The Commission s core roles include reviewing and assessing applications for industry activity, consulting with First Nations, ensuring industry complies with provincial legislation and cooperating with partner agencies. The public interest is protected through the objectives of ensuring public safety, protecting the environment, conserving petroleum resources and ensuring equitable participation in production. PURPOSE OF POSITION The Manager, Corporate Planning & Reporting is responsible for the organization s strategic planning, alignment of all key corporate functions to the organizational strategy, and for internal and external reporting of corporate performance. Following the Commission s Strategic Management System (SMS), this position incorporates into the Strategic Plan the expectations and direction from the Government Letter of Expectations, Board of Directors, operational customers, First Nations, stakeholders and partner agencies. Performance expectations and results aligned with the Mission, Vision and Values (MVV) are communicated through the Service Plan, Business Plans and Annual Report, and other specific topic reporting, as initiated by the Commission or required by government. The Manager, Corporate Planning & Reporting sits on the Risk Management Committee (RMC) to ensure organizational risks are addressed in strategic and business planning and are communicated to internal and external audiences. Further responsibilities include coordination between the organizations strategic objectives, providing project management support to strategic objective and strategic initiative owners, and ensuring collaboration and communication to deliver and measure the intended strategic results in a timely manner. NATURE OF WORK AND POSITION LINKS The Manager of Corporate Planning & Reporting functions in a challenging environment of transition to a strategy-focused organization where work processes, relationships and expectations require alignment with provincial government s accountability and reporting requirements. The incumbent manages the integration of the organizational Mission, Vision, Values, and strategic objectives into the structure, functions, processes, and initiatives of the Commission. Working closely with the Legal and Regulatory department, this position ensures corporate risks and opportunities are adequately addressed in corporate strategic direction. 3 Reporting to the Executive Director Corporate Affairs as a part of the Office of the Commissioner, the Manager of Corporate Planning & Reporting is responsible for guiding and overseeing corporate performance and reporting to the Board of Directors and internal and external stakeholders. The Manager, Corporate Planning & Reporting has position links to: The Commission s Board of Directors to report on the implementation of the strategic planning process and progress against strategic objectives; to provide draft Strategic (Service) Plan and draft Annual Report for Board approval. The Commission s Executive Team to advise on matters related to strategic planning and corporate performance measurement, and to support the Executive Team in strategy execution. Office of the Commissioner works closely with all members of the Office of the Commissioner in refining the integrated strategic planning and corporate performance management framework and using the Balanced Scorecard approach to translate and cascade strategic objectives to various operational areas and levels of the organization. Additionally; this position continuously seeks integration between risk management and strategic planning through ongoing collaboration with the Commission s Legal and Regulatory Department responsible for Internal Audit and Integrated Risk Management. Human Resources and Organizational Development collaborates closely with the HROD branch in ensuring corporate strategic objectives and desired results align with individual employee goal setting and performance appraisal processes. Commission Staff to ensure the expertise and opinions of subject matter experts within the Commission are reflected in the assessment of the corporate operating environment to chart corporate strategy, and to ensure all staff understand and feel connected to the organization s Mission, Vision, Values and strategic objectives. Government Agencies to ensure partner agencies expectations of the Commission are considered in the strategic planning process, and to coordinate preparation in compliance with government guidelines and timelines of the Service Plan and Annual Report, the Carbon Neutral Actions Report, and the Multiculturalism Report. Clients and Stakeholders to obtain feedback on client and stakeholder current and future needs and their expectations of the Commission, and include this feedback in the strategic planning process. Other regulatory bodies to share best practices and benchmarking information. SPECIFIC ACCOUNTABILITIES / DELIVERABLES 1. Strategic Planning Develops and manages implementation of the Commission s eight-step strategic planning and performance management system (SMS). Adapts the Balanced Scorecard (BSC) methodology steps and timelines to the Commission operating environment, management style, corporate culture and resources. Ensures the corporate Mission, Vision and Values and strategic objectives continually reflect the needs, values and service level requirements of the Commission s shareholder clients and stakeholders, and initiates and leads strategy adjustments/renewals as necessary. Advises on the required outreach to partners and stakeholders for their meaningful involvement in the annual strategic planning processes. Ensures organizational risks prioritized through the Risk Register are addressed in strategic and business planning and are communicated to internal and external audiences. Develops communication and ongoing reporting strategies to ensure subject matter experts within the Commission are effectively engaged in the assessment of the operating environment as part of defining or adjusting the organizational strategy. 4 Coordinates and facilitates the annual strategic planning processes, engaging the Executive, Senior Leadership, the Board of Directors, and partners and stakeholders selected for feedback reach-out. Manages employee engagement sessions, facilitation and documentation to ensure line staff contribution to the annual strategic planning cycle. Liaises with government in the process of drafting the Government s Letter of Expectations. Reports to the Board of Directors on strategic planning processes and outcomes, including the presentation of the Strategic/Service Plan for Board approval. Ensures the Commission is achieving its Strategic/Service Plan objectives in the most efficient and effective manner. 2. Strategy Execution & Strategic Alignment Supports the Executive and Strategic Objective Teams in advancing actions and initiatives designed to gain progress on strategic objectives. Leads the involvement of Performance and Planning in cascading the organizational strategy to divisional business plans and individual Employee Performance and Development Conversations (EPDCs), as well as monitoring and reporting on the progress of completing strategic initiatives. Prepare documentation, materials, and presentations reporting to the Board of Directors and internally to all staff on progress of strategy execution. 3. Business Planning Coordinates and facilitates the business planning process for all divisions by providing business plan templates and guidance on required contents and process to gather and summarize business plan information. Ensures strategic direction and strategic initiatives are incorporated into divisional business plans. Liaises with Finance and Administration in modeling business plans information within the Service Plan budget to enable informed decision-making for budget allocation. 4. Corporate Performance Measurement Provides performance management and measurement expertise to the Executive and Senior Leadership, develops performance measurement tools and facilitates knowledge and skill development to support the Commission s corporate decision-making, service quality improvement and public accountability expectations. Develops performance measures and targets for strategic objectives through researching socioeconomic statistics, other government programs statistics and cross-jurisdictional benchmarking data to ensure the Commission follows best practices. Identifies appropriate performance measures for Commission business processes. In coordination with divisional representatives and the Information Technology group, advises on and develops requirements for appropriate systems for performance measurement, tracking and reporting. Coordinates the implementation of performance measurement tracking and reporting systems and ensures data integrity and transparency. Analyzes performance measurement data for trends and advises the Executive of opportunities for increased efficiency and effectiveness of business processes. 5. Manages and Oversees External Service Contracts Selects, reviews and evaluates external consultants or consulting teams to provide specialized services in relation to the implementation of the integrated strategic planning and performance management system that are not available internally. Prepares external services contracts. Oversees the delivery of contracted goods and services. Evaluates contracted services upon completion. 6. Leadership & Staff Supervision Leads and manages Performance and Planning staff, including responsibility for staff planning, direct supervision, hiring, performance management, training, development and discipline of subordinates up Page 3 of 5

Participates in the development of organizational work processes and decision making that have a direct impact on staffing levels, workload management, and organization design.
