1 Job Description Job Title Branch Business Group Reporting to Location Enterprise Architect Knowledge, Information, Research and Technology Government Technology Services Chief Architect Wellington Salary Range $117,300 to $158,700 Purpose The Enterprise Architect is a key role in enabling DIA with our All-of-Government focus to deliver on its strategic and operational outcomes. It is a major contributor in the delivery of business solutions for All-of-Government, including DIA ICT delivery that meet business needs and comply with departmental standards, Government standards, technology governance, and guidelines by ensuring the provision of professional architecture services. The Enterprise Architect role provides leadership across all Information and Communication Technology (ICT) domains influencing our investment and catalysing customer focused business delivery. The key facets to the role are: Lead and contribute to the formation and implementation of the architecture, methodology and standards for DIA and All-of-Government Drive best architecture practice and continuous improvement Ensure Enterprise Architecture practices advance strategic objectives Keep current with global trends in Information and Communications Technologies ensuring appropriate and current technology solutions are applied to the business Ensure strong alignment with execution teams and practices Key Tasks Enterprise Architecture Enable the execution of business vision, strategy and the realisation of high level business requirements with appropriate ICT solutions. Ensure Enterprise Architecture practices advance strategic objectives such as delivering technology-enabled business innovation, identifying cost savings and achieving operational efficiency and effectiveness Ensure client and GTS Architectures are fit for purpose Develop, implement, maintain and evolve Enterprise Architecture for DIA and All-of- Government as assigned Contribute to the development of Government wide Enterprise Architecture Manufacture and evolution architecture viewpoints including: Defining Current and Target State Architecture

2 Define and maintain current baseline of architectures including standards, interfaces, models, patterns, and techno-economic considerations Consider a number of architectural viewpoints to ensure that all stakeholder concerns in the required system are considered Define a clear roadmap outlining the journey from current to target state architecture Select a high-level model and patterns for the architecture Establish a set of criteria for service selection Select the services required Validate that business goals are met Defines the architecture in detail Conduct gap analysis to identify any missing functionality Defining Transition Architecture Defines interim architectures that achieve target architecture Defines building blocks for interim architectures Plans and delivers the interim architecture through the architecture Programme or Work Balances delivering interim architecture, target architecture and solutions that achieve the short-term goals of the project and business groups Defining Business Architecture Integrates design of core business rules, processes and technologies to achieve optimal implementation of the desired All-of-Government outcomes Defines business models and align with business functions and technology Defines Current and Target business models Plans and deliver the Target business models through the architecture Programme or Work. Enterprise Architecture Effectiveness Manage and drive improvements in Architecture and Technology processes Drive improvements in cost, quality and time-to-deliver performance in effectiveness of execution Ensure all facets of architecture are knowledge captured, including the close inter-working with the EA Modelling practitioner Work closely with the execution teams, in particular the Solution and Technical Architects to ensure continuous improvement is the norm Contribute to the GTS Architecture business plan Develop individual work plans from the business plan Monitor and report progress against the work plan including key achievement reporting Take remedial action as identified with management to ensure business results are achieved as planned Ensure quality of assigned completed project work from an architecture practice perspective Recommend changes as appropriate to enhance the effectiveness of the architecture team efforts Ensure architecture activities support and comply with requirements of DIA Project Methodology and the SDLC, to agreed quality standards Strategic Vision Refinement and Translation Translate high level vision into bounded technology capabilities Refine strategy resulting in the definition of principles, standards, architectures and technology roadmaps that guide technology selection, execution, operation, refresh and overall evolution of technologies to enable the business Enable the delivery of solutions by translating strategy into bounded architecture with roadmaps, architectures and governance that achieves line of sight to the business need and time/cost/quality expectations RemWise ID: RWP Page 2 of 6

3 Collaborate across All-of-Government strategy functions and with agencies to ensure strategic vision can be reflected in appropriate ICT delivery Manufacture artefacts such as Whitepapers that make the strategic vision refinement simple for stakeholder groups to understand Communicate strategy effectively with stakeholders Technology Research, Planning and Business Consultancy Research technologies that have the potential to further enable business efficiency and effectiveness Manufacture artefacts such as Whitepapers outlining key technology research findings Manufacture executable roadmaps to enable business transformation Provide consultancy to help guide business thinking and transformation Ensure quality in every engagement across our All-of-Government clients Technology Option Review and Selection Review technology options and enable business outcomes by selecting technologies to meet needs Actively participate in RFI/RFPs to ensure technologies selected are traceable to the business need and clear on why they are the best fit-for-purpose solution Technology Solution Delivery Be the lead Enterprise Architect on programme/project assignments to ensure the execution delivers agreed architectures that met business and technical requirements and achieve desired time, cost and quality metrics Provide leadership and direction, particularly in relation to work flow and work allocation, to project teams (including vendors, project team, GTS operational staff) to ensure alignment to frameworks and successful delivery of architectural solutions. Provide Technology Governance oversight and mentoring to programmes/projects to ensure solutions met compliance requirements Where assigned enable execution by defining and bounding a solution that will deliver to the business needs Technology Governance Enable and ensure lifecycle wide adherence to the Technology Governance processes Is the authority for determining conformance of designs with technical standards Govern over the full technology lifecycle to attain a greater level of quality in execution Ensure technology solutions are presented through the Architecture Review Board (ARB) and attain a high standard Thought Leadership Drive best architecture practice and continuous improvement to ensure that the Enterprise Architecture function is high quality and well placed to meet both business and stakeholder expectations Manage and monitor international standards and global trends to identify standards and technologies that may deliver technology-enabled business innovation Actively participate in assigned international standards development and leverage Attend and participate in assigned standards activities to ensure DIA is aware of and is also actively evolving standards to meet business requirements as practical Ensure institutionalisation of business critical standards in our architecture through Whitepapers, and related artefacts Provide expert advice for architecture matters, including: o Enterprise Architecture engagement processes RemWise ID: RWP Page 3 of 6

4 o Consistent articulation of all GTS Architecture artefacts and directional considerations Identify DIA and other business change risks in a timely fashion and addresses appropriately Stakeholder Management Establish and maintain strong relationships across agencies and the Department to achieve a trusted advisor status Develop and maintain positive relationships with key internal stakeholders and users of Architecture services (including DIA) Develop agreed, clear and documented understanding of client and stakeholder requirements Establish, build and maintain effective working relationships with key related teams such as Programme, Project, Business Analysis, Testing and Operations Health & Safety (for self) Takes personal responsibility for keeping self free from harm Follows safe working procedures Reports incidents promptly Reports hazards promptly and suggests appropriate remedies Knows what to do in the event of an emergency Co-operates in implementing rehabilitation plans Key Relationships Key Relationships and Nature of Interaction Advise Collaborat e with Influence Inform Manage/ lead Deliver to Negotiate with (i.e. contracts) Internal Chief Architect Wider Architecture team GTS Managers and teams Programme and Project Managers Business Group Managers and stakeholders External Key Vendors and Suppliers Other Government Agencies Person Specification Experience Significant experience with ICT architecture particularly in the government sector or major experience in a commercial environment Preferred mix of functional/business and technical experience Proven understanding and experience of good business analysis practice, standards and methodologies RemWise ID: RWP Page 4 of 6

5 Experience in at least two IT disciplines (such as technical architecture, solution architecture, network management, application development, information analysis, database management or operations management) in a heterogeneous environment or minimum five years of experience in solution architecture, business analysis or business strategic planning Proven understanding and experience of Project Management methodologies, and System Development Life Cycle (SDLC) principles and practice Proven understanding and experience of quality assurance techniques in a continuous improvement environment A proven track record in managing the delivery of business solutions in a service orientated organisation and a demonstrable commitment to excellent customer service Proven ability including experience in developing a business focused and service orientated culture Knowledge Comprehensive understanding of business planning and how these are refined down to implementing business change Knowledge of all components of a holistic Enterprise Architecture Knowledge of business re-engineering principles and processes Specific knowledge derived from a combination of advanced academic study in an appropriate field plus the professional experience in applying knowledge in a context of a large business similar to DIA. A broad awareness of a range of technologies and their practical applications in supporting business requirements Skills Management level skills in the facilitation of collective decision-making Strong interpersonal and networking skills and the ability to communicate with credibility i.e. must have relationship management, negotiation and influencing skills, which can be applied at the most senior levels of the organisation or with external stakeholders Proven presentation and communication skills, both written and verbal Problem solving skills at a level to work through issues of considerable complexity, using high level conceptual thinking skills, in depth analysis in the context of the overall business issues for DIA as a whole organization, and the judgement to select and apply/recommend appropriate decisions.
