1 ACCESS AGREEMENT (Revised Versin 2007/ /11) This revised Access Agreement supersedes the Cllege s Access Agreement implemented frm September 2006 and will cme int effect frm September 2007 fr the new intake f students. 1. Tuitin fees Frm September 2007, the Cllege will charge tuitin fees up t the maximum permitted by OFFA, t all Hme and EU students n its undergraduate and Fundatin degree curses. Fr 2007 entry, the fee fr new students is 3,070. This amunt will be subject t an annual inflatinary increase. 2. Bursaries and ther financial supprt Travel and Auditin Bursary Leeds Cllege f Music will prvide assistance t applicants frm lwer incme husehlds, t ensure that n applicant is deterred n the grunds f cst, frm attending an interview and/r auditin at the Cllege. This will take the frm f a refund f reasnable travel expenses and the auditin fee, t all applicants (Hme students nly), wh have been, r are currently in receipt f, the full Educatin Maintenance Allwance, r wh are frm a husehld that is in receipt f incme related benefits. We anticipate expenditure n this measure in the regin f 3,000 per year. Leeds Cllege f Music Bursary Leeds Cllege f Music will prvide an annual bursary t Hme students whse Residual Husehld Incme is belw 38,330 (the highest incme level at which students can receive a Maintenance Grant r Special Supprt grant in 2007), as ntified t the Cllege, by the Student Lans Cmpany, accrding t the Financial Assessment. This will apply t thse students wh pay the hme tuitin fee rate. (Nt EU). The amunt f the annual bursary and the payment bands will be increased annually in line with the inflatinary rise in the grants, lans and the tuitin fee rate. Based upn current intake prfile, we estimate that 35% f students culd benefit frm the Leeds Cllege f Music Bursary. The Leeds Cllege f Music Bursary will be paid in 2 instalments. 1

Endangered Species Schlarship T be awarded t students whse principal instrument is ne f the natinally recgnised shrtage instruments (Obe, bassn, hrn, trmbne, tuba, and strings), which are underrepresented bth at this Cllege, and mre widely in Higher Educatin. Applicatins will be cnsidered frm students wh are resident in designated widening participatin pstcde areas, and/r students wh have received a full Educatin Maintenance Allwance, r whse husehlds are in receipt f an incme related benefit. 2. Music and Dance Scheme Schlarship T be awarded t applicants wh are members f the Yrkshire Yung Musicians, r any ther designated Centre fr Advanced Training fr talented yung musicians, and wh are in receipt f means- tested fee supprt frm the DFES Music and Dance scheme. NB: Applicants may nt receive a schlarship in bth f the abve categries, r in additin t any ther schlarships ffered by the Cllege which fall utside the remit f this Access Agreement. (Fr example, the Alan Hawkshaw Schlarship r the Reuben Vincent Trmbne Schlarship). Hwever, eligibility fr the Leeds Cllege f Music bursary will nt be affected. 2

Outreach activities The Cllege currently prvides a range f evening curses, utreach and shrt curses thrughut the year with the aim t widen participatin and increase access t music educatin bth lcally and natinally. Funding frm the increased tuitin fees will supprt additinal activities and aims t prvide a unique pprtunity t wrk within targeted grups ver a lng-term perid. All new prjects will link in with available cmmunity resurces and identify gaps that can be realistically filled thrughut the first 3 years and beynd. Wrkshp leaders and student mentrs will hld wrkshps and perfrmances in rural cmmunities within Yrkshire. Expenditure n access measures In the 2006/07 academic year the Cllege will spend a ttal f arund 403,000 n access related activity f all kinds. 5 Of this ttal Cllege expenditure n all access-related activity, the tw elements listed abve in italics are new frm 2006/07, and are funded entirely thrugh additinal fee incme. The ttal expenditure n this additinal activity (excluding administratin csts) is expected t rise frm 85,000 (33% f additinal fee incme) in 2006/07, t 166,500 (24% f additinal fee incme) in 2007/08, and t 267,400 (22% f additinal fee incme) in 2008/09. It is expected t remain at this prprtin f additinal fee incme in years fur and five f the Agreement, increasing with inflatin in line with rises in the fees cap 6. New Admissins Services The majrity f music cnservatires have cllabrated t establish a new admissins service fr cnservatire entry. These are Birmingham Cnservatire (University f Central England), Leeds Cllege f Music, Ryal Cllege f Music, Ryal Nrthern Cllege f Music, Ryal Scttish Academy f Music and Drama, Ryal Welsh Cllege f Music and Drama, and Trinity Laban. The bjective is t establish mre public and mre accessible arrangements fr cnservatire admissins, especially fr thse frm under represented grups. Called CUKAS Cnservatires UK Admissins Service it will be an n-line applicatin service administered by UCAS. CUKAS started in May 2005 in time fr 2006 entry (see The seven member cnservatires, supprted by HEFCE and ther funding bdies, have invested heavily t establish the service (a ttal f 675,000, f which 365,000 has been prvided by HEFCE). 7. Institutinal milestnes and bjectives Thrugh its additinal bursaries, financial supprt schemes and utreach wrk, the Cllege aims t increase participatin in its curses by the fllwing grups, which are under-represented in the Cllege s Higher Educatin curses and/r in HE acrss the UK as a whle. The data will be mnitred thrugh the Cllege s annual curse mnitring prcedures, and reprted t the Quality and Standards Cmmittee (QSC) f the Academic Bard. QSC will reprt t Academic Bard annually n the Cllege s prgress twards the achievement f its milestnes and targets. Any indicatins that the Cllege may nt be n curse t achieve any f its milestnes r targets will be cnsidered by Academic Bard, and may frm the basis f recmmendatins t the Learning and Teaching Cmmittee n amendments t the Cllege s access measures which may be required in rder t ensure that the milestnes and targets are achieved.
