Purpse The purpse f this Handbk is t detail the Quality Assurance and supprting prcedures that will underpin the accreditatin relatinship between the University f Salfrd and The Manchester Cllege. It is intended t be used by staff frm the University and The Manchester Cllege wh have a rle in the delivery, management, quality assurance and peratinal aspects f the prgrammes validated under the Accreditatin Agreement. The Handbk prvides hyperlinks t the University f Salfrd website, which shuld be externally accessible t all staff frm The Manchester Cllege. It als prvides hyperlinks t the University f Salfrd v-drive. Access t this v-drive has been granted t all members f The Manchester Cllege Accreditatin Sub-Cmmittee and HE Managers at The Manchester Cllege. Academic Regulatins fr Taught Prgrammes (ARTP) All accredited prgrammes validated by the University fr delivery at TMC (as detailed in Appendix I) are gverned by the University s Academic Regulatins fr Taught Prgrammes (ARTP). The ARTP are updated annually and are published in September fr the frthcming academic year. A summary f the key changes is als psted here. University Academic Handbk and the Scheme f Delegatin 4.1 University Academic Handbk The University has in place an Academic Handbk, which cvers all areas f academic gvernance, quality assurance and prvides details f the University s plicies prcedures in place in these areas. The University Academic handbk is reviewed n an annual basis and the updated versin upladed t the web by the start f the Academic Year. The Academic Handbk is accessible n-line at the fllwing link: University Academic Handbk This is different t the TMC Academic Handbk. As part f the Accreditatin f The Manchester Cllege (TMC), a scheme f delegatin has been agreed. As part f the agreement between the University and TMC, it has been agreed that, in sme instances, TMC plicies and prcedures can be used, in relatin t sme aspects f Academic Gvernance and Quality Assurance, instead f the University s plicies and prcedures applying, as detailed in the University Academic Handbk. Sectin 4.2 prvides mre details f the scheme f delegatin. 17 4.2 Scheme f Delegatin The scheme f delegatin will perate frm the academic year 2012/13 and will be subject t review by the University after tw years f peratin (cmmencing in 2014/15). Persnal Develpment Planning (PDP) Academic Plicies and Prcedures where authrity is delegated t TMC, subject t cnditins (as detailed belw) are as fllws; Plicy/Prcedure Student Cmplaints Prcedure Cnditin: TMC t ldge utcmes f cmplaint cases where relevant t University f Salfrd prgrammes with the University s Gvernance Services Unit via the Secretary t the TMCASC If the cmplaint relates t a University service, it shuld be dealt with by the University thrugh the University s Student Cmplaints Prcedure. If the cmplaint is cnsidered by TMC, and if students are dissatisfied with the utcme nce they have exhausted all stages f the prcedure, they have a right t appeal t the University fr a review f their cmplaint. 18 guidance when applying disciplinary penalties arising frm referral under the Academic Miscnduct Prcedure. The academic penalties applied will be thse within the Academic Miscnduct Prcedure which has nt been delegated t TMC. Prgramme Design, Apprval, Amendment, Review and Withdrawal Outcmes f disciplinary cases shuld be ldged with the University s Gvernance Services Unit via the Secretary t the TMCASC. The TMC internal system fr Prgramme Design, Apprval, Amendment and Peridic Review and Re-apprval will remain in place t enable TMC t prepare its HE prvisin fr cnsideratin by the US. In additin, prgramme apprval (and, as necessary, amendment and review) events will be held at TMC and will perate with similar authrity t that accrded the University Standing Panel (USP) Prgramme Mnitring and Enhancement Prcedure (PMEP) using the TMC PREPPrgramme Review Evaluatin & Planning. TMC is required t prvide an verview t TMCASC at the cmpletin f each stage f the PREP, f generic issues arising n prgrammes accredited by the University f Salfrd and The Manchester Cllege s respnse t thse issues. The verview will be supplemented by three sample prgramme level PREPs, selected by the University, as cmpleted fr that stage. A particular fcus f the Sub- Cmmittee s cnsideratin will be hw the PREP prcess has factred in cmment and advice frm External Examiners. Where sample prgramme level PREPs are at the stage f addressing External Examiner reprts thse sample PREPs will be accmpanied by the relevant External Examiner reprts Academic Plicies and Prcedures where authrity is nt delegated t TMC are as fllws. In this instance, the University s plicies and prcedures will be applied by TMC, subject t them duly reflecting their peratin, mutatis mutandis 2, in the Cllege; Assessment and Feedback fr Taught Awards; Late Submissin f Wrk; Persnal Mitigating Circumstances; 2 Fr these prcedures, TMC will assume the rle f the Schl and carry thrugh the prcedures in line with the respnsibilities assigned t the Schl in US Prcedures. 18

Academic Gvernance This sectin f the handbk will cver: Academic Gvernance The Manchester Cllege Accreditatin Sub-Cmmittee (TMCASC) The Senate f US will retain verall respnsibility fr the academic management and cntrl f the prgrammes and fr the versight, maintenance, mnitring and evaluatin f academic standards and quality. Respnsibility fr the maintenance f academic standards will be exercised thrugh TMCASC f the APPC f the US Senate, which will cnsider the academic standards and quality f the Prgrammes in a similar manner as ther prvisin within the University. 5.1 Academic Gvernance The University has in place a scheme fr academic gvernance. The Scheme f Academic Gvernance attempts t specify the way the Scheme f Academic Gvernance wrks and utline the verall shape f the Scheme at Senate, Cllege and Schl level at the University. The way in which Senate and its Cmmittees perate is described in detail in the University Cmmittee Handbk which sets ut infrmatin n such matters as the rles f the cmmittee and membership, the frm f publicatin and circulatin f cmmittee papers and guidance fr cmmittee secretaries. Quality Management and Enhancement This sectin f the handbk will cver: Prgramme Mnitring & Enhancement Prcedure (PMEP) Jint Bard f Study (JBS); Staff-Student Cmmittee (SSC); Evaluating the Student Experience the Student Vice; Reprting requirements. 6.1 Prgramme Mnitring and Enhancement Prcedure (PMEP) As detailed in the Scheme f Delegatin, Prgramme Mnitring and Enhancement Prcedure (PMEP) will be cnducted using the TMC Prgramme Review, Evaluatin and Planning (PREP) prcess, in place f the University system f PMEP. The PREP analyses prgramme data, learning and teaching, External Examiner (EE) reprts, public infrmatin, quality assurance and assessment, student feedback, feedback frm emplyers, and student prgressin and supprt. Frm this strengths are identified t infrm sharing gd practice and a detailed actin plan fr imprvement is cmpiled. The PREP is cmpleted in three phases thrughut the academic year with an actin plan after each phase s that it becmes a wrking dcument fr prgramme teams and a key tl fr quality imprvement. The stages and timings f the PREP system are as detailed in Table 2. Whilst this has been delegated t TMC, there is an expectatin that student representatives will be in place fr all University prgrammes and that they will be invlved in the quality assurance f the prgrammes thrugh the JBS and SSC meetings. 6.5 Reprting requirements Perfrmance reprting (Student Achievement reprt) TMC t prvide fr TMCASC an analysis f student achievement, including retentin (withdrawals, interruptins f study and failures) and prgressin (prgressin t next level, awards, classificatins as apprpriate) n University prgrammes at TMC, benchmarked against the University and acrss the sectr, at prgramme level. In additin, prgramme apprval (and, as necessary, amendment and review) events will be held at TMC and will perate with similar authrity t that accrded the University Standing Planel (USP).. This panel is knwn as The Accredited Prgramme Apprval and Review Panel (APARP). The panel fr thse events will nrmally cmprise; a Chair frm the University; a minimum f tw academic staff frm a University Cllege with relevant disciplinary expertise fr the prgrammes under cnsideratin; a minimum f tw external advisers, nminated by TMC fr endrsement by the University and then appintment by TMC; a nminee f the University Librarian; a student member nminated by the University f Salfrd Students Unin Trustee Bard; TMC staff as nminated by TMC (wh are nt members f the Prgramme Team); a student member nminated by the Cllege s Student Cuncil; and will be recrded by the University s Gvernance Services Unit fr reprt and recmmendatin fr validatin t TMCASC f Academic Prgrammes and Partnerships Cmmittee (APPC). Once initial apprval is granted by the University, the schedule will be apprved by the TMCASC and the APARP events scheduled by the Secretary f TMCASC. TMC shuld liaise with the US Link Tutr in respect f the draft prgramme and mdule specificatins prir t their submissin fr apprval/validatin. 29

The University uses the BANNER student recrds system t stre student recrds. Each student studying n a University prgramme at TMC will be required t be registered nt the University student recrds system. 8.1 Setting up prgramme infrmatin n Banner This will be the respnsibility f the University and will managed by Student Administratin (SA). Fllwing prgramme validatin thrugh TMCASC, the Secretary f TMCASC will frward all prgramme infrmatin (mdule specificatins, prgramme specificatins) t SA t enable prgrammes t be set up n the BANNER system. Data integrity check SA will frward t TMC via the UK Partnerships Office by prgramme, the mdules, semester f delivery, cmpnents f assessment, assessment weightings, final cmpnent f assessment t enable TMC t run a data integrity check against their system and cnfirm that they cmply. TMC student recrds will enter all prgramme infrmatin as abve nt the TMC EBS system and crss check against the definitive data list. 8.2 Student Registratin The student registratin prcess is the respnsibility f TMC. Once students have registered with TMC n University prgrammes, TMC will need t prvide this infrmatin t the University t enable students t be frmally registered with the University. All students undertaking University prgrammes will need t be registered with the University.
