1 Position Summary Position Title : Business unit : Finance Division : Governance Classification : Level 5 Status : Ongoing (Full-Time) Position Statement Reporting to the Financial Accountant, the purpose of the role is to deliver special payroll initiatives and projects, and is accountable for maintaining and developing the payroll system, whilst ensuring quality customer service is achieved. This role is also responsible for creating custom reports and performing general ledger reconciliations, as well as providing back-up support for the Payroll & Sundry Debtors Officer. Skills Ability to use report writing software to develop and produce payroll reports. Demonstrated capacity to make sound judgements, show initiative and resolve complex problems. High level project management and time management skills. High level communication skills including providing instructions, information sharing, negotiation and conflict resolution. Knowledge Sound knowledge of Superannuation, Workers Compensation, Taxation and other legislation relative to employee entitlements, deductions and the payroll function. Sound knowledge of the fortnightly, monthly and end of year administration, reconciliation and reporting of payroll related accounting functions. Experience Experience in co-ordinating tasks and motivating staff to achieve high quality outcomes. Substantial experience in working with computerised payroll systems and databases and the management and coordination of the payroll function in a medium organisation. Experience in leading change through reviewing systems and processes and initiating business improvement methods. Experience in developing and implementing project based objectives and action plans.

Desirable Requirements The following desirable requirements will be used to distinguish between applicants who have met all essential requirements. Educational Qualifications Tertiary qualifications in Accounting or a similar field. Skills, Knowledge & Experience Strong knowledge of software systems, especially database management systems. Experience in administering payroll in a Local Government Authority. Knowledge of the Local Super Superannuation Scheme. Knowledge of Local Government Act, Regulations and Awards. Knowledge of City of Marion policies and procedures relevant to the function. A high level of knowledge of relevant tax legislation, in particular FBT along with the ability to interpret and apply this legislation.

Continue to learn and improve. Embrace sustainability. Payroll Systems Control and maintain Council s Payroll System (Authority) and BIS Reporting. Review, develop and implement business improvement methods and processes that achieve the streamlining and automation of key payroll related administration processes. Initiate and manage the implementation of new payroll products and processes. Manage and provide advice on future development and status of the payroll system and processes. Provide back up to the Payroll Officer/Sundry Debtors Officer as and when required. Perform Payroll Inductions for all new City of Marion employees. Provide training for system users, including the development and maintenance of training manuals. Manage all aspects of payroll projects including program scope, risks, integration issues and financial aspects. Co-ordinate the payroll function, set outcomes for payroll activities and ensure short and long term objectives are met. Provide specialist advice on complex payroll matters to key stakeholders. Enhance payroll team performance by encouraging a high level customer awareness and service delivery culture. Train, monitor and review workloads, quality of output and evaluation of priorities of payroll officer to ensure entitlements prescribed within the Awards and

Act as a first point of contact with a range of stakeholders such as software providers, Local Government Association, Australian Tax Office, Superannuation Schemes, insurance companies, health providers, Unions, bank and credit companies. Provide regular fortnightly, monthly and annual statistical returns and information requirements to management and external bodies, ensuring relevant statutory requirements are met. Participate in user groups and networks as required. Assist with EA negotiations as required, and particularly managing the 6 th ranking process. Finance Payroll General Ledger reconciliations including year end financial reporting. Reconciliation of purchase card clearing account. Monthly review of changes to Creditors Masterfile. Participate in the gathering and analysis of customer feedback to establish the value, satisfaction and expectations for each service provided within work area. Participate in the review and improvement of the quality of each service provided in line with the identified customer feedback and organisational needs. Support and participate in Corporate Service Quality projects. Participate in the establishment, monitoring, reviewing and reporting of key performance indicators (KPIs) and targets for all services within work area. Contribute to the maintenance of an accurate record of customers and key stakeholders of all services within work area. Support the development, implementation and achievement of actions to address the opportunities for improvement identified through the Business Excellence process. Contribute to and implement improvements to workplace methods, practices, quality and productivity. Contribute to improve the overall operational efficiency of the organisation through the use of Business Excellence tools to increase quality of service and where possible reduce operational costs. Take reasonable care of the workplace environment. Avoid adversely affecting the environment (including impacts on soil, water, air, noise, flora and fauna) through any act or omission of work. Be aware of and comply with use of and utilise any equipment provided for environmental pollution prevention. Report all spills, incidents and environmental damage in accordance with Council procedures. Participate in activities associated with the implementation of workplace environment policies, procedures and management systems. Take reasonable care of own health and safety at work. Avoid adversely affecting the health and safety of any other person through any act or omission at work. Ensure you are not affected by the consumption of alcohol or a drug; in such a state as to endanger own safety at work or the safety of any other person.

6 Use any equipment provided for health and safety purposes. Not wilfully interfere with or misuse items or facilities provided in the interest of health, safety and welfare of employees. Report all accidents, incidents, injuries, property damage in accordance with Council procedures. Comply with the use of and utilisation of appropriate Personal Protective Equipment (PPE).
