1 Senior Systems Analyst New Zealand Fire Service Position Description Job #: Business Area: Location: Reports to: Data & Spatial Intelligence (DSI) Unit Information, Communications & Technology Service NHQ, Wellington Manager Data and Spatial Intelligence Date: November Month Fixed Term Contract Position context The New Zealand Fire Service (NZFS) is comprised of five regions with around 400 stations, and 9,000 volunteer and paid fire-fighters spread throughout the country. As well as responding to a wide range of emergency situations, the NZFS is focussed on fire safety and prevention in NZ communities. The National Headquarters is a single management and service group representing a range of specialist management disciplines providing expert advice and services to internal and external customers and stakeholders. The Information Communication & Technology Services (ICTS) group is responsible for the strategic alignment of ICT to NZFS strategic objectives and the delivery of ICT enabled projects and services. It reports to the Chief Executive & National Commander and is comprised of the following 4 functional areas: Business Solutions Data & Spatial Intelligence Technology & Support Service Telecommunication Service It is the responsibility of the jobholder to work in this context and provide a superior, quality focused and relevant service to their clients. 2 Position purpose The core purpose of this 6 month fixed term contract position is to: Provide expert level technical support for NZFS enterprise operational information systems including the Communication Centres Computer Aided Dispatch and Standard Operating Procedures applications, Fire Weather System, Automatic Fire Alarm System, Spatial applications and GIS infrastructure Perform system analysis for fault resolution and contribution to the design of enhancements and new projects The position also provides technical support and oversight of services from the Data and Spatial Intelligence (DSI) business unit, along with contribution to the delivery of business and operational technology solutions. Key accountabilities The job holder is responsible for: Maintenance and enhancements for current SMART applications (including SMART Status, SMART Map, SMART Issues, SMART Atlas and SMART Image) Administration and configuration of DSI servers, fault diagnostics, deployment of new hardware Testing and deployment of DSI applications, operating systems, and disaster recovery environment Expert level support for NZFS enterprise operational information systems including the Communication Centres Computer Aided Dispatch and Standard Operating Procedures applications, Fire Weather System, Automatic Fire Alarm System, Spatial applications and GIS infrastructure Technical support of the IBM Cognos, Microsoft business intelligence and data warehouse solutions, including the SMART Suite of spatial reporting and analytical applications to industry standards System analysis for enhancements and design for new initiatives and projects, including the development of functional and system specifications for internal and contracted developments Assistance in such new phases and enhancements to other NZFS applications (such as SMS) as may be required from time to time Identifying and delivering, where appropriate, continuous improvements to add value to NZFS operation through the use of spatial applications, data and information Delivery of DSI services to meet internal and external service levels agreements (SLAs) and memorandums of understanding (MOUs), including services to the National Rural Fire Authority (NRFA) and the Ministry of Civil Defence and Emergency Management (MCDEM) Any other duties consistent with the position as may be required from time to time by the Manager Data and Spatial Intelligence Health and Safety - Employee Responsibilities Ensuring that they are knowledgeable about the Health and Safety National Policy, and are abiding by its principles Ensuring that a safe working environment is maintained for colleagues and visitors to the workplace by reporting any hazards identified, actively participating in health and safety Page 2

Technical expertise in data warehouse constructs, enterprise data management and enterprise data architecture Page 3

4 Has ability to create minor applications using programming tools such as C#, java,.net and XML in spatial and non spatial areas. Expert level competency with ESRI and Intergraph/Hexagon suite of applications. Technical expertise in relational databases and current developments particularly MSSQL to an advanced level and Oracle knowledge Knowledge of the use and application of web technologies to produce web based applications Demonstrated knowledge of how users use, data, a wide range of information technology platforms and applications integrate to deliver business solutions. Demonstrated knowledge of SDLC, software development and change control processes & methodologies Demonstrated knowledge of data management principles particularly as they relate to data transactions, histories and quality assurance procedures Knowledge of project management methodologies and able to plan and successfully manage workload to completion and within SLAs Advanced experience in enterprise business intelligence software, data warehousing and delivery of reporting services and solutions. Desirable: Knowledge of e-government standards, and enabling use of Government open data and shared services to provide benefit to NZFS Experience and working knowledge of legislative and regulatory processes Knowledge of the key principles of quality improvement Degree in Information Systems or related technical field Page 4
