3 Natinal Clleges a call fr engagement The need fr a higher level vcatinal pathway 1. The British ecnmy has benefitted recently frm the grwth f entrepreneurship and the enabling pwer f technlgy. This has led t the expansin f new industries where small, innvative businesses are increasingly imprtant as emplyers and wealth-creatrs. 2. Onging changes t the wrld ecnmy, in particular the cmpetitiveness f lng distance internatinal trade markets are adding new dynamics; including sme mves t n shre service and manufacturing back t Western ecnmies t be near t R&D peratins r clse t the market. 3. These changes are placing new demands n emplyers and emplyees. Higher level technical skills are essential in ur labur market and have suffered a lack f fcus fr far t lng. We are changing that. All jbs need knwledge, skills and behaviurs. Abstract reasning abilities learnt thrugh academic study and practical wrkplace skills frm vcatinal training are bth increasingly essential in mdern-day ecnmies. 4. It fllws that a vcatinal educatin pathway t higher level technical skills, that can enable peple t release their talents, creativity and spirit f entrepreneurialism, shuld be an aspiratinal chice in a balanced mdern ecnmy; n a par with an academic rute. This is all part f breaking dwn the barriers between academic and vcatinal learning. 5. Fr t lng higher level technical skills have fallen thrugh the gap between ur Further Educatin (FE) and Higher Educatin (HE) systems. This has cntributed t the current shrtage in higher level technical skills in ur labur market abut which s many businesses cmplain and which internatinal cmparisns reveal s starkly 1. 4 The rle f Natinal Clleges 6. Our refrm prgramme fr Further Educatin 2 is designed t assist in putting vcatinal training n a par with an academic rute by, fr example, making Apprenticeships an equally attractive ptin as university study fr schl leavers. Our aim is t create a system which is respnsive t the aspiratins f emplyers and learners alike, and whse rigur and quality stands up t cmparisn with any f ur internatinal cmpetitrs. 7. But we are nt there yet. We recgnise that we need t d mre; in particular t stimulate the high-quality, wrk-fcussed, higher level technical skills which emplyers increasingly demand because they can supprt grwth sectrs f the ecnmy, such as thse with which Gvernment has established industrial strategy partnerships. There are undubtedly pckets f natinally recgnised higher level vcatinal educatin within ur current system, ne example being Westminster Kingsway Cllege s successful catering schl. But such pckets are t few and far between. 8. That is why we are inviting yu t wrk with us t supprt the develpment f Natinal Clleges which will set a new standard fr higher level vcatinal training. 9. Natinal Clleges will deliver the higher level technical skills that businesses need 3. They will enable the UK t cmpete at the cutting edge f vcatinal skills develpment, making us a mre attractive lcatin fr investment, and prviding greater scpe t exprt ur educatinal expertise. Natinal Clleges will als have a wider impact in raising the status f vcatinal careers, demnstrating that there is scpe t prgress t a higher level by fllwing a vcatinal rute as an alternative t a purely academic pathway. 5 Develpment f Natinal Clleges 10. Natinal Clleges by their very nature will be limited in number. They will nly emerge where there is real emplyer demand and cmmitment t their develpment, and where there is a strategic need fr interventin at a natinal level. All will have the active participatin f existing and prspective emplyers in the industries cncerned. This aligns with the Gvernment s industrial strategy apprach. 11. We have already annunced the establishment f Natinal Clleges fr advanced manufacturing, high speed rail and nuclear; and we lk frward t wrking with ther interested parties wh believe that there is demand and an identified need fr a cllege in their sectr, industry r prfessin. 12. Natinal Clleges will nt duplicate existing prvisin, and must meet the fllwing criteria t qualify fr Gvernment supprt: An evidenced skills gap at Level 3, 4 and 5 in the identified sectr, industry r prfessin; Emplyer leadership at a natinal level, with a clear strategy fr emplyer invlvement in gvernance and the peratin f the Cllege, and apprpriate mechanisms fr engagement with businesses f all sizes; and Financial cmmitment frm emplyers t develping the new cllege, with an expectatin that at least 50% f the initial investment required t set up and establish the cllege cmes frm emplyers. 13. The distinguishing characteristics f Natinal Clleges are set ut in the fllwing pages, alng with an illustratin f hw Natinal Clleges will supprt new pathways fr vcatinal training, and details f hw t respnd t this call fr engagement. The distinguishing features which we wuld expect t be present within each Natinal Cllege, which will be established as incrprated FE Clleges, are set ut belw. All will deliver first rate teaching and learning in their chsen specialism. Emplyers will als play a rle in supprting delivery, fr example by ffering placements and prviding real life wrk challenges fr curses. will be expected t wrk with emplyers t set the curriculum and apprenticeship standards fr their sectr, with Natinal Clleges being expected t attain awarding bdy status. They will als have strng links t innvatin centres, which will prvide insight int future skills needs when develping curriculum and standards. generates a significant level f incme frm emplyers, including paying directly t send emplyees n higher level skills and prfessinal develpment curses. This wuld supplement public subsidy thrugh grant funding and lan funded tuitin fees. perates in a sectr where there is a demand fr, and an identified gap in the supply f, higher level skills. The cllege wuld deliver the majrity f its prvisin at Level 3 and abve, with a significant prtin at Levels 4 and 5 r higher. establishes frmal partnerships with universities, which facilitate prgressin f learners t higher study and where apprpriate give the cllege access t the latest research, develpment and training facilities. The cllege will be able t evidence the prgressin utcmes they have secured fr learners. 6

The clleges will be at the frefrnt f supprting learners with diverse needs, using its netwrks, emplyers, resurces, and technlgical and pedaggical innvatin t prvide higher level technical skills fr all with the ptential t achieve them. 7

8 Vcatinal training pathways in Natinal Clleges 15. Natinal Clleges will play a central rle in strengthening existing, and establishing new, pathways fr learners t prgress int and n frm vcatinal training. Thrugh their partnerships with universities and emplyers they will establish clear and accessible pathways fr learners frm vcatinal study nt further academic study r prgressin int wrk. Their status and prfile, and the partnerships they frm with schls, clleges, FE prviders and UTCs will inspire and attract a wide range f peple t fllw a vcatinal training pathway. Apprenticeships and vcatinal training include study at university and Catapults Emplyers Level 6 + Level 4-5 Level 3 Spnsrship / partnerships with schls, General FECs and UTCs University Full time training, including wrk based, leading t further study Vcatinal training as part f further study Apprenticeships and vcatinal training f existing wrkfrce Natinal Clleges Apprenticeships and wrk based training as part f vcatinal curses Supply f learners int Natinal Cllege. 9 16. Thrugh their clse linkages with emplyers, Natinal Clleges will als play a rle in imprving levels f nging prfessinal develpment. Natinal Cllege pathways at the Manufacturing Training Centre The Llyds Advanced Manufacturing Training Centre is being established by the Manufacturing Technlgy Centre t deliver mre than 1,000 engineering apprenticeships ver 10 years. The apprentices will spend the first year f their apprenticeship in full time educatin at a lcal Further Educatin Cllege. They will then spend their secnd year at the Llyds Advanced Manufacturing Training Centre, with years three and fur either spent at the Manufacturing Technlgy Centre r in a placement at a manufacturing cmpany, when they will als spend a day a week at the Training Centre. The Manufacturing Technlgy Centre, part f the High Value Manufacturing Catapult supprted by the Technlgy Strategy Bard, is a cllabratin between fur f the leading universities and technlgy rganisatins in the UK; the Universities f Birmingham, Lughbrugh and Nttingham and TWI Ltd, and has industrial members ranging frm small businesses t large multinatinal crpratins. 9

10 Natinal Clleges a call fr engagement 17. We want t wrk with interested parties wh believe there is a need fr a Natinal Cllege in their sectr, industry r prfessin. BIS has 50m t invest in match funding Natinal Clleges frm April 2015 up t March If yu supprt the visin fr Natinal Clleges, and can meet the criteria fr engagement, then we wuld like t hear frm yu. Interested parties shuld send respnses t this call fr engagement t natinalclleges@bis.gsi.gv.uk by 5 September Respnses shuld set ut: The ratinale fr establishing a Natinal Cllege in the identified sectr, industry r prfessin; including why a new cllege is the mst apprpriate interventin. Evidence f: A gap in the supply f skills at Level 3, 4 and 5 in the chsen sectr, industry r prfessin. Emplyer leadership at a natinal level, with a clear strategy fr emplyer invlvement in gvernance and the peratin f the Cllege, and apprpriate mechanisms fr engagement with businesses f all sizes; and Financial cmmitment frm emplyers t develping the new cllege, with an expectatin that at least 50% f the initial investment required t set up and establish the cllege cmes frm emplyers. 20.
