Credential Cmpnents Training and Educatin Experience Specific fr the Infant Tddler Prfessinal Credential All f the fllwing are required: High schl diplma r GED Training and educatin sufficient t receive an Oregn Registry Step 6 r higher; Step 8 may be required fr Registered Family Child Care Prviders and license-exempt infant-tddler prgram staff (See experience requirements belw). Step 7 is required t meet Head Start staff qualificatins. Minimum f 60 clck hurs f training and/r educatin specific t infant and tddlers Minimum f 30 f the 60 clck hurs f training specific t infant and tddlers must be current, cmpleted within the past five years prir t applicatin Fr Certified Family Child Care Prviders r Certified Child Care Center Staff: A minimum f tw years f qualifying teaching experience*. At least ne year must be as a teacher in the care f infants and/r tddlers in a certified child care facility r cmparable grup care prgram, as defined by the Office f Child Care (OCC). Fr Registered Family Child Care Prviders: Experience requirements as described fr Child Care Center Staff and Certified Family Child Care Prviders AND A minimum f tw years f teaching/child care experience, with at least ne year in the care f infants and/r tddlers in OCC Registered Family Child Care Hme AND Training and educatin requirements fr an Oregn Registry Step 8. *Qualifying Teaching Experience: One year f experience is defined as 1500 hurs gained with a grup f same age children in at least 3 hur blcks, within a 36 mnth perid. There is n time limit n experience as lng as it can be dcumented. Observatin ONE f the fllwing is required: One hur bservatin by a mentr in a prfessinal rle, supervisr, prfessinal cnsultant, r cllege faculty including written feedback frm the bserver, cmpleted within six mnths prir t submitting applicatin OR Cpy f student teaching practicum bservatin, including written feedback frm the instructr, cmpleted within the past five years prir t submitting applicatin The candidate must be bserved with a minimum f tw children f infant and/r tddler age, ne f which is nt the candidate s child. Als required are: A reflectin by the candidate, based n the bservatin and feedback frm bserver, cmpleted within the past 6 mnths prir t applicatin AND A prfessinal actin plan develped by the candidate, based n the bservatin, bserver feedback, and candidate s reflectin, cmpleted within the past 6 mnths prir t applicatin The bservatin, practicum, reflectin and actin plan must reflect the candidate s wrk with infants and/r tddler. This guide describes all the necessary requirements fr the prtfli, which yu will use t dcument yur qualificatins fr the Oregn Registry Infant Tddler Prfessinal Credential. Gather yur Prfessinal Develpment Statement and any additinal certificates, transcripts, wrkshp/class/curse descriptins, syllabi and anything else that will help yu dcument yur infant tddler training and educatin. Write five statements describing yur cmpetency in five f the ten cre knwledge categries, relating t yur wrk with infants and/r tddlers. Obtain references and verificatin f yur experience. 7 Oregn Registry Infant Tddler Prfessinal Credential CREDENTIAL REVIEW AND RENEWAL PROCESS Prtfli Review Prtflis received by the Oregn Center fr Career Develpment (OCCD) becme the prperty f OCCD and will nt be returned, but will be kept cnfidential. The applicatin date is the date the prtfli is received at OCCD. Prtflis will be checked fr cmpleteness. Candidates will be ntified f cmpleteness within 30 days f applicatin date. Incmplete prtflis will be returned t candidate with a letter indicating what is missing frm the prtfli. Prtflis will be reviewed by the Infant Tddler Prfessinal Credential Review Team. The Infant Tddler Prfessinal Credential Review Team meets nce a calendar quarter: Jan-Mar, Apr-June, July- Sept, Oct-Dec. A prtfli is reviewed in the quarter fllwing the applicatin date. (i.e., Prtfli is received at OCCD by Sept 30 and is reviewed between Octber 1st and December 31st). Prtfli Received at OCCD by: December 31st March 31st June 30th September 30th Prtfli Reviewed by: March 31st June 30th September 30th December 31st The Infant Tddler Prfessinal Credential Review Team will make the decisin t award, table r deny the credential. Candidates are ntified f the decisin by mail by the end f the calendar quarter in which the prtfli is reviewed (i.e., Prtfli is received at OCCD by Sept 30; Decisin shuld be mailed ut by December 31st). Oregn Center fr Career Develpment issues the Oregn Registry Infant tddler Prfessinal Credential t successful candidates. Prtfli Appeal Prcess On ccasin a candidate may disagree with the decisin f the Credential Review Team. The Oregn Registry Credential Appeal Prcess will fllw the Oregn Registry Appeal Prcess. In summary, if a candidate is dissatisfied with the decisin f the Credential Review Team, the candidate has the pprtunity t submit in writing an appeal t the decisin which wuld include justificatin and a request t be heard by an Oregn Registry Appeals Panel. The Appeals Panel will receive dcumentatin f the Review Team decisin alng with the written appeal submitted by the candidate. Upn review f this dcumentatin, the Appeals Panel will decide whether a hearing shuld be scheduled. If the dcumentatin warrants a hearing, the candidate will have the pprtunity t make an in-persn presentatin f the appeal. The Appeals Panel decisin is final. See Oregn Registry Appeals Prcess fr details. Credential Renewal Prcess The Oregn Registry Infant Tddler Prfessinal Credential is valid fr five years. Participants will be ntified by mail befre their credential expiratin date. Participants may renew the credential by cmpleting additinal training and experience. A credential is a dcument certifying that an individual has met a defined set f requirements set frth by the grantr f the credential, usually related t skills and knwledge and may include demnstratins f cmpetence. The purpse f the state-apprved Oregn Registry credentials is t recgnize a prfessinal s knwledge, skills and achievements in rder t imprve the quality f services and thereby increase psitive utcmes fr children and families. Q: Wh can apply fr the Infant Tddler Prfessinal Credential? This credential is apprpriate fr experienced infant tddler teachers in certified r legally exempt infant tddler prgrams r prviders in certified r registered family child care hmes wh care fr infant tddler children ages birth t three. Q: Hw lng des the prcess take? The time it takes t cmplete the credential varies. If yu have the required educatin and experience, the remaining requirements can prbably be met in six t nine mnths. Prtflis are reviewed quarterly. Once the prtfli is submitted, it will be reviewed in the fllwing quarter. Q: What is the cst? 9 Q: D I need t have an Oregn Registry Step? Oregn Registry Infant Tddler Prfessinal Credential N, nt at the time f yur applicatin but yu must meet the requirements fr the Oregn Registry Step required fr the Infant Tddler Prfessinal Credential. The credential requires a minimum f Step 7 fr certified child care center teachers and certified family child care prviders. Registered family child care prviders may be required t have a minimum f a Step 8 depending n previus experience. Yu will be enrlled in the Oregn Registry when yu submit yur credential prtfli. If yu dn t already have the required step fr the credential, yu will need t submit cpies f training certificates and transcripts t verify yu meet the step requirements. Sme peple find it easier t apply fr the step separately befre applying fr the credential. Q: Can I use my infant tddler training fr my Oregn Registry Step? Yes, the training and/r educatin required fr the Infant Tddler Prfessinal Credential can als be used t meet the Oregn Registry Step requirement. The same training can cunt fr bth prgrams. Q: Wh ffers the infant tddler training and cursewrk? The Infant Tddler Prfessinal Credential requires 60 clck hurs f training specific t infant tddler care and educatin, and yuth develpment. This training requirement can be met by cllege cursewrk r cmmunity based training. Cllege curses in infant tddler develpment and educatin are ffered by Oregn s cmmunity clleges and universities. Many rganizatins prvide cmmunity based training; Child Care Resurce and Referral, Oregn Assciatin fr the Educatin f Yung Children, Prvider Resurce Organizatin and thers. Check the Oregn Child Care Training Calendar at fr cmmunity-based trainings in yur area. Q: Hw d I knw if my certificates are apprpriate dcumentatin fr the Oregn Registry Infant Tddler Prfessinal Credential? Please see the Oregn Registry: Training and Educatin Criteria fr the requirements fr training and educatin accepted by the Oregn Registry. Cmmunity based certificates must include the applicant s name, title f training, date f training, hurs f training, trainer name and/r signature. If the cre knwledge categry is nt listed n the certificate, the title smetimes indicates a link t a cre knwledge categry. If the title desn t clearly imply a cre knwledge categry, then a descriptin f the wrkshp will be required. Q: Hw d I knw if transcripts cntain apprpriate dcumentatin fr the Oregn Registry Infant Tddler Prfessinal Credential? Cllege transcripts must include applicant s name and the name f a reginally accredited cllege r university. If a degree is required fr the Step, transcripts must include a degree awarded, date and majr. Each cllege curse must include the title, mnth and year, number f credits cmpleted and awarded.
