This is achieved by identifying business change needs, assessing the impact of the change, and capturing, analysing and documenting requirements. The Business Analyst ensures that business requirements are understood by those developing and implementing the solution, supporting the communication and delivery to the business and partner agencies through the implementation process and data quality assurance. 2 The post holder is responsible for the identification and capture of business requirements, making technical recommendations and defining a solution. They are also responsible for the design and development of data capture forms and process maps. They define and re-engineer system development and process enhancements in conjunction with senior operational stakeholders. Decision Making The post holder is required to make recommendations based on the interpretation of business requirements, and ensure that all impacts have been carefully considered and analysed and the resulting procedures and system configuration is the most appropriate and best meets the business need. The post holder manages small scale projects without direct supervision using the department s project management structure, reporting any queries or concerns to the Policy and Planning Manager. Within specific programmes, the post holder may report directly to the project manager on progress in relation to tasks and work stream, against the project plan that they are accountable to undertake, manage and meet designated timescales. They are responsible for prioritising and organising their own day-to-day work and calendar commitments by managing own diary, and responding to unanticipated problems which require immediate solution and is responsive to business needs identified by managers. 3 Accountabilities Analysis and solution definition: define the business requirements in relation to information capture reflecting practice requirements focusing on both evidencing and service delivery: (55%) o Liaise with service managers to understand and document business and develop solutions o Ensure appropriate level of analysis and research of alternatives o Collect, understand and transmit business requirements, and translate these into functional specifications and detailed test plans o Define the core information data requirements to enable the extraction of all performance and output specifications Develop supporting documentation and ensure it adheres to mandatory requirements: (15%) o Document workflows and results of business analysis o Build process maps and clear documentation o Point of contact to provide advice, guidance and assistance to support delivery of Children s Trust priorities o Provide advice, assistance and mentoring within a review/change process Oversee delivery of recommendations, technical solution and testing: (30%) o Provide link between the business development team regarding software functionality o Participate in the planning, design and development of new systems o Perform and/or coordinate quality assurance testing for new systems o Instruct the System Administrators on configuration requirements o Assist in the design, development and delivery of integrated training courses Undertake other duties appropriate to the grade of the post Demands Concentrated mental attention is required for identifying business requirements and developing business processes. Management and prioritisation of work resulting from different pressures and competing priorities such as national targets, local objectives, such as developments by software suppliers requiring upgrades and changes to a database which would require a functionality testing. 4 Experience, Knowledge and Qualifications Essential: Degree level qualification or equivalent Experience in developing technical solutions with the ability to translate approved business requirements into functional specifications Knowledge and understanding of relevant legislation that governs the role e.g. The Children Act (1989, 2002), Every Child Matters legislation, Data Protection Act (1998, 2003) etc Knowledge and understanding of policy, procedure and processes and the impact on the business Understanding of the obligations placed on Children s Services from the legal, statutory and policy framework set down by government Experience of researching and analysing complex information and processes, and identifying the technical / business requirements. Desirable: Management qualification or NVQ for understanding business processes Knowledge and understanding of a data management systems Knowledge and understanding of policy, procedure and processes and the impact on the business Skills and Technical Competencies Developed interpersonal and communication skills required to work across all aspects of the organisation and partner agencies at all levels. It is imperative to know the audience s requirements and needs, sometimes possessing tact and diplomacy Analytical skills required to apply creative solutions to complex business problems but remain resourceful and flexible Strong influencing skills, attention to detail and a high level of negotiation skills required for re-engineering business processes that support service delivery and production of performance and management information in consultation with service specialists including partner agencies Excellent presentational skills for delivering presentations in relation to ongoing projects to users of the service. Forward planning skills to think and plan ahead; the normal focus is for weeks and months but with a contribution to longer term development Planning and organisational skills, to initiate, develop and deliver presentations, workshops, training and forums Diagnostic and problem solving skills to ensure that the capture and recording of data is reliable Technical competencies will be developed in liaison with departments over 2009/10.
