Chief Executive or Delegate JOB SPECIFICATION 1. Summary of the broad purpose of the position in relation to the organisation's goals (its expected outcome and how it is achieved). The Manager, is a leadership role accountable to the General Manager, Road Safety & Strategic Communications for contributing to the management of the Motor Accident Commission s communications strategies, awareness campaigns, sponsorship and research programs. The incumbent is also responsible for adopting a hands on approach as the single point of contact for all media enquiries. The role is also a key contributor to the development of policy and high level advice for the MAC Executive and Board. 2. Reporting/Working Relationships (To whom the person reports, staff for whom the person is responsible, and other significant connections and working relationships within the organisation.) The Manager reports to the General Manager, Road Safety & Strategic Communications. This position has a key operational role in managing MAC s media presence and in supporting the General Manager by contributing to the coordination of the Division s responsibilities. The incumbent will also have direct line management responsibility for the Road Safety Intelligence Analyst (ASO6) position. The position also has strong relationships with various media outlets, state government and road safety stakeholders such as Department of Planning, Transport & Infrastructure (DPTI), SA Police (SAPOL) and RAA, key internal staff and a wide range of other external stakeholders. 3. Special Conditions (Such as non-metropolitan location, travel requirements, frequent overtime, etc.) Some out of hours work may be required. Some intra and interstate travel may be required.
2 Statement of Key Outcomes and Associated Activities (Group into major areas of responsibility/activity and list in descending order of importance.) The Manager, will contribute to MAC s road safety leadership responsibilities and the achievement of the Road Safety & Strategic Communications Division plans and activities through: Effective management of the Division s plans and strategies, by: Leading a strategic, proactive and consistent approach to road safety communications that support Government and MAC road safety strategies and priorities; Ensuring a coordinated approach is achieved amongst key road safety stakeholders including SAPOL, DPTI and the Minister for Road Safety s office; Contributing to the leadership, planning and scheduling of the work of the Road Safety & Strategic Communications Division; Driving strong links between the Division s activities to enhance community awareness and ensure value for money across these activities; Liaising with, and building working relationships with key internal and external stakeholders to identify emerging issues, monitoring topical issues and developing countermeasures to inform MAC s road safety planning, media, awareness campaigns and partnership strategies; Employing well developed specialist skills to ensure policies and media responses are aligned with MAC s strategic priorities and developed with a sound operational understanding; and Representing MAC in the media, at events and meetings for road safety and other organisational purposes, as directed by the General Manager, Road Safety & Strategic Communications or the CEO. Effective management of MAC internal and external communications, by: Being MAC s single point of contact, including after hours, for all MAC s media contacts. This requires the management of extensive and well developed media networks and briefing the General Manager, Road Safety & Strategic Communications on issues as required; Preparing presentations and briefing road safety partners on MAC s road safety program as directed by the General Manager, Road Safety & Strategic Communications; Managing MAC s operational media outcomes that support road safety objectives and ensuring their alignment with partnerships, digital and mass marketing programs; Developing plans for media and other communication opportunities for road safety initiatives to position MAC to capitalise on and extend key campaign messages beyond paid media. This will include the preparation of media releases and briefings on a regular basis; Collaborating with the Marketing Manager, Road Safety to enhance the profile of MAC s road safety awareness activity, the reach of media, other communications, research and campaigns. This will be achieved through traditional mass media, the integration of social media and the development of online communities; Identifying and managing issues that may affect MAC s reputation, including providing briefings to the General Manager, Road Safety & Strategic Communications, CEO, Board and Ministerial Liaison Officers; Leading and preparing the Annual Report, briefing papers, presentations, speeches, speaking notes and Board and Committee papers to final draft standard; Providing high level advice on a range of road safety issues including internally, to members of the public and to partner organisations, particularly through the media; and Managing the correct use and application of the MAC Brand.
3 - 3 - Effective management of MAC s road safety research program by: Managing data sharing arrangements between MAC, SAPOL, DPTI and Centre for Automotive Safety Research (CASR); Leading and preparing high level proposals on legislation and road safety matters. This includes the development of position papers and proposals to Government including Cabinet submissions; Ensuring the reporting outcomes of road safety research (including social research) analysis are integrated into campaign and issues management, sponsorship and partnership arrangements and media opportunities; and Driving the enhancement of MAC s road safety analytical capabilities. 4 - 4 - PERSON SPECIFICATION ESSENTIAL MINIMUM REQUIREMENTS (Those characteristics considered absolutely necessary). 1. Educational/Vocational Qualifications). Tertiary qualifications in communications, public relations or another relevant discipline. 2. Personal Abilities/Aptitudes/Skills (Related to the job description and expressed in a way which allows objective assessment). The Senior Manager must demonstrate the following: Leadership and management skills and the capacity to work as a member of a team, including the ability to motivate and inspire others. Excellent communication skills including the ability to develop and maintain co-operative working relationships with senior and executive level MAC and governmental staff and a broad range of stakeholders. Excellent written and presentation skills including the ability to develop well-researched, clear and concise communications strategies, reports, presentations and recommendations to a high standard, including strong attention to detail. Excellent consultation and negotiation skills including the ability to recognise and resolve conflict and negotiate outcomes acceptable to all parties. Energy, enthusiasm and capacity to cope with multiple projects, establish priorities and set work deadlines. Excellent organisational skills including general administrative skills. 3. Experience Demonstrated experience or an understanding of the requirements of a senior management role including in team leadership, staff supervision and project management. Demonstrated experience in: Leadership of a team; Managing and leveraging media including the management of expenditure within budget: Identifying and managing public relations opportunities: Briefing and managing relationships with creative, media and market research agencies; Appearing in the television and radio media and providing quotes for print media; Proven ability to think logically and analytically, to research and analyse problems and to prepare and present clear and concise reports with appropriate recommendations; and Significant and proven ability to coordinate, monitor and/or produce written work of a high standard, including sound writing, editing and proof reading skills. 4. Knowledge The Senior Manager, should have knowledge of: Leadership and management practices; Best practice communication methodologies, strategies and techniques; The media industry in South Australia;
