CONTEXT OF THE JOB Why the duties exist and where they fit within DMITRE and/or industry; their scope, responsibilities, accountabilities; etc. The Government of South Australia recognises the importance of our minerals and energy resources sectors in underpinning the State s future economic prosperity through increased business investment, regional development and employment opportunities, balanced against key environmental and social objectives. Currently more than $1.1 billion is invested annually by mining and petroleum exploration companies in South Australia with over $200 million collected annually in mining and petroleum royalties. The Department of Manufacturing, Innovation, Trade, Resources and Energy (DMITRE), through the Resources and Energy Group (RE Group), is the State s economic development agency responsible for the investment attraction, management and regulation of South Australia s mineral and energy sectors. The focus of the Department and RE Group is to drive the sustainable and wholistic economic development of South Australia s mineral and energy sectors and ensure the State realises and maximises the benefits in terms of employment growth and investment. Within this context the RE Group internationally leads the best practice management of South Australia s mineral, petroleum, gas, greenhouse gas storage and geothermal assets, including streamlined regulation of exploration and mining activities that attracts investment and delivers outcomes of sustainable benefit and prosperity. To attain this goal mineral and energy resource companies need to achieve a social licence to operate from the community as part of establishing effective long term working relationships with all stakeholders. In this case, community confidence in the industry s overall performance and a demonstrated commitment by companies to best-practice environmental management is paramount. The RE Group takes a leadership role in ensuring that industry and the community work together cooperatively and openly in good faith to develop and achieve mutually acceptable outcomes which are strictly enforced by government. The Mineral Resources Division (MRD) within the RE Group is responsible for driving mineral exploration and increasing the future social and economic prosperity of South Australians through ensuring the sustainable development of South Australia s mineral resources. The Team Leader - Mineral Tenement Systems contributes to the achievement of MRD goals and objectives through leading and coordinating MER s Tenement Management System (TMS), and other mineral resources information management systems. In this capacity, the position coordinates the continual improvement of the TMS, and other assigned information and administrative systems, including leading the determination, identification, analysis and address of system enhancements, and complex issues or performance problems, including critical inputs into audits and mandated whole of government system reviews. The Team Leader - Mineral Tenement Systems is also responsible for leading the delivery of Mineral Tenement s accounting functions, in accordance with relevant standards and departmental procedures, including invoicing, banking and reconciliations. The position also provides expert oversight to ensure the secure and efficient administration, and ongoing integration, of Mineral Tenement s accounting system to meet agency and state policies, processes and quality standards.

2 The Team Leader- Mineral Tenement Systems oversees the provision of a range of GIS analysis and support services for the Branch. The incumbent manages the development and implementation of GIS strategy, standards for the maintenance and management of Mineral Tenements data and information. The Team Leader - Mineral Tenement Systems oversees and ensures that critical reporting, forecasting, planning and performance management objectives are met to support the continued secure and effective operation of the TMS and other mineral resources regulatory systems. This includes being responsible for planning and managing assigned projects and initiatives, including those involving cross team/divisional and/or agency collaboration, which ensures that TMS and other MER systems continually meet DMITRE s business requirements. This includes coordinating the planning and implementation of system changes in response to new strategic, business, audit or legislative requirements, ensuring that all relevant procedural and process documentation and manuals are continually reviewed, redeveloped and maintained. Develop and provide training to staff and users in relation to MER systems. The Team Leader - Mineral Tenement Systems provides a range of expert advisory, planning, policy, quality management and information support and services, which contribute significantly to the effective operation of the Division. In this capacity the position provides high level support and coordination for consultation with key stakeholders in order to ensure that relevant system changes and impacts, and other processes and requirements, are effectively communicated and documented to influence and support the delivery of enhanced performance objectives relating to the integration of information and systems across the Mineral and Energy Resources (MER) Division. The position also drives and ensures the ongoing quality management of all associated systems and processes, and delivers expert input into the development and improvement of strategic plans, standards and policies that significantly support the quality delivery and maintenance of MER s information management systems. As a team leader, the position manages the performance and development of a small group of staff and is required to provide expert input into the responsible, prudent and environmentally sound development and delivery of Branch plans, budget estimates, recommendations, policies and procedures. The position also oversees and ensures the achievement of critical business goals and objectives by identifying and communicating priorities, roles and accountabilities, which ensures that staff possess a sound understanding of relevant legislation, regulatory policies and processes, and are competent in performing the tasks and functions of the team. REPORTING/WORKING RELATIONSHIPS To whom the person reports; staff for whom the person is responsible; and internal and external working relationships. The Team Leader - Mineral Tenement Systems reports to the General Manager Mineral Tenements/Mining Registrar. The position also: Supervises and manages the work of the Mineral Tenement Systems team. Works closely with the Deputy General Manager Mineral Tenements/Deputy Mining Registrar and the Branch team leaders and contributes as a key member of the Mineral Tenements management team. Works closely with Branch team leaders and contributes as a key member of the Mineral Tenements management team. Develops and maintains strong working relationships with key DMITRE Divisional management and staff. Works closely with management and staff from across government including Department for the Premier and Cabinet, Attorney-General's Department and Primary Industries and Regions SA. Liaises with other State and Commonwealth Government agencies, key industry associations and stakeholders and the general public. SPECIFIC REQUIREMENTS eg WHS Act/Award, location, travel requirements, frequent overtime, etc. The position is located in the Adelaide metropolitan area. Work outside of normal office hours will be required. Some intra/inter state travel; with overnight absences will be required. A current drivers licence is required. The incumbent will be required to maintain a safe working environment by adopting appropriate

3 hazard management practices consistent with the role. *The incumbent will be expected to uphold the ethical behaviour and professional integrity standards as contained in the Public Sector Act, SECTION B: RESULTS TO BE ACHIEVED The outcomes, outputs, services, tasks and products arising from the duties. MINERAL TENEMENT SYSTEMS AND ADMINISTRATION LEADERSHIP Leadership is delivered to ensure that quality systems, and specific administration functions, are expertly provided for Mineral Tenements, in accordance with the Mining Act 1971 and regulations. MER s Tenement Management System and other assigned regulatory information management systems, are expertly planned, managed and improved to maintain the effective management of mineral tenement register and statistical information. Expert coordination is delivered for the continual improvement of the TMS, and other assigned information and administrative systems, including the determination, identification, analysis and resolution of potential system changes, security access auditing and complex issues or performance problems. Coordination and leadership is delivered for the implementation, end user and performance testing, including user access of system changes and enhancements to meet emerging business requirements. Quality management processes, systems, policies and strategies are developed, implemented and managed, which ensures the ongoing quality management, and continual improvement of DMITRE s Mineral Tenements System and associated functions. Oversight ensures the secure and efficient administration, and ongoing integration, of MER s computer accounting and special systems to meet agency and state policies, processes and quality standards, including the management of security and permissions. Provide leadership to ensure critical reporting and revenue forecasting requirements are met, including ensuring that managerial requests for reports, information and data are met in a timely and appropriate manner; to support Divisional decision making and planning and ongoing improvement opportunities are identified. The expert, accurate and timely administration of mineral tenement accounting, including invoicing, banking and reconciliations, are managed, and oversight is delivered to ensure that all processes are delivered in accordance with relevant standards and departmental procedures. Specialist input is delivered into the maintenance of service level agreements and shared projects with stakeholders, including other government departments, to ensure that shared objectives, and associated products, are successfully negotiated and achieved. Risks and opportunities associated with the use of TMS and other relevant systems, are identified and analysed, and plans and recommendations for improvements are developed and implemented to ensure ongoing data quality outcomes. Expert planning and management is delivered for assigned projects and initiatives, including those involving cross team/divisional and/or agency collaboration, to ensure that TMS and other MER systems, particularly SARIG, continually meet DMITRE s business requirements. Coordination and leadership is delivered to identify and implement system changes in response to new strategic, business, audit or legislative requirements, including ensuring that all relevant procedural and process documentation and manuals are continually reviewed, redeveloped and maintained. Expert input is provided for the development and improvement of strategic plans, standards and policies in relation to all MER s information management systems. RELATIONSHIPS, ADVICE AND SUPPORT Expert advice and support are delivered to, and productive working relationships are maintained with, a range of stakeholders, to ensure the accurate and efficient management and administration of the TMS and other information management systems across MER.

4 Key relationships with stakeholders are developed and fostered, and discussions and negotiations are undertaken, in order to ensure that relevant system changes and impacts, and other processes and requirements, are effectively assessed, communicated and implemented. Expert strategic liaison and collaboration is conducted to contribute to the delivery of enhancement and performance objectives relating to the integration of information and systems across MER. High level technical advice, support and consultation is delivered across MER, in order to influence and ensure the effective planning and ongoing improvement of information management systems, including the complex identification and resolution of associated cross-divisional issues. Leadership and coordination is delivered for the determination, development and delivery of user training to ensure the complex and changing business needs of MER are continually met. Expert technical and operational consultancy and advice, and detailed written advice, briefings and reports, are delivered to managers and staff, in relation to complex TMS and information system issues, directions, trends and innovations. High level oversight and input is delivered for the development and dissemination of data updates, reports and forecasts for assigned initiatives or special programs, including ensuring that associated issues and risks are identified, analysed and addressed. A range of expert information, advice and responses to queries are provided to internal and external stakeholders in relation to complex systems and administrative matters, including through participation in relevant meetings, workshops and committees. Processes and structures are in place to manage the timely delivery of responses to Ministerial, Corporate and Divisional matters. DMITRE s interests are supported at relevant agency and state forums and working parties. OPERATIONAL MANAGEMENT Staff and resources are developed, coordinated and managed, and receive the appropriate levels of support and governance to meet organisational and regulatory requirements. Assigned resources are expertly managed and overseen, in collaboration with the General Manager Mineral Tenements/Mining Registrar, including the responsible, prudent and environmentally sound development, utilisation and management of associated plans, budget estimates, recommendations, policies and procedures. Resources and requirements are determined and coordinated, in collaboration with relevant MER decision makers, to ensure the effective delivery of relevant ICT reporting and budgeting processes, including the procurement and management of contracted services, where required. Effective leadership and supervision is delivered to staff, to ensure the achievement of critical business goals and objectives, including identifying and specifying priorities, roles and accountabilities for incorporation into decision-making processes. Ensures staff possess a sound understanding of relevant legislation, regulatory policies and processes and are competent in performing the tasks and functions of the team, and opportunities are provided for staff to continuously improve their performance. Leadership is provided to facilitate the development, implementation and maintenance of quality management systems for the work area. The development and documentation of processes and procedures to support business continuity and mitigate risk is managed and coordinated. Expert support and oversight is delivered to ensure that workflows and changes in the TMS, and other systems, are effectively applied and maintained. Continuous improvement principles, practices and systems are developed and implemented, and a culture that fosters and rewards innovation, diversity and business excellence is supported and modelled. Appropriate Occupational Health Safety & Welfare and Human Resources Management principles and policies, and physical and financial assets are utilised in a responsible, produce and environmentally sound manner.
