1 Oakland Unified Schl District Impact Assessment Perfrmance Management in Actin The perfrmance management system that has been built in this district prvides the systems that supprt ur cmmitment t scial justice. The Oakland Unified Schl District exists t serve ne basic, yet essential purpse: preparing students fr the academic, scial and prfessinal challenges that await them in life. Accmplishing this is impssible unless a clear visin f what cnstitutes a highquality educatin is articulated and slid expectatins fr hw we are t prvide it are established. OUSD s Bard f Educatin, in cncert with staff and the brader Oakland cmmunity has develped a visin fr the qualities Oakland public schl students shuld ideally exhibit: All students graduate as caring, cmpetent and critical thinkers, as well as fully-infrmed, engaged and cntributing citizens, prepared t succeed in cllege and career. Making this ideal a cnsistent reality is the charge f every single emplyee at OUSD. In rder t ensure that we are making prgress as a district tward this visin, OUSD has designed and implemented a rbust perfrmance management system thrughut the district. This system helps measure ur prgress tward this visin, pints ut challenges that need t be addressed, and prvides a framewrk and cmmn language t effectively cmmunicate the district s pririties. OUSD Perfrmance Management Visin As a perfrmance management team we will build a perfrmance management culture in which all OUSD teams and emplyees understand hw their perfrmance is aligned t ur district-wide gals fr student achievement. We will knw we are successful when every emplyee: Knws and understands the district gals fr student achievement, Can articulate individual and team gals and targets aimed at critical utcmes that will cntribute t academic acceleratin, Demnstrates a cmmitment t the values and practices f a service riented culture, Has access t and utilizes key metrics t assess perfrmance,

2 Frequently reflects n prgress, practice, and utcmes, Is rewarded fr exemplary utcmes and Faces cnsequences and receives differentiated supprt when they d nt succeed. Perfrmance Management Impacts Everyne Just as every OUSD emplyee bears sme prtin f the respnsibility fr ensuring that every student graduates prepared t succeed in cllege and career, n-ne is exempt frm engaging as part f the perfrmance management system. At every level f the rganizatin, there are systems f pressure t ensure imprving perfrmance and systems f supprt t ensure capacity t imprve perfrmance. Data inquiry and analysis, with mdified behavir as a result, is a cnstant at every level. Specifically: The Bard f Educatin is respnsible fr establishing the district s visin, values and gals. As part f OUSD s cmmitment t perfrmance management and with supprt f the Aspen Grup, the Bard adpted Cherent Gvernance Plicies that supprt them in staying fcused at the plicy level, while maximizing their ability t mnitr reasnable prgress and ensure cmpliance. The Bard regular mnitrs the fur categries f Cherent Gvernance Plicies, including: Gvernance Culture Plicies: Mnitr hw the Bard itself functins and hw the Bard interacts with the brader cmmunity; Bard/ CEO Relatinship Plicies: Mnitr the relatinship between the Bard and Superintendent and the Superintendent s evaluatin; Operatinal Expectatins: Mnitr the actins taken t implement the teaching and service wrk f the district; and Results Plicies: Mnitr the impact tward OUSD s student achievement gals and prgress tward OUSD s stated visin/ The Superintendent s Cabinet is respnsible fr identifying and leading implementatin f strategies and practices that will lead t imprved perfrmance. As part f its cmmitment t perfrmance management, Cabinet regularly reviews academic and ther student data, alng with financial and ther peratinal metrics. Cabinet als engages in a strategic planning cycle that evaluates the impact f past strategies and investments befre develping the strategic and financial pririties fr the fllwing year Schls and Central Services are respnsible fr implementing the strategies articulated by the Cabinet t achieve the visin, values and gals as defined by the Bard. There are numerus tls t supprt perfrmance management at schls and central ffice, including: Schls have schl gals and screcards that present a wide range f academic and ther schl and student data measures. Perfrmance management tls include the Single Plan fr Student Achievement, Results-Based Inquiry (RBI), Prfessinal Learning Cmmunities (PLC) (RBI cnducted via a PLC is als referred t as Cllabrative Inquiry). 3 High-grwth and high-perfrming schls are recgnized with Team Awards as part f OUSD s Rewards and Recgnitin effrts. Central services als have gals and screcards that present a wide range f relevant metrics, including service standard data, Use Yur Vice survey data, and assessments f resurce and peple management. Perfrmance management tls include Service Imprvement Plans, Cntinuus Prcess Imprvement and Hme Run Prjects. High-grwth and high-perfrming services are recgnized with Team Awards as part f OUSD s Rewards and Recgnitin effrts. Individuals in every rle thrughut the district are respnsible fr accmplishing their individual gals in service f their schl r service area. Perfrmance management tls that supprt individual perfrmance include emplyee evaluatins, prfessinal develpment pprtunities and Individual Learning Plans. High-perfrming individuals frm every crner and jb functin f OUSD are recgnized with Individual Awards as part f OUSD s Rewards and Recgnitin effrts. Creating a Data-Driven, Results-Oriented Culture The heart f any perfrmance management system is the creatin f a data-driven, results-riented culture. OUSD fcuses n the fllwing critical cmpnents: Leadership: The Cabinet establishes aligned gals and strategic framewrks fr the district. Prfessinal Develpment: Training and educatinal pprtunities are prvided t assist with budget alignment and capacity building fr bth teams and individuals. Inquiry & Accuntability Cycle: There is a cntinuus prcess imprvement cycle fr each schl and department and a cmbinatin f private and public accuntability. Perfrmance Evaluatin: Evaluatins fr leaders n bth the educatin and service sides (Chiefs, Netwrk Executive Officers, Executive Officers) are aligned t screcards. Other evaluatins are impacted by bargaining units, but there is an nging push t align all evaluatins t data-demnstrated results. Rewards & Cnsequences: OUSD celebrates achievement f results that supprt student achievement and prvides apprpriate supprt and cnsequences fr thse wh d nt achieve results. Data Cllectin and Reprting: OUSD strives t prvide stakehlders thrughut the rganizatin the relevant, high-quality data that they need in rder t make effective decisins. Mutual Accuntability between Educatin and Service Teams One f the hallmarks f OUSD s perfrmance management system is nt nly the emphasis n perfrmance management bth n the academic side and n the service side, but the mutual accuntability between the tw. This mutual accuntability is highlighted in annual meetings where district educatin leaders share their results, OUSD Impact Assessment: Perfrmance Management in Actin Page 3 f 5

4 analysis and challenges with the full district leadership team, and where service leaders share their results, analysis and challenges with the full district leadership team. Other highlights f OUSD s mutual perfrmance accuntability system include: All teams (schls r services) in bth the Educatin Leadership Team (ELT) and the Service Leadership Team (SLT) have screcards that measure perfrmance and screcard results that are shared publicly. All schl and service leaders are held accuntable fr results as measured by their screcards. Screcards prmte vertical and hrizntal accuntability t internal and external stakehlders. Single Plans fr Student Achievement (ELT) and Service Imprvement Plans (SLT) are develped t address gals and key gaps in perfrmance. Leaders and their teams engage in inquiry t use data t drive cntinuus imprvement. There is a Rewards and Recgnitin Annual Ceremny, in additin t ther peridic recgnitins that reward high-quality perfrmance and/r significant grwth bth fr individuals and teams. There are als cnsequences fr pr individual r team perfrmance. The Rle f Technlgy Technlgy is critical in the implementatin f a cmprehensive perfrmance management system. While OUSD has made tremendus technlgy gains ver the curse f its implementatin f perfrmance management, technlgy has als been the surce f many bumps alng the rad. Fr example, while OUSD was successful in building a Data Warehuse that effectively pulls and cmpares data frm OUSD s varius enterprise systems, the reprting functins f this tl are nt what was riginally envisined requiring specialized queries run frm central ffice, rather than readily available, frequently updated dashbards that are easy t access and interpret. In additin t the Data Warehuse, OUSD implemented a range f technlgy tls t enhance its perfrmance management system, including (but nt limited t): Edusft: a tl that allws teachers t examine student data using a wide range f ptinal criteria, in additin t allwing creatin f specialized assessments On-Track: a cmprehensive training management system that tracks OUSD prfessinal develpment by individual, schl/ department and/r curse Screcards: data is ppulated int educatin and service screcards Services Survey: a real-time way fr emplyees t prvide feedback n a specific service interactin; this data cmplements ther hard data surces and the annual Use Yur Vice Survey Dashbards: mnthly dashbards present key student indicatrs including attendance, truancy, discipline and suspensin rates Emplyee Online: the early stages f greater nline transparency abut the data OUSD has n each emplyee Imprved Internet and Intranet Cntent: knwledge management and resurces are mre readily and bradly accessible t the public and staff at all levels OUSD Impact Assessment: Perfrmance Management in Actin Page 4 f 5

5 Finally, when reviewing the rle f technlgy in perfrmance management, it is critical t nte that as OUSD increased its scrutiny n data measures as part f perfrmance management, it had t increase its fcus n data gvernance. The imprtance f effective data gvernance at every stage f the data lifecycle cannt be ver-stated. Data fllws this lifecycle: create harvest filter huse analyze present. OUSD has implemented a number f cntrls and targeted prfessinal develpment at every level f the rganizatin t imprve the quality f data ging int its cre applicatins at every stage f the lifecycle. The quality f data reprts is nly as gd as the quality f data input s the quality f a perfrmance management system is nly as gd as the surce data available. Results f OUSD s Perfrmance Management System After five years f implementatin, OUSD has prgressed immensely in bth imprving central ffice services and academic results, including recgnitin as Califrnia s fastest grwing urban district ver the last five year. Of curse, the rad is still lng and there is much wrk still t be dne t accmplish sustained high-quality service fr schls and cnsistently high academic achievement amng all subgrups. Nevertheless, OUSD is regarded as an industry leader in implementing perfrmance management acrss teaching and learning, as well as central ffice, and is sught after by ther urban districts fr site visits and partnerships.
