1 Job Title: Business Analyst Job Grade: Band 5 Directorate: Job Reference Number: People and Transformation P01216 The Role: This is a challenging role working with and across all services to support the development and delivery of process redesign activity. This post offers many very challenging opportunities to the role holder to lead on the delivery of multiple, extensive and highly complex analysis and re- design work packages where success will be measured through the post holders ability to focus on defining and expressing future business process effectively The role holder will need to lead and facilitate one council and functional process reviews and lead on the development of to be proposals which will require the ability to interface with and influence Heads of Service, their managers, staff and where appropriate service users. The role holder needs to be knowledgeable, highly motivated, self driven, have project management skills and be confident in working with a full range of people. The role holder will ideally have broad experiences of working within different service environments, and ideally with different organisational model both internal and externally. Where there are projects or programmes that have issues or risks inherent to re-design delivery then the Business Analyst will support the re-design through implementation. Job Purpose Post Holder will be expected to: Understand the complex, interdependent and wide-ranging business requirements of delivering quality public services. Deliver solutions appropriate to the business needs and the Target Operating Model (TOM)

2 Perform complex analysis and re-design functions, documenting activity and making recommendations based on best practices for changes to improve operational effectiveness and cost savings all in support of the TOM Have the ability to use previous experience in adapting and introducing new processes. Key Accountabilities Establish and maintain first class customer centric relationships with service stakeholders including peer groups, internal customers, partners and corporate groups Challenge the current business environment and assess how the most effective, efficient and cost-saving processes contribute to delivering an improved quality service. Operate proactively with all service areas to analyse and redesign business requirements and specify appropriate solutions in support of the Council s priority goals and vision. Identify, shape, scope and lead re-design work packages, taking responsibility for coordinating their effective delivery including the planning and management of own and others activities Taking ownership / accountability for ensuring that end to end scope and impacts of change are understood by all affected parties Support and adhere to the governance process for the Transformation Programme Report on review and design work package status to the Portfolio Manager and the Transformational Design Manager Coach and mentor Business Analysts within the team where appropriate Build a good understanding of new and emergent technology can support and be assimilated into business processes. Knowledge, Skills and Experience Relevant experience of defining and delivery redesigned processes and new ways of working in the public and /or private sector or ideally both. Able to interpret complex business requirements and apply logical analytical insight into business issues. Able to analyse and prioritise competing business needs. Technologically aware and innovative. Ability to undertake a role in the project management of work packages for a wide range of business issues and an understanding of the purpose and value of a business case and the identification of benefits and costs. Able to facilitate discussions which challenge the current ways of working with senior managers.

3 Able to apply business tools to analyse and solve problems. Able to maintain a holistic approach to decision making. Good understanding of Change Management theories and experience of the practical application Microsoft Word, Excel, and PowerPoint knowledge and experience of using at an intermediate level. An understanding of other software applications that support process mapping activity.
