2 Intrductin and Instructins Dctral graduate and internship educatin and training in preparatin fr entry-level practice in prfessinal psychlgy shuld be brad and prfessinal in its rientatin rather than narrw and technical. This preparatin shuld be based n the existing and evlving bdy f knwledge, skills, and cmpetencies that define the declared substantive practice area(s) and shuld be well integrated with the brad theretical and scientific fundatins f the discipline and field f psychlgy in general 1. The current Guidelines and Principles f Accreditatin (G&P) became effective n January 1, These guidelines were meant t capture the varius substantive areas f prfessinal psychlgy f the time (clinical, cunseling, and schl) while allwing fr ther substantive areas t emerge in the future. The lack f cnsensus n the nature f hw thse new areas wuld be defined led t ambiguity in the guidelines. In 2000, the Cmmittee n Accreditatin (CA) began effrts t further define substantive areas and hw it wuld determine when new substantive areas emerge as nted in its statement Accreditatin f Prgrams in Substantive Areas and Specialties. Fllwing tw prpsals attempting t define emerging substantive areas in 2002 and 2004, the CA reviewed the prir feedback it had slicited during its July 2005 meeting and cnsidered anther prpsal regarding the issue f the emerging substantive areas language in the scpe f accreditatin fr dctral prgrams. The 2005 prpsal put frward a revisin t the scpe f accreditatin that includes accreditatin f dctral and internship prgrams in develped practice areas. Accrding t this prpsal, the practice area(s) wuld have t be added t the scpe f accreditatin befre a prgram culd be reviewed fr accreditatin. This prpsal preserves the traditinal areas f psychlgy, prvides flexibility and penness in the accreditatin prcess, and prvides a CA-directed prcess fr additinal areas that want t be added t the scpe f accreditatin. Fllwing the perid f public cmment and acceptance by the Bard f Educatinal Affairs and APA Bard f Directrs, the APA Cuncil f Representatives adpted this change t the scpe f accreditatin in August The fllwing dcument includes the applicatin materials fr areas wishing t be added t the scpe f accreditatin as develped practice areas. This applicatin is fcused arund the criteria that were apprved as part f the change t the scpe f accreditatin and are stated in the CA s Implementing Regulatin C-14, which is als available n the CA website at Please nte that a prgram cannt be reviewed fr accreditatin in a develped practice area until that area has been added t the scpe f accreditatin. Areas seeking t becme included in the scpe f accreditatin must prvide all infrmatin requested in the fllwing applicatin. Applicatins nt fllwing this frmat will be returned withut review. While there is n page limit, areas are asked t be succinct in their answers. Applicatins may be submitted electrnically as an attachment at A CA staff member will cnfirm receipt f the applicatin. Areas may submit their applicatins at any time. Hwever, in rder t be reviewed during a specific CA meeting, applicatins must be received at least 2 mnths prir t that meeting. 3 Implementing Regulatin C-14: Definitin f Develped Practice Areas fr Dctral and Internship Prgrams and the Prcess by which Areas May be Identified as Such Scpe f Accreditatin fr Dctral Prgrams: The Cmmittee n Accreditatin (CA) reviews dctral prgrams in psychlgy that prvide brad and general training in scientific psychlgy and in the fundatins f practice. Practice areas include clinical psychlgy, cunseling psychlgy, schl psychlgy, and ther develped practice areas. The CA als reviews prgrams that cmbine tw r three f the abve practice areas. Scpe f Accreditatin fr Internship Prgrams: The CA reviews applicatins frm internship training prgrams in practice areas including clinical psychlgy, cunseling psychlgy, schl psychlgy, and ther develped practice areas r in general prfessinal psychlgy. Definitin: Develped practice areas f psychlgy have all f the fllwing characteristics: Natinal recgnitin f the practice area by a natinal rganizatin(s) whse purpse includes recgnizing r representing and develping the practice area, by relevant divisins f the APA, r by invlvement in similar umbrella rganizatins; An accumulated bdy f knwledge in the prfessinal literature that prvides a scientific basis fr the practice area including empirical supprt fr the effectiveness f the services prvided; Representatin by r in a natinal training cuncil that is recgnized, functinal, and bradly accepted; Develpment and wide disseminatin by the training cuncil f dctral educatinal and training guidelines cnsistent with the Accreditatin G&P; Existence f the practice area in current educatin and training prgrams; Gegraphically dispersed psychlgy practitiners wh identify with the practice area and prvide such services. Prcess: Steps in the identificatin prcess are: 1. Applicatin by the training cuncil will be initially reviewed by the CA based upn the criteria defined abve t determine the eligibility f the area fr public cmment n its inclusin; 2. If in this initial review, the area meets the criteria fr eligibility, the CA will invite subsequent public cmment as well as inviting letters f supprt r cncern frm relevant rganizatins; 3. Final decisin by the CA. 4. In the case f a decisin t nt include the area in the scpe f accreditatin, the training cuncil may file an appeal using an appeal prcess parallel t the current prcedures fr the appeal f prgram-level decisins. Specific prcedures fr that appeal will be develped. 3
