3 Asbestos Manager c 35,000 pa (Salary review pending) The search is on for an experienced asbestos professional to oversee a vital part of our Torus journey. Torus is a brand new company formed on 1 April 2015 and combines two high performing North West social landlords - Golden Gates Housing Trust and Helena Partnerships. The scale is big - over 22,000 homes, 1,000 employees and an annual turnover of more than 100M with ambitions to spend 30M per annum on new homes. As for the location, Torus sits across St Helens and Warrington right at the heart of one of the fastest developing growth areas in the country. This is an exciting opportunity for a talented asbestos professional with an excellent track record in the development, management and delivery of asbestos management programmes. The post-holder will be a key player in the Torus Asset Management team and will have responsibility for ensuring we hold excellent asbestos data across our property portfolio. You will be responsible for setting asbestos surveying programmes, monitoring surveying techniques and standards, managing external consultants/ contractors and ensuring our asbestos removal programme is completed in line with legislation. 4 Job Description Job Title: Employer: Location: Asbestos Manager Torus Warrington and St Helens Salary: Circa 35k Responsible to: Asset Data Intelligence Manager Purpose of the Post: As a leader focusing on the management of asbestos as part of the Torus Asset Management team, the Asbestos Manager will be responsible for delivering a highly professional service responsible for actively managing asbestos across the property portfolio. It will be expected that the role holder continually develops the Company s Asbestos Register and ensures full compliance with legislation including CAR The Asbestos Manager will be expected to maintain asbestos management systems, set asbestos surveying programmes, monitor surveying techniques and standards, have day to day management control of external consultants and to monitor asbestos removal works. Exceptional knowledge of asbestos management system development will be expected. It will be expected that clear leadership around asbestos is provided that builds an environment that is based on trust, mutual respect, integrity, where everyone takes accountability and responsibility at the same time as working together as one team. The role holder will need to work collaboratively and in partnership with other members of the team to deliver a seamless service to customers, clients and offer VFM. Page 4 of 9

5 Key Responsibilities: 1. Operational Services 1.1 To provide leadership and technical support on the management of asbestos data 1.2 To lead the design, implementation, usage and on-going development of the Asbestos Register 1.3 To be responsible for setting and delivering asbestos surveying programmes in order to allow maintenance and investment works to be completed 1.4 To be responsible for and ensure compliance with all relevant legislation including the Control of Asbestos Regulations 1.5 To ensure all investment contract letting is in line with Torus policy 2. Compliance and Risk 2.1 To ensure that effective written procedures are developed, implemented and regularly updated 2.2 To ensure effective business continuity practices are in place, tested and updated 2.3 To ensure relevant financial policies and procedures are adhered to at all times 3. Value for Money 3.1 To apply robust VFM, appraisal and reporting processes 3.2 To ensure that specific focus is given to achieving efficiencies across the Asset Management team through the development of best in class processes and systems 3.3 To monitor procurement frameworks and practices to drive VFM in respect of our contractual relationships with contractors and consultants 3.4 To ensure accountability for all budgets designated to the role taking full responsibility for budget monitoring and performance reporting 4. Health and Safety 4.1 To ensure that H&S policy and procedures are adhered to and embedded to deliver effective and safe services and operations 5. Equality and Diversity 5.1 To apply and embed fairness and equality in both the delivery and offer of all services and to ensure that all staff and customers are treated fairly in order to meet an individual s personal circumstances Page 5 of 9

6 Person Specification 1. Appropriate professional qualification Degree level education in construction or property related discipline or equivalent relevant training/ experience Ideally a P405 qualification but as a minimum a P402 qualification Evidence of and commitment to continual professional, leadership and personal development 2. Experience and Track Record Significant evidence of working in the asbestos sector with specific experience relating to the management of asbestos registers Able to demonstrate a high level of knowledge of property management gained through extensive and relevant experience including the implementation and management of asbestos controls Extensive experience of developing, implementing and managing asbestos management software Experience and knowledge of developing mobile data capture solutions A sound knowledge of all health and safety legislation relevant to property maintenance and construction projects A successful track record of achievement in shaping and implementing change through good project management and the use of measured performance data Experience and knowledge of transforming business processes to improve business performance based on intelligence led data and strong project management skills Evidence of co-ordinating and demonstrating the importance of value for money in everyday operations Demonstrates a commitment to H&S to ensure safe operations and environment for staff and customers Evidence of horizon scanning external environment to ensure smooth delivery of corporate plan High levels of IT literacy and an understanding of new ways of working 3. Managing Change Experience of managing change through combining excellent project management skills with an inclusive style to deliver intelligence led improvements Page 6 of 9

Financial & Risk Management Demonstrable governance and financial compliance management experience within a housing or property environment to ensure robust compliant operations Sound knowledge of legislation and good practice in relation to housing management and maintenance Evidence of successfully managing budgets in line with corporate policy Page 7 of 9
