1 Essential Elements f a Quality Visual and Perfrming Arts Prgram This dcument was develped by the Suth Carlina District Arts Crdinatrs (SCDAC) with supprt frm and in cllabratin with the Suth Carlina Department f Educatin. The SCDAC is a cmmittee f the Suth Carlina Alliance fr Arts Educatin. The Suth Carlina Department f Educatin recgnizes the imprtance f the visual and perfrming arts in the develpment f all students. The Essential Elements f a Quality Visual and Perfrming Arts Prgram serves as a recmmended mdel fr a quality, standards-based arts educatin prgram. The accmpanying checklist is a diagnstic tl fr evaluating and imprving schl and district prgrams. Endrsed by Suth Carlina Department f Educatin Arts in Basic Curriculum Prject Suth Carlina Arts Alliance Suth Carlina Alliance fr Arts Educatin Suth Carlina Art Educatin Assciatin Suth Carlina Dance Assciatin Suth Carlina Dance Educatin Organizatin Suth Carlina Music Educatrs Assciatin Suth Carlina Theatre Assciatin Visual and perfrming arts instructin reaches students in innvative ways by energizing, educating, and intrducing them t a variety f cntent. Curricular balance is achieved thrugh creative prblem-slving strategies, higher rder thinking skills, and differentiated learning styles that are inherent in the arts. By learning in and thrugh the arts, bth the grup and the individual are emphasized. Supprt f these essential guidelines will ensure a thrugh and creative learning experience fr all Suth Carlina students. A cmprehensive, sequential, standards-based visual and perfrming arts prgram is defined as an instructinal prgram in dance, vcal and instrumental music, theatre arts, and visual arts, prviding fr every student in traditinal and nn-traditinal schls (including but nt limited t charter, virtual, magnet, and ther schls f chice). An arts crdinatr will be established as a district-level psitin. The crdinatr will be a certified arts instructr. The respnsibilities will include but nt be limited t: leadership f arts persnnel, research and grant writing, crdinate arts purchasing, intricately invlved with the selectin f arts educatrs and scheduling f arts classes, attend lcal/state meetings fr all arts disciplines, infrm district as well as arts educatrs abut legislature relating t the arts, 1

2 serve as liaisn between the cmmunity, the arts, and the district. PreK and Kindergarten An early childhd arts prgram shuld be prvided fr pre-k and kindergarten students within the pre-k/kindergarten curriculum and within the pre-k/kindergarten physical classrm. Instructin shuld be prvided by the certified pre-k r kindergarten educatr in cnsultatin with the certified arts educatrs. Funds fr arts educatin are t be included within the pre-k/kindergarten budget. Prtcls as utlined in the Gd Start, Grw Smart Early Learning Standards, and The Guidebk t the Kindergarten Standards will be fllwed fr arts instructin. Elementary Grades 1 Thrugh 5 The minimum requirements fr all students in grades 1 thrugh 5 must include dance, music, theatre, and visual arts. The minimum scheduled time fr students in grades 1 thrugh 5 in visual and perfrming arts classes is 40 cntinuus minutes per week. The rati f visual and perfrming arts teachers per schl is: 1 teacher per 500 students, per discipline. The maximum number f classes taught per day fr a visual and perfrming arts teacher is seven. One uninterrupted planning perid equal t ne teaching perid will be included in the day. Duties assigned by the principal will nt exceed the duties assigned t ther academic teachers. Travel time and a separate lunch time will be included as part f the daily schedule fr itinerant teachers. Self-cntained students attending visual and perfrming arts classes will be served as a class, nt t be cmbined with ther classes r divided except fr the accmmdatin f space and with the exceptin f mainstreamed students. Cnsultatin between visual and perfrming arts teachers, special educatin teachers, and apprpriate related service persnnel is essential t ensure apprpriate, active participatin f students with special needs. Para-prfessinals assigned t special needs students shuld accmpany the students t all arts areas. Visual and perfrming arts teachers will be invlved in the IEP prcess t ensure apprpriate placement f all special needs students in arts classes. The visual and perfrming arts classes are standards-based instructinal perids. Students shuld nt be withheld frm the visual and perfrming arts classes fr remediatin, pull-ut prgrams, r discipline. On sme ccasins such as state testing, assemblies, and early dismissal days, students may miss their visual and perfrming arts class as they wuld ther cre classes. 2

Therefre, a minimum f 1% f instructinal mney f the per pupil allcatins will be devted t each arts discipline based n class enrllment per year fr supplies, equipment, and materials. Additinal allcatins will be a necessity t fully equip each discipline. Equitable access and funding will be available fr: instructinal resurces such as technlgy, textbks, audi-visual equipment, media center resurces, etc., nging visual and perfrming arts prfessinal develpment, such as lcal, state, and natinal cnferences, wrkshps, institutes, etc. All visual and perfrming arts instructin will ccur in an apprpriate learning envirnment as specified in the Opprtunities t Learn Standards fr Arts Educatin. Enrllment in dance and theatre classes will accmmdate ne hundred square feet f space fr each student. Students enrlled in visual arts classes shuld be prvided with 55 square feet f space fr each student. Perfrmance gals fr arts educatin will be included in the district strategic plan and each schl renewal plan. Middle Schl Grades 6 Thrugh 8 The minimum requirements fr grades 6 thrugh 8 will include dance, vcal and instrumental music, theatre, and visual arts. Minimum scheduled time fr visual and perfrming arts will be equivalent t ther cre academic subjects, and the teacher will have at least ne uninterrupted planning perid per day. Enrllment in music perfrmance classes may accmmdate a maximum f 250 students daily, based n a 5-day week. Class size will be determined by the faculty member with cnsideratin given t student needs and perfrmance gruping. Enrllment in dance and theatre classes will accmmdate ne hundred square feet f space fr each student. Students enrlled in visual arts classes shuld be prvided with 55 square feet f space fr each student. Nn-perfrming arts classes such as visual arts, general music, and arts appreciatin will nt exceed a 1 t 25 rati. The fllwing cnsideratins determine the maximum teacher lad fr visual and perfrming arts classes: enrllment in music perfrmance classes may accmmdate a maximum: 240 students daily fr schls with traditinal 6 classes per day schedules r A/B blck schedules, bth with year-lng classes. 120 students daily per semester fr schls with blck scheduling. Class size will be determined by the arts instructr with cnsideratin t student needs and perfrmance gruping, fr student enrllment in dance and theatre classes; ne hundred square feet f space fr each student will be prvided, fr students enrlled in visual arts classes: 55 square feet f space fr each student will be prvided, nn-perfrming arts classes such as visual arts and arts appreciatin shall nt exceed a 1 t 25 rati.
