1 NSW DEPARTMENT OF EDUCATION AND TRAINING Position Description POSITION DETAILS Position: Reports to: Directorate: Location: Business Intelligence Workstream Lead Learning Management and Business Reform (LMBR) General Manager, LMBR Information Technology Directorate LMBR, 725 George Street, Sydney PRIMARY OBJECTIVES Leading the Business Intelligence Workstream to implement business intelligence for the Learning Management and Business Reform/SAP related solutions across the Department of Education and Training. The position holder will introduce SAP business intelligence as an integral component of the enterprise wide Business Intelligence solution to support a diverse range of subject areas. REPORTING RELATIONSHIPS The position of Business Intelligence Workstream Lead, will report directly to the General Manager, LMBR. Other positions reporting directly to the Business Intelligence Workstream Lead are: 2 x Business Intelligence Analysts, Clerk 11/12 ORGANISATIONAL ENVIRONMENT The Department of Education and Training is an organisation focused on provision of service to the community through the delivery of innovative and quality education and training. It is the role of senior staff in the Department to lead the development of an organisational culture which is focused on the work of staff in schools, colleges and other education and training facilities; exists to serve and support students, staff and the community; promotes the development of key relationships and values and works collaboratively with interest groups; values team work, problem solving and strategic issues management; and promotes the significant role of education and training in the social and economic future of NSW. 2 More than 1.5 million students (in schools, TAFE and ACE) in NSW benefit from the services of the Department of Education and Training. To achieve this, the Department has a recurrent budget of over 11 billion dollars and a workforce of over 95,000 FTE. Its size, power and capacity for coordination provide opportunities to integrate the provision of education and training in ways that had not been possible traditionally. The challenges and opportunities facing the Department are immediate and significant. Success depends on providing quality support to teachers in schools and TAFE Institutes and communities and industries; ensuring that high quality learning and teaching are the central focus of every classroom; providing students with the knowledge, understanding, skills and values for productive and rewarding lives; providing vocational education and training of the highest quality to meet the needs and aspirations of the community and industry; leading the reversal of the declining market position of public schools in some areas; and implementing government initiatives in the provision of educational technology, strategies to attract and retain quality teachers and ensure the wellbeing of all staff. The Department of Education and Training will meet these challenges and opportunities by strengthening its focus on support for teaching and learning; ensuring accountability to the Government and community; extending quality procedures and an ethos of customer service throughout the Department; promoting public schools and TAFE Institutes and the teachers who work in them; and creating harmonious and productive relations with the teaching profession and those who represent its members, the community and industry. Rapidly changing information and communications technology provides further opportunities for the Department of Education and Training to apply and adapt work practices to e-business, online curriculum, flexible delivery of services and products, and strategic use of executive information to inform corporate and educational decisions. Provision of high quality public education and training services requires the concerted effort of every senior officer of the Department. These efforts require closer alignment of policy and support through the Department s directorates and portfolios with the needs of schools, TAFE Institutes and all other areas of the Department. The staffing environment of the Department of Education and Training is diverse and complex. Staff are employed under a number of Acts of Parliament, with the majority being covered by the Teaching Service Act 1980 and the Public Sector Employment and Management Act 2002 (this includes staff employed under Chapter 1A of the Public Sector Employment and Management Act 2002 in the Department of Education and Training, or the TAFE Commission Division, to enable the TAFE Commission to exercise its functions). Every senior officer of the Department will ensure that all staff, regardless of the awards governing their employment, are committed to the corporate priorities. 3 Learning Management and Business Reform Directorate An important component of the NSW State Plan is improving services by continuing to deliver high quality government services to the whole community. The LMBR program is a key initiative in achieving this outcome and will result in a corporate environment based on easier access to information and support services. The program will provide flexibility in meeting the expectations of students, teachers, parents, administrative staff and employers over the next decade and beyond, as well as facilitating and enhancing DET reporting requirements. The program is focused on providing high quality corporate, school and TAFE administrative systems, finance / human resource services and developing innovative and quality education and training processes which will operationally enhance the way DET performs and interacts with staff, students, stakeholders and the community at large. It is the role of senior staff in the Department to acknowledge that the LMBR Program is vital to the process of continual improvement to meet new demands and the changing expectations of students, parents, teachers, employees and industry. More than 1.5 million students (in schools, TAFE and ACE) in NSW benefit from the services of the Department of Education and Training. To achieve this, the Department has a recurrent budget of over 11 billion dollars and a workforce of over 95,000 FTE. The LMBR program is focused on identifying improvements and implementing modern, integrated IT systems in human resources, payroll, finance, and student administration to provide better service and value to staff, students, parents and the community, it will transform the way DET manages and delivers student administration, human resources and finance services. The challenges and opportunities facing the LMBR Program are significant in relation to how the department communicates and delivers a wide range of services, the way it enhances more efficient access to online information or transactions and provides resourceful call centre services whilst preserving existing face-to-face contact in schools, colleges and regional offices is a key challenge. Success depends on providing quality solutions to support the management and delivery of student administration processes in schools which will result in greatly improved systems and business processes in schools and TAFE colleges a finance organisation that will better service the future business requirements of schools, TAFE and state offices and an integrated HR system which will provide closely aligned processes across schools, TAFE and state offices to provide access to more reliable and consistent data to support decision making. The Business Intelligence Workstream Lead will provide business intelligence expertise to assist with the rollout and implementation of SAP solutions for the Department of Education and Training. The position will also develop, monitor and execute a business activity plan, support the department in the adoption of SAP business intelligence and will plan and execute business intelligence activities and provide specific leadership and mentoring to departmental resources. 4 The position holder will engage the department s data warehouse owners and departmental stakeholders, it will work with functional project workstreams, transformation teams and other project clients. Business intelligence will be executed in accordance with LMBR project strategies and will also include a continuous engagement with stakeholders, the finalisation and management of changes to formal scope and the design and delivery of a high quality, flexible, scalable solution according to the project plan Support will also be provided to project training, change management activities and functional teams. KEY ACCOUNTABILITIES Provision of expert and forward looking strategic advice to senior management regarding business intelligence activities. Provision of expert input into the delivery of business intelligence and SAP enterprise resource planning. Establishing close business relationships with project workstreams, DET management, user groups and stakeholders of school and corporate business units to support the adoption of SAP business intelligence. Maintaining business relationships with SAP and ensuring that applications meet client and stakeholder needs. Leadership of the business intelligence team to ensure the implementation of the system meets future and emerging business needs. Development, implementation and monitoring of business intelligence practices and solutions to meet the attainment of deliverables within agreed time frames and cost. Preparation of strategic plans for the execution of business intelligence activities and to provide specific leadership and mentoring support. Ensuring that team members have the necessary skills, motivation, and ability to achieve the efficient and effective delivery of enterprise resource planning and project outcomes. Provide support in training and change management activities for schools and corporate areas to assist users of the SAP system. Promote a culture to motivate and develop staff, foster innovation, identify and utilise the full range of staff skills and abilities. Business Intelligence Workstream Lead, (LMBR) 4

MAJOR CHALLENGES AND CONSTRAINTS With an increasing emphasis on providing high quality school, TAFE and corporate administrative systems a major challenge is to incorporate SAP business intelligence into the enterprise wide business intelligence solution to support a diverse range of subject areas. The rollout of SAP BW will involve a phased implementation and incorporate a complex transition from legacy solutions to solutions in SAP supporting future state decision processes. The position holder also needs to manage all business intelligence activities in accordance with the strategy and project plan, manage and finalise changes to formal scope and develop, monitor and execute the business intelligence activity plan. INTERPERSONAL RELATIONSHIPS The Business Intelligence Workstream Lead reports to the General Manager, LMBR. The position holder will advise the General Manager, LMBR on the progress of business intelligence activities in relation to the implementation and adoption of LMBR/SAP solutions across the department. The position holder will liaise with all stakeholders to determine business intelligence requirements and priorities. Internally, the position holder regularly liaises with LMBR workstreams, SAP functional teams, business process owners, Information Technology Directorate and departmental stakeholders to ensure the appropriate coordination of business intelligence activities and mentoring resources. DECISION MAKING The incumbent of the position exercises a financial delegation of $100,000 for the purchase of goods and services within a defined budget. The position has significant autonomy in leading a team to implement business intelligence for LMBR/SAP related solutions across the whole of the Department of Education and Training. It is fundamental that the occupant quickly develops effective business intelligence relationships with all stakeholders involved in the development of a single DET system. The position is accountable for advice given to the General Manager, LMBR, senior management and stakeholders in relation to the progress of business intelligence activities. 6 The Business Intelligence Workstream Lead is required to display leadership and a high level of initiative and independence at a senior level and has significant responsibility for exercising sound judgment in dealing with priority issues, business intelligence responsibilities and reporting on the status of progress. POSITION DIMENSIONS Number of permanent staff reporting directly = 2 x Clerk 11/12 KNOWLEDGE SKILLS AND EXPERIENCE REQUIRED Proven record of managing and leading a team with a focus on delivery to scope and quality outcomes. Demonstrated success (preferably with SAP experience) in managing and leading a business intelligence project team in a large organisation. Detailed knowledge and experience in the delivery of business intelligence and SAP enterprise resource planning solutions. Demonstrated ability to interact and motivate multi-disciplinary project teams. Excellent communication, leadership, interpersonal, negotiation and mentoring skills to foster productive relationships with a diverse range of internal and external clients. Planning, analytical and problem solving skills with the ability to develop and implement innovative solutions as well as address specific challenges. Extensive knowledge of the operation of large service or product delivery organisations (preferably educational institutions) and the implementation of SAP business intelligence. Capacity to lead staff in implementing the Department s Aboriginal education and training policies and to ensure quality outcomes for Aboriginal people.
