1 APPENDIX 1 POSITION DESCRIPTION Employee: Manager: Position: Intermediate/Senior Planner (Career Progression Level 3-4) Location: Reports to: Purpose: Gisborne, New Zealand Senior Projects Engineer (Water & Environmental) To develop and deliver planning and resource consenting services to external clients. To work as a member of the wider Opus team to support other projects and organisational objectives Key Responsibility Areas NB: These describe the main types of outcomes expected of the position, i.e. the key areas of work activity in which the job holder is expected to achieve results. Key Responsibility Area Technical/Operational Provide input into the planning of projects and assisting project managers to correctly scope out projects, with appropriate inputs, outputs and verification activities. Provide technical support to deliver sound strategic planning, policy development and resource management advice; Interpret technical drawings and specialist reports required for the preparation of planning and resource management applications, including AEE s; Provides sound knowledge of theoretical resource management planning and advice to clients on resource management plans and policies and consenting requirements. Provides sound knowledge of planning/ environmental management principles and practices through project work and advice to internal and external clients.

2 Is able to make sound decisions about technical issues and can problem solve for clients in order to get the best possible outcome for a project. Produce innovative and original resource management planning outcomes that are well thought through. Produce research, feasibility studies and subsequent reporting suitable for review and client presentation. Advise on Resource Management Act and Local Government Act matters. Has a good appreciation of relevant legislation and related advisory work Prepare and process resource consent applications, assessment of environmental effects, and co-ordinating inputs from others as required. Undertake the multitude of tasks associated with lodging applications for resource consent. For example public consultation, considering issues, identifying a regulatory way forward. Discuss proposed consent conditions confidently with consent authorities to ensure reasonable practical, and measurable conditions are achieved Promote best practice within the team and individual projects. Maintain knowledge of appropriate technical standards, legislation, codes of practice and New Zealand standards. Provide support for other team member's work as necessary. Provide technical and operational support to others within the group. Encourage continuous innovation in services. Ensure that innovation is part of our culture and leads to increased client satisfaction and leads the business to new dimensions of performance. Key Responsibility Area Project Management Act as Project Manager or Task Manager for planning projects, and where appropriate other projects taking full ownership and responsibility for project outcomes, and client experience. Provide input to project teams to ensure that projects are completed on time, within budget and to the required quality. Ensure projects achieve the planned profit. Manage projects, including timely and clear reporting, invoicing and record systems. Actively seek feedback from clients and project teams reflecting on the performance of the team and apply knowledge learning principles. Met Opus Tier 1 status for the Project Management Accreditation Framework for skills behaviours and experience. Operate in an open, communicative and positive way with team members and clients to ensure all deliverables are achieved on time, to the required standards, and profitably Project design and scope assumptions or uncertainty is proactively managed and discussed with clients to enable appropriate decision making and clarity of risk ownership Ensure quality of deliverables from project team members is maintained at a high level, tailored to the client requirements and scope of deliverables Project profitability levels are achieved or exceeded, maximising opportunities in a manner which are in harmony with our values Ensure that communication and customer service from project team members to clients and other third parties provides a positive image of Opus Ensure that projects meet quality assurance requirements and the needs of Ourway, and critical project records and documents are kept Actively manage risk to Opus and clients and proactively discuss and confirm where the responsibility of specific risks lie Reflect on project learning and experience to improve and promote lessons learnt to the other office staff

Actively identify and secure market opportunities and undertake/support marketing initiatives within technical area, and identify & secure additional services for other Opus disciplines as appropriate Seek to identify commercial opportunities for Opus personnel both in the planning discipline and for other teams and contribute to a positive multi-disciplinary culture within Opus Ensure an excellent service delivery to client to promote repeat and uncompetitive work. Actively engage with other Opus work groups to advocate planning, best for project outcomes and business opportunities Seek always though your actions to enhance Opus reputation and profile locally and nationally. Travel Required As and when required Person Specification 1. Qualifications A tertiary qualification in planning/resource management or related discipline is essential and a qualification considered eligible for full membership of NZPI is highly desirable Membership of the NZPI in particular, but also of EIANZ or similar agency is highly desirable but not essential. Current Drivers Licence. 2. Experience Minimum of 7 years professional experience in planning/resource management or related discipline. 3. Skills Strong organisational ability to optimise and prioritise conflicting demands in a busy environment, to achieve deadlines and see responsibilities through to completion. Good analytical skills and attention to detail. Good interpersonal and communication skills, including oral and written communication and particularly the ability to present ideas, information and advice in a way that is understandable by a range of audiences. Computer literate; proficient in Windows MS Word/Excel and other Microsoft Office applications. 4.
