1 South Australia Police POSITION INFORMATION DOCUMENT Stream: Career Group: Discipline: Classification: Administrative Services Consultancy and Information AO ASO-7 Service: Information Systems and Technology (IS & T) Position Title: Technical Lead SACAD Project LEVEL CHARACTERISTICS The position has been classified at the ASO-7 level by virtue of the requirement to: work under broad direction only; apply a very high level of discipline and technical expertise; exercise significant levels of responsibility and judgement based on discipline knowledge and competence gained through experience, training or tertiary education; provide expert advice and undertake duties of a sensitive, innovative, critical or complex nature, and/or provide a consultancy service to the PRMS Project. exercise judgement and delegated authority. POSITION SUMMARY The Technical Lead, SACAD Project is operationally accountable to the SAPOL SACAD Project Manager. The primary purpose for this position is to lead and co-ordinate project technical activity and the development of technical deliverables on the SACAD project for SAPOL delivery. The SACAD Technical Lead/Systems Analyst is accountable for leading the technical design and implementation of system enhancements to IS&T products associated with the South Australian Computer Aided Dispatch (SACAD) system in SAPOL. The focus of this position is also on ensuring the design and implementation of SACAD within SAPOL and the associated enhancements to IS&T products required for SACAD will meet the business needs of SAPOL. The SACAD Technical Lead will liaise with technical teams within the SACAD project and the Computer Aided Dispatch (CAD) Solution supplier on the technical modelling and design of system components that deliver a fully integrated CAD Solution for SAPOL. Duties will also include leading and coordinating the day-to-day activities of SAPOL IS&T developers, and acting as the liaison point between SAPOL IS&T staff and the CAD Solution supplier during testing and transition activities. 2 POSITION CHARACTERISTICS South Australia Police provides a diverse range of services to the community. These services are aimed at producing a safe and peaceful environment by the minimisation of crime and disorder. It is a large complex organisation which, because of the nature of its operations, is constantly subject to public scrutiny and accountability. It provides services to a range of different locations (over 100) spread across the State on the basis of 24 hours a day, 7 days a week. The IS & T Service is responsible for the provision of IT and communications services, and is therefore vital to the achievement of SAPOL s core objectives. In consultation with its customers, IS & T plans, develops, and installs new facilities, and supports existing facilities. These products and services are provided to agreed quality and service levels. ORGANISATION Supervisor Reports to: Supervisor's Position: Subject Positions: Manager, Applications Branch, IS & T Service SACAD Project Manager Technical Lead SACAD Project STATISTICS RELEVANT TO THE POSITION IS & T provides services to over 4500 SAPOL employees throughout the State of South Australia. Other IS & T customers include the state policing jurisdictions across Australia, Federal policing bodies, and State and Federal Government agencies or their authorised service providers. The IS & T Service comprises 97 permanent staff most of whom are located in the city centre of Adelaide, and has capital and recurrent annual budgets of the order of $9m and $15m respectively. Approximately $15-30m of technical infrastructure is shared between SAPOL and Justice Technology Division. This includes over 1300 radio handsets and other vital radio and telephony equipment, mainframe, and mid-range computers, more than 30 local area networks, networking equipment, 2000 desktop computers and 700 printers located throughout the State. The infrastructure delivers essential communications services and a large number of major online mainframe applications, as well as local applications and Microsoft Office and Mail facilities. The core business functions supported by IS&T systems fall into the following main categories: Community Policing Crime Management Emergency Response Management Traffic Policing and Crash Investigation Corporate resource management: HR, Finance, Security, Policy and Planning, Procurement, Information Management, Internal Investigations Page 2 of 8

3 The South Australian Computer Aided Dispatch (SACAD) Project is an initiative coordinated by the Attorney General s Department to procure and implement a common Commercial-Off-the-Shelf CAD Solution from the market place to meet the needs of the three Emergency Services Organisations within S.A., namely: SA Police (SAPOL) SA Ambulance Service (SAAS) SA Fire and Emergency Services Commission (SAFECOM). Reference Number... JOB SPECIFICATION 1. Summary of the broad purpose of the position, and its responsibilities / duties. The SACAD Technical Lead may also be required to undertake other specific technical tasks when required. 2. Reporting / working relationships (to whom the person reports, staff for whom the person is responsible and other significant connections and working relationships within the organisation) The SACAD Technical Lead reports to the SAPOL SACAD Project Manager. The SACAD Technical Lead works closely with members of the project team, technical and other staff within and across IS & T, and with the CAD software vendor (Members of the project team include Business Analysts, the Test Manager and testers, Configuration Controller, and Business Subject Page 4 of 8

5 Matter Experts). 3. Special Conditions (Such as non-metropolitan location, travel requirements, frequent overtime) Some out-of-hours work may be required in order to meet critical deadlines. Some interstate/intrastate travel may be required. Possession of and willingness to use a current South Australian driver s licence is required. 4. Statement of Key Outcomes and Associated activities (Group into major areas of responsibility and list in descending order of importance. Continue on next page if necessary) As part of a team, contribute to the successful completion of the SACAD Project by: 4.1 Ensuring that accurate and detailed systems architecture and systems design documentation for the SACAD implementation within SAPOL is developed and maintained, including: software, hardware and network architecture; design specifications for configuration and enhancement to the core CAD product; design specifications for interfaces between the implemented CAD Solution and other SAPOL systems; design specifications for custom-developed reports utilising CAD data. 4.2 Ensuring that the CAD Solution deliverables for the SACAD implementation within SAPOL meet project schedules by: contributing to the provision of accurate estimates for project activities; providing accurate progress reports on the status of project activities; leading and coordinating the activities of SAPOL interface developers; liaising with SAPOL custom report developers; liaising between the SAPOL Test team, SAPOL IS&T staff and the CAD Supplier during acceptance testing activities; liaising between the CAD Supplier and SAPOL IS&T staff during the Transition of the CAD Solution to live operation within SAPOL. 4.3 Ensuring the quality of CAD Solution deliverables for the SACAD implementation within SAPOL by: providing specialist technical advice to team members in any of the areas of analysis, design and database access, programming, testing and user procedures or other documentation; performing quality reviews to ensure that all work conforms to relevant SACAD and IS&T standards and methodologies; liaising with the CAD Supplier, contractors and any other external service providers to ensure compliance with service level agreements. 4.4 Contributing to the improvement of technical expertise of staff within the IS&T unit by mentoring junior staff. 4.5 Contributing to the effective management of staff within the IS&T unit by ensuring that: Page 5 of 8

7 Proven ability to provide technical documentation relating to processes, installation, deployment procedures, interface specifications, physical architecture, etc, using tools such as Sparx Enterprise Architect. Experience (Including Community Experience) Proven experience as a J2EE Technical Lead on major projects. Excellent team building and leadership skills. Experience in assessing, evaluating and enhancing business processes with technology to meet the organisational goals. Proven experience in developing and/or supporting technology based services. Proven experience in working with external product suppliers and service providers in an IT project environment. Exposure to the whole SDLC in a structured environment. Experience of the Rational Unified Process or a similar iterative development framework for software development. Experience using programming languages such as HTML, XML, SQL, Java/J2EE, SOAP; Exposure to relational database systems such as Microsoft SQL Server or Oracle 10G/11G. Experience with Enterprise Service Bus technologies. Familiarity with directory services such as LDAP or Microsoft AD; Experience using version control software such as Subversion, CVS; Knowledge Knowledge of IT industry trends, developments and standards. Experience of the implementation and support of Computer Aided Dispatch systems; Experience of the application of Geographical Information Systems. Experience in using middleware products to access mainframe or midrange databases. Experience in a diverse technological systems environment including a networked infrastructure. Previous experience working on IT projects in a policing environment. Knowledge An understanding of testing methodologies and tools; An understanding of the Prince2 Project Management methodology An understanding of SAPOL's Future Directions Strategy; Business knowledge of the policing environment; Knowledge of the IT environment of the JIS community in South Australia; Knowledge of Data Warehousing techniques using Oracle or some other RDBMS. Demonstrated knowledge of government-wide IT policies and procedures; Educational / Vocational Qualifications (Considered to be useful in carrying out the responsibilities of the position) A relevant degree-level qualification in information systems, or computing, or comparable experience is desirable.
