CHIEF EXECUTIVE/DELEGATE JOB SPECIFICATION 1. Summary of the broad purpose of the position, and its responsibilities. The Manager, Procurement & Contract Management is accountable to the Director Business Operations for the provision of procurement and contract management services. These services are provided to the Attorney-General s Department and the wider Justice portfolio for portfolio wide contracts. This role includes the development and implementation of contract management systems, processes and relationships that will ensure the achievement of identified contractual outcomes and protect the operational, legal and financial interests of the Portfolio at all times. The incumbent may also be required to manage a number of major projects and will be responsible for the effective management of several team members within the Unit. 2. Reporting/Working Relationships (to whom the person reports, staff for whom the person is responsible, and other significant connections and working relationships within the organisation.) The Manager, Procurement & Contract Management: Reports to the Director, Business Operations; Is a member of the senior management team within Business Operations; Manages the Procurement & Contract Management unit; Provides secretariat support for the Justice Accredited Purchasing Unit; Liaises extensively with senior management and procurement staff of the Justice portfolio; and Represents the Department on across portfolio issues in relation to the functions for which the incumbent has responsibility.

2 Special Conditions (Such as non-metropolitan location, travel requirements, frequent overtime, etc.) Intra/interstate travel and irregular working hours may be likely from time to time. The incumbent must be prepared to be assigned to another position at this remuneration level or equivalent. The incumbent is required to achieve performance targets as set out by the Department and is expected to participate in regular performance reviews. 4. Statement of Key Outcomes and Associated Activities (Group into major areas of responsibility/activity and list in descending order of importance.) 1) Ensure the achievement of agreed procurement and contract management outcomes for the Department of Justice and its Agencies by: a) Developing an efficient and effective procurement and contract management framework, inclusive of system, policies and procedures, that meet the needs and priorities of government, the department and Agencies; b) Maintaining and enhancing procurement and contract management mechanisms that ensure the principles of probity and due diligence are adhered to; and c) Managing or overseeing the management of, high value contracts including project initiation, the procurement process, negotiations and contract development and administration. 2) Contribute to the effective communication and understanding of strategic contracts by: a) Regularly liaising with key stakeholders (ie contracted parties, clients, Agencies) across the Justice system; b) Providing prompt and accurate advice and information to the Department, Minister and other stakeholders regarding contract issues; and c) Provide Executive and other senior bodies with well researched and timely statistical analysis on issues of strategic importance which includes the collection and maintenance of relevant statistics and provision of relevant reports and recommendations. 3) Contribute to the development of effective consultation and participation mechanisms and ensure that these inform and provide input to the contract management framework by: a) Initiating and providing sound high level policy advice to the Executive Management Justice Business Services, Justice Executive, and the Ministers on matters relating to contract management; b) Facilitating appropriate consultation mechanisms and participatory processes for key stakeholders across the Justice system. 4) Contribute to the efficient and effective management of Business Operations accountabilities by: a) active involvement and participation in the senior management team and strategic and operational management processes; b) participating in the development, implementation and review of Section and Branch

Educational/Vocational Qualifications (Include only those listed in Commissioner s Standard 2 as an essential qualification for the specified classification group.) Appropriate tertiary or post graduate qualification in a business related field. 2. Personal Abilities/Aptitudes/Skills (Related to the job description and expressed in a way which allows objective assessment.) 1. Demonstrated competence in contract management (in particular ongoing service contracts) including the development of policies, and procedures in a complex and changing environment. 2. Proven ability to manage, lead, motivate and develop a team environment. 3. Proven ability to communicate effectively through providing advice and conducting negotiations at a senior level with suppliers and senior management within the private and/or public sectors. 4. Interpersonal skills that foster trust and cooperation. 5. Ability to work under very broad direction, determine schedules and deliver desired outcomes. 6. Ability to plan, implement and manage the activities and outcomes required of the position relevant to the management of OHSW, equity and diversity. 3. Experience (including community experience) 1. Extensive experience in contract management and administration along with a proven background in business negotiations. 2. Successful record of identifying customer needs, developing service strategies, and providing quality customer service in either a public or private sector environment. 3. Extensive experience and proven success as a senior manager of staff, resources and major projects 4. Knowledge 1. An extensive knowledge of the structures and purchasing practices of Government agencies and how they might be used in identifying and influencing strategic contracts. 2. An extensive knowledge of project management principles at a senior level including initiating, managing and formalising major projects. 3. Knowledge of the principles and practices of OHSW management in particular, those of Risk Management and Hazard Control and; the equal Opportunity Act 1984, the PSM Act 1995 and diversity.
