The Service plans, develops and coordinates health services as part of an integrated health system. The Children, Youth and Women s Health Service efficiently conducts and manages, within its identified resources, health services for children, young people and women, including: Specialist hospital services Primary health care and population health programs Integrated community care services Services to address the health and well being of particular populations, including Aboriginal Health Programs Education and training programs Research. CONTEXT AND PURPOSE OF POSITION Within the framework of the National Mental Health Policy and the Standards for Mental Health Services and in a manner consistent with the stated Vision and Values of the Children, Youth and Women s Health Service (CYWHS) The Mental Health Nurse Education /Facilitator, Level 3, uses clinical knowledge and experience to provide support services to nursing and mental health nursing practice and services in areas such as provision of learning experiences, educational materials, knowledge access systems and expertise to support clinical undertaking local teaching and facilitation of clinical placement across the Division of Mental Health Employees in this role accept accountability for the outcome of the nursing education practices, for addressing inconsistencies between practice and policy, and for contributing to a safe and positive work culture in the interest of patient/client outcomes. 2 REPORTING/WORKING RELATIONSHIPS/INTERACTIONS Reports to Nursing Director Mental Health (level 5) Works collaboratively with all level 3 and level 4 Nurses Maintains a cooperative and productive working relationship with all members of the health care team, Universities/ Education Providers and CYWHS Centre for Education Supports and works collaboratively with the less experienced members of the nursing team Works collaboratively with relevant stakeholders in the development, implementation and evaluation of education/student programs and strategies for the Division of Mental Health Direct Reports to this position: Nil DELEGATIONS OF AUTHORITY FOR THIS POSITION (refer to the CYWHS Delegations) nil KEY CHALLENGES - Details significant challenges beyond day-to-day responsibilities and relates to the environment in which the position operates) Ensuring education framework and standards is consistent with standards of practice, while providing support to Clinical Service Coordinators, Clinical Practice Consultants and CYWHS Division of Mental Health Nursing staff in the application of this knowledge Keeping up to date with professional standards of practice, implementing and monitoring evidence based practice and quality management initiatives consistent with organisational policies Keeping professionally up to date with research and nursing technological advances Dealing appropriately and relevantly with children, youth, women and their families where there are multiple complexities, diverse cultural backgrounds and expectations of clients Accepting responsibility for the maintenance of own knowledge and professional competence and contemporary practices Maintaining experience in mental health clinical practice GENERAL REQUIREMENTS Managers and staff are required to work in accordance with the Code of Conduct for Public Employees, Regional Policies and Procedures and legislative requirements including: The United Nations Principles on the Protection of People with a Mental Illness and Improvement in Mental Health Care. The Australian Health Ministers Mental Health Statement on Rights and Responsibilities. 3 SPECIFIC REQUIREMENTS The Children Youth and Women s Health Service requires that all nursing/midwifery staff work in accordance with legislative and professional requirements including: SA Nurses Act 1999 Australian College of Mental Health Nurses Standards Australian Nursing and Midwifery Council (ANMC)National Competencies Standards for Registered Nurses ANMC Code of Conduct ANMC Code of Ethics SA Controlled Substance s Act 1984 and Regulations Nurses Board of SA (NBSA) Scope of Practice Decision Making Tool, NBSA Standards for Medication Management, Use of Restraint, Therapeutic Relationships Professional Boundaries and Guidelines for Documentation Professional Practice Standards and competencies consistent with area of practice as varied from time to time Department of Health and CYWHS policies, procedure and standards Nurses are required to have the capacity to undertake the physical and psychological demands of the role Mental Health Nurses are required to participate in clinical supervision May be required to act in other positions. SCOPE OF CLINICAL PRACTICE Individual Nursing practice is defined by the nursing profession and the NBSA registration, and endorsed and maintained across the CYWHS by adherence to initial employment procedures, annual licensing procedures, meeting mandatory competencies, undertaking ongoing professional development and annual performance review. Furthermore, the NBSA scope of practice decision making tool endorses Nurses and Midwives working within their scope of practice and necessary qualifications. The NBSA has defined the scope of practice for both Nursing and Midwifery practice in their scope of practice decision making tool, which is endorsed as the scope of practice for both nursing and midwifery across the CYWHS. It is acknowledged that when defining the scope of practice, a Nurse or Midwife employed to work in one division or department will have an altered, scope of practice when relieving or assisting in another division or department. PERFORMANCE DEVELOPMENT Required to participate in the organisation s Performance Development program which will include a regular review of employee s performance against the responsibilities, performance outcome measures associated with their position and demonstration of appropriate behaviours which reflect a commitment to CYWHS values and strategic directions. MAJOR RESPONSIBILITY 1 PROVISION OF CONTINUING EDUCATION SERVICES 1.1 Contribute to the provision of high quality mental health nursing education services Educational support is coordinated and provided within the CYWHS/CAMHS professional practice, education and administrative framework Teaching session are undertaken and overseen to designated students populations Assessment processes are overseen and undertaken for designated student populations Where appropriate, support is provided to undergraduate and postgraduate students in clinical placements Collaboration occurs with Clinical Service Coordinators to coordinate achieve planned outcomes for teaching and learning processes Information is promulgated to staff in relation to current development in mental health nursing High standard of corporate knowledge and expertise provided to clients and staff. Client feedback and satisfaction. Other staff comments and feedback. Evidence of quality outcomes. Clinical standards are achieved Page 3 of 6

4 MAJOR RESPONSIBILITY 2 EDUCATION SUPPORT & TEACHING 2.1 Support is provided to ensure the efficient and effective management of the Division of CAMHS occurs 2.2 Mental Health Nursing best practice is achieved by the development, facilitation and application of relevant nursing research Education / training programmes are reviewed and managed to ensure outcomes standards and key performance indicators are achieved Educational support is provided for change processes, risk management practices and service improvement activities Contribution is provided for the capability development requirements of staff/students identified as part of the performance development and succession planning activities Contribution is provided to competency improvement requirements for staff/students identified within performance management activities Establishes and maintains productive working relationships Communication processes effectively deal with challenging behaviours and the resolution of conflicts Teaching and/or assessment of specific post graduate/university course topics is undertaken in area of own expertise Short term clinical and/or education research projects are undertaken and/or overseen Programmes are contemporary and evidence based Performance management is supported and provided Staff and student feedback Teaching sessions are undertaken and recorded Educational research Projects are undertaken and recorded MAJOR RESPONSIBILITY 3 - PROFESSIONAL DEVELOPMENT 3.1 Responsible for individual development and education A contemporary professional practice portfolio is held with supporting evidence of knowledge and skills commensurate to the role Successful attainment of professional competencies to a standard agreed at annual performance development review. Annual Nursing/Midwifery core competencies are completed Current Professional Portfolio Annual registration as a mental health nurse with Nurses Board of SA. Demonstrated achievement of attainment of professional competencies. Participation in Clinical Supervision MAJOR RESPONSIBILITY 4 CONTINUOUS IMPROVEMENT 4.1 Contribute expertise in all aspects of quality management to improve mental health nursing practice and service delivery. Existing practices and policies are continuously reviewed to reduce inconsistencies. Expert knowledge is used to monitor and evaluate research activities. Leadership is provided in the development, implementation and evaluation of practice guidelines, protocols/audits and quality indicators. Evidence of quality management approaches to practice and service delivery Level of participation in quality management activities. SPECIAL CONDITIONS Some out of hours work may be required. Appointment will be subject to a satisfactory Criminal History Check. Intra and interstate travel may be required. May be relocated to meet organisational need.
