CEO or delegate Commissioner for Public Employment JOB SPECIFICATION 1. Summary of the broad purpose of the position in relation to the organisation s goals (its expected outcome and how it is achieved). The incumbent will contribute to the change management activities of the project, for the implementation of a new taxation revenue management system in RevenueSA. Technical Writers are responsible for the design, research and development of a range of performance support resources for the RevenueSA RISTEC Project. These include, but are not limited to: internal operational policies and procedures external stakeholder reference guides systems user guides systems online help other resources as required for the project. 2. Reporting/Working Relations (to whom the person reports, staff for whom the person is responsible, and other significant connections and working relationships within the organisation). Technical Writers: Report to the Change Manager, RISTEC Project. Consult with a range of RevenueSA key operational staff, managers and project staff, including Implementation Partner/Product Vendor, to research and develop appropriate performance support resources. Work as members of the Change Management team for the delivery of the business outcomes. Page 1

2 3. Special Conditions (such as non-metropolitan location, travel requirements, frequent overtime, etc.) It is expected that some out of hours work will be required, on an as needs basis. Applicants who are considered for the position will need to authorise a SA Police Security check of Offender History information, and must not have been found guilty of a relevant offence. A flexible approach to duty hours and the taking of leave is essential. 4. Statement of Key Outcomes and Associated Activities (group into major areas of responsibility/activity and list in descending order of importance). Develop performance support resources by: Using existing documented business processes, and the new system functional specification documents, to analyse the differences between existing and new processes, and write suitable resources to meet staff, business and project needs. Learning the new taxation revenue management system (as appropriate) and applying this knowledge to resource development. Working collaboratively with key operational staff and managers, business analysts, change management team members and other project staff (including Implementation Partner/Product Vendor). Ensure high quality written and online resources are developed by: Using standards, style guides, templates and guidelines to research, design and write resources. Reviewing, monitoring and modifying resources developed to ensure business, external party and project needs are met. Work effectively as a member of the project and change management team by: Working collaboratively with team members as required in order to meet project outcomes e.g. ensuring consistency between training materials/sessions and support resources. Contributing to other change management activities as needed. Developing professional, productive working relationships with the range of internal and external stakeholders. 3 PERSON SPECIFICATION Essential Minimum Requirements (Those characteristics considered absolutely necessary) Educational/Vocational Qualifications (Include only those listed in Commissioner's Standard 2-Quality Staffing, Attachment C as an essential qualification for the specified classification group) Personal Abilities/Aptitudes/Skills (Related to the job description, and expressed in a way which allows assessment) High level written and verbal communications skills. Demonstrated high level organisational and time management skills. Demonstrated ability to manage multiple priorities and deadlines in a changing and challenging environment, while maintaining a high quality standard of work. High level interpersonal skills to build effective working relationships, including collaborating on the development of resources. Ability to analyse problems, formulate sound solutions and take appropriate approved action within tight time constraints. Ability to quickly learn new systems or technologies and apply this knowledge. Demonstrated liaison and negotiation skills. Ability to use established style guides and templates to write resources. Demonstrated ability to adapt quickly to a new working environment. Ability to work independently and in a small team, taking direction when required. Experience (Including community experience) Experience in researching and writing performance support resources, to a high standard of quality, for a range of stakeholders, ideally for new computer system implementations. Experience in analysing problems and developing a range of solutions. Experience in working on projects and managing own work requirements in order to meet strict deadlines. Experience in using a range of authoring tools to develop resources, including online publishing. Page 3

4 Knowledge Demonstrated knowledge of writing in plain English. An understanding of the resource development cycle, including quality assurance processes. An understanding of, experience in, and an ability to manage to the spirit and principles of the Premier s Safety Commitment and the legislative requirements of the Occupational Health Safety and Welfare Act, utilising AS/NZS 4360 Risk Management, or to an equivalent set of standards. Educational/Vocational Qualifications (Considered to be useful in carrying out the responsibilities of the position) Personal Abilities/Aptitudes Skills (Related to the job description, and expressed in a way which allows assessment) Experience (Including community experience) Experience in the design, development, and delivery of training and development programs or courses, particularly related to the implementation of new business systems. Experience working with Business Analysts, System Developers and Trainers to understand and interpret system functional designs, and translate these into effective resources or training content. Demonstrated IT technical writing experience in one or more of the following SAP modules: PSCD (Public Sector Collections and Disbursements) CRM (Customer Relationship Management) BI/BW (Business Intelligence/Business Warehouse) Demonstrated experience in producing performance support resources using SAP Productivity Pak (aka SAP Infopak or RWD uperform) Knowledge Knowledge of organisational-wide change projects and the range of support resources needed to support such a change. Knowledge of adult learning principles and performance support solutions. An understanding of communication needs and requirements in a changing environment.
