Currently Santos invests $800 million per year in the State s in oil and gas exploration and production, in addition to the $190 million collected in mining and petroleum royalties and the capital invested by companies for major exploration initiatives including BP s $1.4 billion offshore Ceduna Subbasin exploration. Furthermore 90% of all investment ($600 million) in Australian geothermal projects has been spent in South Australia in the term , with the two most advanced geothermal projects in Australia (Geodynamics and Petratherm) expected to invest more than $450 million in the term The rapid expansion of the State s petroleum, gas and geothermal industries has established South Australia the host for the largest onshore petroleum and geothermal industries in Australia, and the State has been and is expected to remain, a major supplier of gas to SA and NSW for decades to come. The Department of Manufacturing, Innovation, Trade, Resources and Energy (DMITRE), through the Resources and Energy Group (RE Group), is the State s economic development agency responsible for the investment attraction, management and regulation of South Australia s mineral and energy sectors. The focus of the Department and RE Group is to drive the sustainable and holistic economic development of South Australia s mineral and energy sectors and ensure the State realises and maximises the benefits in terms of employment growth and investment. Within this context the RE Group internationally leads the best practice management of South Australia s mineral, petroleum, gas, greenhouse gas storage and geothermal assets, including streamlined regulation of exploration and mining activities that attracts investment and delivers outcomes of sustainable benefit and prosperity. The RE Group is also responsible for the Plan for Accelerating Exploration (PACE) initiative, which is a highly successful initiative, now emulated across the Australia, to ensure the State is showcased to the world as a premier destination for resource investment. To attain this goal mineral and energy resource companies need to achieve a social licence to operate from the community as part of establishing effective long term working relationships with all stakeholders. In this case, community confidence in the industry s overall performance and a demonstrated commitment by companies to best-practice environmental management is paramount. The RE Group takes a leadership role in ensuring that industry and the community work together cooperatively and openly in good faith to develop and achieve mutually acceptable outcomes which are strictly enforced by government. The Energy Resource Division (ERD) is responsible for driving petroleum, gas, greenhouse gas storage and geothermal exploration, development and production, and increasing the future social and economic prosperity of South Australians through ensuring the sustainable development of South Updated: October 2011 Objective ID: A789131

2 2 Australia s energy resources. This is achieved through the management of South Australia s energy resource assets and geological, geophysical and engineering data, and acting as the Minister s delegate for the development and administration of the Petroleum and Geothermal Energy Act 2000 and State Petroleum (Submerged Lands) Act The ERD s expertise and leadership within the energy resources sector is widely acknowledged in several program areas, including the provision of pre-competitive data and value added products to enhance exploration, and stewardship for Australia s geothermal energy sector. This is achieved by acting as Australia s Contracting Party to the International Energy Agency, pursuant to the Geothermal Implementing Agreement, and through providing the national secretariat for the Australian Geothermal Energy Group which is Australia s affiliate to the International Geothermal Association. Customers and stakeholders include local, national and international companies, relevant government departments, community groups, Co-operative Research Centre s (CRC s) and universities with whom ERD develop collaborative partnerships. The Geophysical Operations Branch comprises a small team of ten ongoing staff. Current staff includes three geophysicists, two environmental compliance officers, three technical staff and two administrative officers. The Branch works collaboratively with, the other three Branches to facilitate whole-of-division projects to achieve the objectives of the Division. The Branch deals with potential explorers at a global level in its promotional/data provision capacity, and deals at a local level in its compliance capacity. Industry engagement can be with large multinational companies to small-scale explorers/consultants. The Branch is highly consultative in service delivery, building credibility and respect by developing strong working relationships with industry stakeholders and partnerships with other Government agencies. The Branches work in both environmental management and data management is considered to be at the leading edge of Government practice, and is focused on provision of fit-for-purpose information to facilitate decision-making. The Environmental Compliance Officer contributes to the objective of ensuring that timely and highquality outcomes are delivered by the petroleum industry s geophysical operators, including: Administration of the Petroleum and Geothermal Energy Act 2000; Ensuring that the environmental aspects of geophysical operations are compliant with these Acts and achieve environmental objectives; Industry and other stakeholders are engaged in setting environmental standards; Contributing to policy and broad programme development; Community stakeholders are provided with confidence that the upstream petroleum industry is well managed so that access to land is not unduly restricted; and Use advanced GIS skills to undertake projects that validate environmental objective assessment criteria specific to geophysical operations. Engagement with stakeholders on land access issues is a critical role, as geophysical exploration is usually the first activity that occurs in the field and that stakeholders are exposed to. Liaison with other Government agencies and external stakeholders is a feature of the position. REPORTING/WORKING RELATIONSHIPS To whom the person reports; staff for whom the person is responsible; and internal and external working relationships. The Environmental Compliance Officer reports to the Manager Geophysical Operations Compliance (PO-04), Geophysical Operations Branch. The Environmental Compliance Officer will be required to work with staff in this Branch and other Branches in the Energy Resources Division. Primarily the position will be required to liaise with other professional staff relating to geophysical regulation. There will be liaison required with industry in the course of undertaking compliance monitoring, particularly where field monitoring is required. SPECIFIC REQUIREMENTS eg OHS&W, Act/Award, location, travel requirements, frequent overtime, etc.

3 3 The position is located in the Adelaide metropolitan area. Work in remote areas of the State and living/working in harsh conditions may be required. Some work outside normal office hours may be required. A current SA Driver s Licence is required. Capable of lifting up to 16 kg weight and operating field equipment. The incumbent will be required to maintain a safe working environment by adopting appropriate hazard management practices consistent with the role. The incumbent will be expected to uphold the ethical behaviour and professional integrity standards as contained in the Public Sector Act, SECTION B: RESULTS TO BE ACHIEVED The outcomes, outputs, services, tasks and products arising from the duties. Compliance Monitoring Environmental objectives of seismic exploration are achieved with the Environmental Compliance Officer assisting in: Assessing and processing geophysical exploration program applications; Undertaking field and office-based monitoring and assessment of company activities; Development, maintenance and use of spatial datasets to aid compliance monitoring programmes; Keeping seismic inspectorate databases updated and accurate; Reviewing Environmental Impact Reports, Statements of Environmental Objectives and company Annual Reports; Identifying any areas requiring remedial action; and Ensuring relevant environmental and other information is loaded onto website. Validation of Environmental Standards Criteria set out in Statements of Environmental Objectives is appropriately validated with scientific evidence. Studies of particular importance in providing such evidence includes: Development, maintenance and use of spatial datasets; Analysis of long term recovery rates of seismic lines; and Preparation of dossier of photographs demonstrating the recovery rate of seismic lines.
