2 PURPOSE OF THE POSITION To provide clinical and quality expertise to the Women s Health Services in order to educate, support, facilitate or implement a world class quality improvement focus for Women s Health Services at Counties Manukau Health (CMH). To ensure that clinical practice is evidence based and follows recommended best practice guidelines in line with the vision and values of CMH. To facilitate and support quality programmes and patient safety initiatives acknowledging the goals and needs of Women s Health. To educate and motivate staff to understand and embrace quality. To drive, educate and influence the service aim of zero patient harm. To facilitate and support behavioural change to achieve long term sustainability of quality. To contribute as an active member of the Quality team by participation in continuous improvement initiatives and reviews. To be engaged in the Incident Management process with CNM providing support and reinforcement. NATURE AND SCOPE OF RESPONSIBILITIES The Clinical Specialty Midwife/Nurse (CSM/N) Quality & Risk will be a Senior Midwife/Nurse with a focus on and responsibility for educating and working alongside the wider team, to implement quality initiatives in Women s Health. This will result in women and babies receiving high quality, effective, safe care based on evidence based practice. The emphasis will be on working to educate, motivate and up skill the multi-disciplinary teams to ensure a world class Quality programme is implemented at CMH. This role will require a person with enthusiasm and drive along with a passion for innovation. This person will need to be a team player who is able to work alongside team members striving for a common goal. The CSM/N Quality will assist and support the Women s Health team to undertake clinical audits or investigations utilising best practice guidelines and ensuring ethical guidelines regarding patient research are adhered to. PROBLEM COMPLEXITY The Clinical Specialty is expected to manage a variety of complex and unpredictable problems and issues related to the development of a strong Quality Improvement programme for Women s Health. The CSM/N will be regularly challenged by a wide range of problems from all areas, levels and disciplines throughout Women s Health. Therefore there will be a requirement to prioritise issues while still providing a high quality customer service. The range of problems will be diverse and require solutions customised to meet the circumstances of the patient and their families. Therefore opportunities will arise to provide innovative options to the patient based on proved outcomes from the Quality Unit. Page 2 of 12

3 There will be demands to meet deadlines, maintain accuracy and quality of information. Failure to do so could impact on the organisation in terms of patient risk. Problem solving, observation, reporting and negotiation skills are frequently used to ensure the successful implementation of quality initiatives. SCOPE FOR ACTION The CSM/N will be involved in policy development, the development of standards and competencies and strategic planning activities. They are encouraged to use initiative and problem solving skills to develop innovative approaches to issues. Discretion is required to be exercised in releasing confidential information to the appropriate parties and at all times acting in compliance with policy, professional jurisdiction and statutory requirements. The CSM/N will be required to utilise the skills of colleagues to co-ordinate and resolve problems relating to research and audit at all levels across the organisation and will frequently need to develop individual solutions for each issue and problem. DIMENSION OF THE POSITION The CSM/N reports to the Quality & Risk Manager. There is a professional responsibility to the General Manager Women s Health for the achievement of objectives and goals for the service. The CSM/N will be required to make recommendations for improvement in clinical practice within the service related to the outcomes of quality in relation to patient/women centered care. Works with the Director of Midwifery, Midwife / Nurse Managers, Team Leaders to ensure professional nursing/midwifery requirements, standards and competencies within the sector are met Demonstrates broad knowledge of health policies, trends and directions in health research / audits. Actively participate in SSE investigations as required/directed by Quality & Risk Manager. Actively participate in implementing recommendations from complaints and investigations Actively participates in relevant professional organisations. Actively builds and strengthens relationships between Women s Health, the Quality Improvement Unit and Ko Awatea as well as other stakeholders. Assist all areas within Women s Health Services to maintain the Patient Safety Boards. Train and support the ward based quality resource staff. Actively participate and provide feedback to service quality forums as directed by Quality & Risk Manager Assist administrative staff in the promotion and support of excellent customer service. In conjunction with the Quality & Risk Manager works with the multidisciplinary team to ensure the Women s Health quality programme is consistently applied. Acts as a clinical resource and reference point for other staff in regard to quality activities Attends meetings and actively contributes to the discussions around Page 6 of 12

7 Key Accountability Professional Development Staff patient care and quality initiatives. Contribute to the identification of possible research/quality projects within CMH, particularly around Women s Health patients. Ensures there is a documented clear process of nursing intervention and requirements. Manage and educate staff to undertake audits as required/directed by Quality & Risk Manager. Liaises with midwives, nurses, medical staff, allied health professionals and other members of the interdisciplinary team to streamline care and shares knowledge Provides advice and operational coordination of audits and clinical research proposals for Women s Health. Leads the planning and/or facilitation of educational experiences and programmes working with the Midwife/Nursing Professional Development Unit to meet and extend knowledge of staff regarding research techniques and Quality Improvement Initiatives. To provide a resource for other staff undertaking clinical audit and research projects as well as the on going success of Quality programmes. Liaises with Charge Midwife/Nurse Managers to provide advice and support of staff as required with quality initiatives. Identifies and communicates trends in treatments and clinical practice. Ensures a co-ordinated approach to education and information sharing occurs. Service Improvements are presented to the Quality & Risk Manager for discussion with the Women s Health team (as appropriate). Actively assist staff to learn quality improvement methodologies and tools for auditing and measuring outcomes. Self Participates in annual performance review. Minimum of three years experience in specific field. Advanced patient assessment skills. Knowledge of New Zealand National Maternity Model of Care Knowledge of Primary Maternity Service Specifications (Section 88) including referral guidelines. Knowledge of MOH Maternity Quality and Safety requirements Ability to critique research findings. Knowledge of Tikanga best practice Excellent written and verbal communication skills.
