s adopted waste strategy; Collaborate with the Cities Sustainability Coordinator to develop and implement programs aimed at reducing waste overall as complementary actions within the Cities Sustainability Strategy; Keep up to date with developments, legislation and regulations relevant to the position; Carry out all duties and functions in a manner that promotes high-quality and harmonious teamwork; Undertake investigations and special projects as may arise associated with waste management services; Assists with the development, review and implementation of Policies and Management Practices relating to Waste Services, Any other duties as may be directed from time to time by the Manager.

MECHANICAL WORKSHOP AND FLEET SERVICES : Best practice mechanical workshop and fleet management services delivered to a high quality standard and which is cost effective and meets internal and external customer expectations Mechanical Workshop Oversee the day to day activities of the Mechanical Workshop and its staff; Develop and implement best practice maintenance programs to ensure reliability, availability and serviceability of the City s various plant and equipment; Prepare and maintain a preventative and reactive maintenance program for each category of plant and equipment; Provide weekly status reports to the Manager Engineering Infrastructure, Coordinators and Supervisors about plant maintenance and response times; Provide monthly reports to the Manager Engineering Infrastructure on the overall performance of the Mechanical Workshop; Ensure that all safety procedures and systems are up-to-date and followed by the mechanical workshop staff, including ensuring that risk assessments / audits are undertaken on a monthly basis at the workshop; Ensure that materials and parts supplied to the mechanical workshop meets value for money and quality standards; Ensure all staff are adequately trained for all facets of mechanical workshop operations; Ensure continuous improvement to quality and service provision; Any other duties as may be directed from time to time by the Manager Fleet Services Develop and monitor the capital and operational budget for plant and equipment; Develop and review annual plant and equipment charge out rates; Co-ordinate all fleet purchases and sales in consultation with the City s Tenders and Contracts Officer to enable fleet replacement costs to be determined on an annual basis; Develop and maintain an appropriate quality system which incorporates a total integrated asset management philosophy with supporting systems, procedures and processes across all functions and activities undertaken within the Fleet Services Analyse fleet usage data to ensure effective fleet utilisation and make recommendations accordingly Promote, develop and foster a culture of continuous improvement within the Waste & Fleet unit. Participate in the preparation of the year fleet replacement programs to enable fleet replacement costs to be determined on an annual basis Ensure Council s practices are implemented in regard to Occupational Health and Safety, Training and Development; Any other duties as may be directed from time to time by the Manager
4 Page 4 of 5 3. COORDINATION, MANAGEMENT AND LEADERSHIP All activities completed in a timely manner and to the standard expected. Provide leadership and direction to Collier Park Waste Transfer staff and Contractors who provide services to the City; Develop, implement and monitor appropriate performance indicators for Waste Management and Fleet Management activities; As necessary provide training and/or mentoring for team members and other City staff with respect to waste management and fleet management systems and practices; Manage Contractors and Consultants appointed to undertake identified waste and/or fleet activities; Exercise a duty of care to work in a safe and efficient manner at all times. 4. ADMINISTRATION AND CUSTOMER SERVICE The provision of good customer services to both internal and external customers. Investigate, assess and respond to enquires, requests and correspondence including the preparation of reports for Council and EMT consideration on matters relating specifically to waste and fleet services; Prepare correspondence as required in response to internal or external customer requests; Liaise with State Government agencies and other Local Authorities on waste or fleet management issues affecting the City; Represent the Infrastructure Services directorate in the promotion of sustainable waste and fleet services and actively participate as a team member in work groups associated with the procurement and management of assets; Attend meetings on behalf of the Manager or Director when required. 5. REPORTING AND ANALYSIS Completion of reports on time and to the required quality standard. Prepare reports for internal use and presentations to Council, the Executive Management Team and Operational Management Team; Produce full documented reports to a quality standard, which satisfies the City s requirements and deadlines set for agenda items; Produce detailed analysis and reporting of expenditure on specific projects or tasks when requested. Provide regular reports to the Manager Engineering Infrastructure on the overall performance of the Waste and Fleet Services section.
5 Page 5 of 5 GENERAL RESPONSIBILITIES Work in accordance with the City s Occupational Health and Safety Policy and make a proactive contribution to the management of OH & S throughout the organisation; Demonstrate commitment to the City s Customer Focus Program (including adherence to the Customer Service Charter); Adhere to the City s policies and management practices as amended from time to time; Embrace the Business Excellence Framework and actively work towards the achievement of high standard outcomes; Contribute to the attainment and development of relevant departmental business goals and objectives; Ensure duties as directed by the Manager Engineering Infrastructure are undertaken in a quality and timely manner; Promote open communication, problem solving and innovation amongst staff Develop an effective team working relationship with fellow staff. SELECTION CRITERIA ESSENTIAL CRITERIA 1. A tertiary qualification in Civil Engineering or Environmental Science or other applicable qualification; or considerable relevant experience; 2. Extensive experience in waste management or fleet management; 3. Experience in contract administration and supervision; 4. Experience in budget preparation, monitoring and review; 5. High level of computer skills and experience in the use of Waste and Fleet Management systems, database management, spreadsheets, work processing, scheduling and computer based estimating. 6. Highly developed problem solving and decision making skills. 7. Highly developed verbal and written communication skills, including proficiency using the Microsoft Office suite of packages (i.e. Word, Excel and Project). 8. Highly developed time management and organisational skills and abilities. 9. Ability to work unsupervised or as a key member of a team; 10. Current C Class WA driver s licence. DESIRABLE CRITERIA 1. Eligibility for membership to the institute of Engineers Australia or other relevant professional association. 2. Local Government experience. 3. Experience managing mechanical workshop operations.
