Business Transformation Portfolio (BTP) Purpose of the Position Gisborne District Council is in a period of significant change. Multiple initiatives have been identified that aim to deliver a new culture of performance and accountability. The major change initiatives has been consolidated into a 2 year Business Transformation Portfolio (BTP). The BTP covers 7 streams of work: Process Transformation Business Intelligence & Information Management Asset Information IT Infrastructure Culture Structure Improved Operations The portfolio corrals and oversees the multiple programmes and projects within these work streams to ensure benefits and outcomes are delivered to the organisation Role of Business Solutions Team The Business Solutions Team provides application support, business analysis, knowledge management, project management, and training to Council departments and business units. In conjunction with the IT Team, Business Solutions will design and implement systems and processes to support the organisation to meet its key objectives and outcomes. Role of BUSINESS ANALYST BTP (Fixed term 1 year) The Business Analyst BTP is primarily responsible for the identification and evaluation of all information related issues and requirements with a view to providing integrated solutions

3 involving people, process and technology within the framework of the Information Services Strategic Plan and the Business Transformation Portfolio. Primary Functions 1. Business Analysis Elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process mapping & analysis, user cases, scenarios, business analysis, task and workflow analysis. Critically evaluate information gathered from multiple sources, reconcile conflicts, break high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs. Work with the appropriate departments and teams to assess, consolidate and prioritise Councils business requirements into business cases including financial and other resource implications. Work independently with users to define concepts and under direction of project managers Drive and challenge business units on their assumptions of how they will successfully execute their plans Serve as the conduit between the business units, technology & software development team & support team Collaborate with developers and subject matter experts to establish the technical vision and analyse tradeoffs between usability and performance needs. Ensure all proposed solutions consider the budgetary constraints council operates within 2. Project Management Develop and/or provide input into Project Initiation Documents & Project Plans Take responsibility for the coordination of the necessary internal and external parties to ensure accurate and timely delivery of solutions to council staff Ensure project status reports are completed and delivered in a timely manner and flag any issues requiring the attention of the Project Manager 3. Documentation and Training Ensure all new solutions are delivered with the appropriate user guideline documents and/or processes maps. Ensure training is planned and delivered as part of all projects. Identify other training needs of users of the applications/systems. 4. Strategy Provide specialist input to the Information Services Strategic Plan (ISSP) and Business Transformation Portfolio (BTP) as required. 5. Knowledge and Relationships Maintain knowledge of external factors and trends relating to Council specific ICT developments and take these into consideration when proposing solutions to business requirements, problems, opportunities and issues. Develop relationships with peers in other councils around New Zealand and actively participate in user groups and forums. 7. Corporate Contribution Contribute to the Finance & Information and other departmental teams decisionmaking through active participation at meetings and through productive interpersonal relationships. Enhance Council and community relations through innovation and service responsiveness. Maintain effective communications with the Finance and Information Management Team, managers and other staff and elected officials. Contribute actively to the corporate affairs of the organisation including in relation to culture change programmes and corporate projects.

4 Ensure that the health and safety of yourself and of the project team members is given a high priority. Academic / Professional Competencies Essential High level of computer literacy. Expert level knowledge of Microsoft Office applications. At least three years business analysis work experience. Desirable Tertiary qualification in Information Technology/Computer Science or related field. Work experience as a Business Analyst in a Local Government corporate environment. A good understanding of a wide variety of technology systems. Skills / Knowledge Essential Sound interpretative, analytical and problem solving skills including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements Training and facilitation skills, ability to lead workshops Excellent verbal and written communication skills Experience of process mapping Ability to interpret and understand legislative requirements. High level of initiative. Excellent time management and organisational skills. Team player. Good negotiator. Desirable Understanding of a range of local government operations and legislation. Understanding of financial processes and systems. Knowledge of current technologies, trends and practices in the local government sector Large project experience. Work Experience Minimum of three years work experience as a Business Analyst. Personal Attributes Ability to interact professionally with a diverse group, executives, managers, and subject matter experts. Able to liaise with and co-operate with others. Able to develop good inter-personal relationships. High level of integrity. Additional Responsibilities The job holder is expected to contribute to maintaining a safe working environment, reporting incidents and accidents as they occur and assisting with hazard identification. Furthermore, the job holder must participate in civil defence emergency management training initiatives upon request and assist with any civil defence emergencies as required.

5 Work will be on sites where exposure to hazards will be unavoidable. Safety procedures must be adhered to, protection being on the hierarchy safety principle of eliminate isolate minimise. Hours of Work Flexible work hours available and will be negotiated on appointment. Attendance at training opportunities as arranged with the Business Solutions Team Leader, together with such other times as may be reasonably necessary to fulfil the responsibilities of the position.
